The United Nations System Staff College Who We Are As the principal learning and training organization for the wide spectrum of United Nations agencies, the United Nations System Staff College (UNSSC) delivers learning opportunities which are distinctively designed for United Nations personnel. Created by the General Assembly in 2002, the UNSSC acts as an agent of change and innovation from within the system itself by helping to build a more effective and responsive team of leaders and a more cohesive management culture. The mission of the Staff College is to contribute to a more effective, resultsoriented and agile United Nations through learning, training and knowledge dissemination. The Staff College offers residential courses on the UN Campus in Turin, Italy, and delivers training in over 50 countries annually. In addition, the College offers a growing portfolio of distance learning courses and knowledge sharing platforms. The College delivers both open-enrollment courses for UN staff and on-demand programmes and services for UN partners. Across disciplines and across regions, our learning programmes focus on the core question, “How can UN staff best contribute to building a stronger UN and a better world?”

Why UNSSC? The Staff College offers a unique range of learning and training opportunities specifically designed for UN staff worldwide. As part of the UN family, the Staff College has unique knowledge and insight into the UN and its needs. The College’s programmes benefit from its close relationship with UN decision-making bodies, allowing the College to identify particular training demands of the agencies, funds and programmes - and respond to the far-reaching reform agenda that cuts across the UN system. The College partners with renowned experts, academic institutions, UN leaders and agencies to develop and deliver its learning programmes. In this way, the College brings new and innovative thinking and academic rigour to bear in developing innovative solutions and building staff capacity to address the most critical challenges facing the UN. The College’s programmes challenge UN practitioners to contribute to collective strategies with independent thought, while equipping them with a common foundation of skills and understanding to link the normative, standardsetting and operational dimensions of their work. By ‘learning as one,’ UN staff are better equipped to ‘deliver as one.’


Our Programme Portfolio Development, Gender & Human Rights : The Staff College supports UN staff and programming

counterparts in building individual, institutional and societal capacity for development programming, gender mainstreaming and advancing human rights. Course offerings build a strengthened cadre of development experts across the UN system, able to span and bridge the inter-related pillars of sustainable development.

Learning Lab : The Staff College harnesses the power of technology - through e-learning modules, web-based

communities of practice, and other tools - to enhance knowledge sharing, teamwork and collaboration across thematic areas. It also provides a variety of professional skills building courses.

Peace & Security : The Staff College offers learning and training opportunities for UN staff and partners in

thematic areas related to peace and security, ranging from applied conflict analysis, peacebuilding programming, electoral violence prevention, rule of law, decentralization and conflict prevention, to UN staff safety and security.

UN Coherence : The Staff College supports the implementation of UN reform at the country level. Through

its learning and facilitation services, the College helps managers make effective use of the various instruments and processes at the disposal of UN Country Teams and supports UN staff in general to achieve the objectives of Delivering as One.

UN Leadership : Strengthening leadership capacity within the UN system is a principal mission of the

Staff College. The College contributes to building a ‘One UN’ leadership culture by refining and invigorating the leadership potential of staff, developing new capacities for action, and creating learning processes that promote synergistic knowledge sharing and discovery.

Our Audience The Staff College’s mandate is to provide learning and training offerings to UN personnel. As such, most of our offerings are intended exclusively for personnel of the United Nations. As the international community works to define and set a new vision for sustainable development in the post-2015 era, it is becoming increasingly clear that the pillars of sustainable development (economic, social and environmental) are interrelated, interdependent and indivisible. Increasingly, the value-added of the UN will lie in its ability to bring a multi-sectoral and cross-disciplinary approach to complex issues. Course offerings and knowledge management tools (tailored upon request) under the College’s Development, Gender and Human Rights portfolio work to build a strengthened cadre of experts across the UN system, able to span and bridge the pillars of sustainable development. In this year’s portfolio, particular emphasis is placed on harnessing the data revolution, building partnerships, and managing risks for effective development programming.


The UN Summer Academy 2015 is titled ‘The UN at 70’. The UN Summer Academy offers executive education, learning and knowledge exchange to those working for the United Nations and those who actively engage with the UN System in their daily lives. Combining academic rigour with cutting edge thinking and building on a renowned faculty, the UN Summer Academy provides a platform for reflection. Participants engage in discussions and strengthen knowledge on issues of relevance for the work of the United Nations and its partners. As the only UNSSC course open to all those interested in the work of the United Nations, the Academy provides an unprecedented opportunity to network, discuss and debate UN issues with different thought leaders guiding and inspiring the direction of the UN’s work (Member States, UN staff, civil society representatives, business representatives, etc.). Global Diversity and Multicultural Competence The more connected the world becomes, the more urgent the need to manage diversity effectively and build an inclusive culture. This course provides a sound understanding of the importance of diversity and inclusion and the impact it has on teamwork, motivation, productivity, quality improvement, etc. The online course starts with a self-assessment - The Global Diversity Survey - and then covers the meaning of diversity, culture and inclusion, the business case for diversity, and the connection to leadership and values. Political Economy Analysis and Risk Management in UN Programming For more than 25 years, and notably since Amartya Sen’s publication “Development as Freedom,” the UN system has recognized the need to reflect on the linkages between economic opportunities, political freedoms, social facilities, transparency guarantees and protective security. Technical solutions, however ably formulated, are not enough; Political processes, informal institutions and power relations play a vital role in the success or failure of development interventions. And, development is about much more than what government can or cannot do, or should or should not do. Successful development assistance requires a deep understanding of the social, economic, political and cultural context in which the UN operates. Different UN agencies have developed and applied different tools and approaches to political economy, and have done so with varying rates of success. What can the UN system learn from existing approaches, how can we bring more consistency and coherence in the way we work as ‘One,’ and what does that mean for our development effectiveness? A strong political economy analysis and risk analysis in UN programming will enhance the strategic nature of the UN’s work, and strengthen the UN’s engagement with different actors and sectors by providing frameworks for understanding the various incentives and constraints at the country, sector and project level. It will serve as an important tool for risk analysis and management, and will strengthen the development effectiveness of the UN by focusing on ‘informed choice’ and the possibilities for positive change. The course strengthens UN staff skills to support more effective and politically feasible development strategies, ensure more realistic expectations of what can be achieved, and help outline the risks involved. New / Communicating as One This course will focus on the ‘Communicating as One’ pillar of the recently adopted Standard Operating Procedures for ‘Delivering as One.’ The focus of ‘Communicating as One’ is to improve the quality of dialogue with the host-country government and other national stakeholders, increase advocacy and help to highlight results achieved by the UN at the country level. This is critical for ensuring clear and consistent strategic positioning of the UN; developing common messages and policy positions; strengthening the outreach of the UN system by pooling efforts; supporting communication about the UN comparative advantages in the country to both internal and external stakeholders; and avoiding message duplication, inconsistencies and fragmentation. It implies developing common messaging and joint communication on key issues where the UN is active in the country. In this context, the training equips UN staff with tools and methods that will strengthen their capacity to generate and communicate progress of implementation and results, enabling them to better ‘tell the story’ behind and about results achieved. The course will also increase awareness of the role of communications in programme implementation, and how using communication strategically can help achieve delivery of project and programme outputs. In many parts of the world, minorities suffer from a history of discrimination and exclusion that has left them on the margins of society. Discrimination and exclusion of minorities undermines efforts to tackle development challenges, achieve poverty reduction, MDGs and environmental sustainability. Minority rights have been acknowledged through international norms and standards as distinct rights and as basic human rights. Their distinct identities require special protection from discrimination. In addition, special action is needed to protect their culture, religions and languages, and to support their equal participation in the public sphere. Working with minorities at the country level implies adapting the programming processes and strategies to ensure their active participation. This course enhances the capacity of UN staff to more systematically integrate minority rights, concerns and aspirations into UN development programming. Target Audience

Human Rights-Based Approach to Development Development and human rights are interrelated, interdependent and indivisible. The human rights-based approach to development programming (HRBA) course, based on the UN Common Understanding on the human rights-based approach, is designed for UN programme staff who seek to advance their skills and knowledge to effectively apply HRBA to their work, and link it to existing UN resultsbased management tools, particularly with regard to the UN Common Country Programming Process. The course is interactive in nature and uses examples and exercises to offer opportunities for participants to learn about and internalise the content, linkages and complementarity of the HRBA and RBM, two mandatory programming principles in the UNDAF process. Building Partnerships for Development Effectiveness in a Post-2015 World The UN is increasingly interacting with new, emerging and ‘non-traditional’ development partners, whether these are philanthropic foundations, multinational companies or other players. With a view to better equipping UN staff to engage with new and existing partners, the ‘Building Partnerships for Development Effectiveness in a Post-2015 World’ course is focused on the UN imperative for partnership development. Participants gain a comprehensive understanding of the reasons the UN should invest in the expansion of its partnerships; familiarise themselves with ongoing processes to develop policy, guidance and tools that support the UN in its task to partner; gain a better understanding of the challenges and opportunities regarding partnership development; gain exposure to the partnership thinking of philanthropic foundations, civil society partners and the business sector; and acquire specific skills needed to build substantive and sustainable partnerships. The course builds on existing UN and other multilateral and bilateral experiences, and reflects on the outcome of the 4th High Level Forum on Aid Effectiveness (Busan, 2011), and on the Secretary-General’s new Five-Year Action Agenda. New / UN Reflection Series 2015: Development Cooperation in Middle Income Countries According to World Bank figures, middle income countries (defined as countries with a per capita gross national income of $1,026 to $12,475) are home to five of the world’s seven billion people and 73% of the world’s poor people. Since 2000, 28 countries, including India, Nigeria and Pakistan, have graduated into middle income status. Over 57% ($56bn) of official development assistance and aid was spent in middle income countries in 2012. Middle income countries are a vitally important part of the development landscape, but the development community has more work to do in understanding commonalities and differences between these countries. UNSSC, with the involvement of UNDG and UN DOCO, will use its unique position as the UN’s inter-agency knowledge sharing institution to bring together experts from around the UN system to share experiences and contribute to the ongoing process of shaping a coherent and effective development approach to middle income countries. To ensure that discussions will have a broader outlook including academics and development actors also from outside the UN, UNSSC is partnering with the Hertie School of Governance. As Germany’s foremost international policy school, the Hertie School of Governance will lead discussions on the role of policy advice in international development and offer practical clinics to develop skills in different fields of policy advice. There is growing recognition in the international development and humanitarian communities of the role of faith in providing significant moral, social and political agency for human development and resilience in the face of hardship and adversity. Religious institutions, communities of faith and faith-based NGOs are carrying out critical development and humanitarian relief activities, including in entrenched situations of conflict. How can the resources these organizations bring to the table (human, financial and spiritual) be better understood and more effectively tapped by all of those working to serve the very same communities? Many UN organizations and offices are today partnering with faith-based or faith-inspired service-delivery NGOs, local faith communities and religious leaders. In the context of the Post-2015 development agenda, it is timely to examine the objectives, modalities and outcomes of such partnerships. This Strategic Learning Exchange explores the linkages between faith and the continuum of humanitarian to development work. It considers the nature of development and humanitarian work, the timeframes for interventions and the types of populations served. Target Audience

Recent studies indicate that, despite an increased emphasis on the identification of the problem of underrepresentation of women leaders in the UN system, little progress is being made in moving more women into senior positions. In addition to recruiting senior professionals from outside the UN system, a renewed effort of preparing female UN staff at the P4 and P5 level for assignments at the Director-level is a much needed initiative for the UN system. UN Country Team (UNCT) Leadership Skills Course Launched in 2006, this flagship leadership programme is the longest-running leadership course at the UNSSC. Customized Training and Learning Programmes The standard courses offered by the Staff College, in all thematic areas, can be customized for specific country contexts or to meet the learning and training needs of specific groups. The Staff College designs, facilitates, and conducts a variety of learning and training activities, in Turin, at UN Headquarters and at the regional and country levels, adapting its courses to local complexities and bringing them closer to UN beneficiaries.

Serving UN Peace Operations Staff of UN Peace Operations are often asked to analyse the structural and context-specific causes of violence and fragility, in order to identify and apply appropriate approaches to break cycles of violence. They are in need of non-linear and creative solutions which are based on UN values and reflect the latest academic thinking and best field practices. The Staff College responds to requests from UN peace operations - Peacekeeping, Peacebuilding and Special Political Missions - with a view to equipping UN civilian personnel with knowledge and skills to perform their functions in a more effective and integrated manner, while meeting evolving challenges linked to the implementation of their mandates. UNSSC offers fully customised learning opportunities, designed to address the mission needs, and delivered directly in the field.

Learning and Facilitation Support to UN Country Teams The Staff College provides learning and facilitation support to UN Country Teams to promote and implement UN reform at the country level. Taking the United Nations Development Group (UNDG) policies as its starting point, the College provides customised learning and training under the Standard Operating Procedures (SOPs) for Delivering as One (DaO): One Programme, Common Budgetary Framework, One Leader, Communicating as One, and Operating as One. In addition, the College offers expertise in Results-Based Management (RBM), a key principle in implementing DaO which has played an important role in enhancing UN system-wide coherence. Customized training may also be requested on joint programming, harmonized business operations, and the integration of UN programming principles at the country level, amongst other strategic priorities for the effective implementation of country development strategies.

Training of Trainers Programmes The Staff College develops and implements “training of trainers� programmes in the areas of social development and human rights, conflict prevention, UN coherence, and management in the UN system. Through these activities, the Staff College contributes to the development of global, regional and country-specific pools of experts to support strategic programme priorities and initiatives.

The Staff College offers tailor-made programmes to support efforts to foster intra- and interagency collaboration through more effective sharing, systemization, and application of knowledge. These programmes equip colleagues with enhanced skills and hands-on experience in applying knowledge management tools and techniques in the UN context. Customised knowledge management curricula can contribute to transformative leadership efforts by helping teams to break internal silos, create effective knowledge networks, and embrace a performance culture based on mutual collaboration, knowledge and innovation.

Knowledge Fairs The Staff College offers its methodological and facilitation expertise to UN system and affiliated organizations seeking to organize innovative and effective knowledge sharing events. Staff College experts will work alongside the requesting organization to select the most appropriate tools to showcase and exchange experience, identify good practices and explore ways in which those can be adapted and replicated.

Information and Knowledge Management Tools The Staff College partners with UN system organizations to produce innovative web-based analytical and knowledge tools to strengthen the overall operational effectiveness of the UN system. Our experience includes the development of management systems for rosters of experts and consultants, tools for automatic screening and validation of expertise, team and programme performance analysis tools, online databases, communities of practice, and knowledge mapping tools.

E-Learning Instructional Design and Management The Staff College offers its in-house e-learning and instructional design expertise to UN system and affiliated organizations interested in deploying web-based learning solutions. UNSSC’s team of instructional designers and e-learning professionals partner with substantive and learning experts in other UN organizations to determine the best way to leverage technology in support of agency specific and inter-agency learning. The UNSSC can take the lead in designing and developing engaging e-learning and blended programmes, as well as provide solutions to deploy the jointly designed e-learning courses.

Agency-Specific and System-Wide Learning Management Portals The Staff College offers UN system and affiliated organizations the possibility to leverage its learning management platform (UN Knowledge Campus) to address their blended learning and e-learning needs, without incurring into the overhead costs and challenges inherent in deploying a new platform from scratch. The College creates agency-specific Learning Management Portals, as well as portals branded for system-wide and/or global learning initiatives.

Communities of Practice When people who have common goals are able to interact regularly as they strive toward realizing these goals, a powerful process of social learning and shared practices takes shape. The Staff College puts its UN Knowledge Campus platform at the disposal of UN system and affiliated organizations interested in creating and managing online Communities of Practice for their staff. Dedicated spaces for discussion, the sharing and retrieval of resources, and other online interactions are put in place to strengthen networks and spread good practice, while training can be provided on methodologies for effective community facilitation leading to the joint production and validation of knowledge products.

Special Retreats The Staff College designs, organizes, facilitates and hosts special retreats for UN partners. The College has long-standing experience in organizing retreats for UN staff ranging from the Secretary-General’s Retreat with his closest top management members, to inter-agency groups retreats such as the annual meeting of the High Level Committee on Management and the Human Resources Network. The Staff College can provide “all inclusive� service (comprising design of the agenda, identification of subject-matter experts and keynote speakers, facilitation of sessions, and hosting of the retreat) or tailored services to cater for different needs.
