Roma High School had a record breaking amount of FIVE Outstanding performers at the UIL State Solo and Ensemble Contest in Austin, TX! This is an equivalent to being named a State Champion!! A huge congratulations goes out to Abiel Barrera, 11th Grade Clarinet who performed “Sonatina Op. 27” by Rozsa; Ernesto Canales, 11th Grade Saxophone who played “Sonata Op. 19” by Creston; Edgar Garza Jr., 11th Grade Trumpet who played “Concerto for Trumpet” by Bohme; Ruben Gomez, 12th Grade Euphonium, who played “Fantasia” by Gordon Jacob; and Valheria Rivera, 12th Grade Percussionist who played “Momentum” by Islas. To be named an Outstanding Performer at the Texas State University Interscholastic League (UIL) Solo & Ensemble Contest (TSSEC), students must be among the best of the approximately 25,000 musicians that judges hear each year. 2025 National Main Street Accreditation

For the ninth consecutive year, Rio Grande City Main Street has been designated as an Accredited Main Street America program, a recognition that reflects its commitment to revitalizing and preserving the heart of Rio Grande City.

The Rio Grande City Main Street Program is evaluated annually by Texas Main Street, which works with the National Main Street Center to identify the local programs that meet rigorous performance standards. These standards set the benchmarks for measuring an individual Main Street program application of the Main Street Four-Point Approach® to commercial district

revitalization. Evaluation criteria determine the communities’ building comprehensive and sustainable revitalization efforts and include standards such as fostering strong public-private partnerships, tracking economic progress, preserving historic buildings, and more.

Many people will spend the upcoming 4th of July weekend taking a road trip, having their first picnic of the season or enjoying that first dip in the ocean or pool. Follow these American Red Cross tips to stay safe.

WATER SAFETY

The following tips are layers of protection that will help people stay safe in, on and around the water:

·Do your part, be water smart! Ensure that everyone in the family learns to swim well.

·Adults: actively supervise children; stay within arm’s reach of young children and newer swimmers. And kids: follow the rules.

·Don’t fool with a pool: fence it in. Enclose your pool and spa with four-sided, four-foot fencing and use self-closing, self-latching gates.

·Swim as a pair near a lifeguard’s chair - everyone, including experienced swimmers, should swim with a buddy in areas protected by lifeguards.

·Reach or throw, don’t go! Know what to do to help someone in trouble, without endangering yourself; know how and when to call 9-1-1; and know CPR.

·Don’t just pack it; wear your U.S. Coast Guard-approved life jacket – always when on a boat

and if in a situation beyond your skill level. Inflatable children’s toys and water wings can be fun, but they are no substitute for a life jacket and adult supervision.

DRIVING SAFETY

·Be well rested and alert, use your seat belts, observe speed limits and follow the rules of the road.

·If you plan on drinking alcohol, designate a driver who won’t drink.

·Give your full attention to the road. Avoid distractions such as cell phones.

·Use caution in work zones.

There are lots of construction projects underway on the highways.

·Don’t follow other vehicles too closely.

·Make frequent stops.

·Clean your vehicle’s lights and windows to help you see, especially at night. Turn your headlights on as dusk approaches, or during inclement weather. Don’t overdrive your headlights.

·Don’t let your vehicle’s gas tank get too low. If you have car trouble, pull as far as possible off the highway.

·Carry a Disaster Supplies Kit in your trunk.

·Let someone know where you are going, your route and when you expect to get there.

If your car gets stuck along the way, help can be sent along your predetermined route.

GRILLING SAFETY

·Always supervise a barbecue grill when in use.

·Never grill indoors – not in your house, camper, tent, or any enclosed area.

·Make sure everyone, including the pets, stays away from the grill.

·Keep the grill out in the open, away from the house, the deck, tree branches, or anything that could catch fire.

·Use the long-handled tools especially made for cooking on the grill to keep the chef safe.

·Never add charcoal starter fluid when coals have already been ignited.

·Always follow the manufacturer’s instructions when using grills.

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES

The City of Rio Grande City is requesting the submission of qualifications statements, which will lead to the possible award of contract to provide Engineering Services for a project involving the Water System Improvements Project Phase II.

Scope of Work:

The services to be provided by the Engineers:

•Preparation of an Engineering Feasibility Report and Environmental Information Document in accordance with requirements of the Texas Water Development Board (TWDB)

• Preliminary and Final Design Plans and Specifications

•Preparation of the Bid Packet and Construction Documents

• Construction Phase Engineering and Inspections

• Project Management and Other Special Services as they may be required

Guidelines for Content of Qualification Statements:

DO NOT INCLUDE COST INFORMATION with the qualifications statement. Responses that include the cost or pricing information will be rejected and will not be considered by the City. Detailed instructions on preparation of the qualification statements must be obtained from the City.

Contract Terms and Negotiation Schedule:

The consultant for Engineering Services is expected to negotiate an agreement for services that is acceptable to the City. If an acceptable contract cannot be negotiated, the City may formally end negotiations and begin negotiating with the next highest qualified person or firm.

This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ, or any resulting contract. RFQ’s are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and Title 10 Code of Federal Regulations, Part 2 (Uniform Administrative Requirements for Grants and Cooperative Agreements of State and Local Governments).

This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) firms. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. How to Appeal a FEMA Decision

If you receive a letter from FEMA and you disagree with FEMA’s decision or award amount, you can appeal the decision. FEMA might need more information to continue processing your application. How do I appeal?

You can appeal any FEMA decision or award amount by sending documents that show you qualify and need more help, like estimates for repairs, receipts, bills, etc. Each decision letter you receive from FEMA explains types of documents that may help you appeal your FEMA decision or award amount for that type of assistance.

Supporting documents may include:

Receipts, Bills, Repair estimates, Property titles or deeds, or Any other information that may support the reasons for the appeal.

Do I have to send any other documents than those listed above?

No, you don’t have to send anything else with your

documents. But you can send additional information to help explain why you are appealing. Sending additional information isn’t required, but it can help FEMA consider your appeal. If you want to send additional information, you can:

•Send a signed and completed Appeal Request Form. A copy of this form is included in your FEMA decision letter.

•Send a signed, written appeal letter.

•Appeals must be submitted within 60 days of the date on the FEMA decision letter.

What should I include on documents I send to FEMA?

All documents you send to FEMA as part of your appeal should include your:

Full name, Current phone number and address, Disaster Number and FEMA Application Number written on all pages, and Address of the disaster-damaged home.

Receipts, bills and estimates must include the business name and contact information to help

FEMA confirm the information. Can someone appeal for me?

Yes. If you send a written explanation for the appeal that is written by someone other than you, it must include their signature. FEMA will need your written permission to share information about your application. You can do this by completing an Authorization for the Release of Information Under the Privacy Act form and sending it to FEMA.

REQUEST FOR PROPOSALS FOR RATE CONSULTANT

The City of Roma, Texas (the “City”) requests proposals for a Rate Study, which will lead to the possible award of contracts to provide services for a project involving the City’s waterworks system.

Scope of Work

Services to be provided by Rate Consultant: To provide assistance with a Rate Study that will include the development of a financial plan and calculation of rates needed to meet the revenue requirements of the system. The Study will provide the City of Roma with proposed water and wastewater rates based on a forecasted 5-year period. In completing the Study, the Rate Consultant will consider the projected growth and future infrastructure investments needed to serve customers of City of Roma. The Study will provide the City of Roma the data it needs to maintain its financial sustainability.

Guidelines for Content of Qualification Statements

Detailed instructions on preparation of the proposal must be obtained from the City.
