Introduction Recognised for its high-quality seafood freshness, vegetal abundancy, and Indigenous Ainu culture, students participated in a design ideas competition for the redevelopment of the port, centre, and outskirts of the town of Iwanai-cho in Hokkaido, Japan.

Rebuilding Iwanai-cho’s “unnatural horizons” design competition required students to provide a future vision to facilitate novel sustainable schemes to enhance the town’s traditional Ainu spirit, improve its existing architecture and interiors, and facilitate the financial prosperity of the town.

Structured as a hypothetical ideas’ competition, separate workshops arranged with our mentors provided the opportunity for students to discuss and produce their visions and imagine new scenarios. Ideas and concepts redeveloped will assist the town of Iwanai-cho with an architectural strategy for the community’s future.

Background Through time Iwanai-cho has undergone significant changes due to environmental devastation, urban migration, an aging population. Many of its abandoned buildings have deteriorated as have many other regional Japanese towns. There is a necessity to redevelop the seaside town of Iwanai-cho. The residents of Iwanaicho revel in, and are exposed to, a plethora of natural elements.

Mount Yotei (1898m) is an active Stratovolcano (resembling Mt Fuji), and its Ainu people named the mountain Makkarinupuri ‘female mountain’. From the town there are views towards the international ski resort town of Niseko. With the consideration of preserving and enhancing the Iwanai way of life, what is needed is a conceptual reinvention of the town. The proposed redevelopment will be grounded in sustainability, foster community, and reflect the culture and heritage of Iwanai. Enhancing liveability will be at the forefront of the plan whilst strengthening its eco-tourism and existing industry. Through the revitalisation of the streetscapes, built form, and the port, the potential of Iwanai can be realised and is a necessary step to ensure the town can face these contemporary issues, whilst thriving in the future.

Students were allocated into mixed groups from various universities and each one presented a conceptual redevelopment of Iwanai-cho by addressing the main theme: Rebuilding ‘unnatural horizons’ as well as the themes covered by the keynote speakers and other presenters at the virtual global Colloquium.

Competition brief was thematically developed by Annette Condello. Students were required to take on board the Colloquium’s theme and then design creative ideas to generate the income required to implement further change and demonstrate ideas and planned proposals to the two jury panels – global and local academics and practitioners: DBE HoS Professor Nathaniel Belcher, Takahisa Tanaka, David Hall, Jacqueline Armstrong, Deyala Altarawneh, Annette Condello, Yuko Kobayakawa, Mizuko Ugo, Olivia Longo, Aleska Bijelovic and Jake Schapper.

Student Mentors from Australia and Italy – Jay Soul, Paul Ventrice, Eden Rigo, Adam Samara, Sophie Alvarez, Luke Mifsud and Mariachiara Bonetti - formed smaller workshops with students.

Students from five global universities – Curtin University Australia, University of Brescia, Sapienza Università Roma, The University of Trento, The University of Jordan – from architecture, engineering, interior architecture, construction management, project management and geography – participated in the workshops.

Colloquium Program Building upon and inspired by Allen Weiss’ writings about landscape architecture and Japan, especially the new contact between nature and technology, and Joao Nunes’ contemporary landscape architecture projects, the Rebuilding Iwanai-cho’s “unnatural horizons” Colloquium questioned how the town of Iwanai-cho might relieve the abandoned housing problems in rural Japan.

At the Colloquium eighteen academics from the Accademia Architettura Mendrisio Switzerland, Gakushuin Women’s College Japan, IE School of Architecture and Design, Segovia and Madrid, IUAV, Politecnico di Milano, Sapienza Università Roma, The University of Brescia, The University of Jordan, Tisch, New York University, Toyo University, Universidad de Cartagena, Università della Svizzera italiana, University of Palermo, University of Trento, University UVA of Valladolid, UPM of Madrid, University of Udine, Curtin University Australia presented.

In March 2022 a decision was made by our Industry partner NEOPLA Architect & Associates (Japan), and Education partner The University of Brescia (Italy) for the winners of the Rebuilding ‘Unnatural Horizons’ in Iwanai-cho, Japan student Competition: Group 5.

MASTERPLAN The project focused on five main interventions in different areas of the town: revitalizing the port area, renewing the existing abandoned houses (akiya), building a new luxury hotel complex, establishing a Hokkaido University headquarter and redesigning the elementary and nursery school playgrounds.

These interventions aim to provide the necessary elements to keep the young population in the town by providing new jobs and higher education opportunities, making the city more appealing to both tourists and locals and creating new meeting spaces for the community.

This project aims to revitalize the Iwanai Port as an iconic part of the town, focusing on creating a memorable experience by the new facilities.

ECO PODS

The Eco Pods introduced into the town offer a unique and exciting experience for locals and tourists. As they are powered by solar energy generated near by, they can be fully sustainable and carbon neutral. The pods and neighbouring hot tubs are made out of wood cladding and use a natural insulative (natural cork), non-toxic adhesives and natural wood protectors. They have a high energy efficiency rating and good natural eco insulation.

UNIVERSITY CAMPUS Some of the existing courses offered by the Hokkaido University focus on themes that are very close to the opportunities that Iwanai features (especially the Agriculture and Fisheries Sciences courses, Tourism studies and Environmental Sciences).

With a Hokkaido University headquarter in Iwanai, many students could work in situ, gain work experiences (in the hotel or in salmon farms for example).

Building a small library and gym that could also serve the community would contribute to the general town wellness and services.

The university campus also features a long main building with classrooms, common study rooms for up to ten people and a cafeteria; the chosen site is a lot that is on sale at the moment right in front of the nursery and elementary schools.

The opportunity of getting higher education in Iwanai would encourage young population to continue living and working in the town.

In this line of “inclusion” there is no more separation from the “horizon”. It is a line where the contrast of artificial and natural are entwined, creating unnatural panoramas, like playgrounds in which nature, architecture and life synchronise and move together.

The creation of the Yoka Zone (Yoka, meaning ‘leisure’ in Japanese) seeks to revitalise the mountain outskirts as a place for recreational and environmental playgrounds, through the agency of updated accommodation and amenities, all designed to touch the earth lightly.

The creation of the Tsunagari Zone (Tsungari, meaning ‘connection’ in Japanese) seeks to connect both the Toredo and Yoka Zones, and refashion the city as a place of social and environmental playgrounds, by means of updated residential housing and multi-purposed community spaces which consider the surrounding horizons.

The group's overall design for the new urban development focuses on creating an attractive, artificial landscape that complements and connects to its natural panoramas. A new unnatural horizon that is easily recognised and promotes the ‘New Hokkaido’. In conclusion, we believe the considerably enhanced thresholds of Iwanai-cho will provide nourishment of the genus loci on an urban scale thereby demonstrating how unnatural landscapes can function as instruments of regeneration.

UNNATURAL HORIZONS

The unnatural vertical landscape of structures within Iwanai-cho are stagnant and falling to disrepair and abandonment, disregarding the natural beauty found in its surrounding horizons. As the younger generations migrate to the cities and opportunity, Iwanai-cho faces the prospect of an aging population and a community in pieces.

The current architectural model in Iwanai-cho is failing as it does not provide opportunity for younger generations to progress within its limits, and it does not attract the attention of national or international travellers. Additionally, the prevalent infrastructure model within the city is outdated and does not support the desired agility of local inhabitants and visitors to the town. We believe a radical shift in the landscape is needed to stimulate the local community and spark interest for people to visit Iwanai-cho, with new thresholds that boost the social, economical, environmental, and cultural status of Iwanai-cho.

We propose to revitalise Iwanai-cho through an unorthodox approach of shaping an abstract and permeable horizon, through sustainable luxury that reconnects the community and provides opportunity for its people, while attracting tourists to the prefecture and gaining esteem. As a team we argue that at an urban scale, architecture can act as an instrument of regeneration regarding the social, economical, environmental, and cultural realms within the town. Our proposed urban design is long-term (25-50 years) and revitalises these increasingly decaying voids, through the creation of three vanguard architectural thresholds that bring Iwanai-cho into the modern age and beyond.

THE PORT

REBUILDING “UNNATURAL HORIZONS” Iwanai Redevelopment EDEN Group

With an abundance of natural elements and a welcoming community, the seaside town of Iwanai is truly a hidden gem of Hokkaido. However, like many rural towns in Japan, they are experience a rapid decline in population and an aging population that isn’t sustainable for growth, employment and lifestyle. Other issues such as urban migration, livability, abandoned housing and accessibility and key issues for the township.

As such, we have proposed a redevelopment plan for the town of Iwanai that is centred around highlighting the many opportunities in the town, taking into consideration culture, heritage and the community. Focussing on three key sites in the town, the port, the river and the outskirt, our design will be centred around cultural considerations, tourism, and employment to transform the town into a sustainable city. Our design philosophy will be centred with the Ainu people at the forefront of design decisions, to ensure that cultural considerations are appropriate and adequately recognise the Indigenous community.

Located in the heart of Iwanai the port reflects the identity and culture of Iwanai as a coastal fishing town.

The vision for the Iwanai port was to transform the space to encourage local community connection, invite and entertain tourists and create thoughtful design that is rooted in sustainability and cultural recognition.

Aimed at fostering local industries and utilising the regions strength in the fishing industry, the fish market aims to provide an economic development opportunity for Iwanai. The building combines both old and new with a modern fish market and dining facility on the east side and a repurposed building for processing and waste management to the west. To support the Ainu culture, a community hub was designed as an educational and cultural tool to reconnect the local community and educate new visitors about the Ainu people.

With recommendations from the Ainu community the first floor is used to educate and serve as a cultural museum, celebrating Ainu culture exclusively. The other levels being used for seminars, and public meeting spaces.

To support the growth plan and redevelopment of Iwanai, a luxury hotel is proposed to encourage and support tourism. The site for the hotel was unused and by repurposing the land, a by-product of the site benefits the community and environment. To encourage people towards the port space and reduce the usage of cars in the community, a pedestrian-only street was created. Colour and nature are used to create direction and movement down towards the port. The monument at the end of the walking space encourages breathing and waiting spaces for visitors and community. To encourage and support the youth in the community a playground was created in an unused block. Challenging the perceptions of a traditional playground, the site plays with heights and offers variety in colour and design that is playful and fun. The overall redevelopment for the port will create tourism, cultural understanding and employment for all people.

THE HARBOR AREA GOAL: making the town a highly livable area to improve the life of the locals and to attract more tourist. the vision of the harbor is to create a place for entertainment for all ages and to reflect the landscape of Iwanai .

The exhibition center is the centerpiece of the harbor which is inspired from enso circle. the design of the exhibition center enable the visitors to use the ramps to enjoy the outstanding view of the harbor , mountains and the town.

The exhibition center will be used for festival’s( fishing , and food festival's ) that will attract tourists from all over the world and at different time of the year it can be used to exhibit the local and traditional Japanese products.

REDEVELOPMENT GOALS 1. Reinvigorate town by creating a sustainable commercial precinct offering work and social options 2. Reconnect the town to the ocean 3. Support a cross-cultural landscape through local agri-ecotourism.

Iwanai-cho is a town presented with issues such as an aging population, outward urban migration, and an increase in Akiya - abandoned buildings. Group 6 have taken steps to implement sustainable developments to address the aforementioned barriers to a healthier town.

The port of Iwanai-Cho has been developed to attract activity in the area, with the addition of indoor sea baths accessible during the snowy winters. A site in the centre of town will be developed with sustainable, locally sourced materials. Part of this development is the renovation of an existing building to provide a multi-use work and leisure space. A heritage trail through town will inform of Ainu values, customs, and lived experiences. 5.5km south of the port we have planned to create an agri-ecotourism experience and accommodation with rentable workshop and art spaces.

Throughout the three developments group six have tried to consider the cross-cultural landscapes within Iwanai-Cho. Sustainability is at the heart of our development and we believe through sustainable planning and construction we can help establish a more balanced population whilst simultaneously popularising Iwanai-Cho as a bustling regional destination.

Jury’s comments: “A cohesive project that captured a good balance of innovative solutions to Iwanai’s problems, bringing in tourists and retaining/ acknowledging site conditions and culture. The Master Plan shows delicate consideration of the sites being disperse throughout the town like nodes rather than big bold gestures. I believe this solution appreciates and connects to the existing fabric while adapting spaces that can enhance the town’s economy and prosperity.

The proposal is thoughtful in addressing how Iwanai can improve visiting the town as the visitor, boarder, and resident. I particularly enjoyed the concept of the university as a solution to entice the younger population of the town to stay and be specialised to educate on the town’s agriculture, seasons, culture, and sustainability. Furthermore, I like the angle of the school park to entice the younger residents to settle and start a family.”
