Keep tree stand safety in mind during your deer hunt Pumpkin Milk Shake As you enjoy fall hunting season, it’s important to keep tree stand safety in mind. Accidents in the field can be prevented with careful planning.

The Nebraska Game and Parks Commission encourages hunters to follow these safety guidelines: Always check old tree stands for safety. Look at welds, nuts and bolts to make sure they are secure.

Check all tree stand straps and replace any

that are weathered or frayed.

Always use a safety harness and lifeline when in a tree stand. Check these to make sure they are not weathered or frayed and are in good working order.

Safety harnesses are often included with new tree stands. Use it, and follow the directions on how to correctly put it on. Another option is to buy a vesttype safety harness which is easier and faster to use.

You should also use a lifeline, which attaches to

the tree above your head and is tied off at the bottom of the stand. Lifelines are equipped with a Prusik knot that attaches to the safety harness tether with a carabiner. If you fall, the knot will tighten itself on the lifeline preventing you from falling to the ground.

It is also important to know how to use the relief system strap on the safety harness if you should fall from a tree stand and are suspended. The relief system takes pressure off the arteries in the groin area.

Agreement Reached to Include CCC Funds in CR

After days of partisan politics, a continuing resolution passed the House of Representatives Tuesday night including funds for the Commodity Credit Corporation.

The White House and Congressional Republicans reached an agreement with House Speaker Nancy Pelosi to include the funding, while prohibiting oil companies from accessing CCC funds.

The Trump administration was exploring a plan to use up to $300 million of CCC funds for the oil industry, but dropped the proposal this week. In a statement, Pelosi says, “We have reached

an agreement with Republicans on the CR to add nearly $8 billion in desperately needed nutrition assistance for hungry schoolchildren and families. We also increase accountability in the Commodity Credit Corporation, preventing funds for farmers from being misused for a Big Oil bailout.” Senate Agriculture Committee Chairman Pat Roberts, previously critical of Democrats withholding the funds, stated, “Democrats have heard our call, and the calls from farm country, to not ignore rural America when funding the government.” The CR funds the government through December 11.

EPA Atrazine Decision Provides Certainty to Kansas Corn Farmers EPA announced the interim decision for atrazine today, marking the end of the registration review process and clearing the way for continued use of a key herbicide for Kansas farmers. The Kansas Corn Growers Association (KCGA) is a founding member of the Triazine Network, a coalition of organizations from a variety of crops across the nation that advocates for science-based regulatory decisions for the triazine herbicides.

KCGA CEO Greg Krissek said today’s announcement is a positive step forward for atrazine, a product that provides needed weed control and is a valued tool in conservation tillage practices like notill farming. Krissek and Missouri Corn CEO Gary Marshall, who are co-chairs of the Triazine Network, participated in a roundtable with EPA Administrator Andrew Wheeler

today near Springfield, MO.

“We were pleased with the announcement at today’s roundtable discussion with Administrator Wheeler which affirmed the continued use of atrazine as well as simazine and propazine.

This is a culmination of years of work,” Krissek said. “The next step for atrazine is the Endangered Species Act review, and we will continue to work with EPA as the agency prepares its biological evaluation for the ESA review that is expected to be published with a comment period this fall. Our organizations will remain closely involved in these regulatory actions surrounding atrazine and the triazine herbicides.”

The registration review has been underway since 2013, and this decision is a positive outcome for growers.

USDA to Provide Additional Direct Assistance to Farmers, Ranchers Impacted by the Coronavirus Through CFAP 2 USDA announced up to an additional $14 billion for agricultural producers who continue to face market disruptions and associated costs because of COVID-19. Signup for the Coronavirus Food Assistance Program (CFAP 2) is open and will run through December 11, 2020.

This program provides financial assistance that gives producers the ability to absorb increased marketing costs associated with the COVID-19 pandemic. Producers will be compensated for ongoing market disruptions.

USDA will use funds being made available from the Commodity Credit Corporation (CCC) Charter Act and CARES Act to support row crops, livestock, specialty crops, dairy, aquaculture and many additional commodities. USDA has incorporated improvements in CFAP 2 based from stakeholder engagement and public feedback to better meet the needs of impacted farmers and ranchers.

CFAP 2 is a new program that is separate and distinct from the initial CFAP program. There are some program changes from version 1 to version 2, including some new covered commodities, so

all producers should go online to farmers.gov/cfap to review the program parameters. An “eligible commodities finder” on that website can help producers figure out if their commodity is part of the program and understand the payment structure. Most Nebraska commodities, both crops and livestock, are eligible for CFAP 2 (excluding hay and crops intended for grazing).

Producers can apply for CFAP 2 at USDA’s Farm Service Agency (FSA) county offices or online through the farmers.gov/cfap webpage.

The CFAP 2 website explains the various options for completing a program application.

Producers should contact their county FSA office if they have questions about these processes. County office staff will be able to provide guidance on what the best options are for successful completion of an application.

CFAP 2 payments will be made for three categories of commodities – Price Trigger Commodities, Flat-rate Crops and Sales Commodities.

Price Trigger Commodities Price trigger commodities are major commodities that meet a minimum 5-percent price decline over a specified

period of time. Eligible price trigger crops include barley, corn, sorghum, soybeans, sunflowers, upland cotton, and all classes of wheat. Payments will be based on 2020 planted acres of the crop, excluding prevented planting and experimental acres. Payments for price trigger crops will be the greater of: 1) the eligible acres multiplied by a payment rate of $15 per acre; or 2) the eligible acres multiplied by a nationwide crop marketing percentage, multiplied by a crop-specific payment rate, and then by the producer’s weighted 2020 Actual Production History (APH) approved yield. If the APH is not available, 85 percent of the 2019 Agriculture Risk Coverage-County Option (ARC-CO) benchmark yield for that crop will be used.

For broilers and eggs, payments will be based on 75 percent of the producers’ 2019 production.

Dairy (cow’s milk) payments will be based on actual milk production from April 1 to Aug. 31, 2020. The milk production for Sept. 1, 2020, to Dec. 31, 2020, will be estimated by FSA. Eligible beef cattle, hogs and pigs, and lambs and sheep payments will be based on the maximum owned inventory of eligible livestock, excluding breeding stock (but ask your County FSA office about replacements), on a

date selected by the producer, between Apr. 16, 2020, and Aug. 31, 2020.

Flat-rate Crops Crops that either do not meet the 5-percent price decline trigger or do not have data available to calculate a price change will have payments calculated based on eligible 2020 acres multiplied by $15 per acre. These crops include alfalfa, extra long staple (ELS) cotton, oats, peanuts, rice, hemp, millet, mustard, safflower, sesame, triticale, rapeseed, and several others.

Sales Commodities Sales commodities include specialty crops; aquaculture; nursery crops and floriculture; other commodities not included in the price trigger and flat-rate categories, including tobacco; goat milk; mink (including pelts); mohair; wool; and other livestock (excluding breeding stock) not included under the price trigger category that were grown for food, fiber, fur, or feathers. Payment calculations will use a salesbased approach, where producers are paid based on five payment gradations associated with their 2019 sales.

Additional commodities are eligible in CFAP 2 that weren’t eligible in the first iteration of the program. If your agricultural operation has been impacted by the pandemic since April 2020, we encourage you to apply for CFAP 2. A

complete list of eligible commodities, payment rates and calculations can be found on farmers.gov/cfap.

Eligibility There is a payment limitation of $250,000 per person or entity for all commodities combined. Applicants who are corporations, limited liability companies, limited partnerships may qualify for additional payment limits when members actively provide personal labor or personal management for the farming operation. In addition, this special payment limitation provision has been expanded to include trusts and estates for both CFAP 1 and 2.

Producers will also have to certify they meet the Adjusted Gross Income limitation of $900,000 unless at least 75 percent or more of their income is derived from farming, ranching or forestry-related activities. Producers must also be in compliance with Highly Erodible Land and Wetland Conservation provisions.

Applying for Assistance Applications will be accepted through Dec. 11, 2020.

Additional information and application forms can be found at farmers. gov/cfap. Documentation to support the producer’s application and certification may be requested.

All other eligibility forms, such as those related to adjusted gross income and payment information, can be downloaded from farmers.gov/cfap/ apply. For existing FSA customers, including those who participated in CFAP 1, many documents are likely already on file. Producers should check with the FSA county office to see if any of the forms need to be updated.
