POWERHOUSE ENTERS DFW MARKET WITH NEW IRVING-LAS COLINAS DATA CENTER

By Subcontractors USA News Provider arrison Street, one of the leading investment management firms focused on alternative real assets and PowerHouse Data Centers, a leading real estate partner for next-generation hyperscale data centers and division of American Real Estate Partners, announced the completed land purchase of 50 acres in Irving-Las Colinas, a community located within the Dallas-Fort Worth area, the second largest data center market in the country.

The site, located at 111 Customer Way, will be home to PowerHouse Irving, a nearly

one million-square-foot data center campus that will deliver 200 MW of power when completed.

PowerHouse Irving is the third multi-phased data center development to be announced this year, following PowerHouse Reno in Nevada and PowerHouse 95 in Spotsylvania County, Virginia. The campus includes three powered shell data centers totaling over 946,000 square feet, with a total power load of 67 MW per building. The site has immediate access to permanent power from an existing adjacent substation, serviced by Oncor, the largest energy delivery company in Texas.

Construction is scheduled to begin in early 2025, with the first powered shell set to be

delivered by late 2025.

The program offers targeted relief to small businesses impacted by construction-related loss of revenue tied to specific city-initiated projects.

Qualifying businesses may receive up to $35,000 in grant funding to help offset demonstrated losses in 2023 compared to 2022. This program was announced by the City of San Antonio in May of 2024 and is being administered in partnership with LiftFund.

"San Antonio is continually growing and thriving," City Manager Erik Walsh said.

“To keep up with growth, the city values and supports infrastructural upgrades and improvement projects. We prioritize resources and opportunities like this to help alleviate

the impacts of construction to our small businesses."

This targeted program is tied to eight specific construction zones in which work commenced between June 2020 and February 2023.

Applications will be scored based on assessed need and will not be disbursed on a first-come, first-served basis.

ELIGIBLE CONSTRUCTION PROJECT AREAS INCLUDE: • Broadway Street Corridor (E Houston to E Hildebrand) • Bulverde Road Phase 1 (Butterleigh Drive to North of Quiet Meadow Street) • Zona Cultural Streets • Santa Rosa- Cesar E. Chavez to Martin • San Saba- Nueva to Martin • Commerce- Frio to Santa Rosa • Gevers Drainage (Cosgrove to Minnetonka) • South Presa (SE Military to Southcross Blvd) • South Alamo Street (Market Street to Cesar E. Chavez)

• Have a minimum of $10,000 in gross sales in 2022.

• Have owned the business and have a formation date on or before Jan. 1, 2022.

• Demonstrate net profit/loss in 2022 that is at least $5,000 greater than net/profit loss in 2023.

• Be a retail or service business that requires customer foot traffic for operations.

• Meet the SBA Size standard for small business.

• Demonstrate net profit/loss in 2021 that is at least $10,000 greater than net/profit loss in 2022. Net profit/loss is based on Line 29 of Schedule C, Line 30 of 1120, Line 21 of 1120S or Line 22 of 1065.

• Be currently in operation and have not filed for bankruptcy at any point in the application process.

• Be located within an eligible construction zone and remain for one year from the date of the grant award.

• Not be in the following categories: nonprofits, gambling/gaming businesses; franchisors; sexually oriented businesses; payday & auto loan providers; liquor stores; and businesses in which a city employee or officer has a financial interest, as defined in Sec. 2-53 of the city’s ethics code.

• Be the majority owner of the business or equal share owner with a partner.

• Grant awards are limited to one per business at each physical address within the City of San Antonio. Grant applicants with multiple businesses in eligible construction zones are eligible to receive more than one grant award if the applicant can financially differentiate between the businesses (e.g., provide separate financial statements for each business) and each business meets all of the eligibility criteria.

Funds received through this program may be applied to any of these approved business expenses: working capital, machinery, and equipment, payroll/health care benefits, contract labor, supplier payments, rent/lease/ mortgage payments tied to business property, utility payments tied to business property, and costs incurred due to critical business operations. They cannot be used to make distributions to owners/investors or to acquire new assets.

Applications close on July 15, 2024. Additional details are provided on the grant program website, including a registration link for an info session on June 21. Small businesses with questions may call LiftFund at 800-923-9551.

The city also partnered with LiftFund to offer zero percent interest small business loans, which began in February 2024. Funding is still available to qualified applicants, with more information provided on the loan program website.

CHANGES FOR THE BETTER The Texas Department of Transportation (TxDOT) invites you to the I-45 NHHIP Public Meeting, Thursday, July 18, 2024. The purpose of the meeting is to update the public on the overall project status, the upcoming construction schedule, design refinements and details regarding the Voluntary Resolution Agreement (VRA). The open house format allows you to come at any time during the two hour event and receive the information you need.

This public meeting will be in-person only and will primarily focus on Segment 3, specifically Segment 3B-1, which includes the construction of a drainage project along St. Emanuel Street, scheduled to begin this fall.

The project spans I-45 from I-69 to Beltway 8 North, including improvements to I-69 between Spur 527 and I-45 in Harris County, Texas. This encompasses the reconstruction of the downtown Houston freeway loop system, including I-45, I-69, I-10, and SH 288. I-45 will be rerouted from the west side of downtown Houston to run parallel with I-69 and I-10 until it exits the downtown area and continues north.

The $850,000 grant will be used by Huston-Tillotson to

This federal funding was made possible through the Community Project Funding process for the Fiscal Year 2024 spending bills. Huston-Tillotson applied for the grant through Casar’s office last year. It was approved in the first round of the appropriations government funding packages that passed the U.S. House on March 6 and signed by President Joe Biden on March 9, 2024.

CITY OF SAN ANTONIO AND UNION PACIFIC PARTNER TO REVAMP RITTIMAN ROAD RAILROAD CROSSING

he City of San Antonio and Union Pacific inked an agreement on Thursday, June 20 to begin revamping the railroad crossing at Rittiman Road and I-35.

During the session, the city council approved a Reimbursement Agreement for Preliminary Engineering Services for the Rittiman Road Grade Separation Project. The much-

District 2 Councilmember Jalen McKee-Rodriguez issued the following statement: “District 2 has the highest number of railroad crossings in the city, and this specific project is a welcome sign that the city is one step closer to eliminating this railroad crossing. I want to thank Union Pacific for their collaboration on this effort.

Our next step will be to complete the project design and to identify opportunities to fund this roughly $55 million project.

“It is an ambitious project, but we hope it will be a game changer for those living and working in the area, who often spend 45-50 minutes stuck waiting for the train to pass.”

MAYOR WHITMIRE ANNOUNCES COMPROMISE ON SHEPHERD DURHAM PHASE II PROJECT

By Subcontractors USA News Provider ayor John Whitmire and the Memorial Heights TIRZ have reached a compromise on the design of the Shepherd Durham Phase II project that maintains the terms of the federal grant, preserves general mobility, and creates transportation options while enhancing drainage and wastewater infrastructure.

This latest development was data-driven utilizing an updated traffic analysis and INRIX Trip Analytics.

The mayor says he appreciates the TIRZ providing additional data to move the project forward for the benefit of Houstonians.

The next step is for the city council to approve an interlocal agreement in the coming weeks.

According to a news release from the mayor’s office, the project preserves the standard widths of general-purpose lanes on Shepherd and Durham, and the number and width of these lanes for two blocks of 11th Street. It also re-establishes four lanes on 11th Street for one block east of Shepherd, while adding bike lanes and 6-foot-wide sidewalks for the entire project.

Additionally, left turn lanes are strategically included at specific locations based on data analysis to improve traffic flow.

TSU'S BULLARD CENTER AND CLEAN ENERGY FUND OF TEXAS SELECTED FOR $156M GRANT FROM EPA 'SOLAR FOR ALL' PROGRAM

By Subcontractors USA News Provider he U.S. Environmental Protection Agency (EPA) has awarded a $156 million grant to a joint initiative between Texas Southern University's Bullard Center for Environmental & Climate Justice and the Clean Energy Fund of Texas. This initiative is designed to provide community solar and energy resiliency infrastructure to lowincome communities in southern and southeastern states.

The grant, through the EPA Greenhouse Gas Reduction Fund’s “Solar for All” program, is one of the largest awards of its kind.

“This funding will change the course of solar energy and equity across Texas and the South,” said Dr. Robert D. Bullard, Distinguished Professor of Urban Planning and Environmental Policy and Director of the Bullard Center for Environmental & Climate Justice at Texas Southern University. “Southern states bear a disproportionate burden of high energy costs and climate pollution and now – with this funding – we can turn the tide.”

The Bullard Center, in partnership with the Clean Energy Fund of Texas, will facilitate the development of residentialserving community solar projects in low-income and disadvantaged communities on the front lines of energy policy and grid vulnerability challenges. Projects will drive expected emissions reductions, household utility bill savings, generate direct shared revenues through community ownership, and

mobilize private capital.

The proposal targets the deployment of solar and battery resources anchored at Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs) and Tribal College and Universities.

“We are grateful to the EPA for selecting this multifaceted project as part of the Inflation Reduction Act and the Solar for All program,” said Billy Briscoe, Executive Vice President and Chief Operating Officer for the Clean Energy Fund of Texas. “This partnership with minority-serving institutions of higher education will lower energy burden for low-income communities, jumpstart the green economy with the creation of jobs through workforce training programs, and provide energy resiliency after a climate event.”

The program will result in hundreds of millions of dollars of wealth creation in the affected communities and of private capital mobilization.

Texas Southern University is proud to be at the forefront of advancing this critically important work of environmental and climate justice with the U.S. Environmental Protection Agency’s support, said interim president Dr. Mary Evans Sias. “This is another example of the Bullard Center’s continued leadership in finding solutions for often-overlooked issues. Located in the Electric Reliability Council of Texas (ERCOT) market, Copperhead is a 150-megawatt (MW) solar and 100-megawatt hour (MWh) storage project that celebrated its groundbreaking in the fall of 2022. Copperhead is anticipated to contribute $25 million in direct economic impact, including $12 million in new tax revenue over the first 25 years of operation, a news release said. Additionally,

and unique to National Grid Renewables, the project will also contribute $600,000 through the Copperhead Community Fund to three volunteer fire departments and a youth athletic organization in Falls County, Texas.

"We continue to grow our renewable energy portfolio within the state of Texas and persist in our dedication to contributing positively to the economic well-being of the communities in which we operate," said Blake Nixon, President of National Grid Renewables.

In addition to the economic benefits that Copperhead will contribute to the state, there are significant environmental benefits as well. Using the United States Environmental Protection Agency's (EPA) greenhouse gas equivalencies calculator, the project is estimated to offset carbon dioxide emissions by 250,000 metric tons annually. This is equivalent to removing 55,000 cars from the road for one year.

THE LONE STAR POWER STATION is a 453-megawatt combustion turbine facility that will be located near Cleveland, Texas. The $753 million investment to further modernize the power grid features a hydrogen-capable combustion turbine. To help address this challenge, Entergy Texas says it has filed an application with the Public Utility Commission of Texas to seek approval of two state-of-the-art natural gas power plants to be named Legend and Lone Star.

“The Legend and Lone Star Power Stations will address the critical need for increased power generation capacity, support

increased economic activity throughout the region, and pave the way for sustainable energy solutions that will benefit Southeast Texas for decades to come,” said Eliecer Viamontes, president and CEO of Entergy Texas. “These future-forward projects are projected to save customers approximately $370 million over the lifespan of the plants.”

THE LEGEND POWER STATION is a 754megawatt combined cycle combustion turbine facility that will be located in Port Arthur, Texas. This project will be carbon captureenabled and feature a hydrogen-capable combustion turbine. Upon completion, the $1.46 billion investment will produce enough reliable and sustainable energy to power nearly 190,000 homes–adding a significant amount of generation capacity to the Southeast

These proposed 24/7 dispatchable power generation resources are expected to be in service by 2028 and will bring a total of $2.8 billion in economic benefits to the region. Additionally, the construction and operation of these power plants will offer substantial employment opportunities for local communities.

“As Texas continues to grow, so does our need for more dispatchable, reliable power to help businesses in Southeast Texas and across our great state thrive,” said Texas Governor Greg Abbott. “Entergy’s two new power stations will help bolster the electric grid, adding over 1,000 megawatts of generation capacity in four years. I thank Entergy Texas for working to bring $2.8 billion in economic investments to Southeast Texas and provide affordable power to hundreds of thousands of Texans. Together, we will power a bigger, better Texas.”

The Public Utility Commission of Texas will

consider approval of these critical power plants in the coming months. Entergy says that approval of the two projects will increase service reliability for all customers and support large-scale economic activity in the region like Sempra Infrastructure’s Port Arthur LNG project.

“Sempra Infrastructure’s Port Arthur LNG project has the potential to be one of the most significant energy export projects in the world, bringing U.S. energy to global markets and supporting job creation, economic prosperity and wellbeing here at home. This all starts with a resilient and sustainable electricity grid,” said Justin Bird, CEO of Sempra Infrastructure and Executive Vice President at Sempra. “We are pleased to see Entergy Texas progress its initiatives to serve Southeast Texas through additional power generation, and especially through the eventual utilization of low carbon solutions, including carbon capture, hydrogen generation and renewables.”

Entergy Texas’ dispatchable generation application is a critical step forward in the company’s Southeast Texas Energy Plan, also known as STEP Ahead. NEW REFRACTORY ALLOY SHOWS 'EXCEPTIONAL' FRACTURE RESISTANCE AT 'VERY LOW' TEMPERATURES: TAMU RESEARCHERS

approach that involves synthesis and experiments to determine mechanical properties and detailed characterization using electron microscopy techniques to study these novel materials and their deformation behaviors.

The study investigated the mechanical properties of a refractory medium-entropy alloy made of niobium, molybdenum, tantalum and hafnium (NbTaTiHf).

To test the new alloy’s response to extreme environments, the researchers exposed the alloy to a wide range of temperatures, from 77 to 1473 Kelvin — the equivalent of - 321.07 Fahrenheit to 2191.73 Fahrenheit.

Research revealed that the alloy could retain strength and fracture toughness at these temperatures because of its ability to form kink bands. Kinks bands are deviations of a dislocation effect within a crystal structure that contain a change in the positioning of atoms. These dislocations allow atoms to slide over each other at low-stress levels on a glide plane.

The toughness of the discovered alloy is attributed to these dislocations, which promote strain hardening to form the kink bands, dispersing damage away from crack tips, researchers said.

"The closing of this strategic acquisition provides immediate earnings, expands our natural gas liquids asset portfolio and accelerates ONEOK's ability to capture commercial synergies related to our recent acquisition of Magellan," said Pierce H. Norton II, ONEOK president and chief executive officer.

These new assets offer significant connectivity between critical Gulf Coast supply and demand centers.

The transaction includes approximately 450 miles of liquids products pipelines located in the strategic Gulf Coast market centers for NGLs, refined products and crude oil.

The revised project costs $12.2 million and eliminates the need for additional repaving of center lanes as a separate project. As part of the program, participating employers may offer 20 to 30 hours of paid work experience, consideration for fulltime employment, and reimbursement for education-related expenses after graduation.

In addition, the utilization of drone technology for other purposes, such as damage assessments and site surveys, has become increasingly sophisticated. The ability of subcontractors to swiftly examine regions that have been affected by hurricanes and create action plans with accuracy is made possible by high-resolution photography and real-time data transfer. This results in a significant reduction in both downtime and expenses. The utilization of mobile devices that are outfitted with sophisticated sensors and imager chips is yet another crucial technology.

Using these devices, structural flaws and hidden defects in buildings can be identified, hence providing essential insights without the need for invasive strategies. "They are also addressing consumer demand for systems that are reliable, quiet and compact. With TI's new GaN IPM, engineers can design motor driver systems that deliver all of these expectations and operates at peak efficiency."

The new GaN IPM addresses many of the design and performance compromises engineers typically face when designing major

home appliances and heating, ventilation and air-conditioning (HVAC) systems. The DRV7308 GaN IPM enables more than 99% inverter efficiency, optimized acoustic performance, reduced solution size and lower system costs. It was on display at the Power Electronics, Intelligent Motion, Renewable Energy and Energy Management (PCIM) Conference, which was held June 11-13 in Nuremberg, Germany.

Worldwide efficiency standards for appliances and HVAC systems such as SEER, MEPS, Energy Star and Top Runner are becoming increasingly stringent. The DRV7308 helps engineers meet these standards, leveraging GaN technology to deliver more than 99% efficiency and improve thermal performance, with 50% reduced power losses compared to existing solutions.

In addition, the DRV7308 achieves industrylow dead time and low propagation delay, both less than 200ns, enabling higher pulse-width modulation (PWM) switching frequencies that reduce audible noise and system vibration. These advantages, plus the higher power efficiency and integrated features

of the DRV7308, also reduce motor heating, which can improve reliability and extend the lifetime of the system.

Advanced integration and highpower density reduce solution size and costs Supporting the trend of more compact home appliances, the DRV7308 helps engineers develop smaller motor drive systems. Enabled

by GaN technology, the new IPM delivers high power density in a 12mm-by-12mm package, making it the industry's smallest IPM for 150W to 250W motor-drive applications. Because of its high efficiency, the DRV7308 eliminates the need for an external heatsink, resulting in motor drive inverter printed circuit board (PCB) size reduction of up to 55% compared to competing IPM solutions. The integration of a current sense amplifier, protection features and inverter stage further reduces solution size and cost.

This high-efficiency, high-voltage GaN IPM is the latest example of TI innovations to help solve engineering challenges and transform motor designs.

UNITED AIRLINES MAKES STRIDES IN $2.55 BILLION TERMINAL B TRANSFORMATION AT IAH

According to a news release, the project includes constructing new concourses, expanded capacity and upgraded amenities. However, the significant construction necessitates temporary changes to passenger flow.

The new signage is strategically placed along the new walkway from the A/B garage into Terminal B. Passengers will enter the airport on the Terminal B Baggage Level before taking

the stairs, escalator, or elevators up to the Ticketing Lobby on Level 2.

Since the usual path is blocked by construction, a temporary pedestrian walkway has been built between the A/B Garage and Terminal B. The signage clearly outlines this new route and is available in English and Spanish. United Airlines' extensive wayfinding initiative addresses the temporary disruption caused by construction and aims to minimize passenger confusion.

The United Airlines Terminal B Transformation project is expected to be completed in 2026. Upon completion, passengers can expect a world-class terminal that reflects Houston's status as a major global aviation hub.

IRVING INTERCHANGE PROJECT TRANSFORMS CONGESTED CORRIDORS

improvements in the corridors leading up to this $301 million project. To make the junctions function, this phase included the construction of 10 new direct connectors, 22 new overpasses and nearly five miles of widened highway lanes and new pavement. Work started in 2020 and all new bridges and lanes opened to traffic in spring 2024.

Local and state leaders joined TxDOT in May to cut a ceremonial ribbon and view the changes. As traffic flowed in the surrounding corridors, Texas Transportation Commissioner Robert C. Vaughn commented on the impact the Texas Clear Lanes program is making.

The Irving Interchange surrounds the old Texas Stadium site in the Dallas District and is where SH 183, SH 114, Loop 12 and Spur 482 intersect. Outdated cloverleaf designs, narrow highways and growing traffic demands caused significant delays for commuters and travelers and landed this location a spot on the Texas Clear Lanes Congestion Relief planning list.

“Reducing congestion in our metro areas through ‘Texas Clear Lanes’ is an ambitious task, but we’re committed to following Governor Abbott’s direction and working with state and local leaders to make a difference for drivers,” Vaughn said. “Since 2015, this new congestion relief program now has $75 billion of non-tolled projects that are completed, under construction, or planned.

As final items are wrapped up on the Irving project, TxDOT reminds drivers to use caution in work zones.

The installation of hundreds of new fuel cell, and backup power systems at rail crossings in coastal areas will keep warning devices, such as signals and gates, running during power outages in Texas.

Under the federal Railway Highway Crossing Program, TxDOT has funded 413 rail crossings maintained by BNSF

TxDOT funded an additional 280 rail crossings under the federal program, including 131 maintained by Union Pacific Railroad, 139 maintained by Rio Valley Switching Company, and 10 maintained by Border Pacific Railroad.

Safety is the most important benefit of the fuel cell backup power system TxDOT considers under the FHWA Railway Highway Crossing Program,

said Kai Zhao, TxDOT’s rail crossing section director. “The fuel cell backup power system also provides reliability and sustainability benefits.”

The fuel cell backup power systems installed or scheduled for the crossings maintained by BNSF, Border Pacific Railroad, and Rio Valley Switch Company are propane fuel cell generators.

The fuel cell backup power systems scheduled for the crossings maintained by Union Pacific Railroad are hydrogen fuel cell generators.

Railroads chose which technology to use since the railroad companies maintain the equipment.

Washington-Beard joined DART on June 3 after more than 18 years leading business and procurement services with several transit organizations and most recently serving as the Chief Business Officer at the Eugene School District in Eugene, Oregon.
