I. Purpose
Starr County (“the County”) seeks statements of quali cations from engineering rms to provide comprehensive design and consulting services for:
• Project 1: Structural rehabilitation of the Roma-Ciudad Miguel Alemán Suspension Bridge.
• Project 2: Repurposing the existing pedestrian lanes on the Starr County International Toll Bridge into a third lane for commercial tra c.

On April 17, 2025, members of the Starr County Retired School Employees Association (S.C.R.S.E.A.), an affiliate of the Texas Retired Teachers Association (T.R.T.A.), members partnered with the Pan American Round Table of Rio Grande City/Roma to donate new books to Roque Guerra Jr. Elementary School as part of the T.R.T.A. Children’s Book Project. This collaborative effort supports literacy and a lifelong love of reading for local students. Sincere thanks to all the dedicated members who participated and made these projects a success. Your continued service and generosity are truly appreciated.
