I’m pleased to report some genuinely positive feedback from our ongoing annual declaration process. We’re still receiving declarations from members, but so far nearly two-thirds of our full members have taken the time to submit theirs and share their thoughts with us. Of course, we expect everyone to submit their declaration eventually, as it’s an important membership requirement. What’s particularly encouraging from the responses we’ve received so far is that the vast majority are clearly satisfied with the support and services we provide, with many giving us top marks across various areas of our work.

The comments we’ve received have been especially valuable. Members have highlighted improvements they’ve noticed in our regional meetings and audit processes, whilst also giving us practical suggestions for further enhancements. Some want more training dates for new operative courses, others have asked for additional features on our online portal. This kind of constructive feedback is exactly what we need to keep developing our services in line with what our members actually want and need.

Feedback, Partnerships and Progress

One area where we’ve been able to strengthen our contribution to the wider asbestos community is through our evolving partnership with Mesothelioma UK. I’m delighted that we’ve now achieved Silver Corporate Partner status with them, built on our commitment to donate all fees from our certified e-learning asbestos awareness training courses to support their vital work. It’s been rewarding to see how this relationship has developed, and I’m proud that we’re able to support the essential work they do for patients and families dealing with the devastating impact of mesothelioma.

This focus on supporting people extends beyond those directly affected by asbestosrelated illness. The industry event we participated in with Bradley Group back in June was a brilliant example of putting health and wellbeing front and centre. Held at a gym on a farm, it brought together contractors, clients and industry bodies for a day focused entirely on physical and mental wellbeing. From fitness sessions and wellness workshops to comprehensive health screenings, it showed what’s possible when companies genuinely prioritise their people’s health. It was apparently the first event of its kind in our sector, and the overwhelmingly positive feedback suggests it won’t be the last.

Looking forward, there are some significant regulatory discussions on the horizon that will affect how our industry operates. The debate around asbestos surveying standards has been rumbling on for some time, but recent research from the HSE has added substantial weight to calls for change. The evidence suggests that accredited surveys consistently deliver better results than non-accredited ones – and by quite a significant margin. When you consider that we’re talking about identifying a substance that has no safe level of exposure and continues to

cause thousands of deaths each year, the case for raising standards becomes pretty compelling.

It’s not only about the technical quality of surveys, though. There’s a broader question about professional standards across the industry and ensuring that the public can trust the services they’re purchasing. After decades of voluntary approaches, there seems to be growing momentum for more formal requirements, and I suspect we’ll see further developments in this area over the coming months.

What strikes me about all these developments, whether it’s member satisfaction, charitable partnerships, health and wellbeing initiatives, or regulatory reform, is that they all point to an industry that’s maturing and taking greater responsibility for its impact on people and society. That’s something we should all be proud of, even as we acknowledge there’s still work to be done.

The feedback from our members, the strength of our partnerships, and our collective commitment to raising standards all give me confidence that ARCA is wellpositioned to continue supporting the licensed asbestos removal sector effectively.

This edition of ARCA News is being published just before our Annual General Meeting, and I’m looking forward to seeing everyone for what promises to be an excellent event. It’s always a pleasure to bring our membership together to review the year’s progress and discuss the year ahead.

ARCA Achieves Silver Corporate Partner Status with Mesothelioma UK

ARCA has been recognised as a Silver Status Corporate Partner by Mesothelioma UK following its commitment to donate all course fees from its certified e-Learning asbestos awareness training courses to the organisation.

Mesothelioma is a cancer related to exposure to asbestos and predominantly affects the lining of the lungs. The UK has the highest incidence of the disease in the world, with around 2,700 people diagnosed each year.

From July 2024 to June 2025, the Asbestos Removal Contractors Association (ARCA) accomplished several achievements to enhance its services and support for members:

ARCA has improved its member services by introducing streamlined digital solutions that improve accessibility and efficiency. Members can now download their membership certificates directly from the portal.

Following the initial launch, ARCA launched new courses, including an asbestos awareness course in both free and paid certified versions. All proceeds from the asbestos awareness courses go towards supporting Mesothelioma UK. We now have had over 330 candidates completing various courses on the e-Learning hub.

ARCA has significantly strengthened its site audit scheme and asbestos training service by introducing a new automated SMS feedback system. This initiative gathers direct insights from site supervisors regarding the site audit process and gets feedback from all candidates who undertake training courses/events with ARCA.

5 Contribution to Asbestos Information CIC’s National Strategy Report

ARCA contributed to the Asbestos Information CIC’s National Strategy Report as a founding member, working alongside ATaC, AMI, and UKAS-accredited inspection bodies to develop comprehensive strategies for transforming asbestos management across the UK. This collaborative achievement demonstrates ARCA’s leadership in establishing unified industry standards and improving safety outcomes nationwide.

8 700th NVQ Milestone in Training

ARCA celebrated reaching the milestone of awarding the 700th NVQ in asbestos industry training, underscoring its commitment to education and professional development.

ARCA participated in the Contamination & Land Remediation Expo 2024/25, where we highlighted how our members can assist in managing and removing asbestos safely, and the legal responsibilities of property owners and managers.

CITB Approved Organisation

In a groundbreaking move to help revolutionise the asbestos removal industry, they offer free access to their industry-leading personal monitoring record-keeping system to all ARCA members.

As a CITB Approved Training Organisation (ATO), ARCA has assisted member companies with levy payments, grant claims and training funding. Through ARCA’s membership in the CITB Employer Network, registered employers received free, flexible funding, with full control over allocation and no traditional grant applications required. 10

ARCA organised 21 regional meetings to facilitate knowledge sharing and collaboration among members across different regions. Over the last 12 months, we have engaged with over 600 attendees.

We’re delighted to share some encouraging results from our member feedback survey. With nearly twothirds of our full members having submitted their declarations, we’re seeing positive signs of member satisfaction and engagement with ARCA’s services.

Strong Member Satisfaction Ratings

The survey results demonstrate excellent sentiment towards ARCA services. When asked about overall satisfaction, roughly two-thirds of respondents gave us scores of 9 or 10 out of 10, with a further quarter rating us at 8. This shows that the vast majority of responding members are satisfied with the association’s services.

Regarding ARCA’s understanding of industry-specific needs, nearly three-quarters of members provided top scores of 9 or 10 out of 10. This demonstrates that members generally feel we have a good grasp of the particular challenges facing licensed asbestos removal contractors, while highlighting opportunities to further strengthen our connection with all members.

Good Levels of Trust and Support

When asked whether they would recommend ARCA to peers, about 70% of members rated us highly at 9 or 10 out of 10, demonstrating solid trust in what the association provides. This level of endorsement shows that many

Valuable Member Feedback and Comments

The written feedback provides valuable insights into what’s working well and opportunities for enhancement. One member commented: “To be honest, if ever I have a problem I speak directly to ARCA and the matter is resolved. Or when regional meetings are held questions are answered. Professional, friendly service provided by ARCA and the team.”

Members appreciated recent improvements to our approach, with one noting: “I really like the addition at the regional meetings of going over

Our training services received positive feedback, with one contractor noting: “I attended a Contract Managers Refresher course earlier this year and it was useful, helpful, relevant and interesting.” Another member simply said: “We’re really happy with the services ARCA provides to us.”

Members have provided constructive suggestions that help us identify opportunities for improvement. Several themes emerged, including requests for more training dates for new operative courses, additional features on our online portal, and improvements to our audit processes.

The annual declaration process serves as both a membership requirement and a useful way to gauge our performance and plan for the future. The feedback helps guide our development of training programmes, support services, and our work representing the industry.

Analysis of HSE Licensed Asbestos Jobs

ARCA has examined the ASB5 notifications submitted by Licensed Asbestos Removal Contractors (LARCs) to the Health and Safety Executive (HSE) in the year from July 2024 to June 2025 inclusive.

327 LARCs notified the HSE of licensed works in the year, of which 256 were members of at least one licensed asbestos removal trade association (TA). More than half of these had solely ARCA membership.

Breakdown by Jobs

There were 22,448 notifications of licensed asbestos removal work in the year, The jobs averaged 7 days in duration for ARCA members, 6.8 days for other licensed asbestos removal trade association (TA) members, and 5.7 days for non-TA-members.

Of these jobs, 92% were from members of a TA. ARCA members averaged 83 jobs each, members of

Note that in the three earliest months, HSE data was missing from jobs that had started before the study period. The missing data has been inferred from seasonal fluctuations and range of project lengths in the extant data and is marked on the graph topping up the current and finished jobs.

The figures show a high of ca 2500 jobs in progress during July-August down to a low of ca 1500 around the Christmas / New Year period, most of which are suspended over the holiday.

As well as the broad seasonal weather trend, we have highlighted some possible reasons for individual monthly fluctuations.

The Gold Site Audit Award is a prestigious recognition given to our members that demonstrate exceptional compliance and risk management levels.

Well, apprenticeships could be a way forward to overcoming these obstacles and bringing in new talent with the right attitude. Historically, apprenticeships entice individuals of a high calibre, with a desire to learn and grow, giving you the opportunity to mould the employee you actually need.

One of the greatest benefits of an apprenticeship is the opportunity to be mentored by professionals who have years of experience. This not only provides the chance to learn

from the best but also opens doors to industry connections and networking opportunities.

Mentoring programmes help apprentices grow faster, resulting in them becoming more comfortable and competent in their roles. Apprentices often build strong relationships with mentors, colleagues, and other professionals in their field.

Gain Industry-Recognised Qualifications

Apprentices often go on to excel in achieving industry-recognised qualifications or credentials. Whilst undertaking the apprenticeship, many organisations work in conjunction with ATaC and RSPH to gain the Level 3 Award in Asbestos Air Monitoring and Clearance Procedures to complement the apprenticeship.

Typically, apprenticeships last anywhere from 12 months to several years, depending on the profession. During this time, they undertake a recognised learning programme to develop knowledge, skills and behaviours, whilst contributing to your organisation.

Over the last few years, TIRO have been developing the Level 3 Asbestos Analyst apprenticeship to enable individuals to gain the technical expertise to excel in this highly regulated, fast-paced profession.

Currently, ATaC members Thames Laboratories, Lucion Environmental and ACE Consultancy have active apprentices with several others contemplating the move.

John Richards, Managing Director, Thames Laboratories, “We already had apprentices elsewhere in the business. When approached by TIRO it seemed a logical step to see if we could do the same for technical activities. Staff retention is also an issue within the sector, and the apprenticeship programme allows us to target candidates who don’t want the expense of a degree, to reduce trainee turnover.”

The Level 3 Asbestos Analyst apprenticeship is a 14-month programme, of which a minimum of 6 hours of the working week will be dedicated to ‘off the job’ training. This will include theory training via virtual lessons, online learning, mentoring, and time spent writing assignments. Together with ‘on-the-job’ shadowing, this will count towards the Level 3 Asbestos Analyst apprenticeship. Trained by expert tutors from TIRO, as well as

an experienced mentor, who will develop the knowledge, skills, and work habits needed to succeed.

TIRO module breakdown –

w Health & Safety in the processing environment – assess risk, safety protocols and compliance within legal frameworks.

w Asbestos Analyst & Surveying – hands-on air sampling, bulk analysis and safe removal methods, identify asbestos-containing materials, assess associated risks, and conduct surveys in compliance with health and safety regulations.

w Maintenance and calibration – develop skills in equipment maintenance and calibration.

w Quality procedures – learn how quality standards impact reliability and accuracy to ensure compliance.

w Problem solving and solutions – how to apply them in the workplace.

w Improving processes and procedures – analyse processes and implement change.

w Environmental management – how we impact the environment and how to improve resource efficiency.

TIRO also provide a Level 3 Laboratory Technician apprenticeship, along with an asbestos module, specifically tailored to meet the needs of the asbestos industry covering such skills as: sample preparation and analysis techniques, laboratory health and safety, data recording and quality control to support UKAS compliance and industry standards.

As approved apprenticeship programmes, 95–100% of the training costs are government funded, depending on the size of your business. This means you can upskill new or existing staff with little to no cost.

TThe Compelling Case for Mandatory UKAS Accreditation in Asbestos Surveying

he evidence now overwhelmingly supports mandatory UKAS accreditation for asbestos surveying.

The asbestos surveying industry stands at a crossroads. After more than two decades of voluntary standards and widespread quality concerns, compelling new evidence from the Health and Safety Executive (HSE) has definitively demonstrated that UKAS accredited surveys significantly outperform their nonaccredited counterparts. The time for halfmeasures and commercial convenience has passed - public safety demands mandatory UKAS accreditation for all organisations providing asbestos surveying services.

A Brief History of Regulatory Failure

Before the implementation of the Duty to Manage regulations, asbestos surveying was a niche activity undertaken by a handful of organisations, typically staffed by former analysts or removal operatives who had gained hands-on experience with asbestos materials. Training was largely on-the-job, and reports were hand-produced by people who genuinely understood what they were looking for.

The introduction of the P402 qualification around 1998 marked a turning point, but not necessarily for the better. Concerns were immediately raised that 2-3 days of classroom training was woefully insufficient preparation for inspecting buildings for a carcinogen with no known safe threshold of exposure. The qualification maintained an 80% pass rate that was achievable even by poor quality candidates. As a result, some of the early training providers stopped offering the course.

The industry expanded rapidly, with many acquiring skills as they went along. Finding obvious, low-risk materials was straightforward,

but the higher-risk, more challenging products presented significant difficulties. It remains surprising that with minimal classroom training, individuals can still obtain a gateway qualification that permits them to set up as ‘asbestos surveyors’ and inspect for a carcinogen that kills 5,000 people per year in Great Britain.

The Scale of Misrepresentation

Today’s internet is awash with organisations making misleading claims to the public. Companies routinely claim accreditation from bodies that don’t actually provide it. Some state they are “British Occupational Hygiene Society Accredited” or suggest that customers should “ensure that the surveyor is accredited by a recognised body, such as the United Kingdom Asbestos Training Association (UKATA) or the Asbestos Removal Contractors Association (ARCA).”

The truth is stark: while neither UKATA nor ARCA claim to be accreditation organisations for asbestos surveying, this doesn’t stop companies from claiming to be “accredited by” them. Similarly, BOHS does not offer accreditation for surveying services. Only UKAS can provide accreditation for asbestos surveys, yet we clearly have a widespread issue with organisations misrepresenting themselves to the general public. This isn’t a recent phenomenon – it’s been occurring for over two decades.

Some operators have even claimed that ISO 9000 quality management accreditation means they operate to the same standard as a UKAS accredited inspection body. While the value of proper accreditation is understood, the effort required to obtain it is apparently deemed undesirable by many.

The Evidence Base: HSE Research Delivers Definitive Proof

The Health and Safety Executive’s comprehensive study of 62 survey reports has delivered a resounding verdict: UKAS accredited surveys consistently deliver higher quality results than their non-accredited counterparts. Using a scoring system with a maximum of 760 points, accredited surveys achieved a mean score of 554 points compared to only 454 for non-accredited surveys – a substantial 100-point difference representing a 22% performance gap.

The statistical evidence is overwhelming. The probability that this performance difference occurred by chance is only 0.016% –equivalent to odds of 1 in 6,250. This represents extremely strong statistical evidence that UKAS accreditation genuinely produces better survey quality, far exceeding scientific standards for statistical significance.

Importantly, HSE has informed us that survey reports were collected from premises visited during inspection programmes focused heavily on schools and local authorities. This means the non-accredited surveys studied likely came from the better-performing end of the non-accredited market – organisations subject to procurement processes and basic competency checks – rather than from operators who might target private homeowners with less rigorous selection processes. The true difference between accredited and non-accredited surveys is therefore likely even greater than the research has shown.

The Audit Reality Check

HSE guidance states that 5% of all surveys need to be audited. Within a UKAS organisation, this translates to blind audits where surveys

are re-performed by another surveyor without sight of the original, and results compared by a competent person. If a surveyor works 240 days a year, roughly 12 days need to be spent undertaking audits – a significant cost that introduces genuine quality control.

When asked how non-accredited individuals comply with this requirement, responses are typically vague. UKAS ensures this happens within an accredited environment, but no evidence exists to suggest non-accredited operators are complying with the guidance. The same applies to witnessed site audits and annual refresher training – requirements that UKAS rigorously enforces but which appear to be widely ignored elsewhere.

Since 2000, BOHS has issued 25,800 P402 qualifications. If half were issued to inspection bodies, we should expect corresponding levels of refresher training. Yet BOHS reports issuing only 664 RP402 refreshers. This stark disparity suggests widespread non-compliance with training requirements among the nonaccredited sector.

The Professional Standards Framework

UKAS accreditation requires organisations to demonstrate comprehensive competence before authorising staff to undertake surveys. Beyond the basic qualification, surveyors need a minimum of six months site-based experience, working with competent colleagues through key stage assessments, culminating in both witnessed and blind audits.

Many accredited organisations use a cascade approach, authorising staff for less complex buildings and survey types initially, then expanding their skillset over time. Each member of staff has a detailed skills and authorisation matrix, and is assigned tasks within authorisation scope. UKAS reviews this granular level of authorisation in detail – something that probably doesn’t exist in non-accredited organisations, many of whom claim on the internet that they can undertake all types of surveys in all property sectors.

ATaC: Leading by Example

The Asbestos Testing and Consulting Association (ATaC) has championed professional standards since its inception over two decades ago. Uniquely among trade associations, ATaC requires all surveying members to hold UKAS accreditation – a principled stance based on the fundamental belief that public safety demands the highest professional standards.

This wasn’t a commercial decision or barrier to entry, but alignment with ATaC’s mission to provide the best possible support for safe,

effective and ethical asbestos management. When you see an ATaC member conducting surveys, you know they’ve met the rigorous standards that UKAS accreditation demands.

The Myths and Misinformation Campaign

Recent social media campaigns have claimed that small non-accredited companies are “winning all the work” because they’re “more reactive,” “cheaper but better quality,” and can “get reports issued within 24 hours if needed.” While such claims generate thousands of online views, they conspicuously lack the one thing that matters most in public safety: evidence.

HSE’s study provides objective, measurable proof that accredited surveys consistently outperform non-accredited ones. The ability to issue reports quickly means nothing if those reports fail to properly identify asbestos or adequately warn of presumed asbestos.

The suggestion that cheaper surveys deliver “better quality” fundamentally contradicts HSE’s findings. Quality costs money in proper equipment, ongoing training, technical review processes, and comprehensive insurance coverage. The race to the bottom in pricing inevitably compromises the very elements that ensure survey accuracy and reliability.

Why Alternative Schemes Miss the Mark

As mandatory UKAS accreditation gains regulatory momentum, some voices propose alternative approaches including individual competency schemes modelled on post-Grenfell fire safety reforms. These represent dangerous distractions from evidence-based policy making, particularly when even their proponents admit it’s “undoubtedly too early to determine whether this is a more effective regulatory approach.”

Individual competency cannot replace organisational excellence. The superior performance of accredited surveys stems not only from individual competence but from robust organisational systems that individual certification cannot replicate – quality management systems, ongoing competence monitoring, independent technical review, adequate insurance coverage, and business continuity arrangements.

The Legal Framework Supports Change

The requirement for “suitable and sufficient” assessments under Regulation 4 provides the perfect legal foundation for mandatory accreditation. Rather than creating enforcement complications, mandatory accreditation

provides clear, objective standards that both duty holders and regulators can easily verify. This approach already works successfully under Regulation 20(4) of the Control of Asbestos Regulations 2012, where mandatory UKAS accreditation for air testing and site clearance certification provides clear regulatory standards. The suggestion that extending this model wouldn’t be effective ignores the fundamental difference between survey quality (now measured by HSE research) and wider regulatory compliance across the asbestos management industry.

The Costs of Quality vs The Price of Failure

Those opposing change often raise concerns about costs, with claims that accreditation costs £55,000 over four years. Having discussed this with UKAS, the post-accreditation cost is actually around £5,000 per annum – a small element of running a professional surveying organisation. The real costs lie in compliance with guidance requirements: dedicated audit staff, monthly audit activities per surveyor, comprehensive training programmes, and proper quality management systems.

These costs are proportional to business size but represent the true cost of professional competence. Much has been made about UKAS fees, but little about compliance costs – and the evidence suggests little is being done outside UKAS organisations to comply with wider requirements.

The Stakes Have Never Been Higher

HSE’s inspection programme results reveal concerning compliance levels with the duty to manage requirements. Even schools, with the highest compliance rates, still see more than one in three falling short of legal obligations. Local authority premises recorded the lowest compliance rates, suggesting widespread challenges across the public sector.

These aren’t abstract statistics but real buildings where real people work, learn, and visit daily. When duty holders rely on substandard surveys to fulfil their legal obligations, they may unknowingly fail to properly identify and manage asbestos risks.

UKAS Confirms the Risks

UKAS’s official guidance explicitly warns that using unaccredited providers creates significant risks including inaccurate or incomplete registers leading to dangerous materials being disturbed unknowingly, inconsistent surveys with no recourse mechanisms, compromised objectivity where commercial interests override

safety, and non-compliance with best practice resulting in enforcement action or liability.

The consequences, as UKAS notes, “can include serious health risks to workers and building users, reputational damage and legal consequences.” These aren’t theoretical concerns, but documented risks identified through sector oversight.

The Time for Action

The Department for Work and Pensions Select Committee’s recommendation for mandatory UKAS accreditation wasn’t made lightly. It followed detailed scrutiny of evidence from industry professionals, regulators, and safety experts. HSE’s subsequent research has provided the empirical backing that policymaking demands.

The regulatory momentum is building through HSE’s formal policy appraisal process, with extensive evidence gathering and stakeholder engagement completed. The next stage of formal public consultation awaits ministerial approval – representing the most significant reform opportunity in years.

A Call for Political Will

The evidence is overwhelming, the regulatory framework exists, and professional consensus is clear. What’s needed now is political will to implement proven solutions while resisting attempts to dilute standards with untested alternatives.

After 25 years of voluntary standards allowing substandard work to masquerade as professional service, HSE research has demolished arguments that market forces alone can ensure quality.

The asbestos industry should stop arguing about whether accreditation is necessary and focus on what really matters: why qualifications haven’t changed in 25 years, why social housing remains excluded from duty to manage requirements despite being in original draft guidance, and why we don’t have a plan to reduce the UK’s asbestos burden.

As John Cherry stated at the last FAAM conference, the current biggest risk from asbestos is exposure in buildings. This is what the industry should be addressing – accepting that accreditation is necessary and absorbing

the costs just as every accredited organisation has done.

The question is no longer whether mandatory accreditation is necessary, but whether we have the collective will to implement it without distraction. Lives depend on getting this right, and the time for half-measures has passed. When dealing with a carcinogen for which there is no known safe threshold of exposure, that continues to kill thousands annually, prevention demands uncompromising professional standards backed by statistical evidence.

The path forward is clear: mandatory UKAS accreditation for all asbestos surveying services, implemented without delay and without compromise.

Aconstruction site supervisor has been fined after he exposed primary school pupils and staff to asbestos during renovation work.

Adrian Barraclough was working as a site supervisor during the refurbishment of kitchen facilities at Holy Family Catholic Primary School in Bristol.

During the works on 13 May 2023, the 54-year-old cut through asbestos insulating board using a circular saw. His actions resulted in asbestos fibres spreading throughout the school hall, which was subsequently used for two days by pupils and staff.

An investigation by the Health and Safety Executive (HSE) found that Barraclough failed to follow his asbestos awareness training, including clear instructions not to disturb the wall. Following an asbestos survey, the wall was due to be checked by a licensed asbestos contractor prior to removal to clarify if asbestos was present.

Adrian Barraclough, of Green Lane, Frome, pleaded guilty to breaching Section 7(a) of the Health and Safety at Work etc Act 1974. He was fined £1,800 and ordered to pay a £720 victim surcharge and £4,000 in costs at Bristol Magistrates’ Court on 12 June 2025 – a total financial penalty of £6,520.

HSE inspector Ian Whittles said: “Every year around 5,000 people die

from asbestos-related diseases, often taking decades to develop symptoms. In this case, wholly unacceptable exposure to asbestos fibres occurred as a result of an individual employee not following instructions and procedures designed to prevent such occurrences.”

This HSE prosecution was brought by HSE enforcement lawyer Karen Park and paralegal Imogen Issac.

A1 Property Maintenance Management Limited was acting as the principal contractor during work at the former Unicorn Public House on Liverpool Road, Eccles, Greater Manchester.

During a routine inspection to the site on 16 May 2022, a Health and Safety Executive (HSE) inspector discovered that 12 square metres of asbestos insulation board (AIB) had been present in a dumb waiter lift shaft – but had already been illegally removed by unknown individuals. This led to the inspector issuing a prohibition notice stopping all work on site until an asbestos survey had been completed.

Previously, after noticing the pub door had been broken into, a site worker had entered the building, where they discovered what appeared to be asbestos debris in the area around the lift shaft. The debris was later wrapped and removed by a licensed asbestos removal contractor.

However, A1 Property Maintenance Management Limited failed to carry out a full asbestos survey to confirm that

all asbestos-containing materials had been removed before allowing further construction work to take place.

Speaking after the hearing, a HSE spokesperson said:

“This was a serious incident and put those working in the building at risk of being exposed to the harmful effects of asbestos.

“Duty holders are reminded of the need to review without delay an asbestos assessment if there has been a significant change in the premises to which the assessment relates.”

The prosecution was supported by HSE enforcement lawyer Sam Crockett and paralegal Hannah Snelling.

The latest official statistics from the Health and Safety Executive provide a comprehensive picture of mesothelioma deaths across Great Britain, highlighting the continuing impact of historical asbestos exposure, particularly within the construction industry.

Current Statistics Show Recent Changes

In 2023, Great Britain recorded 2,218 mesothelioma deaths, down from 2,280 deaths in 2022 and lower than the average of 2,508 deaths per year during 2011 to 2020. These figures reflect the ongoing consequences of past asbestos use during the peak industrial period of 1950 to 1980.

The gender split remains stark, reflecting historical workplace patterns. Male deaths numbered 1,802 in 2023 (compared with 1,856 in 2022), whilst female deaths were 416 (down from 424 in 2022). This disparity highlights how past asbestos exposure predominantly occurred in male dominated industries, particularly construction, shipbuilding, and heavy manufacturing.

Age Demographics Tell Important Story

Over 70% of deaths now occur in people aged over 75. The most recent fatalities among younger people are occurring in those who began their working lives during the 1970s or later, when asbestos controls began tightening significantly.

This pattern reflects the generation who experienced the heaviest occupational exposures during the peak asbestos use period of 1950 to 1980, now reaching the typical age when mesothelioma manifests, given the disease’s 30 to 40 year latency period.

Construction Industry Bears Heavy Burden

The occupational analysis reveals that construction workers continue to be significantly affected by mesothelioma deaths. Men who worked as carpenters, plumbers, and electricians are still over represented in death statistics, reflecting the extensive use of asbestos containing materials in building work throughout the mid 20th century.

The report specifically highlights how insulation board containing brown asbestos (amosite) was extensively used in buildings for fire protection, creating particular risks for construction workers. An epidemiological study cited in the report suggests that approximately 46% of mesotheliomas among men born in the 1940s can be attributed to building related exposures, with carpentry work alone accounting for 17%.

The statistics show that whilst some high risk occupations like shipbuilding (notably metal plate workers) reflect exposures from an earlier era, construction related cases persist. This reflects how asbestos use in

construction continued longer than in other industries, with significant exposures occurring even after 1970.

Regional Variations Across Britain

Death rates vary considerably across Britain, with England showing higher rates than Scotland or Wales. However, recent years have seen changes across most regions. The highest rates remain concentrated in areas with historical heavy industry and shipbuilding.

Compensation and Support Systems

The Industrial Injuries Disablement Benefit (IIDB) scheme continues to provide vital support, with 1,605 new mesothelioma cases assessed in 2023, compared with 1,755 cases in 2022. The fact that IIDB cases are consistently lower than death figures highlights ongoing challenges in awareness and access to compensation schemes.

Future Projections

The HSE’s projections suggest that male deaths will continue changing gradually

through the 2020s, whilst female deaths are expected to plateau at 400 to 500 annually before beginning to fall later in the decade. These projections are based on the assumption that asbestos exposures continued to reduce significantly after 1980.

Research into lung tissue samples has confirmed that population level asbestos exposure continued reducing through the 1980s and 1990s, providing evidence that long term mortality patterns will continue evolving. However, the report cautions that projections beyond 2030 carry additional uncertainty.

Implications for the Asbestos Removal Industry

For asbestos removal contractors, these statistics reinforce several key messages. They demonstrate the vital importance of current safety standards. The changing death rates among younger cohorts directly reflect improved workplace protections implemented from the 1970s onwards.

The figures also highlight the ongoing legacy of past poor practices. Many of

today’s deaths result from exposures that occurred decades ago, often from work that would be considered unacceptably dangerous by current standards.

The persistent representation of construction workers in death statistics underscores why rigorous safety measures remain essential. The long latency period of mesothelioma means that any lapses in current safety standards won’t become apparent for decades.

The Health and Safety Executive’s Annual General Meeting in July 2025 brought together employers, trade associations, trade union colleagues, and other regulators at their Bootle headquarters.

Chair Sarah Newton acknowledged the collective importance placed on protecting people and places, setting the tone for discussions about HSE’s evolving regulatory approach.

Strong Performance Against Financial Pressures

Director of Finance and Corporate Services David Murray reported that HSE achieved 100% of milestone commitments and met the vast majority of performance targets. The organisation completed over 13,200 inspections, including more than 7,000 focusing on work-related ill health, issued over 4,400 notices, and supported over 200 prosecutions with a 96% conviction rate.

These achievements came against significant financial pressures, with total running costs just over £300 million. Over the past decade, HSE has reduced its reliance on central government funding by over £100 million whilst maintaining performance standards.

Data-Driven Prevention Focus

Chair Newton described how HSE’s use of data intelligence and analytics is transforming risk identification and intervention targeting. The organisation

is using AI language models to understand risk profiles across the construction sector, helping identify mismatches between actual hazards causing workplace incidents and risks inspectors commonly focus on during site visits.

This approach has expanded beyond construction into the major hazard sector, with HSE creating a new decision model for assessing non-fatal safety incidents reported under RIDDOR to focus investigations on highest risk areas.

Addressing Work-Related Ill Health

Chief Executive Sarah Albon identified work-related ill health as a key focus, affecting 1.7 million people across Britain with estimated costs of £14.5 billion annually. The prevention programme, launched in November, brought together 70 influential leaders from different economic sectors, with key commitments made in construction, manufacturing and utilities.

HSE’s approach includes targeted inspections focusing on managing risks including asbestos, noise, musculoskeletal disorders and hazardous dust, checking health surveillance compliance, and developing approaches to reducing workrelated stress.

Asbestos Management: A Prevention Priority

Asbestos management featured prominently, exemplifying HSE’s prevention-focused approach. Following the 2022 select committee report recommending improved guidance and clearer communication, HSE has taken significant steps forward.

The organisation published clearer guidance in easier formats, including videos and an updated image library. Newton noted their quick guide for trades generated over 80,000 downloads, demonstrating demand for accessible information.

HSE held an asbestos research prioritisation summit in Manchester with over 60 delegates from industry, training providers, trade unions, professional bodies, researchers and campaign groups to identify research priorities for preventing exposure to asbestos in buildings. They also completed over 700 inspections of licensed asbestos removal contractors.

When questioned about asbestos removal, Rick Brunt, Director of Engagement and Policy, explained that the duty to manage asbestos encompasses knowing what you’ve got, where it’s located, and determining appropriate action. HSE is working with the Department for Work and Pensions on what more can be done, examining the whole system including whether there are competent trained people, adequate numbers, and sufficient disposal facilities. Brunt highlighted ongoing challenges with an example of an academic institute built in 1448 where asbestos was discovered in flooring during refurbishment - material added sometime in the past 100 years without documentation, emphasising the need for constant vigilance.

Supporting Economic Growth

Chief Executive Albon outlined three ways HSE is contributing to the government’s growth agenda: consulting on recognising international approvals to streamline chemical product market entry, examining potential RIDDOR reporting changes to simplify requirements, and modernising prescriptive legislation for pressure systems and lifting equipment.

These initiatives demonstrate HSE’s commitment to intelligent regulation that protects workers whilst supporting business growth and minimising unnecessary burdens.

Collaborative Approach

HSE leadership emphasised partnership working throughout the meeting. Albon noted that collaboration between workers, employers and experts established 50 years ago in the Health and Safety at Work Act remains at HSE’s core and underpins their success in improving workplace health and safety.

Prevention programme participants have developed their own commitments to reduce work-related ill health, including sharing best practice and data to better understand occupational health needs within their industries.

Mental Health Focus

HSE continues addressing work-related stress, responsible for almost half of work-related ill health cases. They’ve established programmes with external providers to build evidence on mental ill health, with their “Working Minds” campaign reaching over 6,100 subscribers.

Brunt acknowledged that stress management standards, whilst key instruments, have been difficult for some industries to understand over their 20plus year existence, requiring more work to ensure proper embedding.

The meeting demonstrated HSE’s commitment to proportionate, intelligent regulation protecting people and places whilst enabling business growth. Chief Executive Albon outlined strategic objectives including reducing workrelated ill health, maintaining trust, enabling safe innovation for net zero transition, and preserving Great Britain’s safety record, with collaboration remaining fundamental across all sectors including asbestos management.

‘goes blue for meso’

Acorn Analytical Services lit up its Northampton office in blue on Friday 4th July 2025 to mark Action Mesothelioma Day and shine a light on mesothelioma, an aggressive cancer caused by exposure to asbestos.

Acorn Analytical Services joined other businesses charities and organisations from all over the UK to ‘Go Blue For Meso’, lighting up homes, offices and landmarks in blue lights to raise awareness of the disease, the dangers of asbestos and to acknowledge and pay tribute to those who have lost their lives to mesothelioma.

The national #GoBlueForMeso campaign was created in 2022 by leading mesothelioma charities Mesothelioma UK and Action Meso to run in conjunction with Action Mesothelioma Day, which falls on the first Friday in July every year. Those who take part in the big light up are added to a national map of blue landmarks on the Action Meso website.

Acorn Analytical Services marks Action Mesothelioma Day each year, typically with the team wearing blue and paying a fee to do so to raise funds for the two charities. The company has also raised thousands of pounds for Mesothelioma UK through

various fundraising events including a 24-hour cycle challenge. This year, the team has pledged to complete 10 charity challenges over the course of the year to raise more funds for the charity, which supports individuals and families affected by mesothelioma.

Managing director, Sam Savage, said: “Unfortunately asbestos and mesothelioma are still prevalent in the UK, despite the use of asbestos being banned in construction in 1999. Over 2,700 people in the UK are diagnosed with mesothelioma each year, which is completely preventable with the correct asbestos management procedures and training in place for businesses and workers.

“Action Mesothelioma Day is such an important day to recognise in our industry, and we are proud to have played our part and literally shine a light on the disease and the very real dangers of asbestos.”

According to Action Meso:

w Asbestos is still in around 85% of schools, 90% of hospitals and many other public and private buildings.

w More people die from exposure to asbestos than die in road traffic accidents per year.

w Of the 2,700 people per year who are diagnosed with mesothelioma, the majority die within six months of diagnosis and 60% die within a year. Fewer than 10% of people with mesothelioma survive beyond three years in the UK.

A spokesperson for the Action Meso campaign said: “Because the use and import of asbestos was banned in the UK in 1999, many people assume it’s no longer a problem, but they couldn’t be more wrong. If you’re in a school, hospital or other building built before 1999, then there’s a good chance you are less than 10 metres away from asbestos. The Go Blue for Meso campaign aims to make more people aware of what mesothelioma is, and the everpresent dangers of asbestos. There is no safe level of exposure to asbestos, the fibres are so small that thousands of them would fit onto a pin head, so it really is a silent killer.”

How We’ve Designed Our Training to Match How People Learn

Through our experience delivering training to thousands of operatives across the UK, we’ve learnt to recognise the different ways people absorb information. Rather than forcing everyone through the same approach, we’ve built our programme around three main learning preferences, offering multiple pathways to the same essential knowledge.

Visual learners represent about 40% of people and need to see things to really get them. These are the folks who immediately reach for a pen during briefings or ask for diagrams to help them understand a process. We’ve developed our training with these learners in mind through detailed visual materials, step by step diagrams, and video demonstrations that they can watch as many times as needed.

Auditory learners make up around 30% of people and learn best through listening and talking things through. You’ll spot them asking lots of questions or explaining procedures out

loud to help them remember. Our training includes plenty of discussion time, detailed verbal explanations, and opportunities to talk through scenarios with instructors and fellow learners.

The remaining 30% are kinesthetic learners and they need to get their hands dirty to truly understand something. These are the operatives who lose focus in long presentations but come alive when they can actually practice donning PPE or handle the equipment themselves. We make sure our programmes include substantial hands-on elements where they can work through procedures step by step.

Many people actually combine elements from different styles, which is why our most effective sessions layer these approaches by showing, discussing, and then practising.

Our Online Training Platform; More Than Only Convenient

Our e-learning modules have come a long way from simple text heavy courses. We’ve built them specifically with visual learners in

mind, incorporating diagrams, videos, and step by step visual guides that learners can revisit whenever they need a refresher.

The self-paced nature works particularly well for those who need time to process information or prefer to study outside working hours. We know how difficult it can be to find time during busy project schedules, so having 24/7 access to training materials makes a real difference.

However, we’re honest about the limitations. Pure online learning can leave auditory learners feeling a bit isolated without discussion opportunities, and kinesthetic learners might find it too abstract without that hands-on element. That’s why we’ve developed it as part of a broader training approach rather than a standalone solution.

Face-to-face sessions remain incredibly popular because they allow us to layer different approaches. A skilled instructor can combine clear verbal explanations, visual demonstrations, and hands-on practice to create a rich learning environment that works for everyone.

The immediate feedback is invaluable. Instructors can spot when someone’s not quite getting something and adjust their approach on the spot. The peer learning element is equally important. Experienced delegate sharing practical insights with newer delegates often proves more memorable than formal instruction alone.

For kinesthetic learners, these sessions are essential. They can practice procedures, handle actual equipment, and work through realistic scenarios in a safe environment before applying their knowledge on site.

Identifying Your Team’s Learning Preferences

You don’t need formal assessments to work out how your people learn best. Simple observation often reveals clear preferences. Some immediately reach for written materials and take detailed notes. Others prefer to talk through concepts or ask lots of questions. Watch for those who learn best by getting stuck in straight away or who seem to absorb information better when it’s presented visually.

Having honest conversations during oneto-ones or development reviews helps too. Most people have a good sense of what works for them. They just need to be asked.
