Workshop held to fortify coops for agricultural devt Police heightens security in Misor

CAGAYAN de Oro City–– The provincial police office in Misamis Oriental has heightened security measures in Villanueva following reports that the New People’s Army might attack four large business establishments in the municipality.

Sr. Insp. Rogelio Labor Jr. of the Villanueva Police Station said the provincial command has increased police visibility with checkpoints and nighttime patrols as well as reviewed the security plans of the establishments.

Labor also said they are coordinating with the Philippine Army which has a detachment nearby as well as monitoring areas of possible entries from both Misamis Oriental and Bukidnon.

He said these measures came about after the recent attack by the NPA of a piggery farm in Bukidnon, which followed an earlier attack at Del Monte in Camp Phillips.

“We can not confirm however if the reported threats come from the NPA or bandits using the name of the NPA,” Labor said.

But he confirmed that the Philippine Sinter, Steag State Power, Coca Cola, and Iligan Alloy had received letters “from the NPA” asking donations.

CHED to handle scholars funded by ‘pork’

THE Commission on Higher Education (CHED) has assured that students whose scholarships were supported by the Priority Development Assistance Fund (PDAF), which the Supreme Court has declared as unconstitutional, will be able to continue their education.

The agency will be looking into other possible sources of funding so that the studies of these students will not be affected, Chairperson Patricia Licuanan said in a statement.

Boy, 4, killed in 2 shooting incidents

CAGAYAN de Oro City–– Two people were killed including a 14-year-old boy, in two separate shooting incidents here this week, the local police said on Saturday.

Inspector Sebastian Chua of the Macabalan police station here, said that Junnifer Gallana, a grade six pupil, was shot in the head by the suspect who was reportedly up on his elder brother.

Chua said that the suspect, together with two others, approaches the boy Thursday night and shot the boy’s point blank in the head with an unknown caliber.

“My son is still a minor.

Why did they kill him?,” the boy’s mother Jenny asked the police.

Chua said that the police has already launched a manhunt of the suspect (s)

who were believed to be still hiding in the city.

“One of the companions of the suspect was already known, they could not get away any further,” Chua added. He said that the other fatality was a certain Jodiver Fabiano, 39, of Balubal, this city. Fabiano died of a gunshot wound from a shotgun, Chua said.

Chua said that the police were still conducting an investigation of Fabiano’s shooting after noting inconsistencies in the statement of witnesses.

“Some witnesses told the police that the shooting was accidental while others said that a gunman shot Fabiano at close range: We are still conducting an investigation of the incident,” Chua added. CD

the future against the coal plants in Misamis Oriental.

He said the Sulog and Save CDO Movement will join together to spearhead the filing of a class suit against public officials in the national and local level responsible for the approval and construction of the coal plant in Misamis Oriental.

Gracing the second day of the conduct of the Makina Saka, DA Secretary Proceso J. Alcala revealed that the department is underway in extending assistance to Yolanda victims during a press conference in the said event. Interventions that the agency will be pouring out, he said, will include the transportation of relief goods, the provision of rice, corn and assorted green leafy vegetable seeds, the availment in the use of units of power saw, among others.

DA interventions bared for Yolanda-stricken areas Cagayan de Oro City – INTERVENTIONS from the Department of Agriculture (DA) are underway for super typhoon Yolanda-stricken areas, especially in Tacloban City. This was the statement of Agriculture Secretary Proceso J. Alcala in a press conference held last week during the conduct of the Mindanao-wide Makina Saka or Agri-Machinery Road Show on November 11-15, 2013, here in the city.

“Initial reports have shown that agri-sector damage in Visayas has reached P3.7 billion,” the DA chief reported as city media practitioners have queried on the assessment of damages

for the agricultural sector in the island-region.

He said that the department through the Bureau of Fisheries and Aquatic Resources (DA-BFAR) is ironing out in sending aid to typhoon devastated areas. Meanwhile, DA-BFAR National Director Atty. Asis G. Perez added that they are currently accommodating relief goods, particularly from the various local government units (LGUs) to fill up the agency’s vessel that has a capacity of 1,000 metric tons.

As alarming looting reports have surfaced in typhoon affected areas, Sec. Alcala urged the media to

relay throughout the Mindanao-island that much help is needed in order to cope up for the havoc caused by the said typhoon. In the meantime, he stressed that it is imperative to stabilize the peace and order situation in these places to fast track the distribution of goods and other forms of assistance.

The DA chief likewise detailed that the department will be distributing 3 million bags of rice. Aside from this, he said that the agency will also be giving rice and corn seeds for planting so that farmers can gradually recover from their farm losses. He added that the DA will be apportioning seeds of green

leafy vegetables that can possibly be harvested after 22-30 days from planting to the populace of typhooninflicted areas.

Sec. Alcala also disclosed that the DA through the Philippine Coconut Authority (DA-PCA) will be deploying 100 units of power saw to be employed for the removal of knocked over coconut trees, which will be used both for the construction of boats and rehabilitation of houses among typhoon survivors.

He further added that for each unit, the department will be hiring two workers, who will be paid P 300.00 each per day. # (Joanne L. Olson, DA-10)

No power, no development. The people of Villanueva want development. We want to grow with the rest of the country which the whole of Mindanao deserves to have as well.

We share the view of environmentalists that there is a need to protect people and environment. We have been witness to a series of public consultations even beyond Villanueva for this project which have primarily served as platforms for dialogue on what could happen, what we can do to work together to ensure we achieve a balance between development and environment. At this point in time, we cannot choose one over the detriment of the other. Our municipality will ensure that the Villanueva power plant adheres to the highest levels of environmental compliance. We are assured by the proponent that the FDC Misamis Villanueva power plant shall employ

the cleanest process in coal combustion through the use of a circulating f luidized bed (CFB) boiler technology. This 405-megawatt power plant is expected to adhere not only to the standards imposed by the Department of Environment and Natural Resources (DENR) but also to World Bank standards, going beyond what is merely for compliance. 2 We have reviewed the technology and the CFB process assures practically zero nitrogen oxide and removes sulfur dioxide at 95% or higher which addresses people’s fears of pollution and acid rain. This power plant is not expected to emit black smoke like old coal-fired power plants. It shall use an electrostatic precipitator that captures solid particles at 99.9%. In fact, even its ash is a pale gray and not black. CFB ash is recyclable as important components to cement production, road coarse materials and the like, which means potential businesses and projects from what was once viewed as waste. This is a ready alternative that is environmentally sound but can also support the municipality’s development and the region’s as well.

We must contribute to Mindanao’s development in the best way we can. We believe this CFB power plant will help us achieve that as a responsible municipality of Northern Mindanao. We call on fellow Kagay-anon, Misamisnon, and Mindanaoan to support this project because this is not just for Northern Mindanao but for the whole region. We cannot allow fear or lack of information to spur uninformed decisionmaking. Asenso para sa Kagay-anon, Misamisnon ug Mindanaoan!

3 wounded in grenade blast in Zamboanga town PAGADIAN CIT Y – Three people were wounded in a grenade attack on a village packed with visitors in Zamboanga del Sur province in southern Philippines, police said Friday.

Police said the attack occurred in New Village in Tambulig town which was celebrating a local feast. The attack occurred despite the presence of police forces in the area.

Investigators said the grenade was tossed by a still unidentified assailant at the back of a stage. They said an MK2 grenade was

used in the attack.

The wounded victims have been identified as Marlyn Tac-an Lara, 47, of Lower Usogan village also in Tambulig town; Ivy Jean Batoy, 8, of Lakarayan village in Tigbao town; and a man named Mario, of Happy Village in Tambulig. They were rushed to hospital.

It was unknown whether the target of the attack was policemen or civilians in the area, but police forces launched an operation to hunt down the assailant. (Mindanao Examiner)

Zambo councilor waives 2014 CDF

AMBOANGA CITY - Councilor Melchor Rey Sadain has waived his P2-million Community Development Fund (CDF) for the year 2014.

Sadain’s decision came after the Supreme Court d e c l a re d t h e P r i or i t y Development Assistance Fund (PDAF) of lawmakers as unconstitutional.

“B ecause of the decision of the SC, I am waiving my CDF for 2014.

I’m afraid that the Commission on Audit (COA) will conduct post-audit of the usage of this CDF in the city of Zamboanga later on, which we will encounter a problem,” Sadain said.

He stressed that the

CDF is still a pork barrel since it is upon the discretion of the councilor to appropriate and “make use of this amount in a project.”

Sadain said that each of the city councilors has P2 million yearly allocations for CDF and its use depends on the councilor’s discretion.

“CDF is a form of pork barrel although they are only allowed to use it for

infrastructure projects and not for soft projects,” he explained.

He said he will not utilize the funds even if his CDF will not be scrapped out of the 2014 budget of the city government.

He said he is amenable that it will be reverted back to the general fund of the city and could be used for social projects that will be implemented by the executive branch.(PNA)

DIPOLOG CITY – Broadcast and print media practitioners of Zamboanga del Norte have converged here Sunday to join a motorcade signaling the start of the press week celebration spearheaded by the Zamboanga del Norte Press Club (ZNPC), Nov. 17-23.

Local radio stations and newspapers turned up to participate in the motorcade from Dipolog to Polanco town where a “budol fight” with municipal officials and a bowling tournament among news men followed.

Budol fight is a way of eating foods placed on banana leaves scattered on long table with bare hands.

DOT: Tourists again visiting Zambo City after siege

ZAMBOANGA CITY – The Department of Tourism (DOT) announced that tourists are again visiting this city in the aftermath of the armed conflict with members of the Moro National L ib e r at i on Front l ast September.

DOT Regional Director Mary June Bugante said this was observed since this city peacefully celebrated the feast of

Our Lady of the Pillar in October. “ To u r i s t s a r e n ow aware and are not afraid to go or visit an area where there is trouble,” Bugante said.

Bugante, however, did not provide specific figures how many tourists have visited this city since last month.

Davao Council OKs after-term incentives for brgy officials

AVAO CITY Effective next year, barangay officials who have served their terms of office, will be eligible to receive the benefits and incentives set aside by the Davao City government for them through the “Ordinance granting barangay length of service benefits/incentives to all barangay elected officials after their tenure of office.”

The ordinance, which was approved by the 17th C it y C o u n c i l h e re on s e c on d re a d i ng , s e e k s to provide incentives to barangay officials who have rendered service to the government, elected or appointed, provided the latter has served at least one year. “ T h e p r o p o s e d o rd i n an c e prov i d e s t h at elected barangay officials who have completed their tenure of office shall be ent it le d to a f inancia l incentive of P10,000 for P u n ong B ar ang ay an d P5,000 for Barangay

Kagawad for every year of s er vice,” prop onent city councilor Bonifacio Militar said.

He said barangay off i c i a l s w ho h ave b e e n elected for three consecutive terms will be entitled to a Plaque of Recognition as well as financial assistance in the amount of P100,000 for Punong B arangay and P60,000 for Barangay Kagawad.

However, he said, only those who have not been declared guilty of any administrative or criminal offense by any government agency, quasi-judicial bodies or courts of justice at any time during the term of office will be qualified for the award.

Barangay officials with pending administrative or criminal offense at any time during the term of office shall not be entitled to the benefits and incentives until the official has been cleared in any or all of the charges initiated against such official.

Piolo Pascual veers away from gay roles As one of the most celebrated actors of his generation, Piolo Pascual is not one to play roles that are too controversial for his taste. For instance, there is the growing trend in mainstream and independent scenes to focus on gender-centered themes where straight actors taking on gay roles.

Napoles can be state witness now: Miriam SENATOR Miriam Defensor Santiago said that with evidence pointing to Sen. Juan Ponce Enrile as the mastermind in the P10 billion pork barrel scam, Janet Napoles is no longer the most guilty among the accused in the plunder case, and is now qualified to be a state witness.

Santiago was reacting to news that the Ombudsman field team has submitted a report fingering Enrile as the real mastermind of the fraudulent scam that ran for some ten years, including the period when he was Senate President.

Earlier Santiago, in a rare public appearance, attended the Senate hearing where she interpellated Napoles and, by sheer lawyer’s logic, led the TV public to the conclusion that she herself categorically declared: “Enrile is the mastermind, and Napoles can turn state witness.”

Santiago said that under the Rules of Court, the motion to discharge Napoles to be a state witness should be filed by the prosecution before the Sandiganbayan, aka the anti-graft court.

The senator, a former multiawarded trial judge, said there are six requirements for an accused to be discharged as state witness: absolute necessity for her testimony; no other direct evidence except her testimony; substantial corroboration in the material points of the testimony; the accused has not been convicted of any offense involving moral turpitude; and the accused does not appear to be the most guilty.

Santiago said that “in all likelihood” Ombudsman Conchita Morales will adopt the report of her field team.

Morales has announced that the plunder cases against some 38 accused, including Sen. Juan Ponce Enrile, Sen. Jinggoy Estrada, and Sen. Bong Revilla, will be resolved before the end of December next month.

She said that once the Ombudsman resolves to file

the cases in the Sandiganbayan, automatically, the Sandigan under the antiplunder law, will order the suspension from the Senate of the three senators.

The court will also order a bail hearing immediately to determine if evidence of guilty is storng. In plunder cases, there is no right to bail.

“If the Sandigan discharges Napoles as a state witness, this means that in effect she has been acquitted. But she has to comply with the condition that she must specify every single detail of the scam hatched by the mastermind and carried out by her fake NGOs,” Santiago said.

Santiago said that if the Sandigan as a trial court discharges Napoles, even if Enrile appeals the order to the Court of Appeals, the latter will not interfere unless Enrile can show grave abuse of discretion.

“The philosophy behind the state witness procedure is to give immunity to one of the conspirators in order that not all shall escape, particularly the mastermind,”she said.

She cited the principle that: “Where a crime is contrived in secret, the discharge of one of the conspirators is essential so that she can testify against the other conspirators.”

Santiago said that Napoles’ testimony is absolutely necessary because

she alone has knowledge of the entire crime, and her testimony is not simply corroborative.

She added that under Supreme Court decisions, when Napoles applies in the Sandigan for discharge, she is required to file a sworn statement as a proposed state witness.

“Because she has to file a sworn statement in court, I would strongly urge that Napoles should file a petition in court to perpetuate her testimony. She must file such a petition, because her life is in danger as a potential state witness.” In her petition, Napoles must give the facts which she desires to establish by her proposed testimony, and the reasons for desiring to perpetuate it. Napoles will have to name the adverse parties, such as Senators Enrile, Estrada, and Revilla so that their lawyers can be present during her deposition,” she said.

“The Sandigan will grant the petition for perpetuation of testimony to prevent a failure of justice.

The lawyers of both the petitioners and the adverse parties, together with the clerk of court, will then go to Napoles and either ask verbal questions or present her with written questions which she must then answer at that place. A court stenographer will be present to take down her testimony,” the senator said.
