Family, friends and community leaders joined our local veterans at A Veterans Day Ceremony to honor the service members who paid the ultimate price for our freedom. The ceremony is an annual event held every November 11th at 11:00 AM at the county cemetery on Fairgrounds road and was sponsored by the Rio Grande City VFW and officiated by COLONEL Ross Barrera. The ceremony included the recital of the Pledge of Allegiance, singing of the national Anthem, a prayer and a moment of silence. A Flag raising ceremony was also conducted as this is performed every year in memory of all deceased military comrades. The event is also a time of thanksgiving for all local veterans and their families. The ceremony concluded with a three volley gun salute and the music to “Taps”. After the ceremony, a gathering was held at Fina’s Cafe for a group luncheon. OPEN MON-SUN 7AM-7PM

Dr. Leo Lopez III speaks at World Congress Rome, Italy Dr. Leo Lopez III, a Rio Grande City native, is a physician and scientist focusing on reducing health disparities for under-served populations. He recently presented his research in global health ethics at the 6th World Congress for Clinical Safety in Rome, Italy. Lopez addressed clinicians and scientists from across the globe at the conference. The World congress brings physicians together to share ideas, innovations, and knowledge, which improve clinical outcomes for patients in various settings. Dr. Lopez’s work focuses on evaluating the ethics of shortterm, global health operations and delivery of care. Lopez worked with various university, and non-profit groups in providing health care to communities

Customs & Border Protection Roma Unit Ac2E Elementary Students Enjoyed an Educational Field Trip Donates Mums to Roma High Students

3rd grade students from Ac2E Elementary enjoyed a cultural and educational trip. They took a trolley ride on Bessie III and toured the Kelsey Bass Museum, Hurricane Beulah Expo, General Ricardo Sanchez Expo, the wonderful grounds of Fort Ringgold, and the great city of Rio Grande. They were also treated to a tour of the Grotto. Tours were given by our local historian R.C. Salinas, Diana Reyna, and Aminta Reyna. We’d like to thank you for providing our wonderful students with such rich history and cultural A HUGE THANKS to the team at the Roma Customs & Border Protection Unit for donating mums once knowledge. Our students were thrilled to learn about our city’s history. again for some lucky students at Roma High School to help get them in the spirit of homecoming! Roma Fire Department Gives Great Presentations at Roma Schools 12th Starr County Role Models Get Inspired Conference The Y.B. Escobar Elementary S c h o o l Buckaroos, as well as all other Roma ISD elementary schools, are very thankful to the Roma Fire Department for their excellent Fire Safety Presentations during Fire Safety Week. Once again the students are prepared with great information to keep them informed and ready for fire prevention at school and at home.

The Starr County Campus Psychology Club of South Texas College hosted its 12th Starr County Role Models Get Inspired Conference at the STC Starr County Campus Auditorium in Rio Grande City. The five panelists featured were: Raul Moreno Jr. (Citizens State Bank VP and Roma ISD President), Ameida Salinas (Starr County Tax Collector), Dr. Roberto Margo (Veterinarian and Ranch Owner), Marlo Canales (Pharmacist and Owner of Fred’s Pharmacy), and Miguel Mirelez (Owner of The Print Shop at Shipping Depot). The role model panelists shared their achievements and also some obstacles they have overcome.

In addition, they offered college and life advice to the students, talked about the importance of family support, and elaborated on their future professional goals—all with the intention of inspiring those who attended. There was also a Q&A from the audience. The event was open to STC students, faculty, staff, and the community at large- free of charge. Approximately 150 people were in attendance, including local elected officials and community leaders. TxDOT Urges Drivers To ‘End The Streak’ Of Daily Deaths Dr. Mario Ramirez Elementary Held Their McTeacher Night

November 2017 marks grim milestone of more than 59,000 roadway deaths since 2000 At least one person has died on Texas roadways every day since Nov. 7, 2000. In an effort to end this grim and deadly 17-year milestone, the Texas Department of Transportation, through its #EndTheStreakTX campaign, reminds drivers to stay alert, obey traffic laws and take personal responsibility behind the wheel. “It’s heartbreaking to know somebody has lost a spouse, child, friend or neighbor every day for the past 17 years on Texas roadways,” said TxDOT Executive Director James Bass. “According to the National Highway Traffic Safety Administration, 94 percent of these deadly crashes are due to driver error -- things like distracted driving, speeding and drunk driving. We can stop this deadly

streak if every driver makes it a priority to be safe, focused and responsible. Let’s end the streak.” To help raise awareness of this tragic, daily statistic, TxDOT is asking people to change their social media profile pictures to the image available for download. Throughout November, TxDOT’s social media pages will share facts and information about the last 17 years of roadway fatalities and invite Texans to publicly show their commitment to ending the streak of deadly days by sharing these posts with the hashtag #EndTheStreakTX. TxDOT also will invite the public to share personal stories of loved ones lost in car crashes on its social media pages using photo and video testimonials with the hashtag #EndTheStreakTX. Since Nov. 7, 2000, fatalities resulting from motor vehicle

crashes on Texas roadways have numbered 59,388. The leading causes of fatalities continue to be failure to stay in one lane, alcohol and speed. To decrease the chances of roadway crashes and fatalities, TxDOT reminds drivers to: ·Buckle seatbelts – all passengers need to be buckled ·Pay attention – put phone away and avoid distractions ·Never drink and drive – drunk driving kills; get a sober ride home ·Drive the speed limit – obey speed limits and drive slower when weather conditions warrant The information contained in this report represents reportable data collected from the Texas Peace Officer’s Crash Report (CR3). From the Desk of Judith A. Solis, Attorney at Law Hello Readers… this week I am going to continue to discuss wills, powers of attorney, and guardianships. These are legal topics that we all tend to ignore but that are very important. I know that we tend to avoid these topics because it is uncomfortable, but it is inevitable. We should be prepared in case we have an extended illness or otherwise become incapacitated to make it less burdensome on our loved ones. We must also be prepared when a loved one becomes incapacitated because of illness or accident. Last week I touched on the subject of guardianship. Many people tend to confuse a power of attorney with a guardianship, but they are very different. A power of attorney can and/or a medical power of attorney can be prepared and executed at an attorney’s office. They do not come into use until a person is either absent temporarily or incapacitated due to illness or accident. They are kept for use with the persons and do not necessarily have to be filed with any court. A guardianship is very similar in that it gives a person named as agent or attorney powers to make decisions for another. However, it is designed to be permanent. Unlike a power of attorney, it must be filed with a court. It is a legal process. A person must file an application with the court. Then, all interested parties (i.e.

family members) must be served or notified. Then, an attorney ad litem must be appointed to look after the interests of the ward (the person for whom the guardianship is needed). A court must then have a hearing to determine if a guardianship should be granted. If granted, it must be filed with the records for the county. Finally, the guardian must complete his or her duties annually by filing an accounting of the ward’s estate with the Court. As always, please remember that if you have a legal situation or problem, it is BEST to consult in person with an attorney. This column is simply advice I give to help readers because they are commonly asked of me. Until next week…

Ailanthus webworm moths attract attention imported to the U. S. by nurseries, became popular and is now widely distributed. The tree of heaven is also quite invasive and thus spreading and the moth larvae, apparently, have adapted a taste for it and several additional plants. Thus, having found alternatives for their original host plants, they’re now found nation wide. Unlike most moths, the adults are diurnal, active during the day.

Many people notice this insect when it visits garden flowers but don’t know what it is. The bright orange wings with 4 bands of pale yellow dots, edged in black, attract attention but the shape is confusing. When it’s feeding on flowers it looks like some type of bug or beetle. And, being colorful, we see them. There slim shape results from rolling their wings close to their body and not spreading them flat like most moths. The caterpillars pull some leaves together and secret a webbing to build little nests within which they proceed to munch on the leaves and bark. A life cycle takes a mere four weeks and thus there are many generations in a summer and a colony may contain multiple metamorphic stages. The larvae may very occasionally be pests in nurseries but the adults are pollinators and attractive. Let’s enjoy seeing them.
