R. T. Barrera Elementary 7th Annual Mental Health School Receives a Special Visit Awareness Drive Through Event

Virgilio Barrera, the son of Rafaela T. Barrera - namesake for R. T. Barrera Elementary School, stopped by the school with his family to visit with staff and students. The Barrera Family enjoyed seeing the progress of the campus with many projects, especially the farm and garden projects. They donated books for the children to enjoy, and were very pleased with and proud of the growing legacy owed to their matriarch Rafaela.

7th Annual Mental Health Awareness Drive Through Event sponsored by Border Region Behavioral Center was held at Basilio Villarreal Memorial Park. Starr County Judge Eloy Vera signed a proclamation designating May 20th, 2021 as Mental Health Awareness Day. The Proclamation was read by Border Region Board Member Jessica Vera-Rios. Board member Ms. Rose Benavidez and Mayor Joel Villarreal echoed the proclamation on the importance of Mental Health Awareness. Community partners were on hand to provide goody bags and information. The program concluded with a balloon release.

Lt. Socrates Pappas, my Tío Catis, was a bombardier killed in action over Alaska during World War II. The 22-year-old was survived by his pregnant widow; his parents; and three brothers, including my father.

Although we never knew my uncle, we always loved him. His legacy of exemplary patriotism, courage, and honor lives in our hearts and minds. It will continue to inspire future generations of our family, including my beloved grandsons, Asher and George Zaffirini.

Memorial Day is a time to express our gratitude while sharing our respective stories about our families’ fallen heroes. By doing so we ensure we will never forget their ultimate sacrifices.

Benito Perez 1/31/1943 † 4/24/2021

Benito Perez, (Chato), 78, from El Sauz, Texas, went into eternal rest peacefully on Saturday, April 24, 2021 at St. Luke’s Medical Center in Houston, Texas.

Benito was the son of the late Fidel Perez and Amelia R. Perez and is preceded in death by his beloved wife Alicia G. Perez

and his beloved daughter, Laura Alicia Guerra.

Benito is survived by his children Benito Jr. (Priscilla), Anna Lee (Jose Roberto) Garcia, Roberto (Melissa), Jaime Javier, 16 grandchildren and 9 great grandchildren. Benito is also survived by his sisters Micaela (Alvaro) Rodriguez and Maria Rosita Bryan from Edinburg, Texas and numerous nieces and nephews.

Benito was a long time farmer and rancher who owned and operated La Oveja Ranch in El Sauz, Texas, raised cattle and harvested buffel grass seed and bales for a living. He was an active member of Our Lady of Guadalupe Catholic Church and alongside his wife Alicia and other community members, helped organized the Annual Cactus Country Festival.

Benito loved his ranch, enjoyed arrowhead hunting and collecting and get togethers with family. He will be greatly missed.

Governor Abbott, HHSC Announce $2.5 Billion In Pandemic Food Benefits For Texas Families On May 20, 2021, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) has received approval from the U.S. Department of Agriculture for a second round of federal Pandemic Electronic Benefit Transfer (P-EBT) food benefits for families with children who have temporarily lost access to free or reduced-price school meals due to COVID-19 during the 2020-2021 school year.

P-EBT provides a benefit of up

to $1,200 per child for the school year. The amount of the benefit is based on the school the child attends and is determined by the number of days that most students at that school received remote instruction during the 2020-2021 school year.

P-EBT benefits can be used in the same way as Supplemental Nutrition Assistance Program (SNAP) food benefits to pay for groceries. The administration of P-EBT is a joint effort by HHSC, the Texas Department of Agriculture (TDA) and Texas Education Agency (TEA).

HHSC received federal approval to provide more than $2.5 billion in benefits to approximately 3.7 million eligible children in Texas. The first round of P-EBT was distributed last summer and provided more than $1 billion in food benefits to more than 3 million children.

P-EBT is for families with children who are certified for free or reduced-price meals through the National School Lunch Program and families with children born after Aug. 1, 2014 who receive SNAP food benefits.

Most families who receive SNAP benefits do not need to apply and will automatically receive P-EBT benefits on their Lone Star Card

by May 28. Families who received SNAP benefits for the first time during the 2020-2021 school year in May or June 2021 and have children born on or before Aug. 1, 2014 need to apply.

Families who have children certified for free or reducedprice meals, or attended a school defined as a Community Eligibility Provision or Provision II school and received meals at no cost, during the 2020-2021 school year but did not receive SNAP benefits will need to apply. Families that need to apply will receive a notification from their school district by June 2 which will include eligibility information and how to access the application. To ensure timely and accurate issuance of benefits, a Social Security number or School Identification Number must be submitted for each child in public school on the application. The application will be open from June 2 to August 13, and applications will be processed in the order they are received. After completing the application, families eligible for a benefit amount will receive benefits on a new P-EBT Card in the mail.

Governor Abbott Issues Executive Order Prohibiting Government Entities From Mandating Masks On May 18, 2021, Governor Greg Abbott issued an Executive Order prohibiting governmental entities in Texas — including counties, cities, school districts, public health authorities, or government officials — from requiring or mandating mask wearing. Public schools may continue to follow current maskwearing guidelines through June 4. After June 4, no student, teacher, parent, or other staff member or visitor can be required to wear a mask while on campus.

Beginning May 21, local governments or officials that attempt to impose a mask mandate or impose a limitation inconsistent or conflicting with the Executive Order can be subject to a fine of up to $1,000.

“The Lone Star State continues

to defeat COVID-19 through the use of widely-available vaccines, antibody therapeutic drugs, and safe practices utilized by Texans in our communities,” said Governor Abbott. “Texans, not government, should decide their best health practices, which is why masks will not be mandated by public school districts or government entities. We can continue to mitigate COVID-19 while defending Texans’ liberty to choose whether or not they mask up.”

Exempt from the Executive Order are state-supported living centers, government-owned or operated hospitals, Texas Department of Criminal Justice facilities, Texas Juvenile Justice Department facilities, and county and municipal jails.

May marks the month when motorcycle riders across the state are hopping on their motorcycles to enjoy warmer temperatures.

But how many of them have taken either a basic instructional course or a refresher if they’ve been away from motorcycling for a while?

The Texas Department of Licensing and Regulation (TDLR) reminds both new and seasoned riders that taking an approved motorcycle safety course can provide the skills necessary for obtaining a Texas motorcycle driver license or endorsement – or can reinforce skills that haven’t been used recently.

But all those motorcycle safety courses require licensed motorcycle instructors before students can learn important skills for protecting themselves while they’re riding their motorcycles.

To become licensed as a motorcycle instructor in Texas, a person must complete an instructor preparation course administered by the Texas A&M Engineering Extension Service (TEEX). Motorcycle schools licensed in Texas can contract with TEEX to conduct any TDLR-

approved instructor training course at their own facilities, under the supervision of TEEX. “If you’re a motorcycle rider who’s passionate about riding – and you want to help educate new riders – we need you to take one of these instructor courses offered by TEEX so you can go on to teach others,” said Brian E. Francis, TDLR executive director.

The TEEX course prepares instructor candidates to teach motorcycle safety to students wanting to qualify to obtain a motorcycle driver license or endorsement. Once candidates successfully complete the course, they will be eligible to obtain a Texas Motorcycle Instructor License from TDLR. Licensed instructors can teach any course in motorcycle operation approved

by TDLR. The TDLR Motorcycle Safety program regulates and licenses instructors and schools that conduct motorcycle operation and safety courses. The ATV Operator Safety program regulates and licenses instructors who conduct courses on safely operating offhighway vehicles including allterrain vehicles.

The notice comes after the Food and Drug Administration authorized the vaccine for adolescents and the Advisory Committee on Immunization Practices recommended it for that age group.

“While children are less likely than adults to be hospitalized or die from COVID-19, they can be infected with the virus and spread infection in their homes and communities,” said Imelda Garcia, DSHS associate commissioner for laboratory and infectious disease services and chair of the state’s Expert Vaccine Allocation Panel, in a letter to vaccine providers.

“DSHS believes that promptly

vaccinating the adolescents in this age group is another valuable tool that will help end the COVID-19 pandemic and have a direct and positive effect on schools being open for classroom learning.”

DSHS reminds providers that parental consent is required for the vaccination of children in this age group. Consent may be given orally or in writing; the parent or guardian does not need to be present for the adolescent to be vaccinated, unless required by the vaccine provider.

At this time, only the Pfizer vaccine is authorized for people ages 12 to 17, and it is the same vaccine already widely available across the state for

use in adults. Youth and parents should contact providers in their area to ensure they are offering the Pfizer vaccine before making an appointment or attending a walk-up vaccine clinic. Tools for locating vaccine providers are available at covidvaccine.texas. gov or vacunacovid.texas.gov.

Texas has administered nearly 19.8 million doses of COVID-19 vaccine. About 52 percent of residents 16 years old and older have received at least one dose, and 40 percent are now fully vaccinated.

Roma High Band Program Celebrates Successful Year day

Mayflies will be here one soon --- and not any longer!

Someday, in the next few weeks, myriads of mayflies will emerge, have sex and die. Their life as a nymph, underwater, will have ended and their life as a flying adult will begin and last merely a day!

Before I proceed further, I must tell you that what you’re about to read will be approximations.

That’s because mayflies are distributed worldwide, there are some 2,500 species, 630 in the U. S., 93 in Texas alone, and they all differ slightly from each other.

So, for brevity, I’ll only relate what’s usual or typical.

Mayflies, also known as shadflies, are in the class Insecta and the order Ephemeroptera. Ephemeroptera means “short lived.” Within that order, which includes dragonflies and damselflies, they’re quite distinctive in several ways.

For starters, the mayflies adult life really is ephemeral by lasting but a single day. As adults they have wings for flight but no functional mouth parts so they can’t eat. Their one goal is to reproduce: mate and lay eggs.

Mating is done literally on the fly followed by dropping fertilized eggs into a freshwater lake or stream. Efficiency in mating is enhanced by a duplicate set of sex organs on both sexes. Double your pleasure? The eggs are numerous.

Their life cycle is incomplete metamorphosis, that is, egg, nymph, adult. Nymphs, called naiads, look similar to adults but live underwater and have gills along their abdomen. As with adults, they have 2 or 3 l o n g , linear tails called cerci. Nymphs may live 12 to 18 months and eat algae, diatoms, tiny animals and bits of organic sediment.

As they grow, they molt, shedding their old skin and growing a new larger one. Each dozen or more molts is known as an instar.

As expected, they eventually rise to the water’s surface and molt into adult form with wings.

Unique in the insect world, they actually have an extra “final” molt after gaining their adult wings. When first unfurling their wings, like pumping-up an inner tube, they’re in the subimago or “dun” stage. That lasts for only hours and then they molt again into the “spinner” or final more polished imago stage.

Nature somehow coordinates the timing of the nymphs to molt into adults so that their numbers are massive, humongous!

Roadways covered with mayflies become slippery. A square foot of ground may contain 1,400 mayflies.

Their quantities provide feasts for fish, frogs, birds and people.

Yes, some folk in New Guinea and Africa eat them.

Because fish love them, many successful fishing lures are modeled to resemble them.

If you live near streams and lakes, be on the lookout for mayflies. They live unique, interesting lives.

Congrats to the Roma High Mighty Gladiator Band Program on a year full of accolades despite the pandemic.
