THE country is increasingly facing possible onslaught of the rain-driving La Niña phenomenon beginning 2016’s second semester. State-run Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) forecast such scenario, noting more international climate
models already favor development of La Niña later this year after the weakening El Nino phenomenon’s expected transition to neutral around mid-2016. “There’s a big possibility for La Niña towards the end of this year,” Climate Monitoring and Prediction Section officer-in-charege (OIC) Anthony Lucero of PAGASA said on Wednesday (May 11) on the side of a forum in Metro Manila.

THE Commission on Elections (Comelec) Board of Canvassers proclaimed at dawn on Thusday (May 12) Oscar Moreno as the reelected mayor of Cagayan de Oro City, and his runningmate, Joaquin Raineir “Kikang” Uy, as the newlyelected vice mayor. Both Moreno, and Joaquin run under the Liberal Party (LP) of Mar Roxas. City elections officer Joel Dexter Nagtalon also proclaimed Rolando Uy, the father of Joaquin, as the winner in the first congressional race in Cagayan de Oro City’s first district. Eastern areas under threat of La Niña’s fury
AREAS in the country’s eastern portion face the most risk for brunt of the rain-driving La Nina phenomenon which experts increasingly forecast as possibly developing later this year. “If La Nina develops then as predicted, its big impact will be felt during 2017’s first quarter in eastern parts of the country,” said Climate Monitoring and Prediction Section OIC Anthony Lucero from State-run Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). He noted first quarter of the year is also when the rainy season generally peaks in the country’s eastern portion so communities there must prepare accordingly. “La Nina aggravates the rainy season,” he continued. Quezon, Leyte and Samar provinces as well as Regions V (Bicol) and XIII (Caraga) are among eastern Philippine areas at risk for La Nina’s brunt. Such areas border the Pacific Ocean where La Nina and thedrought-driving El Nino phenomenon develop. According to experts, La Nina and El Nino are the corresponding cool and warm phases of a recurring natural climate pattern called El Nino-Southern Oscillation (ENSO) across tropical Pacific. An ENSO-neutral state is one in which conditions are near long-term average, they said. They said above-normal rainfall is a mark of La Nina while shortage of precipitation is a manifestation of El Nino. See THREATS, page A6
