For CY 2013, LGU Tubod has an allocation of P15 million, and in current year 2014, it also received an allocation of P16 million to finance projects and programs identified by legitimate civil society organizations and are reflected in the Local Anti Poverty Action Plan (LAAP) formulated by the Local Poverty Reduction Action Team (LPRAT), she said. “These programs are aligned in achieving the Millennium Development Goals (MDG) of reducing poverty from 26.5% to 16.6% by 2015,” Mayor Quibranza-Noval added. Center of the DSWD are already completed while others are ongoing in the implementation. For 2014, five GPBPSALINTUBIG Projects of DILG are lined up for implementation the soonest. The GPBP promotes and strengthens LGUC S Os p ar t ne rsh ip for developments. While the program addresses poverty problems, it also empowers the community to effectively participate in nation building. It is foreseen that with the implementation of these comprehensive and transparent programs significant changes in the social and economic condition of the people will take place, thus, the Municipality will be able to create and provide a healthy and sound environment.

ILIGAN City - The Local Government of Kapatagan, under the leadership of Mayor Benjie Baguio, welcomed the Grassroots Participatory Budgeting Process (GPBP), formerly known as Local Poverty Reduction Action Plan-Bottom-up Budgeting (LPRAPBuB) Process due to its promising benefits, especially in uplifting the living condition of the people and communities in the municipality. During regular meetings of the Executive Committee (MANCOM), Mayor Benjie Y. Baguio expressed his commitment in prioritizing the implementation of activities outlined in the Grassroots Participatory Budgeting Plan. The conceptualization of the Grassroots Participatory Budgeting Process (GPBP) is a breakthrough in President Aquino’s administration to solve the municipality’s main problem, which is poverty, Mayor Baguio said. “LGU Kapatagan is proud of having had organized the Local Poverty Reduction Action Team (LPRAT) composed of sectoral representatives responsible in crafting, formulating
and monitoring all identified projects and activities responsive to the needs for poverty reduction. To date, the Local Government Unit of Kapatagan had identified various projects ranging from infrastructure projects such as farm-to-market roads, pre and postharvest facilities, construction of barangay health stations, repair and rehabilitation of classrooms, water systems and many more,” Mayor Baguio said. Soft projects such as training on sustainable organic agriculture, rubberbased farming, medicines, employment assistance, skills enhancement and others were identified as part of the plan for implementation. These hardware and software projects were already submitted for consideration and approval to participating agencies for fiscal years 2013, 2014 and 2015, Baguio said. “Though LGU Kapatagan is still on its way for the ultimate execution of the GPBP, the people have high expectations that hand in hand with the Aquino Administration, LGU Kapatagan will someday reduce if not eliminate the problem of poverty through GPBP,” he added.
