Leads Fiscal Reset and Bold Investment in Schools

The Rio Grande City Grulla Independent School District is turning the page to a new chapter of STABILITY, STEWARDSHIP, and STUDENT-CENTERED INVESTMENT.

Following a historic budget reset earlier this year, RGCGISD has already realized significant savings as a result of its districtwide reorganization. The district’s staffing reorganization effort was implemented to reduce a multi-million-dollar recurring deficit, one that RGCGISD had faced for many years and that had prevented the district from investing in campus budgets and employee raises

The district’s bold reallocation of funds is set to transform campuses across RGCGISD. Key investments for the 2025–2026 school year include:

• Restoring the 40% previously cut from campus budgets—plus an additional 10%—resulting in a 50% reinvestment directly into schools to strengthen student programs and campus support.

• Brand-new playground equipment to create safer, more engaging environments for elementary students.

• Installation of fire hydrants and enhanced safety systems to protect students and staff.

• HVAC replacements to improve air quality and comfort in aging facilities.

• New buses to optimize transportation routes, increase reliability, and lower maintenance costs.

• Roof repairs and fresh campus striping to enhance both safety and curb appeal.

Under the leadership of the newly seated Board of Trustees and Superintendent Guadalupe Garza, RGCGISD is on a path of renewal, guided by fiscal responsibility and a deep commitment to student success.

The district is now positioned to consider future employee raises and continued campus improvements; proof that tough decisions, when made with heart and strategy, can lead to lasting progress.

El Distrito Escolar Independiente de Rio Grande City Grulla (RGCGISD) está comenzando una nueva etapa marcada por la estabilidad, la responsabilidad �inanciera y una inversión enfocada en los estudiantes.

Después de una reorganización del presupuesto a principios de este año, RGCGISD ya ha logrado ahorrar mucho gracias a una reestructuración de personal administrativo. Esta reorganización se hizo para reducir un dé�icit de varios millones de dólares que el distrito había tenido por años y que no permitía invertir en los presupuestos escolares ni en aumentos de sueldo para los empleados.

El cambio en el uso del dinero busca mejorar las escuelas de todo RGCGISD. Algunas de las inversiones principales para el ciclo escolar 2025–2026 son:

• Devolución del 40% que se había recortado a los presupuestos escolares, más un 10% extra, sumando una reinversión del 50% directamente en las escuelas para reforzar programas y apoyos para los estudiantes.

• Nuevos juegos infantiles para hacer más seguros y agradables los patios de las escuelas primarias.

• Instalación de hidrantes y mejoras en los sistemas de seguridad para proteger a los estudiantes y al personal.

• Reemplazo de sistemas de aire acondicionado y calefacción para mejorar el ambiente en los edi�icios más viejos.

• Compra de nuevos autobuses escolares para hacer más e�icientes las rutas, mejorar la seguridad y reducir gastos de reparación.

• Reparación de techos y mejora de señalamientos en las escuelas, para mayor seguridad y mejor imagen.

Con el liderazgo de la nueva Mesa Directiva y de la Superintendente Guadalupe Garza, RGCGISD está avanzando con paso �irme, guiado por un buen manejo del dinero y un fuerte compromiso con el bienestar de los estudiantes. REQUEST FOR PROPOSALS FOR RATE CONSULTANT

The City of Roma, Texas (the “City”) requests proposals for a Rate Study, which will lead to the possible award of contracts to provide services for a project involving the City’s waterworks system.

Scope of Work

Services to be provided by Rate Consultant: To provide assistance with a Rate Study that will include the development of a financial plan and calculation of rates needed to meet the revenue requirements of the system. The Study will provide the City of Roma with proposed water and wastewater rates based on a forecasted 5-year period. In completing the Study, the Rate Consultant will consider the projected growth and future infrastructure investments needed to serve customers of City of Roma. The Study will provide the City of Roma the data it needs to maintain its financial sustainability.

Guidelines for Content of Qualification Statements

Detailed instructions on preparation of the proposal must be obtained from the City. REQUEST FOR QUALIFICATIONS FOR BOND COUNSEL AND FINANCIAL ADVISOR SERVICES

The City of Rio Grande City (the “City) is requesting the submission of qualification statements, which will lead to the possible award of contracts to provide services for Bond Counsel and Financial Advisor services for utility system improvements.

Scope of Work:

1.) Services to be provided by Bond Counsel:

Assist in obtaining loan and/or grant funding and to provide legal opinion with respect to validity of any debt obligations issued by the City for capital financing; preparation of resolution authorizing and securing the debt and/or authorizing any grant or principal forgiveness agreements, as necessary.

2.) Services to be provided by Financial Advisor:

Strategic financial planning; analysis of market conditions; recommended investments of bond and grant proceeds; provide recommendations to the City for financing through programs established by the TWDB, including loan, grant, and principal forgiveness funding.

Guidelines for Content of Qualification Statements:

DO NOT INCLUDE COST INFORMATION with the qualifications statement. Responses that include the cost or pricing information will be rejected and will not be considered by the City.

Centros de Recuperación por Desastre en el sur de Texas cambian su horario de operación

En coordinación con la División de Manejo de Emergencias de Texas (TDEM, por sus siglas en inglés), la Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés) y la Agencia Federal de Pequeños Negocios (SBA, por sus siglas en inglés) han estado proporcionando personal en los Centros de Recuperación por Desastre (DRC, por sus siglas en inglés) para ofrecer ayuda en persona a los residentes de los cuatro condados del sur de Texas afectados por las tormentas severas e inundaciones que ocurrieron del 26 al 28 de marzo de 2025.

A partir del sábado 21 de junio, el nuevo horario de atención durante los fines de semana para los siete DRC es:

•Sábados: Abierto de 8 a.m. a 5 p.m.

•Domingos: Cerrado

El horario de lunes a viernes continúa siendo el mismo: de lunes a viernes, de 8 a.m. a 7 p.m.
