Welcome Back!

After a short break, UoE Student Action for Refugees’ zine is back and eager to be seen! In bi-semesterly editions, which will be alternatingly digital and in print, our goal is to explore the nuanced, emotional, and varied experiences, cultures, institutions, tragedies and triumphs that surround the historical and current topic of migration. Humanity is marked by its capacity and habit for change and movement. Before and after the drawing of the borders of nation states, the various circumstances of life have convinced, coerced and pushed people to movement, picking up what pieces of their culture and daily lives they are able or willing to carry with them, and taking them somewhere else. These waves of movement are so ever-present and changing that there is never an end to the stories that can be retold, the lives that can be recounted. The STAR Zine will never claim to be able to give voice to the entirety of the grand spectrum of migration. Yet our engaged group of writers, artists, and editors will strive to delineate the stories that stir us, and the issues which most fiercely plague the rights of refugees around the world. We will look at topics that might more specifically concern us as students living and studying in Edinburgh and tackling the ways in which we can actively improve our community’s and university’s treatment of refugees, but will simultaneously do our utmost to bring global topics to the attention of our readers. Change never comes without a price, but we will give the highs and lows, successes and pitfalls, gifts and losses of migration equal space. We hope you’ll learn, agitate, challenge, and celebrate with us.

Letter from the Editors The war in Ukraine has developed during the writing and editing of the revival edition of this zine. Following issues will undoubtedly attempt to unpack the atrocities and confusion of a conflict that has consumed our collective attention for the past weeks. Our hearts go out to all those affected by the larger situation.

We will not attempt to recapitulate the volatile developments of the conflict in this edition in any major way. Instead, we urge our readers to take a close look at the blatant eurocentrism, racism, and imperialist ideals this conflict has uncovered, which continue to rule Western politics of migration. Be it in the treatment of non-white Ukrainian refugees, or the rhetoric used in western media’s coverage of the conflict, stark lines can be drawn between the treatment of a western conflict within a purportedly ‘civilized’ nation and ‘uncivilized’ non-western ones. Confronting the implications of the war in Ukraine on refugee issues will also mean continuing to cover and explore the many other ongoing refugee crises of the world, specifically highlighting the sentiments and energy that these comparatively receive from a western lens.

Rohingya refugee crisis Ellie Moore In June 2015 the BBC released an article entitled ‘Will anyone help the Rohingya people?’. This report investigated the mass genocide of the Rohingya, a Muslim ethnic minority group in Myanmar, that would surmount to the mass displacement of over 700,000 refugees to southeast Bangladesh, forming the world’s largest and mostly densely populated refugee camp. How is it that six years later we are still asking the very same question?

The humanitarian crisis expected to last a matter of days, weeks or perhaps months has lasted for years, and could potentially continue for decades. Hopes for the repatriation of the Rohingya are dwindling with the constant paranoia of a COVID-19 outbreak circulating refugee camps, the emerging threat of civil war following the military coup of February 2021, and exposure to increasingly harsh weather conditions undoubtedly connected to climate change. In March 2021, for example, a devastating fire destroyed 100,000 shelters, food distribution sites and clean water stations. Throughout all this, refugees have endured terrible, overcrowded conditions with poor sanitation and insufficient food supplies. Children make up half of the refugee camps yet have no opportunities for formal education.

But as is the way with the Eurocentric nature of our daily news feed, reporting issues such as this in rapid succession and with a depressingly short attention span, the Rohingya crisis has been pushed to the periphery of international attention, despite UN High Commissioner for Refugees calling it ‘the most urgent refugee emergency in the world’ with an estimated 1.3 million refugees and locals needing humanitarian aid.

The Tatmadaw (the Myanmar military that staged the coup of 2021 against the democratic government) recently reiterated their refusal to accept the Rohingya’s right to Myanmar citizenship. However, their leader, Min Aung Hlaing, has hypocritically attempted to deflect international condemnation by placing blame on former president Aung San Su Kyi and suggesting they might permit the Rohingya to return home. This is a feeble attempt to divert attention away from the unspeakable violence enacted against the Rohingya during the crackdown of 2018, as well as the atrocities committed against civilians involved in the anti-coup protests.

Fortunately, Myanmar civilians are increasingly sympathetic of the Rohingya refugees, who have also suffered at the hands of the Tatmadaw, meaning a growing consensus for the readmission of the Rohingya. However, so long as the antagonisms between the military and civilians continue to surmount to civil war, repatriation of the Rohingya seems unlikely.

"Stuck in an indefinite Limbo" Waiting in the UK asylum system The experience of being an asylum seeker in the UK is largely defined by liminality and uncertainty. This article will explore the impact of temporal liminality, specifically the everyday experiences of those forced to wait for periods of indefinite or ‘suspended’ time. Critically, in line with the recognition that “destitution is built into the asylum system” , this article argues that temporal liminality is similarly built in, representing a largely invisible means for the exertion of state control over so-called ‘undesirables’ through immobilising those perceived to be dangerously mobile. As sociologist Bourdieu notes “making people wait … delaying without destroying hope” is integral to the functioning of domination and subordination .

Whilst most research on uncertainty focuses on the impacts of profound or dramatic change, this article is instead concerned with the impact of a profound lack of change on asylum seekers’ everyday experiences. The resulting temporal uncertainty is unsurprisingly felt most acutely by those detained in ‘Immigration Removal Centres’. In 2002 the UK government decided to change the name of IRCs from ‘detention centres’ to ‘removal centres’, suggesting in name that detention should be transitory.

However, the UK is one of few countries to have no constraints on the amount of time someone can be detained. Whether or not long detention sentences ensue, waiting, whilst being kept ignorant over how long this wait will be, can be described as insidiously punitive.

Whilst often compared to prisons, detainees can be seen to represent a unique type of incarcerated population subject to unique uncertainties; namely both when and what the end point will be. Meanwhile, the focus within detention centres is not on (so-called) ‘rehabilitation’ or ‘reform’, but on incapacitation; isolating detainees both spatially and temporally and thus wearing down their resistance to ‘voluntary’ return in a ‘politics of exhaustion’. The imposition of waiting and uncertainty has thus been deemed a ‘technique of control that sustains the marginality and compliance of undocumented migrants’. This everyday attrition of detainees’ resistance through imposed temporal uncertainty has obvious implications for mental health - proven to be linked to worsening anxiety, depression and suicide ideation.

Whilst the effects of temporal uncertainty may be felt most acutely by those in detention, many waiting in the community prohibited from working and thus vulnerable to destitution remain similarly ‘stuck’ in a constant state of precarity and uncertainty. Critically, only 20% of adult asylum applicants receive an initial decision within 6 months, falling significantly short of Home Office ‘targets’.

Purposeful isolation, both temporally (excluded from working and therefore the temporal realm of ‘ordinary’ society) and spatially (dispersed and re-housed on a no-choice basis) can again be seen as a way of wearing down asylum-seekers' mental resolve and resistance. Here Nixon’s notion of ‘slow violence’ “a violence that occurs gradually and out of sight, a violence of delayed destruction that is dispersed across time and space, an attritional violence that is typically not viewed as violence at all” - is of particular relevance. After all, despite public concern with more ‘explicit’ forms of violence, ‘marginalisation is so often experienced and felt at the level of the banal’.

It is also necessary to consider the disproportionate impact of COVID-19 and associated national lockdowns on asylum seekers’ experiences of temporal liminality. After all, despite living through a time defined by indeterminate periods of seemingly collective waiting, waiting is always unevenly experienced along lines of pre-existing inequalities, including race, class and citizenship. The effects were again felt most acutely by those detained in IRCs or other ‘temporary’ accommodations; including the now infamous Napier Barracks.

Whilst unhygienic conditions (later deemed ‘unlawful’) immeasurably increased vulnerability to COVID-19 itself, as evidenced by the outbreak in early 2021, the impact on temporal uncertainty and mental health was also stark; to the extent that suicide attempts in Napier Barracks were frequent. Isolated from all support networks and subject to considerably stricter lockdown restrictions than the rest of the country,

waiting and uncertainty became a heightened fixture of 1 everyday life.

Whilst the impacts of COVID-19 on the experiences of UK asylum seekers are again most starkly evident in detention facilities, those waiting in ‘contingency’ accommodation were forced into similarly precarious situations. Contingency accommodation is by its very nature temporary; used as a stopgap in case of shortages of Initial or Dispersal accommodation.

However, despite Home Office targets to move people from Initial to Dispersal within 35 days, the use of Contingency accommodation increased dramatically as a result of the pandemic, with some confined in hotel rooms for more than a year. Stuck in an indefinite limbo “watching life go by my window for so long” (anonymous asylum seeker), waiting became a source of mental “torture” for many.

Ultimately, the impacts of COVID-19 have highlighted the need to re-frame the everyday cruelties of the UK asylum system (of which temporal uncertainty is one) as violence: making visible an otherwise invisible and therefore unaccountable state perpetrator.

"Flee" - A film review Marly Harper-Lalor ‘Flee’ is a documentary-film which tells the true story of Amin, who fled his home in Afghanistan as a child and spent six years attempting to reach safety before finally obtaining asylum in Denmark. Directed by Amin’s friend, Jonas Poher Rasmussen, the film shows Amin recounting his journey to Rasmussen and in the process coming to terms with his traumatic experiences, of which he has never spoken before. ‘Flee’ breaks with the usual documentary style, however, as it is an animation, and this makes it a unique and powerful watch. Rasmussen stated that using animation was vital because it enabled Amin to feel safe whilst telling his story. As a viewer, this resonates; Amin is able to talk honestly about his experiences, while the use of animation puts a protective layer between him and the audience. In this way, the film avoids the sense of intrusive observation of a person’s suffering that can sometimes raise ethical questions in documentary making.

Far from creating an emotional distance between the audience and Amin, however, the use of animation allows for a focus on detail that brings Amin and his story to life, in a way that feels especially vital in its defiant contrast to the dehumanising anti-refugee rhetoric prevalent in the British press.

As Amin narrates his experiences, the use of animation allows Rasmussen to depict moments from Amin’s life with the vividness of a dramatic film. Many of his memories are horrific, including encounters with ruthless human traffickers and violent, corrupt police. Amin also describes coming to terms with his sexuality; as a teenager he feared telling his family he was gay, the possibility of them rejecting him even more unbearable because of everything they had suffered together.

Despite this, he remembers his youthful crushes with delight and humour so that they seem like small moments of normalcy in a life that was for years dominated by fear and danger, and his description of his first time in a gay club is joyous. ‘Flee’ is a beautiful, important film that throws off the reductive labels often imposed on refugees to tell the story of the real person these labels conceal.

Climate Refugees Isabella Di Pascale An emerging concern of the 21st century are the ‘forgotten victims of climate change’, people who have been displaced from their homes due to catastrophic weather and natural occurrences linked to climate change. Melting glaciers, rising sea levels and warming temperatures have created a catalyst in different forms of displacement around the world. According to the Internal Displacement Monitoring Centre, since 2008, 26.4 million people have been displaced due to climate change.

Within India, a region of the world held as most vulnerable to effects of climate change, 1.5 million are internally displaced each year. Extreme weather and rising sea levels have created a lasting effect to the south of the region, where many rely on the benefits of agriculture and farming production. Each year, with new waves of rising sea levels, crops are destroyed, land is submerged, and food production is no longer valuable. This intensifying humanitarian crisis has its own regional stability risk. Rural to Urban movement places a burden on cities with overcrowding and their ability to provide food, water, and shelter. The United Nations Environment Programme said this could likely jeopardise traditional habitats due to environmental disruption.

Climate change will play a major role in refuge and displacement by the end of this century, especially in coastal regions. It is estimated that by the end of the century, Mumbai will be three feet under water. These environmental disturbances on human life remain vastly underreported. It seems that climate change refugees will be a major problem in the future with 1 billion people likely to be affected by 2050.

Recent Developments in Venezuela Alex Forbes-Cable Since 2010 Venezuela has been in the grips of an economic crisis, largely attributable to government corruption and an over-reliance on oil exports. Problems of hyper-inflation, as well as medical and food shortages have only worsened over the past decade, in turn heightening the migrant crisis; there will be an estimated 8.9 million Venezuelan migrants by the end of 2022.

In February, a lifeboat carrying Venezuelan migrants to Trinidad and Tobago was intercepted by coast guards who fired on the boat. A mother was severely wounded and her baby killed in her arms. Despite the outcry which was provoked, this is only one recent example in a long line of tragedies; the AFP reports that over 100 people have drowned along the Venezuela and Trinidad and Tobago migrant crossing route alone since 2018.

Deaths from risky sea-crossings are a global issue symptomatic of consistent attempts to remove safe routes for people seeking asylum. Criminalising ‘illegal’ migration doesn’t stop migration when reaching a safe destination is the last hope for many asylum seekers who are fleeing from situations of insecurity, exploitation and deprivation. In the absence of safe and permitted routes, dangerous journeys will continue to be the only option.

The Impact of Covid 19 on Refugees in Greece Ella McGrane, Thaïs Behaghel, and Cassidy Parshall The Covid-19 pandemic has illuminated structural inequalities that impact both the social and physical determinants of health for refugees. In Greece, factors such as poor housing conditions and reduced access to healthcare within refugee camps have been exacerbated by the pandemic and have resulted in significant health inequalities. Consequently, the risk of Covid19 infection in refugee camps is notably higher than the risk associated with the general Greek population.

The failure of the Greek government to take the refugee population into account in the public health measures worsened the already dire health situation the refugees were experiencing. The Covid-19 public health interventions introduced by the government called for social distancing, selfisolation, and increased hand-washing; however, practicing these measures is close to impossible in refugee camps due to the overcrowded conditions and the lack of basic infrastructure.

For example, the largest Greek refugee camp houses 21,000 residents, comprises many one bedroom family infrastructures,2 and contains long queues for laundry, showers, and food. These conditions exponentially increase the probability of community exposure.

Additionally, the exclusion of refugees from national healthcare plans has resulted in minimal access to health care in the refugee camps in Greece.2 After 9 months of the pandemic, there was still no testing and contact tracing system in place for refugees in Greece, even though there was a functioning system available for the general population.1 This caused the late detection of Covid-19 cases, resulting in preventable outbreaks occurring within the camps.2 Ultimately, the Covid-19 pandemic has highlighted the need for the Greek government to implement both a national health plan that considers the population within refugee camps and policies that address the underlying social and physical determinants of health inequities within the refugee population.

Inhumane Border Enforcement in Greece and Turkey Jordyn Jacobson According to a recent New York Times article, on February 2, at least 19 migrants froze to death near the Turkish border with Greece. While Greece has continued to deny all allegations, reports accuse border guards of pushing those affected back across the frontier. One survivor of the incident, a Syrian man by the name of Ahmen Mustafa, recalls his experience: “They beat us, tortured us. They treated us very badly. They have no mercy, they treat everyone badly. They sent us across the border to Turkey and chased us with sticks. Some of us were sent back naked. They also took our phones. May Allah be pleased with the Turkish soldiers, they gave us food and clothes.”

Greece has historically been a major entry point to European countries for Asian, African, and Middle Eastern refugees seeking asylum from persecution and discrimination in their own countries. This story is just one of many surfacing in the media about the recurring inhumane treatment and pushbacks of migrants occurring at the Greek-Turkish border.

A January news article published in Aljazeera details the plight of 30 Cubans hoping to enter Europe by way of Greece. Not only were they expelled to Turkey, but also suffered various abuses, from being forcibly stripped to having their heads pushed underwater. The article adds that they were, “then loaded onto boats manned by plainclothes officers, taken halfway across the river before being made to swim the rest of the way into Turkey by the officers”.

According to the Coast Guard, between Jan 1. And Dec. 31 2021, 15,174 irregular migrants were pushed back into Turkish territorial waters by Greece, and according to the Aegean Boat Report, there were at least 629 cases of migrants being illegally pushed back around the Greek Aegen islands in 2021.

While these pushbacks are in clear violation of international law, the world continues to turn a blind eye. The inaction by the European Union and non-governmental organisations reinforces Greece’s behaviour and allows these abuses to continue, endangering the lives of migrants seeking safety and denying them their human rights.

Chaos as in the war days of those in despair, and an autobiography of the spectators’ impulse. The actors were tearing up their scripts and searching for the author among us, we the witnesses sitting in our seats I tell my neighbour the artist: Don’t draw your weapon, and wait, unless you’re the author!

—No Then he asks me: And you are you the author?

—No So we sit scared. I say: Be a neutral hero to escape from an obvious fate He says: No hero dies revered in the second scene. I will wait for the rest. Maybe I would revise one of the acts. And maybe I would mend what the iron has done to my brothers

He responds: You and I are two masked authors and two masked Witnesses I say: How is this my concern? I’m a spectator He says: No spectators at chasm’s door ... and no one is neutral here. And you must choose your part in the end So I say: I’m missing the beginning, what’s the beginning?
