Rio Grande City Mayor Joel Villarreal and Roma Mayor Jaime Escobares Jr. were present to receive acceptance into the Rio Grande Valley Metropolitan Organization on behalf of all cities in Starr County at a meeting in April.

Rio Grande City Mayor Joel Villarreal, as well as other Starr County officials, attended the April meeting of the Rio Grande Valley Metropolitan Planning Organization to accept membership to the group on behalf of the City.

funded program that works with Rio Grande Valley communities and the Texas Department of transportation to plan for the region’s future transportation needs. The MPO also serves as a collaborative structure of committees and organizations that creates partnerships to

address this region’s needs.

This will allow the Valley and Rio Grande City to plan for future development in transportation needs, especially with border crossings in mind. This also allows planning to take place with Starr County cities offering localized feedback.

The new team was sworn in by the 229th District Attorney Gocha Allen Ramirez on May 11, 2021. In front of a jubilant and enthusiastic crowd of over a hundred people, each leader thanked the Lord and the community for trusting them with the new responsibility.

Mayor Patricia Solis thanked the previous administration for

their contributions to the City of La Grulla during their tenure.

The Mayors of Sullivan City and Rio Grande City also attended the ceremony. Mayor Alma Salinas wished the new administration the best and said she and the City of Sullivan City are ready to help. Mayor Joel Villarreal of Rio Grande City also congratulated them and said that we need to find common areas to work together in collaboration.

On May 17, 2021 Governor Greg Abbott informed the U.S. Department of Labor that Texas will opt out of further federal unemployment compensation related to the COVID-19 pandemic, effective June 26, 2021.

This includes the $300 weekly unemployment supplement from the Federal Pandemic Unemployment Compensation program.

“The Texas economy is booming and employers are hiring in communities throughout the state,” said Governor Abbott.

“According to the Texas Workforce Commission, the number of job openings in Texas is almost identical to the number of Texans who are receiving unemployment benefits.

That assessment does not include the voluminous jobs that typically are not listed, like construction and restaurant jobs. In fact, there are nearly 60 percent more jobs open (and listed) in Texas today than there was in February 2020, the month before the Pandemic hit Texas.”

The current job openings are good paying jobs. According to the Texas Workforce Commission (TWC), nearly 45 percent of posted jobs offer wages greater than $15.50 per hour. Approximately 76 percent pay more than $11.50 per hour. Only 2 percent of posted jobs pay around the minimum wage.

At this stage of opening the state 100 percent, the focus must be on helping unemployed Texans connect with the more than a million job openings, rather than paying unemployment benefits to remain off the employment rolls.

Another reason why today’s action is needed is the high level of fraudulent unemployment claims being filed. Fraudulent unemployment claims rob taxpayer money and do nothing to help the unemployed.

Federal law requires the effective date of this change to be at least 30 days after notification is provided to the Secretary of Labor. As a result, the effective date will be June 26, 2021.

Be Insurance Ready in Five Steps for Hurricane Season The American Property Casualty Insurance Association (APCIA) is sharing how residents in hurricane-prone states can be insurance ready in five easy steps. Although the 2021 Atlantic Hurricane Season officially begins June 1, pre-season storms are not uncommon, so it is critically important to prepare early.

“Being insurance ready is a crucial step in preparing for hurricane season and it can help prevent you from being underinsured,” said Jeff Brewer, vice president of public affairs for APCIA. “Having the right amount and the right types of insurance coverage, such as windstorm and a flood insurance policy, helps individuals, families, and businesses financially recover

if their property is damaged or destroyed in a storm.”

Last year’s hurricane season was the most active on record with 30 named storms and six hurricanes making landfall in the U.S. This year’s hurricane forecast indicates another above-average year is likely.

Researchers at Colorado State University predict 17 named storms, eight hurricanes, and four major hurricanes in the Atlantic basin this season.

“Before hurricane season ramps up, take time to call your insurer or insurance agent to review your policy in detail. You should also evaluate your flood risk and keep in mind that your home can flood even if you live outside a designated flood risk zone,” added Brewer.

Five Steps to Being Insurance Ready: 1. Review your insurance policy. Call your insurer to review your policy, understand how it works, and make sure you have enough coverage. If you have recently completed a renovation or remodel, let your insurer know. Make sure you are comfortable with your deductible amounts, which is what you will pay out of pocket if you have to file a claim, and ask if your policy pays replacement cost or actual cash value. Actual cash value takes depreciation into account and replacement cost is the amount necessary to rebuild your home with materials of like kind and quality.

2. Evaluate your need for flood insurance. Flood damage

is typically not covered under a standard homeowners policy.

Flood insurance is available as a separate policy through the National Flood Insurance Program or the private market, although some insurers may offer it as an endorsement to the homeowners policy. More instances of record-setting rainfall associated with storms are increasing the likelihood of flooding in areas that are typically outside the flood zone.

New flood policies typically take 30 days before they go into effect so do not delay in obtaining flood insurance.

3. Make a home inventory.

Use your smartphone to take photos or videos of your belongings, including furniture, appliances, clothes, jewelry, and

art. Save your inventory to a place you can easily retrieve it, such as the cloud, or email a copy to yourself. Many insurers also offer specialized apps to help policyholders create their own home inventory and the National Association of Insurance Commissioners also launched a new home inventory app.

Deaths Of Texans Not Wearing Seat Belts Spiked 16% In 2020 TxDOT’s Annual “Click It or Ticket” campaign urges Texans to always wear a seat belt Despite a drop in the number of traffic crashes throughout the year, 2020 saw a spike in the number of fatalities overall and deaths of people in Texas from not wearing a seat belt.

That’s why TxDOT is reminding everyone that buckling up is the best defense in a crash.

Last year, the simple act of buckling up saved many Texans from death or serious injury in crashes. Unfortunately, in 2020 there was a 16% increase in deaths of unbuckled motorists. There were 1,073 fatalities in 2020 and 926 fatalities in 2019 due to people not wearing seat belts.

Putting on a seat belt only takes a few seconds and doing so reduces the risk of dying by up to 45% for people in the front seat of passenger cars and up to 60% for people in pickup trucks.

“This past year we have all been reminded of the simple acts we can take to protect our lives and those of our loved ones,” said TxDOT Executive Director James Bass. “Wearing a seat belt is the most important step we can take to protect ourselves from serious injury or even death in a traffic crash. Instead of putting yourself and others in danger, remember: buckle up day and night, every rider, every ride.”

Research shows pickup truck drivers and passengers continue to lag in seat belt use. Close to half of all pickup drivers killed in crashes last year in Texas were not wearing a seat belt.

Additionally, people driving at night wear their seat belt less often, even though it’s a more dangerous time to drive. Last year, 59% of all crashes in which unbuckled drivers or passengers died occurred at night.

From May 24 to June 6, as the summer driving season starts and

families head out to celebrate Memorial Day, Texas officers and deputies will step up enforcement of the state’s seat belt and child car seat laws. Texas law requires everyone in a vehicle to be properly secured in the front or back seat or face fines and fees up to $200. Children younger than 8 years old must be restrained in a child safety seat or booster seat unless they are taller than 4 feet 9 inches. If a child isn’t secured, the driver faces fines of up to $250.

From 2002 to 2019, the Click It or Ticket initiative in Texas is estimated to have saved more than 6,000 lives, prevented more than 100,000 serious injuries, and resulted in $23.6 billion in economic savings, according to the National Highway Traffic Safety Administration.

The Click It or Ticket campaign is a key component of #EndTheStreakTX, a broader social media and word-of-mouth effort that encourages drivers to make safer choices while behind

the wheel such as wearing a seat belt, driving the speed limit, never texting and driving, and never driving under the influence of alcohol or other drugs.

Thistledowns are full of surprises T h e thistledowns I’m surprised by are not part of a thistle flower. It is May and Benito Trevino, owner of Rancho Lomitas, has brought me a cell phone video he took while in his greenhouse.

It shows a scampering, antlike critter covered with white hairs. He’d like an identification.

In twenty years at Rancho Lomitas I ’ v e n e v e r seen a furry, white ant.

A bit of subsequent research has revealed that it is a thistledown velvet ant. The scientists call it Dasymutilla gloriosa. I’d like to tell you about this surprising species. I’ll refer to them as TVAs. The species is dimorphic, that is, the two sexes look very different.

If you didn’t know it, you’d think they were two different species.

The specimen TVA in the video was a female. They are covered with white hairs which are called

setae. The female looks like a creosote seed but the likeness is not to confuse predators. Studies show that the hairs evolved to help cool their body temperature.

They inhabit deserts and hot environments.

Females are wingless but for defense can sting which, while not dangerous to humans, is very painful.

Males aren’t hairy and do have wings which are their defense.

They don’t sting and are most active at night. They look like winged ants.

Both sexes are 1/3 to 1/2 inch in length and can dig quickly into loose, sandy soil if threatened.

I need to tell you that TVAs, in terms of scientific classification

and despite the common name, are more closely related to wasps than ants.

Males always have wings.

T h e i r adult diet consists of drinking nectar from flowers, especially cacti; they aid pollination. For the larval stage the parasitic diet is the larvae of ground nesting bees and wasps into whose nests the female has laid her eggs.

The range for this surprisingly complex species is the southeast from California to Texas.

I never cease to be amazed by the diversity of wildlife in our Rio Grande Valley. Get out and enjoy it!
