The San Isidro High School UIL Academic Team reclaimed the District 32-2A Championship at the UIL 32-2A Academics District Meet with a total of 511 points. Twenty-five students who placed in the top three of their respective divisions advanced to the 2A Region IV UIL Academics Spring meet which was held on April 13-14, 2018 at Texas A&M University – Corpus Christi. San Isidro High School earned six team championships: Accounting, Calculator Applications, Literary Criticism, Number Sense, Social Studies and Spelling and Vocabulary. “Our students year after year, just amaze us with their great success,” and San Isidro ISD District Principal, Anna Garcia. “To win the District Championship in UIL Academics is a wonderful accomplishment. San Isidro ISD is known for its great academics and this District Championship just strengthens that reputation.”

Ac2E Earth Day at RGC Public Library Student Council Members from the Academy for Academic Enhancement Elementary along with their sponsor traveled on the City of Rio Grande Cities Trolley, Bessie III. Their mission was to plant Periwinkle plants in one of the garden beds at the Public Library.

This was a way in which they wanted to demonstrate their understanding of the importance of Earth Day, which was celebrated on Sunday, April 22nd.

The students were then given a token of appreciation by the library staff. A few of the students who did not yet have a library card, were given the opportunity to do so.

The library staff also gave the students a lesson on how their

3D printer worked and what they needed to do to use the equipment.

Hepatitis A: The Disease to Convince People to Wash Their Hands The bottom line: Hepatitis A is a highly contagious viral infection that can make people very ill or even kill them.

The disease attacks the liver, and people spread it through contact with infected fecal matter. While no cure exists, a vaccine can prevent the disease.

Most mothers implore their children to wash their hands, and few kids realize doing so could keep them from getting sick from a virus that spreads through contact with human feces.

Hepatitis A is a highly contagious viral infection of the liver, spread when someone contacts — and ingests — human feces infected with the virus.

Dirty hands can spread the fecal matter — even in microscopic amounts — into food and drinks.

The disease can make a person very ill; sick enough that in some cases hepatitis A can be fatal.

“I’ve seen hepatitis A as a pediatrician, and it makes children incredibly sick,” said

Ryan Van Ramshorst, MD, who cares for children in San Antonio and is a Texas Medical Association (TMA) physician leader.

Hepatitis A symptoms include fatigue, abdominal pain, yellowing of the skin and/or of the whites of the eyes, dark urine, pale stool, joint pain, itching, and loss of appetite. Someone could spread the disease without knowing they have it because symptoms might not appear until two to six weeks after swallowing contaminated food or drinks.

Some young children might not show symptoms at all. In other cases, symptoms can be severe and last for months.

No cure exists for hepatitis A, which attacks the liver (the word “hepatitis” means inflammation of the liver). Physicians can only treat the symptoms.

In most cases, symptoms clear within six months and leave no permanent liver damage.

The Centers for Disease Control and Prevention reported that 1,390 people contracted hepatitis A nationwide in 2015, and 67 of them died. For those

who aren’t vaccinated, all it takes is something like one bad visit to the wrong restaurant to get really, really sick.

Any unvaccinated person can get hepatitis A — so it can spread easily from an infected person to family members, sexual partners, and close contacts.

The good news is that the number of hepatitis A cases in Texas dropped from 461 in 2005 to just 147 in 2015 (the most recent data available), according to the Texas Department of State Health Services. That is because people are getting vaccinated.

“Thankfully, there is a vaccine that prevents hepatitis A,” said Dr. Van Ramshorst, who is a member of TMA’s Be Wise – ImmunizeSM Physician Advisory Panel. He recommends it for his patients. Children 12 months of age can receive the first shot, and are eligible for a follow-up booster vaccine six to 12 months later to receive lifelong protection from the virus.

Adults also can get the hepatitis A vaccine, and physicians and other health experts recommend the two-shot series six months apart

for long-term protection.

Vaccines against the disease have been recommended for all U.S. schoolchildren since 2006. Today, those most at risk of getting hepatitis A are unvaccinated people over the age of 30 who visit a country with high rates of the disease.

(People younger than age 30 likely received the vaccine as children.) The hepatitis A vaccine is safe and widely accepted, so immunization rates are high.

Passed by the Texas Legislature in 2017, Senate Bill 1 requires the Comptroller of Public Accounts to establish a tax amnesty program to encourage voluntary reporting by: •delinquent taxpayers who do not have a Texas Sales and Use Tax Permit, or are not registered for a tax or fee administered by the Comptroller’s office; and •taxpayers who have a permit, but may have underreported or owe additional taxes or fees.

The Texas Tax Amnesty Program does not apply to periods currently under audit review, IFTA taxes, PUC Gross Receipts assessments, Local Motor Vehicle Tax and Unclaimed Property payments.

SCRSEA Monthly Meeting The Starr C o u n t y Retired School Employees Association (SCRSEA) held its monthly meeting in the WorkForce Building on the South Texas College Campus in Rio Grande City.

The featured presenter was Mrs. Sandra Garza from the SCAN (Serving Children and Adults in Need) Program in conjunction with the Starr County Community Coalition organization.

Mrs. Garza shared information regarding the available prescription drug abuse prevention programs, activities, and events coordinated with the Roma PD, Rio Grande City PD, and La Grulla PD, as well as the Federal Drug Enforcement Agency (DEA).

Mrs. Garza is available to present information on drug abuse and prevention to school campuses.

Veterans Middle School Held a Career Fair R.&C. Saenz Students Celebrate Dr. Seuss

Students at Veterans Middle School had the opportunity to visit with members from the community and consider career opportunities for their future at the Veterans Middle School Career Fair. This exciting event was held at the VMS Gymnasium and organized by the VMS Counseling Department. After the Career Fair, VMS hosted a luncheon for the career representatives who volunteered their time to visit with students. They were also treated to a special performance by the award-winning VMS Mariachi Juvenil de America at the library. Pictured above are some of the VMS students visiting the different booths and learning about possible career options.

On Monday students had a special visit from author Julian Franklin, wore crazy socks, and made a crazy snack. Tuesday, the students cooked delicious Green Eggs and Ham and on Wednesday they made a One Fish Two Fish Red Fish Blue Fish tasty treat after reading the famous Dr.

Seuss stories. On Thursday, officers from Roma ISD PD read to the students, and the students also celebrated by wearing a crazy hat and cooking a Cat in the Hat pizza! On Friday, students honored Dr. Seuss on his birthday by dressing up as their favorite Dr. Seuss character and baked yummy Thing 1 and Thing 2 cookies!

These fun activities encourage students to expand their learning and reading comprehension by incorporating important life skills such as confidence and independence.

Motorcycle Safety Awareness Ride As part of National Motorcycle Safety Awareness Month in May, the Texas Department of Transportation’s “Share the Road: Look Twice for Motorcycles” campaign is urging drivers to watch carefully for motorcycles. April to June and September to October are the months in Texas with the most motorcycle crashes when motorcyclists take advantage of the spring weather.

Motorcycle crashes are more severe than other types of crashes.

In Texas, from 2010 to 2015, 28 percent of motorcycle crashes were fatal or incapacitating compared to 4 percent of nonmotorcycle crashes. Despite representing a small portion (0.5–1 percent) of vehicles on the road, motorcycle driver fatalities account for 13 to 14 percent of all Texas traffic fatalities in 2016.

TxDOT is asking drivers to safely share the road with

motorcyclists by following a few tips.

• Look twice for motorcycles, especially at intersections.

• Always assume motorcycles are closer than they appear to be, and avoid turning in front of an oncoming motorcycle.

• Use turn signals and check blind spots before changing lanes.

• Avoid following a motorcycle too closely.

• Give motorcyclists a full lane.

• Obey posted speed limits.

Last year, 8,726 crashes killed 501 motorcyclists and seriously injured another 2,101 across the state.

Historical Starr County

One of the greatest human tragedies of all time occurred in Ireland in the mid 1840s when countless millions of people died of starvation and millions more dispersed to all the corners of the earth to escape the “Great Hunger.” A blight in the potato crop (a food staple of the Irish) of 1845 and 1846 resulted in widespread famine. It has been reported that large scale emigration followed and 1847 bookings of passenger ships were the largest ever made out to the Port of Derry.

The subject of these chronicles was a young man of 26 from County Donegal from where he embarked on his journey to America. His travels took him to Galveston, Texas where he “enrolled” in a company of Texas Rangers on 20 March 1847 that was commanded by Captain James B. Reed.

The company was a unit of Chevellie’s Battalion of Texas Mounted Volunteers that was mustered into the U.S. Army on 24 May 1847 at San Antonio to participate in the ongoing War with Mexico.

One of the main assignments of the company of rangers attached to Army units was to protect supply lines of the advancing armies of General Zachary Taylor in their campaign in the Cerralvo-Monterey corridor. In one

such engagement which occurred on 2 November 1847, James Clarke who by then had attained the rank of Lieutenant was wounded in a skirmish at Agua Fria, Nuevo Leon. An excerpt from the report addressed to Major W.W.S. Bliss (Assistant Adjutant General) of the skirmish written by Lt. R.B. Campbell, 2nd Dragoons and contained in House Executive Document No. 56, 30th Congress, 1st Session follows: “Camp near Monterey, November 3, 1847.

“Major: I have the honor to report, for the information of the commanding general, the details of an engagement I had with the enemy, near Agua Fria on the morning of the 2nd instant... (here he describes the details of the action)....”. Lieutenant Clarke, Texas Rangers, was of much assistance to me, and behaved in a commendable manner throughout the affair.

With the exception of two privates: a dragoon and a ranger, who were not seen after the fight commenced, and made unnecessary haste into camp, the men of the command behaved themselves in almost exemplary and missing: Killed - Three privates of dragoons.

Missing - One private of dragoons.

Wounded - Lieutenant Clarke, Texas

Rangers.

Wounded - Seven privates of dragoons.

Wounded - One Texas Ranger. ....”

After about fifteen months of service with the Texans, Lt. Clarke was honorably discharge with company at Camargo on 29 June 1848.

James Clarke returned to Cerralvo where, on 7 February 1849 he married the daughter of the Alcalde, Francisca Maria de la Luz Treviño Arce in the Catholic Church of San Gregorio Magno. While a resident of Cerralvo, Don Santiago Clarke as he was known locally, fought in the Battle of Santa Gertrudis which led to the end of the occupation of Mexico by the Imperialist armies of France.

After several years of living in Cerralvo, Clarke and his family settled in Starr County where he acquired several ranches, among them “El Tecomate”, “Rancho de Doña Ramona”, “Rancho El Rincon del Macho” plus other ranch lands where he raised cattle and other livestock. He became an attorney and was elected County Judge four times, County Commissioner four times and served ex-officio (as County Judge) as Superintendent of Public Instruction twice. He was well-liked by the people of the County as evidenced

by the fact that he was returned to successive terms in office. As one relative who knew him remarked “Lo querian mucho al viejito”. It is said that during his election campaigns, he used to visit county ranches and communities and made speeches sitting in a chair strapped in the back of a wagon.

Judge Clarke died in office at age 78 on 25 May 1899 two weeks after being wounded in a gunfight with a bandido (cattle rustler). He undertook to try to get the cattle back for a neighbor who had lodged a complaint. It turned out to be his last act of public service in a long record of loyal service to his adopted countries (both the U.S. and Mexico).

He is buried in the Catholic Cemetery of the Immaculate Conception church in Rio Grande City. A granite head-stone furnished by the U.S. Veterans Administrationmarks the grave of the combat wounds veteran. He died far from his native land but close to those he loved.

His only surviving son, Rufino Clarke served as a U.S. Mounted Customs Inspector at the Roma sub-station from 1894 to 1906. He resigned his position with the U.S. Customs Service to attend to his private business in cattle ranching.

Elementary Campuses Receive Visits Starr County Nutrition Centers Staff From Princesses Ahead Of STAAR Tests Members Attend Important Training

Recently it was magical day at our Roma ISD elementary school campuses. Ten of our homegrown princesses put on their finest gowns and visited our students to wish them good luck on their upcoming STAAR tests and benchmark tests. Students and staff of all ages were thrilled with the visit from their favorite characters. All the princesses took time to visit with the students, provide high fives, hugs and words of encouragement. A big thanks to our RHS ladies for showing what it means to be a beautiful princess inside and out!

Starr County Nutrition Center Staff attended a workshop to gain information on nutritional and transportation guidelines. Mrs. Marisol de la Garza-Starr County Nutrition Project Manager led the workshop. All Starr County Nutrition Centers provide services for senior citizens in the community free of charge. Many of you probably have not seen a candelilla, or recognized it if you did, but you’ll be amazed by the many ways you may have used it. Most botanists would agree that it’s the most useful native plant in North America!

It’s easy to identify. It consists of a clump of upright, gray-green stems up to two feet tall. Each stem is about one-third inch thick, like a lead pencil.

If you see a candelilla (canduh-LEE-yuh) in late spring, it may be in bloom. The blossoms will be small and attached to the upper portion of the stems. They’ll be white with rosy markings.

The seed pods develop hanging like little bags in the centers of the flowers. There are also tiny leaves in the spring but they soon drop off. Photosynthesis takes place in the green stems.

For the plant, the wax coating prevents desiccation during hot droughts and, the worse the weather, the heavier the coating.

For us, the uses are innumerable.

Surprisingly the heavy harvesting hasn’t meant a threat of extinction even though it takes 50 pounds of plant to produce a single pound of wax. The plants’ salvation is partly our increased use of petroleum based waxes and, perhaps more importantly, candelillas tend to grow in remote, desert areas which are difficult for people to access.

Here in the populated Valley they’ve been nearly eradicated.

Fortunately, more people are now including candelillas in their landscapes. The plants are drought tolerant, easy to maintain, easy to transplant, nearly pest free, fit into narrow places, grow well in containers, tolerate a variety of soils, survive f r e e z e s down to 15 degrees F, add variety to a garden’s texture and, surprise, they attract butterflies when in bloom which is spring and periodically as rainfall permits.

What more could you ask? Try growing some, you’ll like them.

If you look closely, you’ll notice that the stems have a slightly r o u g h textured grayish coating.

That’s the really special feature of candelillas or, as they’re sometimes called, the little candles. It’s wax! An extensively useful wax!

For a hundred years, and more, workers called candelilleros have uprooted the plants, boiled them in acidic water, and skimmed melted wax from the water’s surface. The process is fascinating and I encourage you to read about it. It’s too complex to detail here.

Once the wax is processed, it’s uses are myriad. I could easily fill this entire space just recounting the uses so let it suffice just to list a few it’s involved in: cosmetics, chapped-lip ice, shoe polish, gum, car polish, waterrepellent for cloth, breath mints, ointments, integrated circuit boards, lubricants, soap, matches, precision molding, adhesives, anti-corrosives, plastics, floor wax, candles, etc., etc.

You get the idea.

In Mexico it was once believed that the plant could be used to treat sexually-transmitted diseases. That’s proven not to
