The city government aims to establish a new c it y c e nte r u n d e r it s Planned City Expansion (PCE) in 820 hectares of land in Barangay Lumbia, including the 150 hectare Lumbia Airport which is now controlled by the Philippine Air Force. However, the Lumbia Airport has been identified by the Philippine government as one of five key areas to be converted into a U.S. military facility under the E.D.C.A. If this pushes through, the city may lose additional areas around the Lumbia Airport since U.S. military aviation protocols call for a buffer zone in its landing

and take off approaches where aircraft would most likely crash in case of accidents. Despite this, Philippine Ambassador to the U.S. Jose L. Cuisia, Jr. last May 21 told Oro delegates to the 1st Adult Exchange Program under the Norfolk-Cagayan de Oro Sister City Agreement to be open to the establishment of the U.S. military facility at Lumbia since it would substantially improve the city’s infrastructure and employment like what happened to the Clark Air Base in Pampanga and the Subic Bay Naval Station in Zambales. extension/PAGE 7
