Eric Smith, who was a teenager when he was convicted for the brutal murder of a 4-year-old neighbor in the Steuben County Village of Savona, has been granted parole after 27 years in prison. Smith was 13 when he was accused of killing Derrick Robie in August 1993. He was tried as an adult and convicted of second-degree murder following a trial

in Steuben County Court. His lawyer at trial tried to persuade a jury that Smith suff ered from a mental disorder. Smith, who is now 41, was sentenced to nine years to life in prison and fi rst became eligible for parole in 2002. He was previously denied parole 10 times. Following an 11th hearing Oct. 5, the state Board of Parole granted Smith parole and he could be released from custody at the Woodbourne Correctional Facility as early as Nov. 17. In 1993, Smith lured Robie into a wooded area near the boy’s Savona home. Derrick was walking alone to a summer camp at a nearby park. Smith strangled Derrick, smashed his head

with a rock, and sexually abused him. Smith was taken into custody about a week later, and the case received national attention due to Robie the nature of the crime. In previous interviews with the parole board, Smith said he held in a lot of anger after years of being bullied. “He didn’t deserve anything that I did to him; no one deserved that kind of violence,” Smith said at his 2014 parole hearing. “What I did to him was brutal.” See PAROLE, Page 3A

“This call cannot be completed as dialed.” That’s the discouraging message some New Yorkers will start hearing in the coming weeks if they don’t know the new requirements for placing a local telephone call. Beginning Oct. 24, residents in the 607 area code and four others in New York state must dial ten digits (the area code and the telephone number) for all local calls. Calls dialed with only seven digits will likely not be completed. A recording will inform callers that the call cannot be completed as dialed. Callers must hang up and dial again using the area code and the seven-digit number.

Why 10-digit dialing is necessary In July 2020, the Federal Communications Commission established 988 as the new three-digit number for the National Suicide Prevention Lifeline. The new dialing code will be available nationwide by July 16, 2022 and will provide an easy-to-remember and easy-to-dial three-digit number to reach suicide prevention and mental health counselors, similar to “911” for emergencies and “311” for local government services. As a result of the FCC action, area codes that have a 988 prefi x within them, including 607, must change to a 10-digit local dialing system. According to the FCC, the change will impact 82 area codes in 35 states and one U.S. territory. In addition to the 607 area code, other New York state area codes aff ected are 716, 845, 914, and 516.

It’s been two months since fl ash fl ood waters swept across much of southern Steuben County, washing out roads, damaging hundreds of homes and businesses and claiming the life of 31-yearold Greenwood native Klarissa M. Bivins. Last week, a federal Major Disaster Declaration for Steuben and seven other counties — Allegany, Cayuga, Cortland, Lewis, Oneida, Tioga and Yates — freed up millions of dollars for repairs to public infrastructure through FEMA’s Public Assistance program. A day later, however, FEMA denied the state’s Individual Assistance request that would have provided direct fi nancial support to homeowners impacted by fl ood damage.

Important steps to remember Owners of equipment for home and business security, as well as for the health and safety of individuals, are reminded to reprogram it for 10-digit dialing.
