Context Analysis for Development Programming This new course focuses on programme staff interested in strengthening their political economy capacity for programming and policy development. Such skills capacity will support more effective and politically feasible development strategies, ensure more realistic expectations of what can be achieved, and help mitigate risks.

Development and human rights are interrelated, inter-dependent and indivisible. Human rights norms provide a framework for equality and non-discrimination that, when objectively applied, ensures that the benefits of development reach even the most disadvantaged people. The Staff College is committed to supporting UN Staff and programming counterparts in building individual, institutional and societal capacity for development and human rights. Human Rights-Based Approach (HRBA) to Development Programming The Human Rights-based Approach to Development Programming Workshop is designed for UN programme staff who seek to advance their skills to effectively apply HRBA and rights-based RBM tools and principles to their daily work, especially for the UN Common Country Programming Process. The course is inter-active in nature and will use real-time examples and exercises to offer opportunities for participants to learn and internalise these two critical and complementary programming principles. One of the characteristics of this course is that it focuses on the linkages between HRBA and RBM. As we emphasise the linkages and complementarities between the two, participants will be able to learn more holistic and effective programming tools.

Gender equality is not only a basic human right, but its achievement has enormous socioeconomic and cultural ramifications. Understanding the impact of culture on how people think, communicate and behave is a critical element in capacity building initiatives. Building Partnerships for Development Effectiveness Within the context of a rapidly evolving development (cooperation) environment, it is critical for the UN to be fully equipped to respond to new challenges and opportunities. Strategic Learning Exchange on Faith & Development This course aims at providing a space for interaction between UN staff, NGOs and religious leaders who will share their experiences in implementing development interventions in partnership with faith-based organizations. Decentralized Governance & Conflict Prevention and Peacebuilding This course provides theoretical and practical insights on the concept of decentralized governance and its relationship with conflict. ensure that participants gain Participants will gain sound grounding in the theoretical concepts and supply them with the precise analytic tools and skills to enable them to better understand when and how Decentralized Governance can contribute to Conflict Prevention and Peacebuilding efforts in volatile and post-conflict contexts. Advanced Training Skills and Simulations Development During this course, participants will be exposed to theoretical lessons, coaching sessions, demonstrations, group-work and presentation tasks enabling them to successfully design, develop and deliver effective security training programs. UNCT Leadership and Coordination Skills Course

UN Leadership Conference This UN Leadership Conference will bring together the alumni of our senior leadership programmes and is an opportunity to deepen and enrich their personal leadership journeys. A world class cadre of leadership experts and practioners will stimulate discussions and challenge participants.

Since 2006, this successful nine-day leadership programme has been held four times a year, and is the longestrunning leadership course at the UNSSC. It assembles senior UN officials of UN Country Teams from around the world, and is a mandatory part of the UN Resident Coordinator Induction programme. It engages senior UN leaders on topics of enhancing leadership, negotiation, political acumen, media and communications skills that are indispensable for effective leadership and undertaking their demanding roles. UN Leaders Programme This interactive executive leadership programme promotes a “One UN” leadership culture. Strategic leadership is viewed and examined through the lens of a global or regional theme, offering opportunities for senior UN leaders to engage with diverse faculty and renowned speakers to explore the nexus between leadership, regional dynamics and geopolitical influences. The speakers range from senior UN officials, academia, and the private sector, to the arts and culture community. The last edition of the UN Leaders Programme ‘Leadership and Global Power Shifts’ partnered with the Lee Kuan Yew School of Public Policy, National University of Singapore. Customized Training and Learning Programmes

Reform through Knowledge Management processes

The standard courses offered by the Staff College, in all thematic areas, can be customized for specific country contexts or specific group learning and training needs. The Staff College designs, facilitates and conducts a variety of learning and training activities, in Turin, UN Headquarters as well as at the regional and country level, adapting its courses to local complexities and bringing them closer to its UN beneficiaries. All such activities are conducted on an inter-agency basis or in areas of interagency benefit and interest. Some recent examples, to name a few, include tailor-made in-country courses for UN Missions in Afghanistan (UNAMA), Western Sahara (MINURSO) and Somalia in peace and security related issues; Child Protection in Emergencies courses for UNICEF East Asia Pacific Regional Office and its partners; and a customized Operations Management Skills course.

The Staff College offers tailor-made programmes to support leadership and managerial efforts to increase UN effectiveness within a specific organization, region or programme area through more effective use of knowledge. These programmes can build capacity and empower colleagues to leverage institutional knowledge and experience, enhance internal and inter-agency communication, as well as raise visibility and foster adoption of good practice. Workshops allow UN colleagues to reflect on individual and institutional strengths and outline an action plan to maximize usage of knowledge management practices in key areas. Through such programmes, the Staff College has contributed to reform processes (where a shift from programme implementation to policy advice was necessary), for example the development of thematic and country-specific strategies to strengthen knowledge management and inter-agency collaboration.

The Staff College, on its own or in partnership with UN system organizations, develops and implements training of trainers programmes in the areas of development and human rights, conflict prevention, UN coherence and management in the UN system. Through these activities, the Staff College has contributed to develop global, regional and country-specific pools of experts to support strategic programme priorities and initiatives in areas such as Human Rights-Based Approach, Anti-Corruption, Conflict Analysis, Child Protection, Results-Based Management, Common Business Operations, IPSAS and many others.

The Staff College offers its methodological and facilitation expertise to UN system and affiliated organizations seeking to organize innovative and effective knowledge sharing events. Staff College staff will work alongside the requesting organization to select the most appropriate tools to showcase and exchange experience, identify good practices and explore ways in which those can be replicated.

Agency-specific Learning Management Portals Technology can help learning managers to create engaging, accessible and long-lasting learning opportunities for their staff. But what if the organization does not have a suitable learning and collaboration platform in place? Investing in establishing a Learning Management System (LMS) can be a long and expensive process. The Staff College offers UN system and affiliated organizations the possibility to leverage from its learning management platform (UN Knowledge Campus) to address their blended learning and e-learning needs by creating agency-specific Learning Management Portals, without incurring into the overhead costs and challenges inherent in deploying a new platform from scratch.

Information and knowledge management tools The Staff College partners with UN system organizations to produce innovative web-based analysis and knowledge tools to strengthen the overall operational effectiveness of the UN system. Our experience includes the development of management systems for web-based rosters of experts and consultants, tools for automatic screening and validation of expertise, team and programme performance analysis tools, on-line databases, communities of practice, as well as knowledge mapping tools.

E-learning design and management Communities of Practice When people who have common goals are able to interact regularly as they strive toward realizing these goals, a powerful process of social learning and shared practices takes shape. The Staff College puts its UN Knowledge Campus platform at the disposal of UN system and affiliated organizations interested in creating and managing on-line Communities of Practice for their staff.

The Staff College offers its in-house e-learning and instructional design expertise to UN system and affiliated organizations interested in deploying web-based learning solutions. In partnership with the requesting organization, the Staff College will identify, on a case-by-case basis, the most effective approach to create and manage meaningful, valuable and practical e-learning and blended learning solutions. The Staff College produces its e-learning content in compliance with industry standards to ensure courses can be easily imported into the requesting organization’s Learning Management System (LMS). Alternatively, UN system organizations can use the UN Knowledge Campus to deploy and manage the resulting e-learning courses and tools.

Learning and Facilitation support to UN Country Teams In collaboration with the UN DOCO, the Staff College provides learning & facilitation support to UN Country Teams in their efforts to develop the UN Development Assistance Framework (UNDAF). Under the guidance package endorsed by UNDG, strategic planning is a key step for enhancing strategic thinking and priority setting by the UNCT, with a deeper level of stakeholder engagement. This typically takes place through the organization of Strategic Planning Retreats (SPRs) through which UNCTs and their partners review and validate the major national development problems, the comparative advantages of the UN system, and identify the key priorities for UN intervention. SPRs also lead to the initial development of the UNDAF results matrix with a clear definition of outcome- and output-level interventions that address national priorities.

Special Retreats The Staff College designs, organizes, facilitates and hosts special retreats for UN partners. The UNSSC has long-standing experience in organizing retreats for UN staff ranging from the Secretary-General’s Retreat with his closest top management members, to inter-agency groups retreats, such as the High Level Committee on Management and the Human Resources Network. The Staff College can offer an “all inclusive” service from designing the agenda; identifying subject-matter experts; facilitating sessions; to hosting the Retreat; or a “a la carte” service to cater for different needs.
