Davao consumers blame monopoly for power rate hikes

DAVAO City––Power consumers led by progressive groups on Monday held a rally in front of the Davao Light and Power Company (DLPC) to protest power rate hikes which they attributed to the “monopoly of the power industry.”

The protesters blamed the Aquino government for the emergence of the “monopoly”.

“The P-Noy government has an accountability on this because he allows the power industry to be monopolized by few companies ran by his cronies – the Aboitizes, Henry Sy, Cojuangcos and

Lopezes,” Grace Noval, Gabriela Women’s Partylist vice president for Mindanao, said.

Noval said the government has been depriving the people of electricity as a basic utility that is necessary to achieve their right to decent living.

came earlier from a forum dubbed “Inaykupo, nakamamatay ang kuryenteng pamahal ng pamahal!” to discuss power related issues including the Electric Power Industry Reform Act of 2001, which they wanted to be repealed along with the Value Added Tax being imposed on electricity bills.

Family in ‘illegal’ drug trade busted

CAGAYAN de Oro City–– Three members of a “Maranao” family believed engaged in drug trafficking in this seaport capital of Northern Mindanao were rounded up during a buy bust operation here.

An alert PDEA agent foiled an alleged attempt by one of the members of the family to shoot an operative at the height of the raid.

The regional headquarters of the Philippine Drug Enforcement Agency (PDEA) here on Tuesday identified the suspects as Rolly Macatanong Alawi, 64, his wife Salam Disumimba Alawi, 51 and son Jalel Disumimba Alawi, 32, all “Maranaos” from Marawi City with a residence in Cagayan de Oro City.

MISAMIS Oriental––The Department of Education (DepEd) regional office here has deferred the closure of the external study centers of the state-run Bukidnon State University (BSU) in Misamis Oriental, said provincial Vice Governor Joey Pelaez on Tuesday.

Pelaez said that the about 6,000 students of the BSU external study centers here could still enroll for the year 2014-2015 in the province 10 BSU external study centers, including that of the external study center at the Misamis Oriental General Comprehensive High School (MOGCHS) in Cagayan De Oro City.

According to Pelaez, the

DepEd has withheld the closure of the BSU external study centers after local officials, parents, and students lodged a protest against the Memorandum Order of the Commissions on Higher Education (CHED) to close the BSU external study centers in Misamis Oriental starting the school year 2014-2015.

B’non farmers begin march to Malacañang

CAGAYAN de Oro City–– Hundreds of farmers and farm workers belonging to the Alliance of Land Rights Movement in Mindanao (ALARM-Mindanao) left Saturday from the province of Bukidnon to begin their march to Malacañang in Manila.

The group of 3,000 farmers reached Manolo Fortich town on Tuesday and are expected to arrive in Cagayan de Oro this morning (Wednesday)––and is asking President Benigno Aquino III to speed up the issuance of Notice of Coverage and for the continuation of the implementation of the Land Acquisition and Distribution (LAD) beyond June 30, 2014 deadline of the implementation of the Comprehensive Agrarian Reform Program extension with reforms (CARPer).

ALARM-Mindanao Chairman and Spokesperson Romeo Brioso Sr. said his group from Bukidnon has gained the support of other groups in Mindanao.

Mr. Brioso said that the 92 kilometers “agrarian reform march” from Malaybalay City to Cagayan de Oro City, form part of the nationally-coordinated protest of the farmers who are asking President Aquino to seriously address the sluggish land acquisition and distribution of private agricultural lands, given the nearing deadline of CARPer. “There are big landholdings owned by prominent landowners not yet issued with Notices of Coverage (NOCs) all over Mindanao and the time left for Department of Agrarian Reform (DAR) to issue the NOCs is apparently not enough, given its current turtle-pace, which would likely leave See march, page 11

Subd body to inspect proposed NHA-Mambuaya subd project THE City Council committee on subdivision and landed estate chaired by Councilor Alexander S. Dacer is set to conduct an inspection on May 28, 2014 at the NHA, Mambuaya Village I relative to the application for Development

Permit (DP) of the subdivision project in Barangays Bayanga and Mambuaya.

Body acts on power concerns of association THE City Council committee on urban and rural poor chaired by Councilor Leon Gan during its meeting yesterday presided over by Councilor Alexander Dacer adopted a resolution addressed to City Mayor Oscar Moreno relative to the request of Zone 5 Scions Extension Kau s w ag an Ne i g hb orhood Association, Inc. (ZELAK) for temporary electrical permit in the area they are occupying.

The Power learned that the association had a temporary electrical permit before they encountered a fire incident in the area.

The association applied for a temporary reconnection a year later but was informed that they could not avail of this in view of a complaint received by the Office of Building Official from the homeowners of a nearby subdivision.

During the meeting, a representative of the association said the real owner of the lot has not been identified. The members said they are willing to be relocated to the city’s relocation site.

According to the City Assessor’s Office, the area occupied by the association is within the open space of Scions Subdivision property.

Councilor Dacer asked the Estate Management Div ision to conduc t a profiling of the residents for possible relocation.

He said the city mayor has the authority to request Cepalco for a temporary permit for their electrical connection.

GENERAL Santos City–– The country is not prepared for disasters of the magnitude brought by typhoons Yolanda and Sendong and the earthquakes that hit Bohol and neighboring provinces last year, Renato Solidum, director of the Philippine Volcanology and Seismology (Philvolcs) said Tuesday.

“That is why we need to have an inventory of critical areas for earthquake and other disasters, we need to have science based scenarios to base our response,” Solidum said.

The official made the statement in a press conference during the “Iba

Na Ang Panahon (INAP): Science for Safer Communities” roadshow at the KCC convention center here that ended Tuesday.

Led by the Department of Science and Technology (DOST), the road show offered a range of sciencebased tools that could further strengthen the disaster management plans and programs of LGUs in the area and eventually make them more resilient to disasters.

Significance of MTB-MLE

One of the salient features of K-12 Curriculum is the use of MTB-MLE which means Mother-TongueBased-Multi-Lingual Education. This means that in Kindergarten to Grade III classes, mother tongue or language spoken at home is used to teach the subjects except English subject. Education experts believe that through this practice, pupils are given equitable opportunity to access learning.

They believe that pupils can

learn more effectively when the lessons are expressed through mother tongue.

They can relate and express themselves by using their own language..

Feedback from parents vary. To some, the use of MTB-MLE does not help pupils to learn more effectively. Others commented that Learning is delayed.

Only few parents are agreeable to its enclosure in the curriculum.

Most teachers do not commend the use of MTBMLE. They find it difficult

to translate English words to mother tongue specially in teaching Mathematics subject. Though using mother tongue enables pupils selfexpression, it slackens learning as well. In the case of grade three classes where National Achievement Test is administered, it surely will affect the level of performance of pupils. Let’s just wait and see how the NAT 2015 for grade three classes will be done with MTB-MLE included in the curriculum.

WHO marks World No Tobacco Day amid calls for higher taxes on tobacco

BUTUAN City––The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) has openly encouraged tax and price policies on tobacco products as it marks World No Tobacco Day on May 3l, 2014.

This year’s celebration calls upon governments and civil society organizations of partner countries to prod their governments to raise taxes on tobacco products and ultimately protect present and future generations

against devastating health consequences brought about by tobacco but also from the social, environmental and economic scourges of tobacco use, exposure to tobacco smoke and the harm of secondhand smoke.

The global tobacco epidemic has been killing more and more innocent lives through secondhand smoke. These are deaths related to exposure to smoke from individuals smoking tobacco. The epidemic is expected to kill more than six million people every year by 2030. More than 80percent of these preventable deaths will be

‘Conduct building inspection,’ Caraga fire chief tells ‘men’

TANDAG City––Bureau of Fire Protection (BFP) Caraga regional director SSupt. Mario Socorro Timonera reiterated his order to his men regionwide “to conduct a thorough inspection of all buildings” including governmentowned and other structures in their respective area of responsibility (AOR) “to ensure fire safety compliance.”

The memorandum dated May 16, 2014 cited that his office has yet to receive reports of compliance since the issuance of the previous memo particularly that which was sent in January 2014 by CSupt. Carlito Romero, officer-in-charge (OIC) of BFP. Timonera also directed all concerned fire marshalls from the provincial level down the line to submit their respective accomplishment reports not later than May 30.

Meanwhile, the Office of the Provincial Fire Marshall in Surigao del Sur under Insp. Rowella Dinolan said that such conduct of inspection of all buildings has been being carried out on a regular basis. She said there are now several smoke-free municipalities, cities and government offices in region such as the towns of San Francisco, Esperanza and Veruela in Agusan del Sur and Bislig City. She also mentioned the Caraga Regional Hosptal, Adela Serra Ty Memorial Medical Centerand Bislig District Hospital as among those participating in the endeavor.

Government offices have also joined in this advocacy including

the Butuan City Jail, Surigao del Sur District Jail in Tandag City, and Surigao del Norte District Jail in Surigao City.

Molon encourages and supports excise tax on tobacco products saying, “Not only will this help increase the burden in buying them, but will also benefit the general population by limiting and hopefully, eliminating tobacco products and tobacco smoke. The DOH Regional Office 13 calls upon the LCEs and civic groups to push for the increase in tobacco products tax and to support 100 percent smoke-free initiatives.”

PRC Agnor-Butuan to hold 9th Biennial Chapter Assembly

BUTUAN City––In time with the 65th Founding Anniversary of the Philippine Red Cross Agusan del Norte-Butuan City (PRC AgNor-Butuan) Chapter, its 9th Biennial Chapter Assembly will also be held at Balanghai Hotel and Convention Center on July 23, 2014, this city.

This year’s theme is “Red Cross 143: United Strong, Everywhere Against All Formidable Challenges.”

The assembly will be a venue to elect nine members of the Board of Directors to succeed elected members whose terms will be expiring on July this year.

For the first phase of the competition, canvassing of votes is scheduled on the months of May, June and July while the second phase will be the Beauty and the Brain Competition on July 19, 2014.

Chairperson on Nomination and Election Committee Renato Jose Villanueva said the nomination is open for those who have the willingness to serve and commitment to work with the local chapter on a voluntary capacity.

There will be an orientation of nominees on the 16th of July.

Also, the Chapter will conduct a Search for Ms. Red Cross 2014 for which candidates can share to public the PRC’s programs, project and services.

For the first phase of the competition, canvassing of votes is scheduled on the months of May, June and July while the second phase will be the Beauty and the

Brain Competition on July 19, 2014. The chosen winner of this competition will also represent the chapter during the conduct of “Ms. Red Cross Mindanao” to be held in Zamboanga City come November 2014.

The board of directors of PRC Agnor-Butuan encouraged more support from its members, volunteers and communities and made every effort to strengthen the volunteers’ commitment to the Red Cross’ humanitarian services.

Health research awards up for grabs

CAGAYAN DE ORO CITY - Cash prizes await the winners for the health research competitions with the theme: “Research and Innovation in Health for Disaster and Emergency Health Management.”

The Depar tment of Science and Technology (DOST) Region 10, secretariat of the Northern Mindanao Consortium for Health Research and Development (NorminC oHRD) sponsors the contest, along with the Department of Health Region 10 (DOH-10) and Liceo de Cagayan de University (LDCU).

The contest has three categories, namely: Oral Research Presentation (student and professional), Research poster (student and professional) and consortium poster.

Winners will receive cash prizes and certificates and will vie for the national level of the competition.

OZAMIZ CITY, Misamis Occidental – Some 2,589 residents of the city were benefited by the Barangay NOVA or New Ozamiznon Visitation and Alignment (NOVA) of Services Program, during the first quarter, this year.

These beneficiaries came from the clustered five of the city’s 51 barangays, namely: Gango, Catadman, Diguan, Labo and Sangay Diot, Vice-Mayor Nova Princess E. Parojinog-Echavez said.

A strategy of bringing the government closer to the people, the Barangay NOVA Program is a caravan of sort that aims to make available the various government services, in the rural areas, thereby saving time and money of the residents, which they could use for other needs.

The program began when the Vice-Mayor was the City Mayor in 2010, the conduct of which was held during market days of the barangays and made a one-stop-shop for availing of the basic services.

Among others, Barangay NOVA’s core services include medical and dental check-up, tooth extraction, medicine dispensing, medical consultations, tuberculin skin testing and taking of blood pressure, while the veterinary services include

the animal/livestock consultation and treatment, castration, deworming and anti-rabbies vaccination, and the agricultural services, the distribution of seeds, vermin tea and vermi cast.

Meanwhile, about 80 applications for registration of birth and six for marriage licenses were received by the City Registrar’s Office, while 76 community tax certificates and 21 registrations of large cattle were issued and 41 notices of tax bills and delinquencies were delivered by the City Treasurer’s Office.

About 13 applications for local and overseas employment and four for the Special Program for the Employment of Students (SPES) were received by the Public Employment Services Office (PESO).

Thirty applications for electrical connections were received by the City Engineer’s Office, while 381 daycare children were given food, 81 applications for membership of the Philippine Health Insurance Corporation (Philhealth), 44 for registration of senior citizens, 11 for persons with disability (PWD) and 29 for Solo Parents, were received by the City Social Welfare and Development Office (CSWD). At the rate things are shaping up relative to the P10 billion pork barrel scam, it looks as if Budget Secretary Florencio Abad, Agriculture Secretary Proceso Alcala, and Secretary Joel Villanueva of the Technical Education Skills Development Authority (TESDA), no longer enjoy the trust and confidence---and therefore, the “protection”---of President Aquino.

Why am I saying this?

Because, with the latest affidavit of Janet Lim Napoles naming them in the pork barrel scam, together with some 20 senators, 100 congressmen, and other government officials, it is evident that a clearance had been given not only to investigate them, but to even allow their prosecution, in an obvious but shameful maneuver to shield someone bigger than them.

negotiations was to allow Napoles to become a state witness in the P10 billion pork barrel case that the Ombudsman is to file with the Sandiganbayan.

It is necessary for Napoles to become a state witness, so she could be removed as an accused in the non-bailable plunder case, and therefore be spared of detention while the case is being tried, and of the penalty of life imprisonment after trial. The negotiations, therefore, were all aimed at protecting Napoles at all cost.

But, for Napoles to be admitted as a state witness, she had to “tell all” in an affidavit duly signed by her and duly notarized before a lawyer, which was a requirement that no less than Justice Secretary Leila

DA adopts value chain as basis for rural investments CAGAYAN de Oro City Commodity value chain will now be used in granting investment in rural areas.

The D ep ar t ment of Agriculture (DA) through the World Bank-backed P27.5-billion Philippine Rural Development Pro g r am ( P R DP ) w i l l use the said approach to improve market linkage of farm products.

“PRDP will be using the value chain analysis (VCA) to guide local government units in identifying priority inter ventions that will enhance competitiveness of selected commodities,” said national deputy program director Arnel De Mesa.

The Food and Agriculture Organization (FAO) in its Guidelines for Value Chain Analysis (VCA) defines value chain as a full range of activities to bring product or services to markets. The VCA on the other hand focuses on creating value along the chain as well as the rational distribution of benefits among participating actors such as producer, processor, and traders.

To integrate supply chain approach in rural areas, De Mesa said PRDP will focus on building capacities of farmers and ensures the provision of strategic network of rural logistics

infrastructure within the priority value chains.

“Infrastructure such as farm-to-market roads and postharvest facilities should be within the identified priority value chain in a particular province or region,” De Mesa said.

In Mindanao, identified regional pilot commodity value chains are: rubber in Region 9; coconut, Region 10; c ac ao, R eg ion 11 ; cassava, Region 12; abaca, Region 13; and oil palm and Cavendish banana, ARMM. “VCA promotes efficient allocation of government resources by providing funds only to identified commodities with potentials for expansion and value-adding activities,” he added.

Ta k i n g - o f f f r o m the Mindanao Rural Development Program’s (MRDP) big-ticket projects, PRDP will continue to assist farmer organizations’ capacities to expand production of raw materials into high-value processing.

Among t he MRDPassisted projects that will be supported under PRDP include cassava processing in Banga, South Cotabato.

The cooperative is now supplying dried cassava chips to a nearby feed processor.

In Kapalong, Davao

del Norte, a cooperative processes bananas rejected for exports into banana flour and supplies food processors.

In Zambonga Peninsula, rubber is being processed into higher-value crumb rubber for export. PRDP will assist so that rubber exports do not need to be re-certified in Malaysia.

De Mesa said PRDP is also partnering with another private company in setting-up of cacao demonstration farms and nurseries as well as plantations in the provinces of Davao del Norte, Davao Oriental, Palawan, Southern Leyte, and Bohol. Be it ordained by the Honorable Sangguniang Panlungsod in session assembled and by authority of the same, that:

SECTION 1. TITLE. This Ordinance shall be known and cited as the ORDINANCE PROHIBITING VERBAL AND/ OR NON-VERBAL RIDICULE AND VILIFICATION AGAINST PERSONS WITH DISABILITY (PWD) OF BUTUAN CITY.

SECTION 2. SCOPE AND COVERAGE. This Ordinance shall cover all Persons with Disability (PWD) of Butuan City.

SECTION 3. DEFINITION OF TERMS. The definitions and provisions contained in this Section shall govern the construction, meaning and application of the following words and phrases used in this Ordinance. a) Persons with Disability (PWD)- refers to those suffering from restrictions or different abilities as a result of a mutual, physical or sensory impairment, to perform an activity in the manner or within the range considered normal for a human being; b) Public Ridicule – is an act of making fun or contemptuous imitating or making mockery of persons with disability whether in writing, even in words, or in action due to their impairment(s); c) Verbal means oral or spoken, said, expressed, and uttered word(s) or statements. d) Non-Verbal not involving or using words of speech. e) Vilification refers to utterance of slanderous and abusive statements against a person with disability, and/or an activity in public which incites hatred towards, serious contempt for, or severe ridicule of a person’s disability.

SECTION 4. PROHIBITIONS ON VERBAL, NON-VERBAL RIDICULE AND VILIFICATION AGAINST PERSONS WITH DISABILITY (IRR of R.A. 9442).

The following constitutes acts of public ridicule and vilification: 1. Making fun of a person on account of his/her disability even through jokes in a meaner that is degrading to the embarrassment of the person with disability; 2. Making mockery of a person with disability whether oral or in writing; 3. Imitating a person with disability in public gatherings, stage shows, carnivals, television shows, broadcast media and other forms of entertainments that are offensive to the rights and dignity of persons with disability or any other similar acts; 4. No individual, group or community shall ridicule and vilify in public, whether verbal or non-verbal, a person with disability in any time and place which could intimidate or result in loss of self-esteem of the latter; 5. Calling a person by his/her disability in public which results to humiliation; and 6. Using the disability of a person as an example in a manner that is embarrassing and humiliating to the dignity of persons with disability.

SECTION 5. PENAL CLAUSE a. Any person who violates Section 4 of this Ordinance shall upon conviction, be punished with a fine of Two Thousand Pesos (P2,000,00) per offense or imprisonment of not less than fifteen (15) days but not more than thirry (3) days, or both such fine at the discretion of the court. b. If the offense is committed by a corporation, partnership or other juridical entity duly organized in accordance with law, the chief executive officer, president, general manager, managing partner or such officer-in-charge shall be liable of the offense penalized under this Ordinance. c. If the offender is an alien, he/she shall after service of sentence prescribed above, be deported without further administrative proceedings.

Upon filing of an appropriate complaint, and after due notice and hearing, the proper authorities may also cause the cancellation or revocation of the business permit, permit to operate, franchise and other similar privileges granted to any business entity that fails to abide by the provisions of this Ordinance.

SECTION 6. IMPLEMENTING AGENCY. 6.1 Persons with Disability Affairs Office (PDAO) 6.2 Office of the City Health Officer 6.3 Office of the City Social Welfare and Development Officer (Social Worker/Focal Person)

SECTION 7. REPEALING CLAUSE. All Ordinances, rules and regulations or part thereof, whose provisions are in conflict with, or contrary to the provisions of this Ordinance are hereby repealed or amended accordingly.

SECTION 8. EFFECTIVITY CLAUSE. This Ordinance shall take effect within thirty (30) days from its publication in a newspaper of general circulation and posting in a bulletin board in two (2) other conspicuous places in Butuan City.

“I am deeply saddened by the great devastation wrought by supertyphoon Yolanda in Central Visayas.

Thousands of Filipino people lost their lives and homes, and even their livelihood,” Dixon said.

ZAMBOANGA City - Site development and preparation of the Paniran Homeowners Association area have already started last week kicking off the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) plan.

The Paniran area, covering 1.4 hectares will be constructed with 172 units of duplex-loftable type.

Total project cost is P32.21 million.

City Planning and Development Officer Engr.

Rodrigo Sicat, head of the Z3R rehabilitation cluster said the project is undertaken by the National Housing Authority (NHA) and forms part of the P2.6 million initially downloaded by the national government.

Sicat last Friday, May 23, along with agencies involved in the rehabilitation effort visited the site where contractors commissioned by the NHA are now clearing the area of structures and debris to pave the way for the construction of the houses.

The project, Sicat said is expected to be completed in a few weeks’ time.

As this developed, cutting and removal of pavement has started in Martha Road, Sta. Catalina under Road Package D1 in preparation for the installation of utilities and the construction of a road project. The project is undertaken by the Department of Public Works and Highways (DPWH).

Sicat said the national agencies concerned in cooperation with UP Planades and the City Government are exhausting all means to have the Z3R done within the 18-month time-frame given by the national government. The 18-month period started January 2014.

Meanwhile, efforts to ensure comfort and safety of internally displaced persons by moving them to bunkhouses are in full swing.

Construction of bunkhouses in Masepla, Mampang, the 6th transitory site that opened May 14, continues without let up until all the 30 temporary shelters with 720 rooms are fully complete.

As of last Friday, 107 families—all from the Cawa-cawa boulevard shoreline have transferred to the Masepla, Mampang, which is located near the shoreline.

The Local Inter-Agency Committee (LIAC) last Thursday approved a resolution requesting the owner of the 38-hectare property in Kasanyangan that the government will purchase for permanent shelters, to allow the free use of the adjacent 25-hectare lot as a transitory site.

If granted, the 25-hectare area will be used as temporar y shelter for the IDPs occupying the grandstand and the two schools- Zamboanga East and West Central Schools.

Soldier released recently by the rebels faces dismissal from service

CAMP PANACAN,Davao City - A military unit has recommended the dismissal from service of a soldier who was recently freed by the rebels for breakdown of discipline.

Lt. Colonel Roberto Bunagan, commanding officer of the 60th Infantry Battalion identified the respondent as Corporal Rogelio Rosales who was released by the rebels in May 19 through Mayor Rodrigo Duterte.

The rebels abducted Rosales in May 3 while on his way to Sitio Tagpopoot, Barangay Florida, Kapalong. Davao del Norte.

During his release, the rebels publicized his alleged use of illegal drugs and complicity to the illegal logging activities in the area.

The rebels even presented to Duterte a sachet of shabu recovered allegedly from Rosales’ possession.

This incident prompted the military to conduct a deeper investigation.

Bunagan said based on their investigation that Rosales in a sworn statement admitted his use of illegal drugs.

He said the infraction is a violation of the Articles of War 97, being an act “prejudicial to good orders and military discipline and discredits the entire organization.”

“Rosales already admitted to the use of illegal

drugs in a sworn statement during his investigation. This is a very grave offense with a correspondingly grave punishment in an organization with such a sensitive responsibility towards the people,” Bunagan pointed.

Rosales however denied any involvement in illegal logging activities which his captors also publicized during his release.

Bunagan said that despite the negative result on the drug and urine test on Rosales, he could still be liable for administrative offense.

Lieutenant Colonel Norman Zuniega, spokesperson of the 10th Infantry Division said that every quarter, soldiers undergo random-drugtest quarterly and corresponding punishment had been meted against troops found positive for drug use.

“O u r s o l d i e r s g o through random drug testing, and each one is subjected to testing at least once per quarter.

We have already caught and punished soldiers in the past through these tests,” he said.

2 suspects in radio blocktimer’s slay charged D AVAO CITY – Two suspects in the killing Friday (May 23) of a radio blocktimer in Digos City have been charged with murder Monday, a police official said.

Querubin Manalang said they have filed charges against R ady Cabales and one John Doe for the killing of Samuel Oliverio.

Manalang said Oliverio’s wife, Rowena Baylosis, positively identified Cabales as the triggerman, and the other suspect as the driver of the

motorcycle used in the crime.

Reports said the killers were not wearing masks. Oliverio was driving his motorcycle from a market in Digos with Rowena onboard at the time of the incident.

The victim sustained a gunshot wound in the head. His wife was also wounded.

Manalang said they considered the case “cleared” since Oliverio’s wife positively identified the suspects, who remain

at large.

The p olice of f icial called on the public to relay information to authorities on the suspects’ whereabouts.

Police were also investigating if somebody had ordered the killing, and if the motive was personal or work related.

The National Union of Journalists of the Philippines said his colleagues in Digos described Oliverio as being vocal on local politics and against the proliferation of illegal gambling and illegal drugs in the city.

Oliverio, 57, was an employee of the city government who served as

anchor of a blocktime radio program at Radyo Ukay-UMBN. But Radyo Ukay station manager Ramon Sibya was quoted in a Philippine Information Agency-XI report as saying Oliverio was no longer anchoring the radio program due to health reasons.

Oliverio reportedly suffered a stroke a month ago.

Bukidnon focuses on ‘Unity, nature, culture’ to celebrate 100 years MALAYBALAY CITY (MindaNews) – The celebration of the Bukidnon Centennial on September 1, 2014 will focus on unity, nature, and culture with a month-long run-up starting August 1, the grand opening day.

Joe-An P. Bayona, provincial tourism officer, said as of this month the theme of the celebration was finalized as “Preservation of nature and culture with Christians, Indigenous Peoples, and Muslims as one for peace and sustainable development.”

As of the April 2014 meeting of the centennial committee presided by Gov. Jose Ma. R. Zubiri Jr., the provincial government will allot a P10-million budget for the celebration.

About P5 million, or half of the budget, will go to the Kaamulan month in August.

FEW CHANGES The highlight of the Kaamulan month is the two-day street dancing competition on Aug. 30 to 31 in Malaybalay City, one of the few notable changes from previous celebrations when the street dancing competition was scheduled only for a day.

Hansel Echavez, chief of the Public Affairs Information and Assistance Office, noted that instead of just 10 towns and one city joining the competition, all 20 towns and two cities will be included.

“So it was decided to divide performances in two days,” he said. The street performances feature dances, costumes, and storylines based on Bukidnon indigenous peoples’ history and folklore.

Echavez admitted that they did not notice any new entry in the lineup of activities for the centennial celebration compared to previous Kaamulans.

But there will be no more exclusive contracts with major sponsors, Bayona said in an earlier interview. The old practice, she said, was criticized by many. She said the governor wanted “free enterprise” to ensure livelier and more enjoyable festivities.

The city had experienced rotating power outages of up to seven hours in recent months. Luga, however, pointed out the outages affected the whole of Mindanao.

He noted that it is not always the case that energy consumption tends to lessen during rotational outages.

Some consumers might use electricity more during the periods when it is available to compensate for or do the activities they could not do during blackouts, he explained.

Luga added the tendency whenever a power shortage occurs and causes rotational outages is to run the more expensive power sources such as fuel-fired power plants to cover for the non-availability of the less expensive ones.

National Power Corporation’s main sources are the hydropower plants that heavily depend on rains.

“If the distribution utility gets a greater portion of its power requirements from the more expensive suppliers, its generation mix rate increases,” Luga said.

The increase in generation mix rates affects the electricity bill, which also includes transmission and distribution rates that “usually remain relatively constant for about a year,” he said.

The CHED has issued a Memorandum Order to the Department of Education (DepEd) in Northern Mindanao to close the BSU external study centers in the 10 towns in Misamis Oriental and at the Misamis Oriental General Comprehensive High School (MOGCHS) in Cagayan De Oro City.

Pelaez, a senior official of the DepEd prior to his election as Vice Governor in Misamis Oriental, said that the closure order is unfair to poor but deserving students who have availed of the external study centers in various towns in Misamis Oriental’s east and west districts.

“The BSU external study center program is a very laudable program since it provides an avenue for better education, at a lesser cost, to the less privilege students whose parents could not afford to send their children to expensive colleges and universities,” Pelaez said.

The BSU main campus is located in Malaybalay, Bukidnon and the external study center are part of the program of the government’s distant education program designed to provide quality and affordable education to students in far flung areas in the country.

He said President Aquino had promised them during a dialogue saying “you will have land.”

Brioso said: “Now, after two years of waiting with uncertainty, we (the farmers) are going back to Malacañang ‘to claim what he had promised.’”

According to Task Force Mapalad coordinator Joseph Coles, the government has yet to distribute to the farmers thousands of hectares under CARP. Coles said this time the farmers will ask Malacanang to continue the CARP with funds beyond the expiration of the program on June 30.

He said they will ask President Aquino to issue an executive order in this regard.

According to the task force, some 10,000 hectares in Mindanao have yet to be distributed to the farmers under the CARP.
