We would like to take this opportunity to thank Scottish Water for your engagement to date in the DV4 Enterprise procurement process. We have found your open, collaborative, and positive approach to the procurement exercise both refreshing and exciting.
Having reviewed the opportunity both internally, and in conjunction with representatives from Scottish Water, we recognise that due to the scale of the opportunity we are not currently in a position to fulfil the requirements of the Asset Delivery Partner role that you need to engage with. For these reasons, unfortunately we have not submitted a PQQ on this occasion, we are however keen to be involved within your wider Supply Chain Ecosystem.
We would also like to take the opportunity to demonstrate to Scottish Water what we can offer, drawing on our knowledge and expertise developed over many years operating in other infrastructure sectors across the length and breadth of Scotland.
Story Contracting Ltd is a civil engineering business founded in Carlisle with 36 years of UK-wide experience, operating across many sectors in the civil engineering environment. The Story business expanded into Scotland 10 years ago and has enjoyed considerable success, initially operating in the rail sector but more recently in the general transportation and renewables sectors.
Today the business in Scotland employs in excess of 250 people, operating across three regional offices/depots. The experience and knowledge of these people has enabled the business to diversify, not only into other sectors but also in terms of contracting models and mechanisms.
The development of a long-term relationship with Network Rail (NR) through our framework awards for Control Period (CP) 5, CP6, and most recently CP7 has led to both parties entering into a Collaborative Relationship (as recognised by ISO44001) and been the catalyst for our involvement in the Project 13 Enterprise Contracting model utilised by NR on the Levenmouth Reconnected Project where we were also appointed PC. This collaborative relationship has enabled us to play a significant role in supporting NR to deliver capital efficiencies across a wide range of projects and programmes.
The capabilities and skills we have developed as a result of this long-term relationship are directly transferable between sectors and we would welcome the opportunity to demonstrate these to Scottish Water and your selected partners throughout the delivery of the DV4 Enterprise.
We enclose our capability overview to provide you with a better understanding of the Story business in Scotland and to highlight the untapped potential we feel Story can bring for the collective benefit to Scottish Water and the Asset Delivery Partners.

£31m, Network Rail
The passenger railway in Levenmouth, Fife reopened for the first time in over 50 years. It reconnected local communities to the railway for the first time since 1969, with the help of a 9km long track and two new accessible stations. The approach to the works since the beginning in January 2022 has been environmentally friendly. Everything removed from the work sites were either re-used or re-purposed in the building of the new line or offered to heritage railways. Story took on the PC role overseeing the project. It was set up with an Integrated Management Team, made up of key members from each main contractor as well as the client, working on the project. Collaboration was maintained by all contractors working from a main central office and carrying out a daily integrator meeting to discuss/avoid any potential work clashes.
£6.2m, The Highland Council Invercoe Bridge Crossing was an existing concrete structure that had come to the end of its lifespan. The project work involved demolition of the existing bridge over the River Coe on the B863 road, and installation of a new bridge structure. The new bridge is a 60m long, two span structure consisting of steel beams and concrete deck, supported by reinforced concrete abutments and a central pier.
Story had a successful project approach dependent on meeting a tight marine license deadline. Carrying out highly intrusive temporary and permanent works within a tidal river required extensive planning and programming to work around tide times, avoid delays and hit target dates.
£29m, STC Power
Story is delivering the main civils package for the Oldhall Energy Recovery Facility located in Irvine, North Ayrshire. The contract includes the site set up, CFA piling and main civils works.
Once operational in 2025, the site will generate 17MW of electricity by unlocking the energy value of waste that cannot be recycled.
Story started on site in June 2022 for the advanced package with the main civils works expected to be complete by February 2025. The original contract value was £21m which has now risen to a forecasted estimated value of £29m, which highlights the vast change in scope we have encountered.
£35m, Network Rail
Story is proud to help make Scotland's Railway safer for passengers by working with Network Rail on the Train Accident Reduction Programme. Throughout the CP6 Framework, our teams have worked together to successfully deliver 26 scour schemes, often in very challenging conditions, helping to remove them from the list of structures on the Adverse and Integrated Weather Plan.
Over the last 4 years, specialist engineers have worked structures to safeguard them against scour damage. The scour programme was created to extend the lifespan of these structures, as the majority were built in the late 19th century, while helping to protect them against weather damage as part of the wider maintenance programme.
£1.6m, Ayrshire Roads Alliance
Story carried out essential works to replace the unsafe road crossing over Dunure Road by reopening a former railway tunnel as a new underpass, which safely links pedestrian and cycle paths between Burton and Alloway. During the project the team excavated 1,000 tonnes of material to create the necessary space for the underpass. After the installation of the pre-cast concrete units, sealing and waterproofing of joints, the carriageway was reinstated.
The project was able to celebrate success and demonstrated best practise with Story donating five defibrillators to organisations within the council jurisdiction, and the success of the underpass saw Story be engaged to perform further works for the client, including a sensory garden and a cycle path extension.
£11m, Network Rail
This major project to install Europe's largest concrete structure was critical for North Lanarkshire Council's plan to improve highway connections through Motherwell. The project included the design, construction, and overall project management of the works.
The works included the on site casting of a 5000 tonne concrete structure, demolition of the existing structure, removal of 36,000 tonnes of earth to make way for the new structure, safe movement and accurate placement of the structure by SPMT and placement of 11,000-tonnes of structural backfill material. Zero accidents or injuries were recorded in over 50,000 hours worked.
