According to the American Diabetes Association, as men and women age their risk for type 2 diabetes increases. Diabetes develops when the amount of sugar in a person’s blood is too high. When a person has type 2 diabetes, his or her body does not respond to insulin, a hormone that regulates the amount of glucose, a type of sugar, in the blood. Aging makes the body

Did you know?

less accepting of sugars, thereby making aging men and women more susceptible to type 2 diabetes.

But just because aging is an uncontrollable risk factor for type 2 diabetes does not mean men and women over 50 cannot take steps to reduce their risk.

The ADA advises that routine exercise and a healthy diet that is low in saturated and trans fat and moderate in salt and sugar

can help men and women stay healthy and lower their risk for type 2 diabetes. A healthy meal plan should include lean protein, non-starchy vegetables, whole grains, healthy fats and fruit. In addition, men and women young and old who want to decrease their risk for type 2 diabetes should avoid sugar-sweetened beverages such as soda, sports drinks, sweet tea, and fruit punch.

IN STYLE BEAUTY

Petra Garza, owner of In Style Beauty Salon expressed deep honor at receiving the award.

“I accept this award with great pride. I dedicate this to my parents who encouraged me to become a businesswoman and sacrificed a lot to emigrate to the United States. I want to thank my sisters, my husband, and my son. I also want to acknowledge my mentor and teacher, Ruth Salinas, who is here with us today.”

In 1985, Hermenegildo Lopez Olivarez and Maria Cruz Lopez moved their family from Comales, Tamaulipas, Mexico to Rio Grande City. They instilled in their children; Nena, Geronimo, Mirtha, Rosa, Castulina, Petra, and Gema, a strong work ethic, perseverance, and love of family.

This would influence Petra Garza as she pursued a trade in cosmetology enabling her to become a businesswoman at the young age of 23. Because of strict criteria, a multitude of applicants, and limited class size, Petra

was initially unsuccessful in getting into Rio Grande City High School’s cosmetology program. Yet her determination and persistence persuaded her teachers to let her join. In June of 1990, all her knowledge and skills were tested as she traveled to Austin to take the state board license exam, which consisted of a 100-question written exam and a practical requiring a live model. Her mother was more than happy to volunteer for the job. Petra passed the exam on the first try.

After graduation, she started working for Juanita Gonzalez, owner of Hair Palace. Then, she worked for Gloria Garza at Ultimate Hair Designs. She helped her mentor and instructor, Ruth Salinas, who owned New Image in Alto Bonito, Texas and after that, she worked under Elvia Escobedo of Elvia’s Beauty Salon.

Along the way, she met her husband, Honorio Garza Jr., while working at Hair Palace. He was a regular customer of

Juanita’s. They got engaged on April 18, 1993. On September 18, 1993, Petra opened her own business. They married on December 18, 1993. She would say the number 18 has a special significance in her life. Now, after 30 years, with the continuous love and support of her family, Petra and her salon are still going strong in Rio Grande City.

In Style Beauty Salon’s award is a celebration of the entrepreneurial spirit that thrives within Rio Grande City and a recognition of the vital role small businesses play in powering the nation’s economy.

The TCEQ may act on this application without seeking further public comment or providing an opportunity for a contested case hearing if certain criteria are met.

PUBLIC COMMENT. You may submit public comments to the Office of the Chief Clerk at the address below. The TCEQ will consider all public comments in developing a final decision on the application and the executive director will prepare a response to those comments. Issues such as property values, noise, traffic safety, and zoning are outside of the TCEQ’s jurisdiction to address in the permit process.

OPPORTUNITY FOR A CONTESTED CASE HEARING. You may request a contested case hearing if you are a person who may be affected by emissions of air contaminants from the facility. If requesting a contested case hearing, you must submit the following: (1) your name (or for a group or association, an official representative), mailing address, daytime phone number; (2) applicant’s name and permit number; (3) the statement “[I/we] request a contested case hearing;” (4) a specific description of how you would be adversely affected by the application and air emissions from the facility in a way not common to the general public; (5) the location and distance of your property relative to the facility; (6) a description of how you use the property which may be impacted by the facility; and (7) a list of all disputed issues of fact that you submit during the comment period. If the request is made by a group or association, one or more members who have standing to request a hearing must be identified by name and physical address. The interests the group or association seeks to protect must also be identified. You may also submit your proposed adjustments to the application/permit which would satisfy your concerns.

The deadline to submit a request for a contested case hearing is 15 days after newspaper notice is published. If a request is timely filed, the deadline for requesting a contested case hearing will be extended to 30 days after mailing of the response to comments.

If any requests for a contested case hearing are timely filed, the Executive Director will forward the application and any requests for a contested case hearing to the Commissioners for their consideration at a scheduled Commission meeting. Unless the application is directly referred to a contested case hearing, the executive director will mail the response to comments along with notification of Commission meeting to everyone who submitted comments or is on the mailing list for this application. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material air quality concerns submitted during the comment period. Issues such as property values, noise, traffic safety, and zoning are outside of the Commission’s jurisdiction to address in this proceeding.

MAILING LIST. In addition to submitting public comments, you may ask to be placed on a mailing list for this application by sending a request to the Office of the Chief Clerk at the address below. Those on the mailing list will receive copies of future public notices (if any) mailed by the Office of the Chief Clerk for this application.

AGENCY CONTACTS AND INFORMATION. Public comments and requests must be submitted either electronically at www14.tceq.texas.gov/epic/eComment/, or in writing to the Texas Commission on Environmental Quality, Office of the Chief Clerk, MC105, P.O. Private Water Well Screening in Starr County

Texas A&M AgriLife Extension and Cooperative Extension Program (PVAMU) in Starr County are having a water well screening program on May 20th, 2024 at the Texas A&M AgriLife Extension Service office in Starr County, 500 N. Britton Ave, Rio Grande City, and at the Texas Mexico Border Coalition in San Isidro, Texas to give area residents the opportunity to have their well water tested.

“Private water wells should be tested annually,” said Omar Montemayor, AgriLife Extension Service County Extension Agent in Starr County.

Montemayor said for area residents to have their well water tested, they need to open and drain a new, sealed, 16.9oz water bottle and use it to collect water samples from the nearest faucet to the water

well. Sample must be collected on the drop off date. The drop off date will be May 20th, 2024. This will be a free program and samples must be turned in by 10:00 a.m. on Monday, May 20th, 2024. Samples will be screened for common contaminants, including fecal coliform bacteria, nitrates, arsenic and high salinity.

The presence of fecal coliform bacteria in water indicates that waste from humans or warmblooded animals may have contaminated the water. Water contaminated with fecal coliform bacteria is more likely to also have pathogens present that can cause diarrhea, cramps, nausea or other symptoms.

“Water with nitrate nitrogen at levels of 10 parts per million is considered unsafe for human consumption,” Montemayor

said. “These nitrate levels above 10 parts per million can disrupt the ability of blood to carry oxygen throughout the body, resulting in a condition called methemoglobinemia. Infants less than 6 months of age and young livestock are most susceptible.” Salinity as measured by total dissolved solids will also be determined for each sample. Water with high levels may leave deposits and have a salty taste, and using water with high levels for irrigation may damage soil or plants.

For more information, please contact the AgriLife Extension offices in Starr County at (956) 487-2306. To learn more about the programs offered through the network or to find additional publications and resources, please visit http://twon.tamu.edu.
