The project conceives the city of Cuneo as an ecosystem capable of absorbing, regenerating and reacting to events that occur in places and communities. The site area proposed by Europan is located in the terminal part of the main axe of city, surrounded by residential neighborhoods. This part of the city, unlike the consolidated city, is marked by an open urban tissue and vacant parking spaces. The projects reinterprets the site area recognizing the unexpressed potentials of the public space, waiting to become a qualitative space. The reclamation of the ex-barrack acts as a catalyst for a wider regeneration project, intended to improve urban, social, cultural and environmental quality. Through the hub, the city enters the space, transforming it in a territorial laboratory: PAF, the productive park. A step by step strategy has been developed to stimulate a process of re-colonization of the barrack. The project focuses on the first year of PAF: from the park opening, which means allow people to cross it for the first time since the barrack has been built, to the consensus building approach in order to imagine the future of this area in a shared vision. PAF is conceived in order to counter environmental, social, political, economic and territorial sustainability criteria. Every element has a different range of definition related to the level of flexibility required and its possibility to rework and implement over time. Energetic building ensures PAF energetic autonomy, economic sustainability and a modest carbon footprint. The park returns to the city a wide green space, improving urban and environmental quality while strengthening the relation between the blocks. The territorial laboratory improves the capabilities of self-governance of the community - integrating the weak actors in the decision making process.
