Regency Integrated Health Services board members, employees, and community members from Rio Grande City and Starr County gathered on Wednesday, May 22, to break ground at the site of the new nursing care center.

“People often as us about how we decide where to build and where to invest in projects like this. The truth is not always about the numbers, it’s not always about the demographics,” said Chris Murphy, COO of Regency Integrated Health Services. “We invest in people, we invest in communities and Rio Grande City

and Starr County is a great place for us to do business.”

“We welcome Regency Integrated Health Services’ second expansion here in Rio Grande City.

This new facility is definitely going to benefit our city and Starr County by creating new jobs and provide additional health care services to our community,” said Dave “Chachi” Jones, Rio Grande City Commissioner and RGC EDC Board of Directors member.

The new care center will be located at 5261 Brand Street in Rio Grande City. The project is slated to take 13 months to complete and

the company’s goal is to have the center staffed and operational by summer of 2020.

The care center is to have 120 beds and will feature a 2,000 square foot therapy gym, 14 private post-acute short stay rooms, 4 living rooms for resident and family use and 2 large, secure outdoor courtyards.

VMS Drill Team Brings Home 1st Place

Mr. Carlos Guzman, Superintendent of the Roma Independent School District has been selected as the 2019 Regional Superintendent of the Year. As a regional winner, Mr. Guzman will represent the Region One area in the statewide Superintendent of the Year Award Program. Under the direction of the Texas Association of School

Boards, the Superintendent of the Year Program recognizes exemplary superintendents for excellence and achievement in educational leadership.

Mr. Guzman has served the Roma ISD community as its educational leader for the past four years and is credited with “raising the profile of Roma ISD to be known as one of the highest academically performing school districts in the Rio Grande Valley and the state of Texas.” The accolades bestowed on Roma ISD include an HEB Excellence in Education Small School Award, National Blue-Ribbon recognition for F.J. OBITUARY Maria del Rosario “Chayito” Garza Barrera 6 Jan 1935 – 2 Jun 2019

Maria del Rosario Garza-Barrera “Chayito” as she was affectionally known was born in San Javier (General Trevino), Nuevo Leon on 6 January 1935 to Ramon Garza Guerra and Petra “Petrita” VelaRamirez de Garza.

Chayito and her husband Guadalupe Erasmo Barrera “Lupito” made their home and raised their 6 children in Rio Grande City since 1960. All of the five boys served in the US Military.

Son Luis retired from active duty as a Lieutenant Colonel from the US Army after serving for over 28 years and son Rosbell “Ross” retired with the rank of Colonel from the US Army after 34 years of service. Noteworthy their grandson Frankie (RGC High School class of 1997) graduated from the US Military Academy at West Point New York Class of 2012. Frankie is currently serving on Active duty as a Captain. Another nephew son of the eldest son Francisco is also on active duty Army a First Lieutenant. Lupito and Chayito proudly displayed “old glory” in front of their home on main street and were very patriotic and proud to be Americans.

Along with her 4 sisters and 3 brothers Chayito was raised in San Javier (General Trevino) Nuevo Leon, Mexico. As a child her family moved to the US and settled in Elsa, Texas. Her family would migrate north and work in the cherry and asparagus’s fields throughout Illinois and other states.

As a young lady, Chayito moved to Monterrey, Nuevo Leon and study at the Escuela Secudaria y Commercio Simon Bolivar and received a diploma in Accounting on June 24, 1953. Her parents Ramon and Petrita moved to

Miguel Aleman and settled there after several years working in the fields of central US. Chayito met Lupito in Miguel Aleman, Tamaulipas and later married on April 19, 1959, Chayito married Guadalupe Erasmo (Lupito) Barrera Sr. and made their home in Rio Grande City. They both raised 6 children: Francisco (Carmen), Clinton, Tennessee; Guadalupe Erasmo Barrera Jr. (Olga), Odessa, TX; Petty Anna Barrera, Lyford, TX; Luis Carlos Barrera (Norma), Donna, TX; Rosbell Barrera, Rio Grande City; and the youngest Joel Octavio Barrera (Marilu), Rio Grande City, TX. Chayito and Lupito have several grandchildren: Rebecca Salinas, Francisco Javier Barrera, Roxanna Salinas, Angela Barrera, Robyn Salinas Nadine Barrera, Francisco Antonio Barrera, Carmen Barrera, Kristine Barrera, Liana Guadalupe “Lily” Barrera, Joel Barrera, Joslynn Barrera, Gabriel Barrera and Joseph Barrera.

Chayito was graced with two great-granddaughters Ava Rosario Pena, Emery Rose Gonzales and (+) Elise Layne Gonzalez.

Chayito comes from a very tight nit family. She has 4 sisters and 3 brothers. Her sisters include: Rebecca Garza-Rodriguez ( Donato ) Roma, Texas; Alma Rosa GarzaPeña (Javier) Miguel Aleman, Tamaulipas, Manuelita GarzaCorrea (+Daniel), Miguel Aleman, Tamaulipas; Guadalupe “Lupita” Garza-Hinojosa (+Rolando), Melvindale, Michigan; and brothers include: Ramon Garza (Carolina), Roma, Texas; Reymundo Garza (Rosalinda), Elsa, Texas and Jose Alonso (Maria), Melvindale, Michigan.

She was proud of her sons and

daughter and would always greet everyone with a golden smile. She knew she had done well in raising her children.

Chayito became a US citizen in 1985 and was known as a strong conservative. She voted on every election since then. She admired President Ronald W. Reagan in the 1980’s which gave her a clear sense and motivation to be part of the American process.

Chayito has travelled all over the US, Puerto Rico and was proud to have visited Mexico City and toured her lifetime dream of the “Basilica of Nuestra Señora de Guadalupe”. She was proud to have been a citizen of Rio Grande City where she made many great friends. She supported the high school rattlers through her children and participant on several events hosted by Immaculate conception Church Catholic School. She was a devoted Catholic and always prayed the rosary for the less fortunate.

Many in Rio remember Chayito as part-time seamstress. While raising 6 children in the 1970’s Chayito worked at home as a part-time seamstress and kept the books “accounting” for the family business “Frank’s Texaco”. She believed in her children having the best education as she purchased the “World Book Encyclopedia” and paid it $10 a month in order for her kids to see beyond the borders of the city and cease the opportunity that this country has to offers.

Chayito loved tending to her plants and simply enjoying her grandkids.

Chayito will be laid to rest next to her husband Guadalupe Erasmo Barrera in Rio Grande City, Texas.

“The Roma ISD community should be extremely proud of Mr. Guzman for receiving this honor; it is recognition not only for Mr. Guzman as the district’s educational leader, but for the Roma ISD community, as well,” says Region One ESC Executive Director, Dr. Cornelio Gonzalez.

“Mr. Guzman is a model educational leader who is worthy of this recognition. We are proud to have him represent our region in the State Superintendent of the Year program.”

The selection of the Superintendent of the Year honor is based on a superintendent’s dedication to improving educational quality, ability to build effective employee relations, and a commitment to public involvement in education.

Nominations for the regional award were submitted to Region One Education Service Center and reviewed by a select committee consisting of Region One School Board members who completed Leadership TASB training.

Superintendents from Region One school districts are eligible for nomination by their school board. The State Superintendent of the Year Committee will select five state finalists and the Superintendent of the Year will be announced during the annual joint convention of the Texas Association of School Boards and Texas Association of School Administrators on September 2022, 2019, in Dallas.

Gonzalez was honored with a surprise birthday celebration after the meal. Nelda Laurel gave a historical program entitled, “4 Generations of Popes,” about the family of John A. Pope, John A. Pope, Jr., John A. Pope III, and John A. Pope IV, a family which has lived in and served this community well for four generations.

“The Rio Grande City Main Street Program sponsored the tour to bring attention to and appreciation for these historical significant buildings in Rio Grande City’s Historic District,” said Nancy Perez, RGC Main Street and Business Development Coordinator. “We’re highlighting various preservation efforts done in restoring these structures that are important to our city’s history.”

Potentially Deadly Meningococcal Disease is Preventable It travels fast and can leave its victims with permanent complications or death within a matter of hours. Meningococcal disease is serious – and preventable – according to the Texas Medical Association’s (TMA’s) Texas Medicine magazine.

Meningococcal disease is caused by a specific bacteria called Neisseria meningitidis.

Multiple types – also called serogroups or strains – of the bacteria exist. The B strain causes most cases of meningococcal disease in adolescents and young adults, and can lead to outbreaks of meningitis (infection of the lining of the brain and spinal cord).

“Meningococcal B symptoms can come on fast,” said Maria Monge, MD, an adolescent medicine physician in Austin and chair of TMA’s Committee on Child and Adolescent Health. “A sudden onset of fever, headache, and stiff neck are common.” Dr. Monge discussed Meningococcal B in-depth in a TMA video.

Other symptoms can include nausea, vomiting, and confusion.

Sometimes a patient might develop a dark purplish rash, said Dr. Monge. The disease is spread by sharing a drink or kissing, those kinds of activities, she said. People living in close quarters like college dormitories or military barracks are most at risk of spreading the disease.

Even with treatment, one in 10 people who get the disease will die and two in 10 will suffer serious and permanent complications, according to the National Foundation for Infectious Diseases. In addition to the threat of death, lasting effects include learning difficulties, hearing loss, or limb amputation.

Meningococcal B is responsible for more than half of all meningitis cases, although overall meningococcal disease remains rare in the U.S. Between 2013 and 2018, the Centers for Disease Control and Prevention (CDC) reported 10 meningococcal B outbreaks at universities located in seven states, which caused 39 cases and two deaths.

The CDC recommends anyone age 10 or older at risk for meningococcal disease get vaccinated against serogroup B, particularly those who are at high risk or have a weakened immune system. People living in very close quarters like dorms or barracks should get vaccinated.

The CDC recommends the shots be given between the ages of 16

and 18, and more than one dose is recommended for best protection.

Different meningococcal vaccines, recommended for all adolescents and teens, help protect against serogroups A, C, W, and Y. “Meningococcal B vaccination can be confusing because it is not recommended for all teenagers like the other meningococcal shots,” Dr. Monge said.

“Parents may think their child is protected against B because he or she received the routinely recommended vaccination for some strains of meningococcal disease.”

That’s why Dr. Monge recommends parents and young adults talk to their physicians to see if they need this shot or have questions about the disease.

During HOT weather wildlife need your help The temps of 110 degrees have kept me and my dog, Pal, mostly indoor the last few days.

I venture outside for a few minutes in the morning to water my potted plants, feed the birds and fill the bird baths. It’s that last item I want to call to your attention.

When I’m outside on a hot day I sweat, my dog pants and I also see the birds panting. Yes, birds pant. It’s not quite like Pal’s panting but very similar. I also observe that one of my ground level bird baths is often turned

over and signs in the mud show that an armadillo has wallowed during the night to cool off.

The point I’m trying to make is that during these days of climate change when we experience high heat and drought our precious wildlife is experiencing the same thing. They need our help.

If you’re putting out bird food, great. But, all of us, bird watchers or not, should put out a shallow tray of water. It should be any size, concrete, metal or plastic,

and hold water about an inch in depth. An old oil change basin or plant pot saucer will do; be creative. Every day or two it needs refilling and perhaps cleaning.

It should be located near some shrubbery and preferably in the shade.

If the surface of a bath is slippery, put a little sand or pea gravel on the bottom. A few small rocks may provide some diversity of water depth.

I have 5 bird baths, one on a pedestal and four on the ground. One on the ground is nearly hidden in shrubbery. It’s interesting that different bird
