URIGAO City--First, they found a 500-pound American bomb. A few days after, construction workers discovered what could be a tunnel used by Japanese soldiers in the place where the Surigao del Norte National High School now stands.
The suspected Japanese tunnel lies around 20 meters from where the bomb was found, Alberto Geir, a foreman of construction company FFFJJJ told MindaNews on Sunday. “It looks like a dugout or foxhole used by Japanese
soldiers then,” he said. Geir said that before they began the excavation work sometime in December last year, they were told about the presence of bombs and Japanese tunnel around the construction site.
“I spotted inside the tunnel a helmet, water canteen, and there was a rising sun painted on the wall. I never looked for long because I was afraid then.”

Cagayan de Oro City needs P1.2b to upgrade its drainage system By Jigger J. Jerusalem of PNA
CAGAYAN de Oro City-This port capital of Northern Mindanao would need PhP 1.2 billion to upgrade the city’s drainage system, the highways engineer said. NUSP hits Licuanan as ‘anti-student and anti-poor’ THE National Union of Students of the Philippines (NUSP) hit Commission on Higher Education (CHED) chairperson Patricia Licuanan as “antistudent and anti-poor” for her statements regarding the new polic y of free tuition in state universities and colleges (SUCs). “ The poorest of the poor are not yet in college. They have been knocked out long ago and enrollment of the poorest quintile in higher education is only 8 percent. So, it’s not going to benefit the poor,” Licuanan said in an interview last Monday. Licuanan was referring to the P8.3 billion fund that has been set aside to finance the tuition of students in the country’s 114 state universities and colleges (SUCs). Licuanan further clarifies her position by stating that CHED would rather focus on helping the poorest of the poor, rather than offering free tuition to all students. In response, the NUSP later reiterated its position that the new tuitionf ree p olic y in SUCs is only the first step in the campaign for free public education in all levels. NUSP National Spokesperson Mark Vincent Lim said “the position taken up by Licuanan and CHED is blatantly anti-student and antipoor. Licuanan and her ilk need to understand that education is a universal right. There should be no conditions when it comes to providing free public education.” “Many of the Filipino youth do not attend college pre cis ely b e c aus e it is so expensive. The exorbitant tuition rates are part of this problem” explained Lim. “It is also ironic for CHED to claim that they would rather focus on t h e p o o r e s t s e g m e nt s of society when it has cont inuously p er p etuated anti-poor policies like unyielding tuition incre as es, imp osit ions of other school fees, and the implementation of socialized tuition scams.” said Lim. “ Wit h p o l i c i e s l i k e these, CHED has allowed tertiary education to become a lucrative business in the countr y.Is it so surprising that many Filipinos cannot afford to go to college?” added Lim. The NUSP called on all student councils, as well as ot her progressive youth and student organizations, to conduct their own protest actions in front of their respective CHED offices in order to denounce the statements made by the CHED chairperson.

Bam: CHED ‘out of touch’ on claim SUC students are ‘moneyed, non-poor’
SENATOR Bam Aquino described as “out of touch” the Commission on Higher Education’s claim that students in state colleges and universities (SUCs) are mostly moneyed and non-poor. “Three out of four ng estudyante sa SUC ay nagdadrop-out dahil kulang ang kanilang pambayad. Paano sila naging mayaman,” said Bam, chairman of the Com-
mittee on Education in the 17th Congress. Bam’s reaction came after CHED chairperson Patricia Licuanan said in a television interview that “only moneyed and non-poor students will enjoy the P8.3-billion budget for free tuition fee in SUCs.” While he admitted that the country’s “poorest of the poor” are not in college, Bam said many of the students
in SUCs still come from families of minimum-wage earners. “Hindi masasabing sila ang poorest of the poor, pero kailangan pa rin nila ng tulong pinansiyal para makatapos ng kolehiyo,” the senator said. As chairman of the Committee on Education, Bam said the institutionalization of free tuition in SUCs will keep students in schools and lead to more college graduates. “We want more people to get a degree. Sana sa tulong ng repormang ito, dumami pa ang college graduates sa
Pilipinas na makatutulong sa kanilang pamilya sa malapit na hinaharap,” Bam said in a television interview. Aquino filed Senate Bill No. 177 or the Free Higher Education for All Act giving free tuition fee to all students in SUCs. Aside from Bam’s bill, several senators have filed similar measures to institutionalize free college education in SUCs beyond the allocation of P8.3 billion in the 2017 budget. “We’re ver y positive about it, we’re very hopeful about this bill, See CLAIM, page A7

HE Philippines is only one percent sufficient in milk. This means 99 percent of dairy products being consumed in the country are imported. Cattle provides 64 percent of the total local milk volume while buffalos contribute only 34 percent. One of the Department of Agriculture’s (DA) major programs is its milk feeding program. “But where will we get this if we are only 1 percent sufficient?” asked Dr. Eufrocina DP. Atabay of the DA’s Philippine Carabao Center (PCC) during her talk on “The Role of Assisted Reproduction in Dairy Industry Development” at the S&T Agri-Biotech Forum held recently. “What aggravates this situation is that there is a low number of dairy herd population both in buffalo and cattle. Another problem is that the animals are being left unproductive for a long time and this will result to low reproduction efficiency and economic loss,” added
Atabay who specializes in reproductive biotechnology. Hence, the need for the development of the dairy industry is obvious, especially with the increasing human population both on a global and national scale. This suggests an increasing demand for food sufficiency and agricultural sustainability. At the core of this mission is PCC, through its program “The Role of Assisted Reproduction in Dairy Industry Development.” Specifically, Atabay and her team’s objective is to increase dairy herd buildup in the Philippines, to increase in terms of quantity, and to improve the herd’s genetic quality. One of the technologies that Atabay and her team employ for dairy herd buildup is artificial insemination (AI). This process
of simulated reproduction involves extracting sperm from a quality male buffalo and injecting the sperm into the reproductive tract of a female buffalo. PCC’s AI services are done nationwide by trained private village-based AI technicians as well as tech-

Davao Oriental placed under state of calamity MALAYBALAY City––The Sangguniang Panlalawigan of Davao Oriental on Tuesday made a declaration placing the province under a state of calamity due to massive flooding in several towns, according to provincial information officer Karen Deloso. Cateel and Boston towns had earlier made state of calamity declarations due to damage caused by the floods. Deloso said Baganga town was also planning to declare a state of calamity. Boston, Cateel and Baganga lie on the province’s eastern coast. The same towns were badly hit by typhoon Pablo (Bopha) in December 2012. In Lupon, Davao Oriental the Municipal Disaster Risk Reduction and Management Council said a landslide occurred along the Mati-Maragusan Road, particularly
in Purok Curvada, Sitio Banhawan, Brgy. Marayag. The road had become impassable by light vehicles as of Tuesday morning, municipal information officer Roy Paran said. In Asuncion, Davao del Norte flood waters have reached the public market, terminal and five puroks (sub-villages) in the poblacion, but the national highway traversing the town remained passable, municipal information officer Manuel Puyong said. Since last week, rains have caused flooding in many parts of Mindanao. Aside from the Davao provinces, badly hit were Northern Mindanao particularly the cities of Cagayan de Oro, Iligan and Valencia (Bukidnon), Caraga Region, and parts of Maguindanao and Zamboanga Peninsula. nicians of LGUs, among others. AI is used to breed animals with higher productivity for both milk and meat by harnessing select animals’ excellent genetic materials. Two months after the AI, the team checks the presence of fetus inside
the carabao. The team also uses pregnancy test on the animal to determine if the breeding is successful “so we can detect non-pregnancy at the soonest time possible,” said Atabay. This helps to prevent animals who can be productive to be unproductive for too long. This
scenario (unproductivity of animals for extended periods), according to Atabay, would be costly for farmers and breeders. Another technology for enhanced genetic improvement for better quality carabaos is embryo See MILK, page A7

Nations turning away from the Creator
READ the scriptures in Psalm 2:1-12. This passage of the Bible was written around 3,000 years ago by King David which can be a message from God to all nations today. The reason why the elected presidents of the nations cannot fulfill the promises they gave to the people is because all of them trusted their own ability and the power of their allied nations. All of them turned away from the Creator of the universe, the Almighty One. The heads of the nations rejected the wisdom that comes from the Anointed One Yeshua/ Jesus. Rage and bewilderment. Hearts and minds gripped once again with fear of policemen from the Philippine National Police (PNP), which is fear that seemed to have somehow dissipated with the installation of Rodrigo Roa Duterte as the president of the Philippines in mid-2016. These and many other attacks of anxiety were what many Filipinos felt on Thursday, January 19, 2017, after hearing disclosures
by PNP chief Gen. Ronald Dela Rosa himself about the Korean businessman who was abducted from his home in Pampanga by elements of the anti-illegal drugs department of the Philippine National Police (PNP) to extort millions from his family. In an unprecedented admission of policemen’s involvement in heinous crimes just to enrich themselves, Dela Rosa bared that Jee Ick Joo, the Korean businessman, was actually killed by strangulation right inside the PNP national headquarters in Camp Crame, by an anti-illegal drugs policeman by the name of SPO4 Ricky Sta. A GENTLEMAN from America, according to radio broadcast from Cagayan de Oro, reportedly visited the city to marry his phone pal who reportedly turned out to be “bakla” or “bayot.” The bigger problem was the white man had given the bakla fifty thousand pesos. Naturally, marriage could not be effected, but the money is gone. The victim reportedly went to the police upon which the bakla was arrested. Another thing was the American had to return to the United States less his “bride.” I demand that the authorities should help the American on the issue. Filipino-Americans are definitely embarrassed. The country has been a killing field for seven months now scoring some
6,000 alleged drug suspects dead and everything seems normal. The matter is part of life and everybody thinks nothing is unusual. People still commute from one place to another to work, or hunt for food for the day, while jeepney and buses just move naturally ferrying passengers as if nothing is new in the country that claims 80 per cent Christians. Corruption involving new faces appointed by the Duterte regime is rising, bribery in in department offices, finger-pointing in the blue ribbon hearing relative to crimes among politicians and department head of such as in the bureau of immigration, etc. is fast becoming an ordinary scenario. Added to the new image of the country is the involve-
ment of some police officers from the three regions of the country who are accused of big crimes of robbery, kidnappings for ransom, murder, gambling rapes, too many to enumerate. Some people are fed up of same crimes taking place everyday with so many people, young and old alike participating like basketball games in barangay fiestas. All these will certainly collide with the church. And for Presiden Digong to fight it out with some church leaders to justify his administration’s failure to stop the senseless crimes is definitely a losing proposition on his part. 1st Hiscom General Assembly looks to future with an eye to the past T
he Cagayan de Oro Historical and Cultural Commission’s (Hiscom) civil society counterpart held their first general assembly last Sunday, 16 January 2017 to firm up their organizational structure and future events. Hosted by Hiscom Chair Dr. Erlinda M. Burton at the XU Museo de Oro of Xavier University Ateneo de Cagayan, the event was also graced by Local Economic & Investments Promotions Officer Eileen E. San Juan and City Councilor Jay Roa Pascual, chairman of the city council tourism committee, representing City
Mayor Oscar S. Moreno. “We really need the assistance of our stakeholders since there are only five of us commissioners in the Hiscom and there’s so much to do,” said Dr. Burton in her welcome remarks. “We are also constrained by our approved budget which cannot even provide us with funds to conduct events on our own so we are going to definitely need the support of our stakeholders for possible private partnerships.” The Hiscom Stakeholders were first consulted by the Hiscom September last year and they have
since participated Hiscom activities notably the groundbreaking for the new Museum Annex building and tree planting along the river banks of Duaw Kagay-an Park. The group is headed by Ludy Jongco-Quiblat as chairperson and Jesus Christopher Salon as secretary-general. During last Sunday’s general assembly, those present updated their committee memberships following the same structure along which the Hiscom is organized. For his part, Councilor Pascual stressed the city council, especially the tourism committee which he chairs, is ever ready to support the Hiscom’s endeavors. “In fact, during our special ses-

The meeting concluded with a dance presentation of the Xavier University Cultural Dance Troupe relating the story of Datu Salangsang, the Higa-onon chieftain who founded the first settlement of
Cagayan de Oro called Cagaiang, at the present site of the St. Augustine Metropolitan Cathedral complex and Gaston Park. The Hiscom and the Stakeholders are now developing a decade long series of events celebrating the founding of Cagaiang to start on 2018 dubbed Kagay-iyang 390, marking the 390th founding of Cagayan de Oro’s original settlement.

the big conflict between the Jews and Palestine regarding the ownership of the land of Israel are real proofs that nations who will forget the Creator will be in great trouble. The war against illegal drugs, corruption and criminality with our beloved President Duterte eventually has killed more than 6,000 people and 35 policemen which resulted a conflict between our President and the Bishops of the Roman Catholic Church. These are just the tip of the iceberg of the chaotic status of all nations. I therefore conclude that the word of God is powerful and what is written in the holy word of the Creator will all be fulfilled. If the heads of nations will turn away from God, let it NOT be the same with the heads of families. Let us ask wisdom from our Creator and read His word the Bible day and night so that we can have real peace and success in all our undertakings. Peace be upon all families. Try to start reading the scriptures or the Holy Book of the Christians and you will become spiritually strong. government, effectively giving a lie to Duterte’s campaign pledge to stamp out criminality and to stop or at least minimize corruption. This proves, unfortunately if I may so, the one single thesis that we have been repeatedly expressing in this column even during the presidency of Benigno Aquino III: that change cannot be decreed by one man alone, even if he happens to be the most powerful person in the country because he is the president. Change can only come about if it is produced by the collective appropriate fear and love of God among citizens! -oooTHE BIBLE’S BOOK OF GENESIS PROPHESIED THE BIRTH OF JESUS: Certain incidents occurring at or near the time that Jesus was born in Bethlehem appear to have been orchestrated to demonstrate that the One that was coming into the world was not human, even if it was a supposedly human mother that conceived and gave birth to Him. In the next few days here, we shall endeavor to take note of these incidents written in the Bible itself. The first important incident in the birth of Jesus is of course the fact that it was prophesied to happen--that is, the coming of God the Father Himself to earth
in human form so He could save mankind from the punishment due them for their sins--- in the very first book of the Bible, which is the Book of Genesis. Where in Genesis? transfer. The scientists collect quality embryos from one female buffalo for transfer to another female buffalo. The actual transfer is undertaken using AI as well. They also do in vitro fertilization, or the incubation of the sperm and egg in a petri dish. After this, they do further culture and then perform embryo transfer. Sometimes, the group induces the buffalo to produce more eggs in order to produce more embryos in order to produce more offsprings. Excess embryos are preserved for future use. “So there are many ways of producing the embryo,” said Atabay. Some of these processes are aided by ultrasound technology such as in ovum pick-up, a process in which scientists collect immature egg cells from a superior carabao via aspiration with the help of ultrasound. “As we employ these technologies, we are ensuring the sustainability of the production of our local dairy animals so we can avoid the importation of live animals, avoid the importation of some diseases... for a sustainable and globally competitive dairy industry,” Atabay concluded. “We found one big bomb and now this seems to be real,” he said, but clarified he is not an authority on the subject. The subcontractor of the project who requested anonymity said they will build four school buildings and an access road worth 93 million pesos. “We will file for a suspension of work to the Department of Public Works and Highways because we are jeopardizing the students if there might be another bomb around,” he said, adding they will resume the excavation work by late March after the classes end. Surigao del Norte National High School principal Aurelio J. Deguito said he believes the find is a Japanese tunnel. “There are some stories I heard that this tunnel was created by some treasure hunters but I doubt it because it’s concrete,” he said on Monday afternoon. He recalled that in the past few decades the school was a favorite spot for some treasure hunters. Japanese soldiers used the school as their garrison during the Second World War. Deguito said he will look for experts with equipment to inspect the school site for more vintage bombs, although Surigao City has requested the embassies of the United States and Japan to send teams to do the job. Max Tandan Jr., a government employee in Surigao City recalled that as an elementary pupil in the 70’s, he entered one of the tunnels. “I spotted inside the tunnel a helmet, water canteen, and there was a rising sun painted on the wall. I never looked for long because I was afraid then,” he said Tuesday. On Jan. 15, Julito Calimpong, a backhoe operator, hit a metallic object while doing excavation work at the school. It was found at two meters deep, not six meters as earlier reported. He thought it was some treasure that would make him rich. He s u r r e p t i t i o u s l y brought what he thought was treasure to the house of his employer, Danilo Orquina, former mayor of Bacuag in Surigao del Norte. Orquina, who lives at Bernadette Village in this city, was quick to identify it as a vintage bomb and warned Calimpong and other workers not to touch it. The bomb measured 54 inches long with a diameter

of 14 inches. It had retained its original olive drab color. Army bomb experts who came to Orquina’s house identified the bomb as an AN-M43 or M64 (Army Navy designation) 500 pounder containing HE/ TNT/Almatol which is indicated by a visible 1-inch yellow stripe. It was used by naval aircraft like the SBD and SB2C dive bombers and the TBM/TBF torpedo bombers. Explosive and Ordnance Division personnel of the Army’s 4th Infantry Division arrived at Bernadette Village on Tuesday morning and removed the bomb. Some residents of the village were frightened upon being told to evacuate for their safety. Johanne Jake Miranda, who once served in the Philippine Navy as a graduate of the Philippine Military Academy, said the EOD team confirmed that the bomb was live with its nose, tail booster fuses and body still in good condition. Lt. Col. Colonel Rico Amaro, commanding officer of the 30th Infantry Battalion based in Bad-as, Placer in Surigao del Norte, said they have detonated the bomb last Saturday at the Manila Mining Company mine site. Local historians said the bomb was among those that were dropped by US bombers during WWII. “A bombing raid was conducted by such aircraft from carriers USS Essex and USS Lexington in Surigao City on September 9, 1944. This particular bomb was aimed at a Japanese Army garrison located on a hilltop, which is now Surigao High School,” said Miranda, who contributed significant work to the Battle of Surigao Strait Museum. Dino Robert, a local historian based in Cantilan Surigao del Sur said air raid against Japanese forces in Surigao, which was a town then, took place in April 1945. (Roel N. Catoto/MindaNews)

waterways where, once it overflows, would cause flooding in the surrounding area of the village of Lapasan where the state-run Mindanao University of Science and Technology, high - end hotels, malls and financial centers are located. Representative Maximo Rodriguez Jr. of Cagayan De Oro City’s second district, said he has asked DPWH Secretary Mark Villar, who visited Cagayan De Oro after the urban flooding last week, to hasten the release of the funds so the project could start soon. Rodriguez said that the project would not be delayed since blueprint of the city’s drainage master plan was already available since the mid-90s and it only needs to be reviewed for implementation. What kind of instructional leader are you By SUSAN ONTOLAN PADAYHAG Teacher I Talakag National High School
AN instructional leader involves setting clear goals, managing the curriculum, monitoring lesson plans, allocating resources and evaluating fellow teachers regularly to promote student learning and growth. Quality of instruction is the top priority for the instructional leader. Instructional leadership is committed to the core business of teaching, learning and knowledge. The instructional leader must meet fellow faculty on a regular basis to discuss how to do their jobs better and ultimately help students learn more effectively. Four skills have been identified as essential for effective instructional leadership. These are 1) effective use of resources; 2) communication skills;
3) being visible and accessible; and 4) serving as an instructional resource. It isn’t sufficient for instructional leaders to just know their faculty’s strengths and weaknesses. If specific resources can benefit the other teachers, the instructional leader should be ready and prepared to provide them. They should also clearly recognize that teachers thrive on being appreciated and acknowledged for good performance. Of course, instructional leaders should be excellent communicators. Interpersonal or people skills are crucial to their success. They must be able to communicate their beliefs pertaining to education including the conviction that every student is capable of learning.
Continuous Projects Make A Difference By Ma. Fe Lara M. Juntilla Pangantucan Central Elementary School
Change will not come if we will wait for some other person or some other time, according to President Barrack Obama. The Department of Education keeps on formulating innovation to address the problem and cater the needs of the school. In connection to this, the office of the Division of Bukidnon trained group of teachers in pilot school in order to help solve the problems in their respective schools. They
will search and find intervention to help teachers ease their worries on how to minimize the present problem if not resolve. The trained CIP team spent sleepless nights burned their candles. Countless effort and rejection just to produce a well-planned and effective intervention. More over through the implementation of the project and embracing the change that we want will surely get a positive result.

THE ESSENCE OF BEING A MOTHER By Myrna B.Micabalo- School Principal I Kitaotao 2 District
I believe that all people are intrinsically good and have greatness therein. However life takes its tool and impacts on who we become. It derails us divert us from our true nature. We are all born good and life is journey. Whomever we meet and whatever we experience become our teacher and impacts on who we become. Is critical for us to keep searching and be life-long learner. There is no academy
that we can to attend then can teach us to be a great mother or wife rather, it is a deep calling. It’s not about just being a woman. It’s about having compassion, being extraordinary present and having unconditional love .We are unique and different from anyone else. We are influenced by our personality, culture and experience. Our environment play a huge role in hoe we behave, interact and carry ourselves .Our behavior as
adults are reflection of where we come from and how we grew up and a lot of time is also a reflection of what we experienced in our childhood. Spend time with your children. Entrenching ethics, moral, values, knowledge and wisdom. However the most important thing is showing them unconditional love. Mothers must always make time to ensure that their children feel special and that no matter what they say and do, they will always be the best person, if your child does not accept your praise

One of the most prevalent trends in today’s society is the widespread of use consumer electronic devices. In fact, consumer electronics dominate almost any sector of the world’s population. Consumer electronics have made life for the modern man more efficient, convenient and comfortable. Take education for example. Books in the libraries are now supplemented by the additional
ability of doing research using the Internet. How does one access the Internet? It is through the consumer electronic device that we call the computer. Aside from, electronic gadgets like smart phones allow people to log in to the Internet using this hybrid between a portable computer and a mobile phone. Some schools also make use of computers in classes, especially teachers who choose to present their notes to the class. This is
done using presentations created with the help of specific software. Consumer electronics dominate telecommunications as well. In the old days, people relied on analogue land line telephones in order to make call but nowadays, society has cellular phones to do that. Moreover, cellular phones give users the advantage of being able to make calls anywhere and anytime they need to, as opposed to landlines where you have to be in a specific location in order to make a
call. Almost everything has become electronic. Digital cameras, for example, are the result of an evolution from mechanical and film cameras to those that make use of electronics. One advantage is that one is no longer limited by the capacity of film media when taking pictures, plus they get to see the results right away. The use of digital media storage also enhances and speeds up the processing of pictures, reducing costs along the way.
