President’s Message On February 3rd, we were pleased to present to our Association members the opportunity to attend an “Economic Outlook Breakfast” featuring NAR’s Chief Economist and Senior Vice-President for Research, Dr. Lawrence Yun, and RCGA economist Ruth Sergenian. We were delighted that every seat in the room was filled for this free event. Thanks to Gorman and Gorman and Buyer’s Protection Group for their sponsorship of this event.

As real estate practitioners, we know that our business is all about information. The consumer looks to us with an expectation of professional, competent guidance through their real estate transactions. With that expectation in mind, the REALTORS® Code of Ethics requires us to “continuously strive to become and remain informed on issues affecting real estate.” Our Economic Outlook program was designed to further inform our members regarding the future of housing---and the economics around that future ---from both a local and national perspective. While both presentations struck me as honest and realistic, I felt both offered considerable encouragement for the housing market in 2012. Notable was Dr. Yun’s assessment of a 4% increase in U.S. home sale units for 2012, accompanied by a modest 2% increase in sales prices. Not as dramatic, perhaps,

as many hoped, but trending in the right direction. While neither presenter rushed to proclaim the end of the housing downturn, both projected guarded optimism that the worst was behind us. Nearly all REALTORS® I’ve talked with recently seem to have a sense of an improving home sale environment. The last sixty days have seen significant increases in sales, pendings, open house traffic and showings. While the housing market still faces challenges, there is much to be encouraged about. The spike in activity the last 60 days seems to signal improving consumer confidence, likely driven by a combination of factors: positive employment numbers, a bounce-back of the financial markets, encouraging home sale numbers, and signs of a stabilization of home prices. SLAR’s 2012 Real Estate Forecast Attracted Many On February 3rd the St. Louis Association of REALTORS® hosted a complimentary 2012 Real Estate Forecast breakfast for its members, which featured both a national economist - Dr. Lawrence Yun and local economist- Ruth Sergenian. Over 250 REALTORS® and affiliates crowded the Association’s Education Center to hear the latest forecasts on the national and St. Louis’ real estate markets. Matrix Tips Basic Searching Tips: Hopefully everyone already knows about the following helpful searching tips, but just in case you missed them, you can also find the handout under Support at www.marisnet.com! The Control Key on your keyboard—ctrl– is your buddy! Anytime you are searching fields with multiple choices, you will use the ctrl key to make multiple selections. Also, use the crtl key to deselect an option if you need to. (For Mac users it is the Command key.) The shift key allows you to highlight multiple selections at once. The * is a wild card. Any text field that is dependent on how the listing agent has en¬tered it would require the *. Use the wild card search in fields like Subdivision, street name, and the remarks fields. Example: trails* would pull up results beginning with the word trails, *trails* would pull up anything containing the word trails, and *trails would pull up anything ending with trails. (It may be helpful to always use the * at the end of the subdivision name because that field is really dependent upon how the listing agent has entered it.) The price field within the search screen does not require a dollar sign and is in thousands. So for $400,000 to $500,000 simply type in: 400-500. use the (+) or (-), to indi¬cate greater than or less than values. Remember when searching fields like Beds, Baths, Garages, etc., use your plus and minus signs with numeric searches. Example: Enter a single number, a range of numbers or

Legislative Report MAR Capitol Conference 2012 A Success! Hundreds of REALTORS® once again descended on Jefferson City on January 18th for the Missouri Association of REALTORS® 32nd Annual Capitol Conference. REALTORS® attended a briefing session with MAR’s Sr. VP of Governmental Affairs, Sam Licklider, and then headed to the marble halls of the capitol to speak face to face with state senators and representatives. The issues on this year’s agenda included opposition to the “Almost Everything Tax”, otherwise known as the “Fair Tax”; support for home inspector licensing, and support for the protection of historic and low income tax credits. The St. Louis Association of REALTORS® (SLAR) leadership was able to meet with State Treasurer Clint Zweifel, Rules Committee Chair Representative John Diehl, Senate Majority Floor Leader Senator Tom Dempsey, House Majority Floor Leader Representative Tim Jones, and Senator John Lamping. REALTORS® and

legislators enjoyed time to chat more informally at the cocktail reception following the meetings. This year over 50 SLAR members attended the conference and there were several new faces in the crowd. With the generous support of our affiliate members, American School of Real Estate Express and Insight Title, SLAR was able to organize charter coach transportation to the conference. Over 25 REALTORS® signed up to ride the bus and by all accounts it was a great time for all. Special thanks to Laura Eberle with Real Estate Express and Vivian McBride with Insight Title for sponsoring the trip, riding along, and providing breakfast and goodies for the riders. There will definitely be a bus going next year, and we look forward to inviting more REALTORS® to attend one of the most important events of the year!

MAR Business Meetings A new event at this year’s MAR meetings was the RPAC Trivia Night, emceed by our own Marc Levinson, Dielmann-Sotheby’s International. SLAR entered three teams: the Arch Rivals, the Rally Squirrels and the Mississippi Mud Slingers. After a great night of food, fun, and raising money for RPAC, SLAR’s Mike Travaglini came out on top in the Dead or Alive Game and the Arch Rivals won first prize in the 1st ever RPAC-MO Trivia Night, which raised over $4500 for RPAC! Congratulations to the Arch Rivals!

Smart Growth – What Is It?? Would you like to be able to walk from your home to shops, restaurants, the library, etc? Would you like to encourage growth and redevelopment that promotes that “neighborhood feeling”? The St. Louis Association of REALTORS® (SLAR) has recently been awarded a $15,000 grant from the National Association of REALTORS® to help promote more walkable, bikeable, liveable, and safe communities. SLAR will be bringing Dan Burden, a nationally recognized expert in walkability (Time Magazine named him one of the top 6 civic innovators in the country in 2002), to St. Louis for a presentation at the Federal Reserve on March 20, 2012. In addition, Mr. Burden will be back in St. Louis in May, 2012, for walkability workshops in the City of St. Louis and University City. This is the largest NAR grant that SLAR has ever received and presents many exciting possibilities. On February 3, SLAR Immediate Past President Nate Johnson and SLAR member Eric Friedman participated in a panel discussion with Dan Burden at the New Partners for Smart Growth Conference in San Diego, CA, entitled “The Walking Audit: A Tool for Organizing Strong Communities and Developing Complete Streets”. During the discussion, Nate and Eric discussed Mr. Burden’s May, 2011, visit to St. Louis which was made possible through an EPA Sustainable Building Blocks Technical Award won by Housing and Community Solutions (HCS), an affordable housing and economic development non-profit. Eric Friedman is the President of HCS. During the May visit, Mr. Burden conducted a walking audit of a neighborhood in the 26th Ward of St. Louis City, accompanied by residents, community stakeholders, Alderman Frank
Home Inspector Licensing Bill Heard in Committee On February 8, 2012, members of the Missouri Association of REALTORS® (MAR) made the trip to Jefferson City to voice their support for the licensing of home inspectors in the State of Missouri. HB 1291 was given a hearing in the Professional Regulation and Licensing Committee in the House of Representatives. Several St. Louis area legislators, including Rep. Michele Kratky, Rep. Steve Webb, Rep. Sue Allen, Rep. Scott Sifton, Rep. Chris Carter and Rep. Mary Nichols (REALTOR®), are members of that committee and listened intently as bill
Williamson and even Mayor Francis Slay! This initial visit was the catalyst for applying for the NAR Smart Growth Grant and the March, 2012, program. We will be focusing on St. Louis City and University City initially. sponsor, Rep. Bob Nance, explained the need for the bill. Home inspectors are the only major link in the housing transaction chain that currently are not regulated by the state in some way. Home inspectors have become an integral part of the home buying process, yet buyers really have no recourse other than the courts when something goes awry. The position of Missouri REALTORS® was made clear by Sam Licklider, MAR Sr. VP for Governmental Affairs, and several REALTORS® from around the state were also in attendance to show their support. SLAR Joins The Partnership For Tomorrow The St. Louis Association of REALTORS速 (SLAR) is proud to announce that it has joined the Partnership For Tomorrow (PFT), a coalition of the construction and development industries, which exists to stimulate job growth, attract and retain residents, and promote new businesses within the St. Louis region through balanced policy relating to construction and development. In addition to SLAR, members of the PFT include the Associated General Contractors of St. Louis (AGC), the Home Builders Association of St. Louis and Eastern Missouri (HBA), The Missouri Growth Association (MGA), the Regional Chamber and Growth Association (RCGA), and the St. Louis Council of Construction Consumers (SLCCC). In their first joint effort, the PFT has approached the Metropolitan Sewer District (MSD) about the possibility of revising requirements for post-construction stormwater treatment. Currently, the EPA sets certain standards that must be met for stormwater quality, but does not tell the individual sewer districts how to reach those standards. MSD has adopted the Maryland Manual, a set of guide-
lines developed in Maryland following a lawsuit concerning water quality in the Chesapeake Bay. The PFT believes there may be alternative guidelines that would better fit the MSD service area and the geography we have here in Missouri. To that end, the PFT hired an engineering firm, Barr Engineering out of Minneapolis, to analyze current MSD regulations and Environmental Protection Agency (EPA) requirements. Barr Engineering made several recommendations that would allow developers in the MSD area to save construction costs and land area, but still meet EPA requirements. For example, in a 12 lot subdivision development, Barr found that by changing the design of the stormwater treatment system, developers could save approximately $16,000 in construction costs AND approximately 12,000 sq. ft. of land - enough to build an additional house in the subdivision. These recommendations were presented to MSD on January 23, 2012, and a very promising discussion resulted. The PFT is currently working with MSD to summarize the results of that discussion and will be distributing the information to its members in the coming weeks.

Missouri Real Estate Commission (MREC) and St. Louis Association of REALTORS (SLAR) Continuing Education Rules and Regulations Students must sign the course sign-in sheet located at the registration table. If a student is not signed-in he/she is not considered present for the class. Students must be signed-in for attendance to be considered valid for CE purposes. Students must be signed–in and seated in the classroom when the class begins. Students arriving late will not be allowed to enter the classroom and must pay for another course. Traffic conditions will NOT exempt students from this rule Students must submit written notice to the Education Department at least 24 hours in advance of a scheduled class to transfer to another class at no additional charge or receive a refund. Continuing education requirements mandate 100% attendance during Continuing Education classes. Even the loss of 1 minute of class time will result in loss of C.E. credit! No exceptions. There will be one (1) ten (10) minute break each hour. This is the only time students may leave the classroom. All business and personal issues must be handled during break times. Receiving or making phone calls or text messaging will only be permitted during break time. Cell phones must be silenced and put away during class. Continuing Education certificates must be picked up immediately at the end of class at the registration table (certificates may be mailed within 5 business days to walk-ins). Students should file certificates in a safe place, as they may be requested by the MREC. The cost of a certificate reprint is $10.00. Anyone sending a substitute to a class will be turned over to the Missouri Real Estate Commission as a violation of the Missouri Real Estate License Law for whatever action the commission deems necessary. Students may not engage in work, outside reading material, or any non-course related activities during class. Students found to be doing this will be warned to discontinue or be removed from the classroom. If a student disruptive or does not follow the CE Rules and Regulations, they will be removed from the classroom and no continuing education credit or refund will be issued. Note: For your comfort, please bring a jacket or sweater as the classroom temperature may vary.

What You Need to Know About the Mortgage Settlement A settlement announced recently among state and federal officials and the nation’s five largest banks is the largest joint state-federal settlement in history against an industry. The settlement, which amounts to somewhere between $25 billion and $26 billion, is aimed at fixing some of the mortgage abuses over the last few years that caused people to lose their home.

So what does the settlement mean for home owners? Home owners underwater on their house or struggling to make payments may have something to gain from the deal. Home owners who are eligible for payments or principal write-downs on their mortgage from the settlement will be notified by mail within the next nine months. Those who may be eligible for aid under the settlement include home owners who are currently struggling to make their payments and need a loan modification; borrowers who are current on their payments but owe more on their house than it’s currently worth; or borrowers who may have already lost their home to foreclosure. In the settlement, banks have agreed to write off a sum of the mortgage principal in select cases where home owners are struggling to make payments. Home owners will then be able to refinance and lower their monthly payments. Underwater borrowers also may receive aid, such as being able to refinance so they also can lower their monthly payments. Borrowers who have already lost their home to foreclosure may be eligible for payments. About $2,000 per person will be doled out to 750,000 borrowers found eligible.
Payments will be paid over a three-year period. The banks participating in the settlement are Bank of America, JPMorgan Chase, Wells Fargo, Citi, and Ally/
