Addison woman killed in crash

Steuben ‘stands up’ for recovery Submitted BATH – Steuben County officials joined with representatives of Addiction Awareness of Steuben County and Recover-NY Steuben Wednesday for the county’s second annual “Stand Up For Recovery Day.” The event drew more than two dozen participants in support of reducing the stigma associated with addiction.

“The response to substance abuse and addiction must be community-wide,” county Legislature Vice Chair Carol Ferratella, R-Riverside, said in a proclamation.

The now-annual event is a part of Steuben’s ongoing efforts to inform people in the area about substance abuse and agencies available to support abusers and their loved ones.

The location is approximately 2.5 miles north of the Village of Hammondsport. The repair is expected to take approximately eight weeks.

During this time both directions of traffic will continue to be accommodated in one lane using temporary traffic signals.

It is imperative that motorists remember to drive carefully through the many highway and bridge construction zones they will encounter this season.

St. Thomas’ Episcopal Church is pleased to announce that the application period for the 2019 First Generation Scholarship is now open to BathHaverling high school seniors. This $1,000 scholarship will be awarded in June to a first generation student attending college in the fall. A first generation college student is one who will be the first in their family to earn a 4-year college degree. The student applying for this scholarship must have maintained an 80% GPA or better through high school, submit two letters of recommendation with one being from a school administrator, counselor, or teacher, and a written paragraph describing how post-secondary education will positively impact them, their family, and their community.

All applications will be reviewed by a committee at St. Thomas’, with input from the student’s guidance counselor. An interview with the Vestry at St. Thomas’ may be necessary to select a finalist. County reacts to AIM amendment

Loss could cost Steuben $250K Steuben Courier BATH - Steuben County said county legislators are expected to take a formal stance this month against an amendment to the state’s 2019-2020 executive budget proposal that would force counties to cover cost reductions in Aid and Incentives to Municipalities (AIM) funding.

The county said this amendment could cost county taxpayers approximately $250,000.

“Long-regarded as the state’s willingness to partner with municipalities, the governor’s proposal to cut AIM would simply take money out of a taxpayer’s pocket and put it in the other one, at no benefit to the taxpayer,” the county said in a media release.

“It’s just another proposed state mandate that shifts the State’s obligation back down to the local taxpayer,”

said county Manager Jack Wheeler in a statement. “Due to state programs, our residents already pay some of the highest property taxes in the nation. As it is now, just nine of the state’s mandated programs equal more than 90 percent of out property tax levy.”

According to the county, NYDATABASES says Cuomo’s proposed AIM cuts would cost 42 towns and villages throughout Steuben County their AIM funds.

The proposed cuts have been widely condemned by local towns, villages and counties throughout the state.

According to the Democrat and Chronicle, the cuts were presented as a minor change to the state budget that could save the state around $60 million annually and would only affect local governments that “don’t rely on it much anyway.”

20,000 soldiers march at end of WWI

New York National Guard On March 25, 1919, 20,000 men of the New York National Guard’s 27th Division owned the streets of Manhattan.

Two million people turned out to see the division march five miles up Fifth Avenue after they came home from World War I. City officials estimated Manhattan’s population grew by 500,000 as people came from upstate New York and surrounding states to see the parade.

There were 10,000 policemen on duty-6,000 regular cops and 4,000 reserves-to control the crowds. Five hundred plainclothes detectives were scattered throughout the crowd to look out for trouble.

There was a special grandstand for 500 Civil War veterans and another for 1,000 Spanish-American War Soldiers.

6,820 wounded Soldiers and Sailors who had been convalescing in New York City hospitals lined the parade route.

The parade route’s official start at Washington Square featured a massive white victory arch that featured four balloons floating above the road and white pillars lining the route. An arch at 60th Street was covered with crystal glass. Searchlights illuminated the structures at night.

There was also an “Alter to the Heroic Dead” in front of the New York Public Library.

“Fifth Avenue is decked for the triumphal return of “New York’s Own” as never before in the history of a street that has throbbed to the tread of countless marchers,” a reporter for the New York Tribune wrote.

With the exception of New York’s 69th and 369th Infantry Regiments, the New York Guardsmen who fought in World War I fought as part of the 27th Division.

A nightmare for farming communities Among many critical issues facing New York farmers, not one is more alarming to family farmers than the move afoot in the state Legislature to mandate overtime pay for farmworkers.

The New York Farm Bureau is leading the charge against a plan euphemistically called the “Farmworkers Fair Labor Practices Act.” For farmers, there’s nothing fair about it.

Farm Bureau Public Policy Director Jeff Williams said at a recent news conference, “If supporters of this bill don’t take the farm community’s concerns seriously, the face of New York agriculture as we know it will change. Rural New York matters. Local food production matters. We need to make sure farms have the opportunity to not only survive but thrive for the sake of their families and employees.”

Versions of the legislation (S.2837/A.2750), which I strongly oppose, go back as far as 2008.

However, with the state Senate now under Democratic control, the farm community is on high alert this year, recognizing that an extreme action like this one could very well become the law of their land.

In short, the Act’s approval would decimate net farm income for every sector of our leading agricultural economy and put thousands of family farms out of business.

I share this alarm with many colleagues, including area Assemblyman Phil Palmesano. In recent correspondence to the state’s Democratic leaders, we called for statewide public hearings to give farmers, growers, agribusiness owners, farm community leaders, and all others the opportunity to testify against this action. We believe this testimony would finally dispel the falsehoods and myths surrounding the proposal.

In part, we wrote, “The misguided and misrepresented Farmworkers Fair Labor Practices Act poses an extreme action at a time of already severe economic struggle for New York State farmers.

Worse, the Act’s consequences would produce a nightmare of a ripple effect across local communities in every region of this state and profoundly diminish the future of high quality, local food production.”

It would indeed be

a nightmare of a ripple effect. Some of the scenarios are stunning. It’s already been shown that total farm labor costs in New York State are at least 63 percent of net cash farm income, compared to 36 percent nationally. Now, Farm Credit East estimates the new Act would increase farm labor costs by nearly $300 million or close to 20%, resulting in a drop in net farm income of 23%. For vegetable growers, according to the Farm Credit East economic analysis, net farm income would decline by 43%. Fruit growers would face a 74% drop in net income. For greenhouse and nursery operations, income losses would approach 60%.

For New York State dairy farms barely making ends meet under current economic conditions (and keeping in mind that New York State has already lost nearly 20% of our dairy farms over the past five years), the Act would wipe out remaining net farm income.

One Southern Tier generational dairy farmer said at Farm Bureau’s recent news conference that the legislation would drive up her costs by more than $200,000 and put her family’s farm out of business.

She said, “We value our employees greatly.

We house our employees and pay them everything they need free of charge.

Having the payroll go up by that much will put us out of business. We haven’t paid ourselves in pretty much a year.

We are trying to do what is right and paying our employees and paying our bills.”

In short, far from implementing fair labor practices, this action would in reality spark an enormous loss of family farms and the thousands of livelihoods these farms support across the industry and throughout hundreds of local economies statewide.

It is alarming and it cannot go forward.

While very very ill, the staff of nurses and care providers: RN’s, NA’s, CAN’s, Social Workers, Therapists and Dr. Tallman at the Bath VA were amazing! The professional men and women in the Hospice Unit will never be forgotten, as they did their job above and beyond their call of duty around the clock, 24-7 and I loved all of them! They provided me with such great care, courtesy, love and nurturing. They literally saved my life!!! After my stay there, I can honestly say that I feel better than I have felt in years and I owe it all to the caring staff there. The residents of Bath and its surrounding areas are extremely fortunate to have the Bath VA Hospital and the

care that they give to our military veterans.

I also received care from the Hornell Home Care Agency, who is still helping me at home.

They also deserve so much recognition. They also have been very professional and courteous during my recuperation.

I highly recommend them to anyone needing at home care services.

seagull and a large black crow attacked two white doves that had just been released by children standing alongside Pope Francis. The violent outcome of this dove release, intended as a peace symbol, saddened those who witnessed it.

White doves are often released at weddings, funerals and other events.

Because these birds are usually inbred, can’t fly well and otherwise lack survival skills, ceremonial dove releases are putting them out to starve, freeze or be eaten by predators. This is why ornithologists, bird lovers and animal protection organizations denounce this practice.

Organizations ranging from People for the Ethical Treatment of Animals (PETA) to the North American Butterfly Association and the American Museum of Natural History don’t want birds to be replaced with butterflies for ceremonial releases. Butterflies are fre-

quently ordered online, and are shipped long distances in boxes, packed in small, flat envelopes.

One wedding guest observed, “The bride chose to release small butterflies. It was the most appalling sight we have ever witnessed.

Half of them had broken wings or were near dead.

People were stomping on them to put them out of their misery. How anyone could think this is pretty or romantic is beyond me.”

The surviving butterflies usually can’t cope with strange, hostile environments. They may also spread diseases and parasites to local populations.

As PETA reminds us, “With so many creative ways to celebrate special events, there’s not reason to put animals at risk.”

Leg pulse targets glutes

Do you ever feel like squats and lunges aren’t targeting that one little hard-to-reach spot?

Maybe your knees are bothering you or just maybe you zone specific exercises.

Well, you’re in luck.

That one little spot is our glutes.

Our move today is an arabesque leg pulse, similar to single leg yoga poses, but with slight movement.

This pulsing move will focus on the glutes, a little deeper than squatting and lunging. You may want to use a wall, chair or broomstick for balance.

Begin by standing tall, holding your chest up and engaging your core.Shift your weight onto one foot and proceed to lift your free leg back behind you, keeping it straight. Holding your chest tall, continue to lift your leg as high as you can while being able to hold it there for an extended period of time.

Flex your foot, aiming your heel toward the ceiling, to get a deeper contraction in your backside.

Once you have your position, begin to pulse the leg up and down in tiny pulsing movements, using your glutes to lift

and lower and control the move.

Give yourself at least a count of 16 pulses on each side. Alternating from side to side, for at least three to five times.

If your balance is off, hold on to something and you will be able to execute the

move more efficiently.

This exercise can be done on its own, but is a great addition to any lower-body routine.

involved in the accident was injured, including two children in Lehman’s car, and the investigation is continuing.

The car was traveling eastbound on State Route 417 and for an unknown reason crossed over into the westbound lane and struck the school bus head-on.

The driver of the car, Lehman, was killed and the driver and the 10 students on board the school bus were uninjured.

Troopers said EMS ambulance was on scene and checked out all of the children involved in the accident and reported no injuries, according to police. All the children were transported to Guthrie Corning Hospital for further checks.

OBITUARIES Delancy Ray Nicholson December 5, 1935 Delancy Ray Nicholson was born in the village of Avoca, NY to Rae Fern Everritt (08/10/1918 – 02/09/1994) and Stephen Germain Nicholson (12/08/1914 – 05/07/1950). He passed away with his children at his bedside March 1, 2019 at the Veteran’s Administration Medical Center Hospice in Bath, NY after having declining health for several weeks.

Lanny and younger brother Monte Keith Nicholson (03/27/1937 – 10/25/1991) were raised by their mother and her parents after her divorce from their absentee dad. Their Grandfather Howard “Pop” Everritt (03/25/1887 – 03/10/1966) of 5 Carrington Street; Avoca NY, became their father figure when they were very young.

Lanny left Avoca Central School in grade 10. He entered the United States Marine Corps December 30, 1952. He spent three years in active duty and five in the Reserves. He was honorable discharged as a Sergeant December 29, 1960. In 1960 he became a Wheeler NY resident. He was a proud American and member of the American Legion.

During his working life he was a member of the Operating Engineers. He worked all over New York State and several other states. He spent many years working for S.J. Groves on highway construction in Western NY. He also worked for K.J. Transportation of Farmington, NY as long distance professional truck driver.

In 1955 he married Doreen Wilcox and was the proud father of Rick (Cathy Rouse), Randy (Lisa Cobb) and twins Rilda (Steve) Slayton and Ronda Nicholson. Grandfather to Corey, Ryan, Jarrett and Russell Nicholson; Matthew Templin-Loucks, Diana Cooper, Christin Taggart; and Elizabeth and Rachel Slayton. Great-

Although divorced, he and Doreen remained friends throughout the years.

Lanny never really retired. In his later years he purchased bulldozers and backhoes to help build ponds, barns and houses for his family members. He was known for purchasing gasoline pickup trucks and cars then replacing their engines with diesel. He had the only Mercedes diesel powered AMC Pacer in the country.

Known as an easy going guy, political situations would really rile him. Fox News was his preferred television station. When out in the shop or driving, his radio was tuned to Rush Limbaugh. He was a staunch Republican and very proud of it. He loved to relax with his country and Newfoundland music.

Then there were the Lanny sayings. One in particular was comical. If he thought a person was behaving with low intelligence, he would say “If brains were water, he wouldn’t have enough to give a flea a foot-bath.”

Lanny loved most animals especially dogs. He was predeceased by his beloved Sheltie Fritz.

He was also predeceased by his nephew Monte (Pete) Nicholson.

He is also survived by several nieces and nephews.

Family was of utmost importance to Lanny.

Per Lanny’s request, there will not be any calling hours. Burial with Marine Corpsmen will be at the convenience of the family.

He will be buried with his mother at Mount Pleasant Cemetery in Howard.

Harold K. Simonson Brooks A. Lapp UXBRIDGE, MA – Brooks A. Lapp, 72, of Uxbridge, MA and formerly of Franklin, MA passed away on Sunday, March 17, 2019 at his home after a long battle with COPD and Cerebellar degeneration. He was the beloved husband of Madeline T. (Kenney) Lapp since September 30, 1967.

Born in Corning, NY on January 24, 1947, he was the son of the late Brooks R. and Phyllis A. (Park) Lapp.

Brooks served in the U.S. Navy from 1966 to 1970.

He began a career in the wine and liquor industry in 1970 until 1997 receiving many advancements and awards. He went into the banking industry in 1997 and retired as a stockbroker in 2012.

Brooks enjoyed constructing model planes, doing carpentry around the house and spending quality time with family.

In addition to his wife Madeline, he is survived by his son Michael “Mike” Lapp of Uxbridge and was the father of the late Kathryn Cusack.

He is also survived by his son-in-law Kurt Cusack, four grandchildren, Zachary and Andy Cusack and Jacob “Jake” and Hailey Lapp, his sister Muriel Woolley of Oregon, and many nieces and nephews.

He was born March 14, 1944/in Bath, NY to Paul and Ruth Simonson of Pulteney, NY. He proudly served in the United States Army from 1965-1967 and subsequently found a fulfilling career as an over the road truck driver for 30+ years. He resided in his adopted hometown Bailey, NC for many years until recently returning home to New York.

He is pre-deceased by his parents Paul and Ruth Simonson, his sister Mildred S. Hill (Jack), his daughter Aimee Flythe (Buddy), and his wife Lessie.

He is survived by his sister Marva Simonson, brother-in-law Jack Hill, several nieces, nephews, cousins, grandchildren, life-long friends Frank Presher Jr. and Dale Earnhardt, Jr. Friends called Friday March 22, 2019 at the Pulteney Presbyterian Church from 11am to Noon, and services followed at Noon.

Sheriffs announce drive The Spectator

BELMONT — The New York State Sheriffs’ Institute will begin its annual Honorary Membership drive in Allegany and Steuben County within the next 10 days, according to Sheriffs Rick Whitney and Jim Allard.

The New York State Sheriffs’ Institute was established in 1979.

It is a not-for-profit corporation, tax exempt organization, and contributions to the Institute are tax deductible.

While the Sheriff ’s Office is a unit of county government, many of the concerns of Sheriffs and other law enforcement agencies are best addressed on a statewide level. The Sheriffs’ Institute provides centralized training programs and services for all Sheriffs’ Offices, where those programs and services would be unavailable or impractical on a single county basis.

The flagship program of the Sheriffs’ Institute is the Sheriffs’ Summer Camp for economically challenged children. The Sheriffs’ Camp, in its 42nd year of operation, is located on Keuka Lake and

840 children from across New York State attend each summer.

The Sheriffs’ Institute pays the entire cost of the camp stay and transportation. Most children attending wouldn’t otherwise have an opportunity for vacation travel or a summer camp experience.

The Sheriffs’ Camp program combines summer recreation with activities designed to teach an understanding of, and respect for, our laws and the men and women who enforce them. The strong camper to counselor ratio allows for individual attention with an emphasis on the development of self esteem.

“In these difficult economic times we cannot forget our youth who will not have the opportunity for a summer camp experience or a summer vacation,” Sheriffs Whitney and Allard said. “By becoming an honorary member you are supporting the Sheriffs’ Summer Camp for economically disadvantaged children.”

In addition, the Sheriffs’ Institute operates a scholarship program that provides one scholarship to each of New York State’s Community College’s Criminal

Justice Programs. This program is designed to help attract the best and the brightest to the criminal justice vocation.

Snell Farms breakfast, open house

Snell Farm Children’s Center (SFCC), an affiliate of Hillside Family of Agencies, will hold a Pancake Breakfast and Open House Saturday, March 23 from 8:30-10:30 a.m. at 7320 Snell Hill Road, Bath.

The morning will include a hot breakfast with maple syrup produced on the farm, tours of the barn and sugar shack and opportunities to learn more about Hillside programs dedicated to helping youth and families in Steuben County.

Snell Farm Children’s Center is a residential campus and working farm that provides a safe and healthy environment where boys can overcome trauma and learn positive values. In February 2019, Snell Farm Children’s Center began offering services in support of New York State’s Raise the Age law, in which 16- and 17-year-olds convicted of crimes received structured residential treatment instead of a prison sentence.

The Pancake Breakfast and Open House is a wonderful opportunity for community members to learn more about Hillside while engaging with staff and leadership in a relaxed environment.

A turkey’s eyes are unforgiving

WHAT’S UP at MOSSY BANK PARK March 24, 2019 – When you read this we will have passed the vernal equinox (March 20) and officially be in spring, astronomically if not biologically. Exactly one week before equinox, I found myself standing at the lower overlook at Mossy Bank Park, about 4 inches of melting snow on the ground, temperature in the low 40’s after a morning that started at 18 degrees F. Strange as it seemed, a tiny insect fluttered by, its flight weak, crashing onto the snow. Undaunted, it got up and quickly began walking across the top of the snow. I pulled a specimen container from my pocket and without much trouble, snatched the critter for later study.

Before leaving the site, I caught another. In the comfort of my kitchen, examination with a hand lens revealed this 7mm insect to belong to the order Plecoptera, a stonefly. More specifically it was of the family Capniidae, the Slender Winter Stoneflies, Allocapnia nivicola to be precise, an apt name as nivicola refers to snow.

Stoneflies are aquatic insects, their eggs laid in clean, free-flowing water, their larvae (nymphs) uniquely bearing tiny tufts of gills, looking a bit like hairy armpits, where their legs attach to their bodies. These Slender Winter Stonefly nymphs eat aquatic algae and detritus, shedding their skeletons as they grow larger, until one day in February or March, they crawl out of the water into a bubble under the ice edge, shed their last nymphal skeleton, and emerge as winged adults.

The adult Slender Winter Stonefly crawls to the ice edge and takes flight. The adult insect is dark gray, less than a centimeter long, with a distinct head, two long antennae and two short palps projecting forward, a clearly segmented body, and two long tail filaments projecting back from the abdomen. It is nearly impossible to see their opened wings, which are pleated (Plecoptera means pleatedwing) and usually folded down tightly over the insect’s back. All sources report they are weak fliers and prefer to walk over the snow; and that is the most curious thing about this sighting. The nearest creek is a half mile away and lower in altitude than the overlook, but not as far as the river 450 feet below!

Weak flier? Maybe a long walker, but I doubt it. The warmer air of that afternoon may have been rising and helped transport the stonefly to the overlook. Like any aquatic insect in the adult phase, her function is to mate, then lay her

D. Randy Weidner eggs in a stream, where for this species, they remain until mid-summer when the developmental cycle begins again, to hatch as adults next winter/spring. I suppose the adults are preyed upon by small birds, happy to finally get some insect protein again.

Stoneflies are good indicators of clean water, being the most intolerant of pollution of any aquatic insect. For that reason, we should always be glad to see them.

But I admit my purpose for being at the overlook was not to catch stoneflies.

The prior weekend I first noticed an adult Bald Eagle sitting on the nest in the big oak in the valley below.

Now with my spotting scope, I noticed more encouraging signs. New sticks, the traditional nuptial gifts of male birds, had been brought to the nest and carefully arranged.

There was freshly pulled dry grass which the nesting female arranged as I watched.

Men were burning brush piles around the field’s edge and the smoke drifted toward the nest. The eagle got up, flew out and around for about a minute, then returned. One egg was evident in the empty nest. She rolled it between her feet and stood a while, finally settling back down on the egg. Another observer claims to have seen two eggs. This confirms active nesting again after failing the past two years, that failure despite successful nesting for six consecutive years prior.

Why the birds, which mate for life, did not nest the past two years is open to debate. Some feel that human activity in the valley was the cause; but I suspect the prior female of this nest died, as two years ago I only saw the male, and last year a female was only briefly present. If the male lost his mate, he would not mate the following year; and taking a new mate, especially if she were young, often does not result in mating the first year they are together. This female, which unlike the previous one, is banded, looks inexperienced, leaving her egg as she did. If there is only one egg, it is further evidence she may be mating the first time. We will continue to monitor the nest activity, with the fond hope that once again, there will be eagles born at the nest below Mossy Bank Park.

Dueling with a tom turkey is not as complicated as it is often made out to be.

The basics are what is important. Not such much all the esoteric talk, no matter how much fun it is as we start to get ready for the upcoming gobbler season, here in mid-March.

The wild tom turkeys here are beginning to strut and gobble, even though winter has been slow to let go of her cold, icy grip.

One thing different from deer hunting, the turkey has virtually no sense of smell while the ability of whitetails to scent danger is legendary.

So when hunting gobblers, we do not have to worry about which side of the wind we are on, like we do when we deer hunt.

However, gobblers have uncanny hearing and their eyesight is much more unforgiving than is a whitetail’s.

Like in most sports, we sometimes tend to over analyze our game, magnify the minutia, and make large the arguing points, that in reality are only incidental to most hunts.

Take turkey calls for instance. Admitted, I wouldn’t go turkey hunting without my favorite wooden box call, my old handmade “Lightning Strike” boat-tail (for the shape of the paddle handle.)

That call is all we really need in the woods.

But I always tote around a few plastic diaphragm calls. And that’s probably all I really need too.

But over the years I have collected a friction calls, both pot calls and slate calls and they have their spots in the turkey vest too.

I don’t really need all the calls, but they are

Gobbler displays to a couple hens with snow still on the ground. fun to run when out on a wooded hillside or at the top of a fog-filled hollow in New York or Northern Pa. as we try to get the tone just right.

And how do we know when it’s right?

The answer comes in the form of a wild turkey gobble, often from over our shoulder when we least expect it.

Scouting, or learning the wild turkey’s preferences in a certain stretch of woods has been as important as making the perfect call.

It’s a lot easier calling a tom to where he naturally wants to go than trying to force him to where he doesn’t.

Gobblers have preferred movement zones in their territory, patterns to their feeding and strutting areas. And so do their girl friends for that matter.

Of course patterns change, but it’s a big advantage to know where they prefer when trying to decide where to set up to call.

Their direction of travel is obvious, as the leaves are piled up behind as the flock moves through the woods in their incessant search for food; from roots, plants, seeds, and insects.

Where most hunters

get beat is not so much in the calling of a turkey, but getting them close enough to shoot.

So tough to fool their eyes.

And that’s all right because most of the real fun of turkey hunting is calling them in, listening to the gobbles and fooling them anyway.

Hunters who have a basic knowledge of a call or two, an understanding of the woods they are hunting, and a commonsense tactical approach, will undoubtedly call in a tom or two.

But closing the door, that is getting to the point of where we have to fill out a tag and ziptie it to the tom’s spurred leg takes patience, good camouflage, and most critical – no movement.

In the good old days when I started hunting spring toms, back in the early 1970s, when the season was new here, it wasn’t unusual for a tom to come to a call, straight in on the run.

But as the years have ticked by, gobblers have become more wary, more reticent to come straight in and more difficult to shoot. They even seem to gobble less now than they did back when gobbler hunting was fresh to the Northeast.

A turkey hunter needs to be very still and quiet after running a series of calls to a tom. That gob-

bler is a pro at picking out any movement, no matter how well camouflaged the hunter.

This fact about turkey hunting, above all others is why the camouflaged popup blind has become so popular and effective, especially when hunting with youngsters.

Old turkey hunters, answer this: How many times have we had a really hot one going, gobbling his fool head off, then just quiet…nothing?

We say, “He as coming in, and then…he just shut up.”

Never been so quiet in the woods when they stop.

Often, toms will stalk in quietly to the caller, skulking behind trees, sometimes circling, and using the lay of the land, depressions in the hillside.

We are waiting, waiting, gun up.

And when we brush off that black fly which had set up a drill site under out head-net in the center of our forehead, that’s all the old tom needed to vacate the country.

He saw the motion of our hand and was gone.

We didn’t need another call, we were in the right place, the right hunting spot, the right timing.

But a turkey’s eyes are unforgiving.

New smoke detector rules begin April 1 The Spectator AURORA, Ill. — Here’s to one less item on your to-do list. For the millions of New York state residents that rely on battery-operated smoke alarms for their home safety, the hassle of replacing batteries is now a thing of the past.

As of April 1, 2019, Assembly Bill 3057 (Chapter No. 583) requires that all battery operated smoke alarms sold within the state must include a sealed, non-replaceable battery that’s meant to last for the entire 10-year lifespan of the alarm. This requirement applies to any battery-operated device that detects

smoke, including combination alarms that detect both smoke and carbon monoxide (CO), according to the New York State Department of Codes.

“Each year nearly 3,000 Americans die from home fires – the vast majority in homes where a working smoke alarm is absent or disabled,” said Tarsila Wey, director of marketing for First Alert. “For homes without hardwired or wirelessly connected alarms, this law will help ensure that all New York residents have better protection against such avoidable tragedies.”

Steuben Courier ADDISON - Steuben County used a strong fourth quarter to top Allegany County 84-82 last Wednesday in the exceptional senior game.

Down 65-62 after three, Steuben County outscored Allegany County 22-17 in the final frame led by five points from Avoca’s LaDre Stanford and Addison’s Danny Ames.

Davon Bloom from Alfred-Almond kept the game close for Steuben County in the third quarter with 10 of his team-high 14 points.

Ames posted 13 points and Stanford recorded 11 points while Owen Jewell (Campbell-Savona) and Nathan Nun (Avoca) chipped in nine points each.

Adam Jones from Bolivar-Richburg led Allegany with 17 points including five 3-pointers and SIlas DeGolyer (Houghton) added 14 points and Carter Scholla (Scio) chipped in 11 points.

Jones netted eight of his points in the third quarter to give Allegany County a lead in the fourth quarter while Scholla and Jones contributed two 3-pointers each in the quarter.

Arc Steuben honors Mullikin

BATH – Anna Mullikin, Direct Support Professional (DSP), is the recipient of the Community Inclusion Success Award for the Fourth Quarter in 2018. Mullikin was nominated by Bona Elliott, Residence Manager, for supporting an individual to reach their dream. This person’s goal was to be living independently in their own apartment.

Anna assisted with all the steps that were needed to make this dream a reality. According to Elliott, Anna took it upon herself to go above and beyond for this person; she stayed in contact with all of their natural supports including friends, family, staff and Care Coordinator. On her days off, Anna continues to check in to ensure that they were still doing well.

“Anna’s continuous support helped this person achieve their dream of living on their own and being independent” says Elliott.

At least half a million people watched the 106th Infantry march to their armory through Brooklyn.

“The troops were bombarded with by confetti, small flags, and flowers as they passed in review,” the New York Tribune wrote.

On March 25 the weather was clear and warm. At 10 a.m. the parade kicked off.

New York City mounted police led the way followed by a caisson-a wagon used to carry artillery ammunitioncarrying flowers and a wreath to salute the 1,986 division Soldiers who died in the war.

Behind the caisson a team of Soldiers marched with a massive banner with a gold star on it for each division Soldier who had died in France and Belgium.

At the memorial to the division’s dead in front of the Public Library, things stopped while the Civil War and Spanish American War veterans lifted a wreath from the caisson and laid it on the alter. Then they sang the “Battle Hymn of the Republic.”

Steuben County Sheriff Jim Allard reports that on March 13, deputies arrested Brandon Deshawn Baker, 28, of Rochester.

Baker was taken into custody at the Monroe County Jail due to an active arrest warrant. It is alleged that in October, 2018, Baker booked out of the Steuben County Jail and altered his jail commissary check from $1.77 to $3,129 dollars and tried to subsequently cash it. Baker is charged with Forgery in the second degree, Attempted Grand Larceny in the third degree, and Falsifying Business Records in the first degree. Baker was arraigned in the Centralized Arraignment Court and remanded to the Steuben County Jail in lieu of $5,000 cash bail or $10,000 property bond.

Steuben produce growers get a boost Submitted BATH – The trend toward local farms selling their produce to schools in Steuben County could attract more local farmers with a Good Agricultural Practices (GAP) training set mid-April.

“We want to know how much interest there is from farmers in supplying schools and other organizations in the area with local produce,” Cornell Cooperative Extension (CCE) of Steuben County Executive Director Larkin

O’Ryan was followed by his headquarters company and then the two Infantry Brigades, the machine gun battalions and the artillery units.

A detachment of Australian troops marched behind the headquarters company. Their inclusion was a reference to the fact that the Americans and Australians had fought side-by-side in France and Belgium.

In order to sell produce to schools, farmers must have a farm food safety plan, such as the GAP certification.

GAP certifications are voluntary audits that prove fruits and vegetables are produced, packed, handled, and stored safely to ensure quality food.

GAP training is offered as a result of CCE Steuben’s Farm to School grant and participation

of Red Cross “girls” who marched with their “cocoa cannons,” according to the New York Sun. The “cocoa cannons” were mobile field kitchens the women had used to make and serve hot chocolate to the Soldiers overseas.

Despite the 10,000 police officers, the crowds got out of control between 20th and 28th Street and swarmed onto Fifth Avenue, the Sun reported.

As a result the troops, instead of parading in a company front of 18 Soldiers abreast, were squeezed down to squad size.

At another section of the route, “babies just able to walk were trampled upon.” And the police “manhandled women” and treated onlookers so badly that “they refused in thousands of cases to applaud as the heroes of the Twenty-seventh marched by,” the Sun reporter wrote.

The police reported that 32 people were injured during the parade and that there were two deaths. A police officer suffered a heart attack and a man fell from a rooftop while trying to get a better viewing place.

At the reviewing stand in front of the Metropolitan Museum of Art, Governor Al Smith, Mayor John F. Hylan, newspaper tycoon William Randolph Hearst, and Assistant Secretary of the Navy and future president Franklin Delano Roosevelt took the salutes of passing Soldiers for three hours.

The focus of the New York City crowd was on the Guardsmen from the city, but there were enough Upstate New

York residents to raise a ruckus when the 108th Infantry Regiment marched past, the New York Times reported. “’There’s Rochester!’ ‘Hurrah for Buffalo!’ and ‘Three cheers for Utica!’ were exclamations that indicated the origin of the boys who fought under the colors of the 108th,” the Times reporter wrote.

He also noted that there were plenty of cheers for Brooklyn’s 106th Infantry Regiment as well.

But the biggest cheers came for the 107th Regiment, which has been the National Guard’s 7th Regiment, with Soldiers from other Manhattan units as well.

“Each company of the 107th got a reception all its own,” the New York Times recorded. “Somebody in every block knew somebody, it seemed, in every unit of the regiment.”

Meanwhile, four Army airplanes and one “naval hydroplane” circled above the parade At the end of the route the troops were directed onto trains and subways and started back to the city armories or Camp Upton. On March 26 all the men of the 27th Division were back at Camp Upton.

By the end of the first week of April 1919 they were out of uniform, discharged from the Army and the New York National Guard.

More than 400,000 New Yorkers served in the military during World War I, more than any other state.

ertified financial planner Jill Schlesinger has seen smart people make some pretty spectacular money mistakes.

One client who repeatedly refused to buy disability insurance later developed multiple sclerosis. A doctor she knew put off writing a will and left behind a six-figure tax bill.

A technology company engineer balked at her suggestion to sell some of his stock options, only to watch their value and his retirement plans evaporate when the market plunged.

Schlesinger, a CBS News business analyst and author of “The Dumb Things Smart People Do With Their Money,” admits to financial missteps as well, including waiting for “just the right moment” to invest and missing a big jump in the stock market.

“We’re emotional animals, not just rational ones,” Schlesinger says. “So even otherwise intelligent people are stymied by their emotions — usually fear and greed — and their cognitive biases.”

In fact, a whole field of economics is devoted to exploring how we make financial decisions — including the bad ones.

Behavioral economics tries to pinpoint where our brains and emotions lead us wrong, as well as what we can do about it.

conviction that the recent past will continue into the future mean many of us don’t adequately protect ourselves.

The client who wouldn’t buy disability insurance, for example, thought he wouldn’t need it because he was healthy. The stock option guy didn’t want to sell a winning investment, not understanding how vulnerable he was to a downturn. The doctor just didn’t want to think about dying.

The antidote to this kind of thinking is to stop trying to calculate the odds of something going wrong. Focus instead on how much you or your loved ones have to lose if the worst happens. If you can’t easily absorb that loss, then buy the insurance, diversify your investments and write your will.

Slow down A common sales tactic is to try to create a sense of urgency so people will act. But we tend to make mistakes when we rush. If you feel pressured to buy a product, sign up for a service or invest in something, take a step back.

Schlesinger recommends asking these five questions before making

Embrace pessimism Most of us don’t like to dwell on what could go wrong, Schlesinger notes, and many of us believe we’re better at predicting the future than we actually are. Overconfidence, excessive optimism and the

investments, but they could easily apply to other financial decisions: • How much will this cost?

• What are the alternatives?

• How easy is it to get my money out and what fees or penalties will I pay?

• What tax consequences will this carry for me?

• What’s the worst-case scenario I face with this?

Seek out, and listen to, expert advice Most financial advisors aren’t required to put your interests ahead of their own. They can sell you an investment that costs more or performs worse than an alternative simply because it puts more money in their pocket.

This lack of a so-called fiduciary duty has convinced many people they’re better off handling their own financial affairs. A do-it-yourself approach may actually be appropriate, Schlesinger says, when you’re getting a handle on the basics: paying off credit card debt, starting to save for retirement and building an emergency fund.

You still would be smart to seek out an expert if you’re confronting a situation that’s complex or out of the ordinary, she says. If the IRS is auditing you, you need a tax pro. If you’re being sued by a creditor, you need a lawyer. If you’re about to inherit a large sum — more money than you’re accustomed to dealing with — you should talk to a fee-only financial planner who agrees in writing to put your interests first.

The more money you have, the more likely you are to face complex situations that require expertise you don’t have.

These purchases are not investments

Superinvestor Seth Klarman has famously said to buy investments, not speculations.

Investments are assets that provide goods or services that are valuable to someone. It could be a profitable business or a stake in such a business, like a stock. Good investments become more valuable over time because they increase their cash flow.

Speculations’ value is tied to whatever price people are willing to pay for them. Any potential profit

from the asset depends, crucially, on getting someone else to pay a higher price than what you paid.

Using Klarman’s criterion, these three popular “investments” aren’t investments at all.

2. Your home

Shoes, handbags and baseball cards — to name just a few collectibles — are the epitome of speculation. Consumers put money into these products thinking they’ll be worth more in a few years, and the producers are often only too happy to feed this fantasy with “limited edition” collections at marked-up prices. had their place in the sun, such as “Star Wars” action figures, Beanie Babies and Dutch tulips. A few years later they’ve been forgotten as the next fad rises.

Nobody likes to hear that their single largest asset is a speculation, but that’s the case with a home you live in. But, an owner-occupied house is different from a property that you own to generate rental income.

However, a “flip” house, where the buyer has the intent to quickly turn around and sell it, perhaps with some improvements, is a speculation.

Gold investors love to say that the metal has real value because it’s a hard asset, unlike paper money that can be created at will. But its value does not rely on it producing cash flow. Speculators are wagering on gold to rise in value so they can get more dollars when they sell it, not because the financial system will crumble and we’ll only have shiny metal to trade with. The same goes for other commodities, such as diamonds, agricultural goods and cryptocurrency.

If you like gold, buy stock in a company that mines it and generates cash from operations.

New officers, promotions celebrated Submitted BATH — Steuben County Sheriff Jim Allard reports that on March 14, the Steuben County Sheriff ’s Office welcomed new officers, deputies, promoted a new captain, lieutenant and sergeant and recognized the service of a 15-year employee.

Due to the recent retirement of Captain Christopher Hand, Lieutenant David C. Sutton, a 16-year veteran of the Sheriff ’s Office and veteran of the United States Marine Corps, was promoted and sworn in as Captain in front of family and friends last Thursday.

Retired Captains Christopher Hand and Keith Barrett assisted in the ceremony.

Newly promoted Captain Sutton then assisted in the promotional swearing in of his replacement, Sergeant Lauran Harrison to Lieutenant.

Lieutenant Harrison is a 12-year veteran of the Sheriff ’s Office and also a United States Marine Corps veteran.

Lieutenant Harrison then assisted in the promotional swearing in of Officer Kris Kester to Sergeant. Sergeant Kester is an 11-year veteran of the Sheriff ’s Office and frequent instructor in first aid and ‘Stop the Bleed.’

Correction Officers Carissa Orcutt, Ragan Long, Zander Sharp, Jessie Trumbul, Zack Clark, Andrew Manley, Seth Maldanado, Gary Audinwood, John O’Connell were all sworn in at the ceremony.

Also sworn in was Deputy Micah Swarthout. Deputy Swarthout is a two year veteran of the Watkins Glen Police Department and the Bath Police Department and is married with two children.

Special Patrol Officer Greg Wheeler, retired from NYS DOCCS, was also sworn in as a part time Court Security Officer.

The ceremony was capped off with a presentation honoring Dispatcher KimClark for her 15 years of service wherein she was awarded a plaque and flag by the Deputies Association of the County of Steuben.

For those with green thumbs, images of tending to the garden and other aspects of their landscapes no doubt dominate such daydreams.

Draw inspiration from those budding crocuses and daffodils pushing through the last remnants of snow and employ these tips to prepare for the upcoming gardening season.

• One of the first steps is to apply a preemergent weed killer to get a head start knocking out weeds that can plague the lawn during the growing season.

Killing weeds at the roots early on can mean far fewer hassles in spring and summer, and may prevent new generations of weeds from cropping up each year.

• While it may be tempting to take a prematurely warm day as a sign that spring is in full force and purchase a bunch of annuals, it’s better to know the last of the possible frost dates (check “The Farmer’s Almanac”); otherwise, you may waste time and money planting flowers or vegetables only to have them zapped by another frosty day.

• Amend the soil so that it is the right consistency — just crumbling when lifting it. Soil that is too muddy after spring thaw can harden, making it difficult for plants to flourish later on. Speak with representatives at a local lawn and garden center about which types of amendments you can add to the soil in your particular area to enrich it.

• Lawn and garden experts suggest filling in bare patches of lawn now by mixing a few shovelfuls of soil with grass seed. Then apply this patch to the bare areas, water, and continue to care for the area until the spot fills in.

• Spend a day in the garage or shed tending to the lawn mower and other gardening equipment. Clean all tools and ensure that everything works, repairing parts as needed.

• Give outdoor entertaining spaces a good scrubbing, clearing away dirt and grime that may have accumulated over the winter. Use a leaf blower to blow away any leftover leaves.

• Check if the front porch, railings or decking need painting and/or staining. Tackle these projects when the weather is cooler so everything will be ready for those peak spring days.

• Think about any annuals you might want to plant in the landscape this year that will complement any existing shrubbery or perennials. Come up with a theme so that the entire yard is cohesive.

ways to MAXIMIZE vertical space

W

ho hasn’t, at one point in their lives, lamented a lack of space and organization at home? A lifetime’s worth of items have to be kept somewhere, and without the right organizational strategy, clutter can quickly take over.

The home improvement site Home Therapy says that, when square footage is limited, tapping vertical walls is the fastest way to maximize and multiply the space available. Hooks, rods, shelving, built-ins … the sky is the limit when it comes to finding additional storage and adding a bit of personality to tight quarters. Even homes that may have adequate space can benefit from vertical solutions.

Here are some ideas to put vertical and other less-utilized areas to work for you.

1. Hang wire or plastic file organizers on the inside of kitchen cabinets to easily store cookie sheets, trays and cutting boards.

2. Save on counter or cabinet space with hanging spice racks.

These can be hung directly on walls or on the inside of cabinet doors.

3. Stack all the stuff you can, including washers and dryers, beds (with storage drawers underneath) and even stacking nesting tables.

4. Choose furniture that is tall rather than wide. This can mean swapping out a dresser in a bedroom for an armoire or vertical chest of drawers.

5. Canvas bags hung on a towel bar on a wall can keep dirty clothes wrangled until it’s time to wash them. This also eliminates clothes hampers on the floor.

6. Add a second rod or shelving to the inside of closets to create more space for clothing and other items.

7. Take kitchen cabinets all the way to the ceiling. Store lesser used items on the uppermost shelves and the items you use each day on the most accessible shelves.

8. Install a shelf over the entryway to a room to utilize this seldom-used space. Shelves also can be custom cut and placed in oddly shaped areas, such as in attic rooms under the eaves or on slanted walls.

9. Dowels or curtain rods and some fabric can be used to fabricate slings to hold books or magazines.

10. Invest in some magnetic boards that can hold keys or notes by the front door or store knives on a kitchen wall.

11. Install two towel bars parallel to one another on the wall of a bathroom. These can hold extra toilet tissue or rolled hand towels.

12. Use rope plant hangers to store potatoes or onions near prep areas. The same plant hangers can wrangle stuffed animals and small toys in kids’ rooms.

Here are some ways to stay safe.

• Repair or replace malfunctioning kitchen appliances promptly.

Keep them clean and always use them according to manufacturer’s instructions.
