Chief Gino Villarreal presented a Master Class for RGCCISD Band Departments Grulla & Rio Chief Gino Villarreal from the United States Coastguard Band on Zoom shared his expertise with the band students from Grulla and Rio. Mr. Villarreal is a native from Grulla where he attended Grulla Middle School and graduated from Rio Grande City High School. Mr. Villarreal was excited to finally be able to give back to his community and share his message: “Anything is possible through perseverance. Don’t let anyone tell you that you cannot do something because you can”.

Chief Musician Gino Villarreal is a native of Rio Grande City, Texas. He received a Bachelor of Music degree from Baylor University in Waco, Texas. Prior to joining the US Coast Guard Band in October 2005, he served in the US Military Academy Band at West Point, New York. MUC Villarreal has been a member of the Storm King Brass at West Point, NY; The Imperial Brass in Woodbridge, NJ; the Newburg Symphony in Newburg, NY; and the Waco Symphony in Waco, TX.

He has also performed with many different ensembles including The Jazz Knights at West Point, NY; the Symphony of South East Texas in Beaumont, TX; the Dallas Wind Symphony; the Richardson Symphony; the East Texas Symphony in Tyler, TX; and has been a featured soloist with the US Military Academy Band and The Imperial Brass Band. His teachers include Raul Sosa Ornelas, Barry Hopper, Tom Booth, Wiff Rudd, Larry Black, and Robert Sullivan.

As the weather heats up, the National Highway Traffic Safety Administration (NHTSA) is reminding parents and caregivers of the dangers of heatstroke to children who are left unattended in vehicles. The temperature in a parked vehicle rises very quickly and a child’s body temperature rises three to five times faster than an adult’s — that combination can be deadly. Since 1998, nearly 900 children have died from being left in hot cars nationwide. In fact, Texas has led the U.S. with 132 children dying in cars from overheating (heatstroke) since 1998.

Several Roma High Seniors Earn Roma High Track Student Earn Spot Law Enforcement Certification in Regional High Jump Competition

On Wednesday, April 14, 2021, Law Enforcement Teacher at Roma High School Rene Garza provided several seniors enrolled in the Law Enforcement cluster with the Non-Commissioned Security Level II Certification Course. The course is overseen by the Texas Department of Public Safety/Private Security Bureau. The class was offered at Roma High School was a six -hour course and all seniors performed exceptional on their State Exam. The course covered topics including Professionalism and Ethics, Conflict resolution, Use of Force, SelfDefense, Arrest Procedures, Radio Procedures, Report Writing, Emergency Response, and Penal Code Ch. 46 Weapons. The course was provided at no cost to the students and benefits seniors to seek employment as a security guard in any security guard agency after graduation. The seniors who took the class are Daniel Martinez, Aracely Garcia, Marte Salinas, Mario Madrigal, Mariela Trevino, and Janette Gonzalez. Way to go Gladiators!

Between preparing nutritious meals, adhering to strict nutrition standards, navigating student food allergies all while offering service with a smile even amidst a pandemic, RGCCISD Child Nutrition Program Staff have a lot on their plate.

To celebrate their hard work and commitment, RGCCISD celebrates School Lunch Hero Day on May 7. Celebrated annually since 2013, this day was designated by The School Nutrition Association and Jarrett Krosoczka, author of the “Lunch Lady” graphic novel series. School Lunch Hero Day provides an opportunity for parents, students, school staff and communities to thank those who provide nutritious meals to nearly 30 million of America’s students each school day.

“If we pulled back the curtain and revealed the ‘behind the scenes’, everyone could see that school nutrition staff balances many roles and follow numerous federal, state and local

regulations to ensure safe and nutritious meals are available in schools. School Lunch Hero Day provides the opportunity for the community to thank these hardworking heroes” said Patsy Ramirez, Program Director. “Since the Covid-19 Pandemic began in March 2020, our Staff has served a total of 2,238,489 meals. Our staff has worked so hard and they continue to do so to ensure that our kids are taken care of. And let’s not forget the men and women of the Transportation Dept. As the Texas Senate considered its Local and Uncontested Calendar Monday (April 19) morning, Senator Judith Zaffirini, D-Laredo, cast her 65,000th consecutive vote, a record unmatched among legislators not only in Texas, but also nationwide.

Lieutenant Governor Dan Patrick recognized Senator Zaffirini’s “unbelievable” achievement in the Senate Chamber Tuesday (April 20) and presented her with a personalized gavel to memorialize the occasion.

Since her first legislative session in 1987, the senator has never missed a vote. In fact, she has maintained perfect attendance throughout her career, except for

breaking quorum deliberately in 2003 to prevent an untimely reredistricting that the U.S. Supreme Court ruled in 2006 violated the

Veterans Middle School Students Roma High VITA Program Continues to Serve Meet with J.M. Longoria Community With Vital Help During Pandemic

Veterans Middle School students had the opportunity to meet with J.M. Longoria, actor-writer-produceractivist-executive on Wednesday, April 28, 2021 for a Q&A Session and again on Thursday, April 29, 2021 for a workshop/audition for one of his upcoming productions. VMS are honored to have been able to participate in this two-day event. J.M. Longoria was the Valedictorian from the Rio Grande City High School Class of 2006. He furthered his education at the University of Texas at Austin then ventured off to Hollywood. VMS would like to thank RGCCISD for this opportunity.

The pandemic didn’t stop Roma High School’s phenomenal team of volunteers from helping community members file their income taxes.

Annually, the student group advised and mentored by Roma High Teacher Nora Abigail Ortega partners with The United Way of South Texas to make free income tax assistance available to Romaarea community members. This is the 11th year that students at Roma High School provide the Volunteer Income Tax Assistance Program for free. This year, the Roma High VITA Program volunteers prepared 181 tax returns for a grand total of $465,639.00 in tax refunds to the Roma area, also saving the fliers $53,214.00 in tax preparation fees.

In order to participate, the volunteers must go through IRS training to ensure compliance with

guidelines for basic tax filing. A big thanks to Roma High student Victoria Ortega, who volunteered 47.5 hours; community members Samuel D. Ortega Jr. and Mayra A. Solis, who volunteered 62.5 and 33 hours respectively; and Nora Abigail Ortega, who volunteered 62.5 hours.

“We are extremely proud of Ms. Ortega for her dedication to this

program, the students and bettering her community through this service,” said Roma High School Principal Ildefonso Saldivar. “It is teachers like her that ensure our students have excellent opportunities to grow into future leaderships. Her leadership has been outstanding. We thank her and all the volunteers for their assistance to our community with this vital program!”

Administrator Guzman Announces Application Opening for $28.6 Billion Restaurant Revitalization Fund SBA Administrator Isabella Casillas Guzman announced the U.S. Small Business Administration start registrations on Friday, April 30, 2021, at 9 a.m. EDT and open applications on Monday, May 3, 2021, at noon EDT for the Restaurant Revitalization Fund. The online application will remain open to any eligible establishment until all funds are exhausted.

“Restaurants are the core of our neighborhoods and propel economic activity on main streets across the nation. They

are among the businesses that have been hardest hit and need support to survive this pandemic.

We want restaurants to know that help is here,” said Administrator Guzman. “The SBA has focused on the marketplace realities of our food and beverage businesses in designing the Restaurant Revitalization Fund to meet businesses where they are. And we are committed to equity to ensure our smaller and underserved businesses, which have suffered the most, can access this critical relief, recover, and

grow more resilient.”

Established under the American Rescue Plan, and signed into law by President Joe Biden on March 11, 2021, the Restaurant Revitalization Fund provides a total of $28.6 billion in direct relief funds to restaurants and other hardhit food establishments that have experienced economic distress and significant operational losses due to the COVID-19 pandemic. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Funds must be used for allowable expenses by March 11, 2023.

“Recognizing the great urgency to help restaurants keep their doors open – and with a clear mandate from Congress – the SBA worked at a breakneck speed and is excited to launch this program,” said Patrick Kelley, SBA Associate Administrator, Office of Capital Access. “From day one, we engaged with diverse stakeholders in the food industry community to make sure we built and delivered the program equitably, quickly, and efficiently.”

In preparation, the SBA recommends qualifying applicants familiarize themselves with the application process in advance to ensure a smooth and efficient application experience, specifically by:

•Registering for an account in advance at restaurants.sba.gov starting Friday, April 30, 2021.

•Reviewing the official guidance, including program guide, frequently asked questions, and application sample.

•Preparing the required documentation.

•Working with a point-of-sale vendor or visiting restaurants. sba.gov to submit an application when the application portal opens.

[Note: If an applicant is working with a point-of-sale vendor, they do not need to register beforehand on the site.]

For the first 21 days that the program is open, the SBA will prioritize funding applications from businesses owned and controlled by women, veterans, and socially and economically disadvantaged individuals. All eligible applicants are encouraged to submit applications as soon as the portal opens. Following the 21 days, all eligible applications will be funded on a first-come, firstserved basis.

Cinco de Mayo is a Mexican holiday celebrated by millions of people each year. Oddly enough, the majority of those people live in the United States instead of Mexico.

Cinco de Mayo commemorates the Battle of Puebla, during which the Mexican Army overcame significant obstacles to defeat the French Army under the direction of General Ignacio Zaragoza.

On May 5, 1862, an attacking French Army battled against Mexican forces that were roughly half the size of their opponents.

Despite that decided disadvantage, the Mexican Army won the battle.

Mexican forces would ultimately be defeated by the French a year later, but that same year witnessed the first celebrations of Cinco de Mayo in California, where Mexican miners celebrated the heroic efforts of their countrymen a year prior. Curiously, those 1863 celebrations would prove to be a harbinger of things to come, as Cinco de Mayo eventually became a more prominent holiday in the United States than it did in Mexico.

The only major celebrations of Cinco de Mayo in Mexico, where the day is a holiday but not considered a significant one (banks and government offices remain open), take place in Puebla, though the neighboring state of Veracruz also treats the day with a greater degree of significance than elsewhere in Mexico. Historical reenactments of the battle and parades are part of celebrations in Puebla.

Celebrations in the United States are considerable, as many people, including those with no ancestral ties to Mexico, look forward to May 5 as an opportunity to celebrate Mexican culture and food as well as the many traditions that make Mexico such a unique and special place.

Cinco de Mayo celebrations in the United States bear some resemblance to the country’s St. Patrick’s Day celebrations.

St. Patrick is the patron saint of Ireland, though many American St. Patrick’s Day celebrants have no connection to Ireland or the Catholic Church. Rather, the day has become an opportunity for people from various backgrounds to celebrate Irish culture, much like Cinco de Mayo marks a chance to celebrate Mexican culture.

You’re in good hands.

One of the greatest human tragedies of all time occurred in Ireland in the mid 1840s when countless millions of people died of starvation and millions more dispersed to all the corners of the earth to escape the “Great Hunger.” A blight in the potato crop (a food staple of the Irish) of 1845 and 1846 resulted in widespread famine. It has been reported that large scale emigration followed and 1847 bookings of passenger ships were the largest ever made out to the Port of Derry.

The subject of these chronicles was a young man of 26 from County Donegal from where he embarked on his journey to America. His travels took him to Galveston, Texas where he “enrolled” in a company of Texas Rangers on 20 March 1847 that was commanded by Captain James B. Reed.

The company was a unit of Chevellie’s Battalion of Texas Mounted Volunteers that was mustered into the U.S. Army on 24 May 1847 at San Antonio to participate in the ongoing War with Mexico.

One of the main assignments of the company of rangers attached to Army units was to protect supply lines of the advancing armies of General Zachary Taylor in their campaign in the Cerralvo-Monterey corridor. In one

such engagement which occurred on 2 November 1847, James Clarke who by then had attained the rank of Lieutenant was wounded in a skirmish at Agua Fria, Nuevo Leon. An excerpt from the report addressed to Major W.W.S. Bliss (Assistant Adjutant General) of the skirmish written by Lt. R.B. Campbell, 2nd Dragoons and contained in House Executive Document No. 56, 30th Congress, 1st Session follows: “Camp near Monterey, November 3, 1847.

“Major: I have the honor to report, for the information of the commanding general, the details of an engagement I had with the enemy, near Agua Fria on the morning of the 2nd instant... (here he describes the details of the action)....”. Lieutenant Clarke, Texas Rangers, was of much assistance to me, and behaved in a commendable manner throughout the affair.

With the exception of two privates: a dragoon and a ranger, who were not seen after the fight commenced, and made unnecessary haste into camp, the men of the command behaved themselves in almost exemplary and missing: Killed - Three privates of dragoons.

Missing - One private of dragoons.

Wounded - Lieutenant Clarke, Texas

Rangers.

Wounded - Seven privates of dragoons.

Wounded - One Texas Ranger. ....”

After about fifteen months of service with the Texans, Lt. Clarke was honorably discharge with company at Camargo on 29 June 1848.

James Clarke returned to Cerralvo where, on 7 February 1849 he married the daughter of the Alcalde, Francisca Maria de la Luz Treviño Arce in the Catholic Church of San Gregorio Magno. While a resident of Cerralvo, Don Santiago Clarke as he was known locally, fought in the Battle of Santa Gertrudis which led to the end of the occupation of Mexico by the Imperialist armies of France.

After several years of living in Cerralvo, Clarke and his family settled in Starr County where he acquired several ranches, among them “El Tecomate”, “Rancho de Doña Ramona”, “Rancho El Rincon del Macho” plus other ranch lands where he raised cattle and other livestock. He became an attorney and was elected County Judge four times, County Commissioner four times and served ex-officio (as County Judge) as Superintendent of Public Instruction twice. He was well-liked by the people of the County as evidenced

by the fact that he was returned to successive terms in office. As one relative who knew him remarked “Lo querian mucho al viejito”. It is said that during his election campaigns, he used to visit county ranches and communities and made speeches sitting in a chair strapped in the back of a wagon.

Judge Clarke died in office at age 78 on 25 May 1899 two weeks after being wounded in a gunfight with a bandido (cattle rustler). He undertook to try to get the cattle back for a neighbor who had lodged a complaint. It turned out to be his last act of public service in a long record of loyal service to his adopted countries (both the U.S. and Mexico).

He is buried in the Catholic Cemetery of the Immaculate Conception church in Rio Grande City. A granite head-stone furnished by the U.S. Veterans Administrationmarks the grave of the combat wounds veteran. He died far from his native land but close to those he loved.

His only surviving son, Rufino Clarke served as a U.S. Mounted Customs Inspector at the Roma sub-station from 1894 to 1906. He resigned his position with the U.S. Customs Service to attend to his private business in cattle ranching.
