Wyatt Ranches, on behalf of The Wyatt Ranches Foundation, has donated $375,000 to several organizations in Duval and Starr Counties during their February of 2020 Board of Directors Meeting. Nuevos Horizontes, an agency that serves persons with physical and/or mental challenges in Starr County, sent Dina Garcia-Pena, Hector Martinez and Rosa Garcia to the Foundation’s headquarters to request needed funds. They gave details of the how the nonprofit prepares parents for what to expect when their disabled child attends school - to providing a social learning and gathering space for adults with special challenges.

As an example, Hector Martinez, who lost his vision five years ago, learned braille and gained an appreciation for music therapy, which is provided by the agency. “That was a life changer for me,” exclaimed Martinez. Although the agency’s request was for $65,000 to defray therapist salaries and other costs, a grant in the amount of $100,000 was awarded to the Rio Grande City-based non-profit. Maria Elena Olivarez, the School Principal from Immaculate Conception School, and Dr. Gauri Kanhere, a local Starr County family practice physician, appeared and made a request for the Catholic School, which

was established in Rio Grande City in 1884. Principal Olivarez informed the Foundation’s Board of Directors that the school was operating at a serious deficit; and, Dr. Kanhere gave examples of how the learning institution has made a difference in so many Starr County lives. Dr. Kanhere stated, “In addition to an excellent education, this school provides for an outstanding moral compass… something you cannot buy.” A grant in the amount of $115,000 was awarded to the Immaculate Conception School and designated for use as deemed necessary by the Principal. Duval County Sheriff Romeo

Ramirez accompanied his fellow San Diego Rotarians Bibi Casas, Belinda Vera, and Dale Wilson. The Rotarians provided the Board of Directors with an update regarding their previous grant, and they also responded, as directed by the Board, with a plan to further renovate the Rotary Park for the Duval County Fair. After details of the plan were discussed, a grant in the amount of $125,000.00 was made, with allocations to include: $70,000.00 for sandblasting and painting the pavilion; $10,000.00 to purchase additional real property for patron parking; and $45,000.00 for an exterior remodeling of the building. Work is expected to

begin on the projects after this year’s County Fair. Lastly, a $10,000 scholarship donation was awarded to the Starr County Employees Scholarship Fund. The fund is used to assist employees of Starr County with their children’s college needs. Wyatt Ranches also reported to the Foundation’s Board of Directors their decision to donate a 2017 Ford FX4 Super Duty pick-up truck to the Benavides Independent School District, provided the District would designate the vehicle for the exclusive of the Benavides FFA Chapter. The vehicle, valued at $25,000, was requested by WYATT RANCHES, page 6

equivalency,” Lozano said. “It is offered in English and Spanish. This opens the doors to anybody who didn’t get their high school diploma to get into higher education, to get a job. Most employers require a high school equivalency like the GED. HiSet is one too, that’s approved by the state.” The exam is divided into five sections: Language Arts – Reading, Language Arts -Writing, Mathematics, Science and Social studies. The exam costs less than $30 per attempt. The Student Assessment Center provides various examinations for the students entering South Texas

College. Exams such as the TSI Assessment Exam, the American College Test (ACT), General Educational Development (GED), and many others from Pearson VUE are available. All exams are scheduled and administered throughout the year making it necessary to provide reservations for the various test types. There is an assessment center at the Pecan Campus, Mid Valley Campus and Starr Campus and a GED Center at the Pecan Plaza. “As I mentioned before, Starr County is a very underrepresented community sometimes. We want to pay attention to them too,” Lozano said. “There are people coming from Mexico and they

don’t have their education. If they want to pursue it here and they didn’t go to high school, they can get their high school equivalency.” Lozano said that this will directly impact South Texas College and the greater community. “This will open opportunities for them,” he said. “Because maybe they were unable to apply for a job or even come to us or any other higher-ed institution.” For more information, visit STC’s home for testing online at https://studentservices. southtexascollege.edu/testing/ or call one of the campuses assessment center offices.

Statistics Illustrate the Threat of Underage Drinking According to the National Institute of Alcohol Abuse and Alcoholism, alcohol is the most widely used substance of abuse among American youth. The National Survey on Drug Use and Health 2018 found that nearly 30 percent of teens have had at least one alcoholic drink by the age of 15 and 58 percent had consumed at least one drink by the time they turned 18. Those figures are in spite of the legal

drinking age being 21 across all of the United States. Perhaps most troubling was that more than seven million young people between the ages of 12 and 20 acknowledged having more than “just a few sips” of alcohol in the month prior to the survey being taken in 2018. The Centers for Disease Control and Prevention even notes that youths between the ages of 12 and 20 account for 11

percent of all alcohol consumed in the United States. It’s important that adults do not downplay the significance of underage youths consuming alcohol, as the CDC estimates that, on average, alcohol is a factor in the deaths of more than 4,300 young people under the age of 21 every year.

Texas Increases Security Features, Unveils New Design Troopers Celebrate 100 Days of School at Delia G. Garcia for Driver License/ID and License to Carry Cards The Texas Department of Public Safety (DPS) began issuing the newly designed Texas driver licenses (DL), identification (ID) cards and license to carry (LTC) cards to all Texans. Most notably, all of the cards will feature a new look with an updated design and enhanced security features. The DL/ID cards will also feature visible and discrete identifiers on the front. It’s important to note that previously issued DLs are still valid until the expiration date listed on the card. The new DL and ID cards will be made of polycarbonate material, which is more tamper-resistant and harder to reproduce, and feature laser engraving to provide an added layer of protection against alterations and forgeries.

As part of the new design, there will be an identifier on the front of the card for those who have a health condition that may hamper their ability to communicate with others. The new design will also identify veterans and disabled veterans, along with their branch of service, on the front of the cards. Additionally, the new card features meet the American Association of Motor Vehicle Administrators national standards. As with all the DL and ID cards DPS has issued since early October 2016, the new cards will be REAL ID compliant, as noted by the gold star in the upper right

corner. Texans without a gold star on their current valid DL/ID card can visit Texas.gov/goldstar to check their eligibility to renew early or request a duplicate card that’s REAL ID compliant. As a reminder, beginning Oct. 1, 2020, you’ll need a valid passport, U.S. military ID or a REAL ID compliant driver license (one with the gold star) to travel on commercial airlines or enter federal facilities. As part of the redesign, the Texas License to Carry (LTC) Thanks to our local DPS Troopers for showing up at Delia G. Garcia Elementary to celebrate 100 Days of Handgun cards will also debut School with our Warriors! The troopers greeted the students and passed out stickers and coloring books. a new look and new features, including laser engraving and a durable, tamper-resistant polycarbonate material. To learn more about the new card visit www.dps.texas.gov .

ROMA-MIGUEL ALEMAN SUSPENSION BRIDGE 92ND ANNIVERSARY

MARCH 11, 2020 SECTION II, PAGE 1

Inauguration March 1st, 1928

Dr. Mario Sanchez de la THC activo promotor de su rescate

Since its construction in 1928, the Roma - San Pedro International Bridge, the only cable suspension bridge on the Rio Grande River, was the catalyst in joining and unifying the cities of Roma, Texas, and Ciudad Miguel Aleman, Tamaulipas, Mexico. It fueled the economic progress and social interactions between the both cities until its closure in 1979. It is important to note that this Bridge was funded and constructed as a private venture by Joseph Pate and other investors from both sides of the border. In the 1950’s the Bridge was sold to Starr County, Texas and to the Secretaria de Caminos y Transportes (SCT). The Bridge became a national monument on both sides of the river. The following quote is summarized from the words of historian Mr. Mario Sanchez of the Texas Department of Transportation, “Remember that the U.S. portion of the Bridge is part of the 1993-designated Roma National Historic Landmark District, the highest designation for historic properties in the United States. Similarly, the Mexico portion of the Bridge structure was designated by presidential decree in 2004 as a National Artistic Monument (Monumento Artistico Nacional de Bellas Artes) the highest designation in Mexico for properties built in the 20th century. This would make the Roma-Miguel Aleman Bridge the only binational historic property designated at the highest level by each of the two counties that own it.”
