The Texas ACE Grulla High School Summer Program held a special tribute to all Veterans this 4th of July 2021. The lovely and patriotic ceremony was emceed by the ACE family engagement specialist, Mrs. Maribel Villarreal. She also coordinated a festive bingo for the veterans and their families this 4th of July.

Mr. Ariel Ozuna, Grulla High School Principal, is very grateful for all the support of the ACE program and the students and staff this summer. Mrs. Adelina G. Villarreal, ACE Director would

like to thank Retired Colonel Rosbel “Ross” Barrera, all the veterans, their families, the ACE students and the dedicated ACE staff. Roma High Celebrates JROTC Program Student Accomplishments Congratulations to the Roma High School JROTC Program seniors who earned awards for their hard work and dedication.

Program instructors held a driveby celebration for the students and families.

TDLR: Motorists must slow down or move over for tow trucks, emergency vehicles stopped on the roadside Drivers traveling should remember that state law requires them to slow down or move over when tow trucks and other emergency vehicles – police, fire, EMS and highway response trucks – are stopped on the side of the road with their lights activated.

Texas traffic laws require drivers to leave the lane closest to the emergency vehicles stopped on the road (if the road has more than one lane traveling in the same direction) OR to slow down at least 20 miles per hour below the speed limit.

“Each year in Texas, tow truck operators, police officers and other emergency works are injured or killed while they’re working on the side of the road, helping someone.

We all need to make sure we help these highway heroes by obeying traffic laws,” said Brian E. Francis,

executive director of the Texas Department of Licensing and Regulation (TDLR). “At the end of the day, we all want to get back home safely.”

Safety tips for driving: •Slow down and pay attention to what you’re doing. If you get tired, pull over in a safe spot and walk around to re-energize.

•Don’t drink and drive, even a little bit.

•Designate a (sober) driver.

•Stay off the mobile phone – this includes texting. Designate a “co-pilot” to oversee the phone while you’re driving so you can concentrate on the task at hand.

•Stay weather-aware. We’re not expecting bad weather, but this is Texas and you never know.

•Leave plenty of time to get to your destination. Roadways are likely to be crowded. Drive

Disipando los mitos populares sobre los rayos Las tormentas eléctricas poderosas llenas de relámpagos pueden ocurrir en cualquier época del año, pero son más frecuentes cuando el clima es cálido. La humedad y el calor son cruciales para las tormentas eléctricas y se forman cuando el aire es inestable.

Según The Weather Channel, a medida que el sol calienta el aire cerca de la superficie de la Tierra, el aire se eleva y se enfría. En este punto, se condensa para crear humedad y forma una nube. Si las condiciones son las adecuadas, la nube seguirá desarrollándose. La humedad se eleva y forma cristales de hielo o granizo. Estas partículas de hielo chocan entre sí y emiten cargas eléctricas. The funds will be used to Demolish the existing dilapidated home located in a 100 year floodplain which is located in a lot of approximately 50 feet wide and approximately by 120 feet long, and reconstruct new housing on the same footprint. This home will be for elderly and/or physically challenged citizens. Property is located on FEMA FIRM 481678C570C in flood zone A. Less than 1 acre total are in the 100 year floodplain.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about this area. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

O n September 1, 2019, Texas Tobacco 21 went into effect.

This law raised the minimum legal sales age for tobacco from 18 years to 21 years and included violations for purchasing or attempting to purchase cigarettes, e-cigarettes, or tobacco products, as well as the use or possession of these products.

Smoking continues to be the leading cause of preventable death in the United States. Each day, about 2000 people younger than 18 years smoke their first cigarette.

Pedestrian and Bicyclist Crashes in Texas Remain a Huge Concern New safety campaign urges drivers, pedestrians, and bicyclists to follow rules of the road Fatalities from crashes involving pedestrians are on the rise in Texas and now account for nearly one in five of all of the state’s traffic deaths. In 2019, 668 people died in pedestrian-related crashes in Texas, up by 5% from 2018, and more than 1,300 were seriously injured. Crashes involving bicyclists in 2019 also claimed the lives of 68 people and seriously injured 313. These numbers follow an alarming trend that has seen pedestrian and bicyclist fatalities increase over the last five years.

Safety officials attribute a primary cause of the increase to people’s widespread failure to follow state laws designed to protect pedestrians and bicyclists.

To that end, TxDOT is kicking off a new public awareness campaign this month that urges all Texans to drive smart, walk smart and bike smart.

“Whether you’re behind the wheel, on foot, or riding a bicycle, we’re reminding Texans to make traffic safety their number one concern when they’re out and about,” said TxDOT Executive Director James Bass. “The COVID-19 pandemic has taught us the importance of looking after ourselves and others in our communities, and we’re asking

the public to apply that same responsibility to safely sharing the road and obeying traffic laws.”

Almost half of all pedestrians and cyclists who died in 2019 on Texas streets and highways were between the ages of 21 and 49. Most were living in urban areas, and the majority—73% of the pedestrians and 90% of the cyclists—were male.

No matter how Texans choose to travel, TxDOT wants them to know and follow state laws for safe driving, walking and biking.

Drivers should take specific steps to protect pedestrians and bicyclists who are more likely to be killed or seriously injured when involved in a crash with a motor vehicle. State laws mandate stopping for pedestrians in crosswalks, yielding the right of way to pedestrians and cyclists when turning, and passing cyclists at a safe distance and giving them room to ride.

Pedestrians should cross the street only at intersections and crosswalks, obey all traffic and crosswalk signals, and always use sidewalks when available. If there isn’t a sidewalk, pedestrians should walk on the left side of the street or road, facing oncoming traffic.

Like drivers, bicyclists are required to obey all traffic signs and signals, including stopping

at red lights and stop signs. State laws also dictate that those who ride bicycles must use hand signals when turning or stopping, ride with traffic, use bike lanes or ride as near as possible to the right-hand curb, and when riding at night, make sure their bikes have a white light on the front and a red light or reflector on the back.

More than 3,000 traffic crashes involving pedestrians occurred in 2019 in Austin, Dallas, El Paso, Fort Worth, Houston and San Antonio, resulting in 287 fatalities. These cities also saw more than 1,100 bicycle crashes that resulted in 30 deaths and 113 serious injuries.

“Be Safe. Drive Smart.” and TxDOT’s pedestrian and bicycle safety initiative are key components of #EndTheStreakTX, a broader social media and word-ofmouth effort that encourages drivers to make safer choices while behind the wheel, like wearing a seat belt, driving the speed limit, never texting and driving and never driving under the influence of alcohol or other drugs. Nov. 7, 2000 was the last deathless day on Texas roadways. #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths on Texas roadways.

Vietnam Era Veteran Soldier with no known next of kin gets funeral honors by local volunteers and donors Rio Grande City, Texas resident Jackson Lee McCurdy passed away on Monday June 21st, 2021 at the age of 79. Mr. McCurdy is a US Army Vietnam Era Veteran and had no “known next of kin”.

He entered the US Army on September 13, 1960, from his home at Anderson (Madison) Indiana. He served in Will Kaserne, Munich, Germany as a Tank Mechanic. He completed his tour and left the US Army on September 12, 1966. Last known rank through his DD14 was Private First Class (P).

Mr. McCurdy had lived and Rio for several years.

He was a truck driver for over 15 years. He had told his landlord on several small talks that he wanted to retire in Rio once his truck driving days were gone. Not much is known about Mr. McCurdy but one thing for sure was that he chose Rio Grande City to be his retire home.

Having no next of kin created a financial challenge for Sanchez Funeral Home - who took care of Mr. McCurdy.

Volunteers spared no time to volunteer and take care

of a soldier with no delay.

US Army Retired Colonel Ross Barrera took to the lead to cover the initial expenses. He further asked the community to donate what they can.

Starr County Eloy Vera provided the county amount allowed by the state and donated a portion from his personal funds.

County Commissioner Roy Pena’s team stepped up and had the military burial plot up and ready for Mr. McCurdy’s final resting place - Starr County Veterans Cemetery Plot in Fronton, Texas (Roma).

Other donors included monetary donations and/ or flowers include Judge Vera, Sam and Elia Ramos, Mr. Juan M. Escobar, Ms. Oneida Barrientos, Mr. Martin Reyna and Afonso Cathy Rubio.

Thank you to the Roma VFW team who performed the memorial honors for Mr. McCurdy.

Thank you all for the wishes of condolences and support as Rio/Starr County always comes together to honor our service member no matter their situations.
