Għaziz resident ! Jien għandi 23 sena, trabbejt u għext ħajti kollha fir-raħal ta’ Ħaż-Żebbuġ. Dan ir-raħal tani l-aqwa trobbija li qatt seta’ jkolli, u issa inħoss li hu l-waqt li nrodd lura lil din il-komunità. Hawnhekk qiegħed nippreżenta l-manifest elettorali għall-elezzjoni li ġejja tal-Kunsilli Lokali fejn inti, ir-resident, se jkollok l-opportunità li teleġġi tim ġdid ta’ kunsillieri li se jmexxi r-raħal għallħames snin li ġejjin. Ġimagħtejn ilu jiena tellajt survey online għalikom ir-residenti, fejn kellkom iċ-ċans tagħtuni lopinjonijiet tagħkom. Ir-risposti tagħkom kienu kruċjali għal dan il-manifest. Jien qiegħed nippreżenta lilek l-ideat, sfidi u proposti li jien determinat li naħdem fuqhom u nimbotta fil-kunsill flimkien mal-bqija tat-tim elett. Nirringrazzja minn qalbi lir-residenti kollha u s-soċjetà ċivika li ressqu tul dawn l-aħħar ġimgħat lideat ġodda tagħhom, tħassib u suġġerimentii għal-lokalità tagħna. Għalhekk qiegħed nippreżenta lili nnifsi bħala kandidat independenti, biex bil-fiduċja taghkom lest naħdem liberament ma' nies ta' kwalunkwe twemmin politiku, u ma' dawk li ma m'għandhomx partit, għax l-interess tiegħi huwa biss Ħaż-Żebbuġ, u kif għandna nimxu 'l quddiem flimkien. Dawn hu l-manifest li se jżommok fiċ-ċentru tal-kunsill.

Servizzi, relazzjonijiet u mezzi soċjali tal-Kunsill Lokali

1. Tnedija t’app għall-mobajl tal-Kunsill Lokali ta’ Ħaż-Żebbuġ bl-informazzjoni kollha relevanti mniżżla b’mod faċli li jinqara għallutent, li tinkludi l-ġranet tal-ġbir tal-iskart, notifiki li jidħlu awtomatikament lir-residenti dwar għeluq ta’ toroq, faċilità ta’ rapporti ta’ rimi illegali, annimali mitlufa, u lista ta’ ħwienet biex nippromwovu negozji lokali fejn iniżżlu s-servizzi tagħhom u l-ħinijiet ta’ ftuħ. 2. Rinovar tas-sit elettroniku tal-Kunsill Lokali u l-paġna ta’ Facebook biex iservu t’għodda aħjar biex jikkomunikaw mal-komunità ta’ Ħaż-Żebbuġ. 3. Esplorazzjoni għall-possibbiltà talintroduzzjoni ta’ servizzi tal-konsenja talpakketti fuq żewġ roti madwar ir-raħal għal tariffa baxxa. 4. Tnedija ta’ ‘think tank’ għar-residenti biex jesprimu ideat u inizjattivi. 5. Sessjonijiet ta’ konsultazzjoni għar-residenti organizzati kull tliet xhur. 6. Titjib fil-faċilitajiet tat-toilets pubbliċi filpjazza tar-raħal. 7. Introduzzjoni ta’ People’s Budget, mod ta’ kif ir-residenti lokali jagħżlu kif jintefqu l-flus lokali. 8. Kreazzjoni ta’ pannell informatiku bil-mappa tar-raħal f’żoni strateġiċi madwar il-lokalità. 9. Pubblikazzjoni ta’ linji gwida faċli biex jinqraw dwar l-akkwist ta’ permits għal għeluq tat-toroq u bbukkjar ta’ gwardjani lokali. 10. Kunsill Lokali iktar voċiferu u li jaħdem iktar biex jinforma lir-residenti dwar żviluppi maġġuri proposti fir-raħal tagħna, jorganizza sessjonijiet informatiċi fejn ikun neċessarju, u jissottometti rappreżentazzjonijiet fl-interess tar-residenti u l-komunità lokali. 11. Kunsill Lokali proattiv li jitfa’ pressjoni għal policies ta’ ppjanar li jpoġġu fiċ-ċentru linteressi tal-komunità residenzjali.

12. Kunsill Lokali li jaħdem li jikseb iktar fondi tal-UE, biex jagħmel l-aħjar użu min-numru eżistenti t’opportunitajiet għal fondi f’oqsma differenti. 13. Introduzzjoni ta’ billboard tal-Kunsill Lokali mal-periferija tar-raħal, li jkun użat biex jiġu ppreżzentati avvenimenti imminenti millkunsill u organizzazzjonijiet ċiviċi mil-lokalità għall-pubbliku ġenerali. 14. Intervisti fl-għamla ta’ filmati mill-Kunsill Lokali biex tintlaħaq udjenza usa’ 15. Jiġi żgurat li l-pjattaformi talkomunikazzjoni tal-Kunsill Lokali jkunu bilingwi, kemm bil-Malti kif ukoll bl-Ingliż biex jintlaħqu l-udjenzi kollha. 16. Tisħiħ fil-Kunsill Lokali taż-Żgħażagħ, bħala mod li jitħajru ż-żgħażagħ jimpenjaw ruħhom fuq livell ta’ kunsill.


Kultura u organizzazzjonijiet 17. Manteniment regolari u effiċjenti talkuntatti mal-każini lokali tar-raħal, gruppi reliġjużi, scouts u Għaqdiet Mhux Governattivi u Volontarji, biex jissaħħu komunikazzjonijiet u kollaborazzjonijiet, filwaqt li jippreżentaw xogħolhom mar-residenti u lil hinn. 18. Promozzjoni kontinwa tal-Mogħdija Storika ta’ Ħaż-Żebbuġ imnedija reċentement u tkun sigura għar-roti. 19. Organizzazzjoni tal-lejl kulturali LEJL ŻEBBUĠI, wirja lokali tal-identità u l-folklor ta’ Ħaż-Żebbuġ, bl-involviment tas-soċjetà ċivika. 20. Organizzazzjoni għall-ewwel darba ta’ FESTA KAPPELLI fejn il-kappelli ta’ ĦażŻebbuġ jinfetħu flimkien, b’eskursjonijiet organizzati, ċelebrazzjoni tal-quddies, u attivitajiet kulturali. 21. Ħidma eqreb tal-Kunsill Lokali mal-Knisja, għaqdiet volontarji u l-każini tal-banda għallpromozzjoni tal-festi tar-raħal u l-Ġimgħa Kbira.

22. Introduzzjoni tat-tazza riużabbli FESTA waqt iż-żewġ festi lokali, li jingħataw annwalment biex jinqata’ l-użu ta’ darba talplastik. 23. Introduzzjoni ta’ rokna għall-ewwel għajnuna waqt il-festi tar-raħal, fejn ilpubbliku jsib assistenza f’każ ta’ korrimenti u affarijiet oħrajn relatati mas-sigurtà. 24. Tnedija ta’ fondazzjoni storika lokali li taħdem m’awtoritajiet ċentrali għar-restawr ta’ bini storiku importanti fir-raħal. 25. Laqgħat edukattivi dwar il-patrimonju ta’ Ħaż-Żebbuġ u l-istorja kulturali għar-residenti u l-pubbliku. 26. Ħidma mal-grupp Talent Żebbuġi għallgħajnuna biex jinstab post ġdid fejn jiġu murija l-wirjiet kulturali tagħhom 27. Kollaborazzjonijiet ma’ gruppi volontarji lokali, ħidma biex jiġu organizzati attivitajiet soċjali għall-anzjani u t-tfal, biex inġibu lkomunitajiet eqreb ta’ xulxin.


Mobbiltà 28. Bidu ta’ diskussjonijiet għall-introduzzjoni ta’ sistema park and ride barra l-lokalità waqt il-festa tar-raħal u avvenimenti oħrajn. 29. “Walking and cycling bus” għat-tfal taliskola lejn l-iskola. 30. Provvista ta’ parkeġġ għar-roti u l-muturi f’postijiet strateġiċi tar-raħal. 31. L-ewwel mogħdijiet għar-roti lejn iċ-ċentru tar-raħal biex ninkoraġġixxu r-residenti jagħmlu l-qadi tagħhom bir-rota, billi jiġu identifikati rotot kruċjali, titjib fis-sigurtà tattoroq u sinjaletika adekwata. 32. Tisbiħ tal-Urban Conservation Area ta’ ĦażŻebbuġ bl-introduzzjoni ta’ pavimentar fittoroq. 33. Niżguraw li r-roundabouts mibdula reċentement fi Triq l-Imdina, ħdejn St Dorothy u l-Bieb ta’ De Rohan, ikunu aċċessibbli għallmixi u r-roti, filwaqt li niżguraw infurzar sura biex ma jsirx parkeġġ doppju mar-roundabout ta’ De Rohan. 34. Titjib ta’ intersezzjonijiet perikolużi, biex jiġu iktar siguri għan-nies, fil-pjazza tar-raħal u lil hinn. 35. Kull ħajt ta’ sit ta’ kostruzzjoni għandu jiġi miżbugħ biex tonqos l-effett tal-estetika negattiva fuq il-pajsaġġ urban. 47. Iljieli u sessjonijiet mużikali fil-pjazza tarraħal u l-bandlijiet. 48. Involviment ta’ mużiċisti mit-tliet każini tal-band f’avvenimenti lokali. 49. Eżibizzjonijiet tal-arti b’kollaborazzjoni mal-każini tal-banda. 50. Stħarriġ dwar iż-Żoni Ħodor u l-Ispazji Pubbliċi Urbani Miftuħa fil-lokalità, filwaqt li jiġu identifikat siti għal tħaddir urban. 54. Tħawwil ta’ siġar indiġeni mir-residenti fittoroq u postijiet kruċjali ma’ salib it-toroq. 55. Manteniment tal-widien naturali billi jitneħħew speċi invażivi, jiġu organizzati cleanups, infurzar kontra l-abbuż, u tħawwil ta’ siġar indiġeni. 56. Fondi għar-restawr ta’ ħitan tas-sejjieħ filkampanja. 57. Nesploraw skemi għall-finanzjament tattħawwil tas-siġar minn sidien u bdiewa li għandhom art ħdejn toroq prinċipali u sekondarji fil-lokalità. 58. English ELECTION MANIFESTO


Dear resident! I’m 23 years of age, brought up and lived all my life in the village of Haz-Zebbug. The village has given me the best upbringing I could ever ask for, and now I feel it is time to return something back to the community. Here I am presenting my electoral manifesto for the upcoming Local Councils Elections where you, the resident will have the opportunity to elect a new team of councillors that will run the village council for the next five years. I am presenting to you the ideas, challenges and proposals that together I am determined to work and push forward in council with the rest of the team. A few days ago I launched the first ever residents survey, where I gave residents the chance to give me their opinions. Your input in this manifest was crucial.  A warm thanks to all the residents and civic society that came forward over the past weeks with their fresh ideas, concerns and suggestions for our locality. This is why I am presenting myself as an independent candidate. With your trust I am ready to freely work with people of any political beliefs, and with those that hold none at all because my interest is solely the locality, and how we must move forward together. This is a manifest that keeps you in the centre of the council.

Local Council services, relations and media

1. Launch of Ħaż-Żebbuġ Local Council app with all relevant information listed in a user friendly way including waste collection days, push up notifications for residents about road closures, reporting illegal dumping, lost pets, and list of retail outlets in our village to promote local businesses, listing their services and opening times. 2. Revamp the Local Council website and Facebook page to serve as a better tool to communicate with the Ħaż-Żebbuġ community. 3. Examine the possibility of introducing a parcel delivery service on two wheels courier around the locality against a small fee. 4. Setting up of a residents ‘think tank’ to carry on ideas and initiatives. 5. Consultation sessions for residents organised every three months. 6. Upgrade of public toilet facilities in the village square. 7. Introduce the People’s Budget, a way local people get to make choices on how local money is spent. 8. Create a village map information panel in strategic areas of the locality. 9. Publish user friendly guidelines regarding obtaining permits for road closures and booking of wardens. 10. A more vocal Local Council that strives to inform residents about any major developments proposed in our locality, organise information sessions where necessary, and submit representations in the interest of residents and the local community. 11. A proactive Local Council that lobbies for planning policies that put at centre the interests of the residential community.

12. Local Council to strive to tap into EU funds more, making the most of the number of existing funding opportunities in a number of different fields. 13. Introduce a Local Council billboard on the periphery of the village, that will be used to showcase upcoming events by the council and civil organisations from the locality to the general public. 14. Video interviews by Local Council to increase wider audience. 15. Make sure Local Council’s communication platforms are bi-langual, in both Maltese and English to reach all audiences. 16. Strengthen the Youth Local Council, as a way to engage youths on a council level.


Culture and organisations 17. Keep regular and efficient contact with the local village band clubs, religious groups, scouts and NGOs, in order to strengthen communication and collaborations, while showcasing their work with residents and beyond. 18. Keep promoting the recently launched ĦażŻebbuġ Heritage Trail. 19. Organise a cultural night LEJL ŻEBBUĠI, a local showcase of Ħaż-Żebbuġ identity and folklore, engaging civil society. 20. Organise the first ever FESTA KAPPELLI where Ħaż-Żebbuġ’s chapels are opened together, with organised tours, celebrate mass, and cultural activities. 21. Local Council works closer with the Church, voluntary groups and local village band clubs to promote the village feasts and Holy Week.

22. Introduce the FESTA reusable cup for both local feasts, that will be issued yearly in order to cut down on single use plastic. 23. Introduce a first aid corner during the village feasts, where the public can find hands on assistance in the case of light injuries or anything safety related. 24. Set up a local heritage foundation that will work with central authorities to restore important heritage buildings in the locality. 25. Educational talks about Ħaż-Żebbuġ’s heritage and cultural history open for residents and the public. 26. Work with Talent Żebbuġi group to assist in finding a new location to set up their cultural displays. 27. In joint collaborations with local voluntary groups, work to organise social activities for the elderly and children in their premises, bringing communities together.


Mobility 28. Start discussions to introduce a park and ride system from outside the locality during village feast and other key events. 29. Walking and cycling bus for school children to school. 30. Provision of bicycle and motorcycle parking hubs in strategic areas of the locality. 31. First bicycle trails to village centre to encourage residents to cycle for errands by identifying key routes, improve road safety and adequate signage. 32. Embellish the Urban Conservation Area of Ħaż-Żebbuġ with the introduction of cobble paved streets. 33. Ensure that the newly upgraded roundabouts in Mdina Street, near St. Dorothy and De Rohan gate are accessible for people walking and cycling, whilst ensure proper enforcement is in place to disallow double parking at De Rohan roundabout. 34. Upgrade dangerous intersection junctions, rendering them safe for people, in the village square and beyond. 35. Explore the possibility of creating a bicycle share system in the locality, joining with the park and ride system too, to create a first ever park and cycle hub. 36. Organise transport for elderly people around the locality by appointment. 37. Revamp pavements to ensure full accessibility for pedestrians, especially elderly and people with disabilities. 38. Revamp the bus terminus in Triq Sciortino and upgrade the village bus stops, and respective signage. 39. Initiate a village square regeneration project, that will feature new paving and embellishment, after consultation with residents and the retail community. 40. Pedestrianise the village square at least once a month, by incorporating social activities that engage with local stakeholders and games for children. 41. Introduction of rotational play streets in different urban neighbourhoods around ĦażŻebbuġ for children.

42. Discussions with MPT to improve efficiency and routes of bus services towards Ħaż-Żebbuġ, whilst proposing also the possibility of a circular village route. 43. Work with neighbouring village local councils of Siġġiewi, Qormi, Ħ’Attard and Rabat to identify quiet rural streets and create a bicycle network to promote interconnectivity between the localities. 44. Review certain one way streets that do not meet the needs of todays traffic volumes.


Art and music 45. Engage local artists in painting of art murals on public and boundary walls in the locality. 46. Any construction site boundary walls should be painted to reduce negative aesthetic effect on the urban landscape. 47. Themed music nights and jamming sessions in the village square and playgrounds. 48. Engage musicians from the three band clubs in local events. 49. Art exhibitions in collaboration with the village band clubs. 50. Wider promotion of Jum Ħaż-Żebbuġ yearly awards. 51. Keep working to create more social opportunities for the elderly.

Environment, health and animal welfare. 52. Work with stakeholders to reintroduce green infrastructure in Vjal il-Helsien Avenue. 53. Carry out an audit on the Green Areas and Public Urban Open Spaces in the locality, whilst identifying sites for urban greening. 54. Planting of indigenous trees by residents in streets and in certain key urban junctions. 55. Up keeping of natural valleys by removing invasive species, organise clean ups, enforcement for abuses, and planting of indigenous trees. 56. Funding to restore rubble walls in the countryside. 57. Explore funding of tree planting schemes financed for landowners and farmers that own land near main and secondary streets in the locality. 58. Re-introduction of the ‘L-isbaħ faċċata’, ‘Lisbaħ triq’ and ‘L-isbaħ sqaq’ initiatives in an attempt to involve residents to green the locality and award communities that deserve merit. 59. Work with local stakeholders to achieve a 100% recycling rate during the local village feasts and any other major events. 60. Organise social and children activities in our playgrounds. 61. Organise the FESTA ROTI (bicycle feast), a social event that promotes bicycles and active living in the village square.


62. Work with the primary schoolchildren to create a tree nursery and Plant a Tree initiatives. 63. Provision of dog waste bins where necessary. 67. Work to identify an area that can be transformed into an outdoor dog park and provide shelter for stray cats. 68. Organise sessions to make residents aware of how to use free Digital Health tools. 69. Lobby to ensure that outdoor activities from entertainment establishments do not disturb the peace in the locality at early hours of the day. 70. Installation of outdoor chess game boards to enhance outdoor social life. 71. Better surveillance at bring in sites, and enforcement during waste collection times. Online educational campaigns for residents waste separation and collection. 72. The residents that live in the semiindustrial area of Għarram have rights also. Their health and quality of life must be safeguarded like any other zone in Ħaż-Żebbuġ.

78. Establish jogging and cycle trails in the countryside, focusing on areas like San Blas and Wied Qirda. 79. ‘Learn how to cycle’ courses for ĦażŻebbuġ residents. 80. Organise a sports day for the community in collaboration with the local sport organisations in the locality. 81. Install slides and swings for children aged 6+ at the Gnien Indipendenza swings.
