Starr County Fair Queen and Princesses Crowned Daisy Olivares Advances to State Competition in Choir Solo and Ensemble

The 2023 Starr County Fair Queen and her court were crowned at the annual Youth Fair Pageant held Saturday evening at the RGCGISD Fort Ringgold Auditorium. Analiya D. Fleming is the 2023 Starr County Fair Queen and was also named Miss Congeniality. A senior at Rio Grande City High School, seventeen year old Analiya is the daughter of David and Velma Fleming. Daniela Garza, 2022 Starr County Fair Queen, was on hand for her final walk, to help present awards, and to assist throughout the pageant. Named Teen Princess was Cecilia Claret Hinojosa, daughter of Mr. & Mrs. Joe and Cindy Hinojosa; Preteen Princess is Noree Lyn Pena, daughter of Noel Pena and Nancy Villarreal; Petite Princess is Miranda Aliza Avila, daughter of Mr. and Mrs. Mariano and Aida Avila; and Precious Princess is Emma Rhae Garza, daughter of Mr. and Mrs. Rey Garza.

The pageant was sponsored by Starr County 4-H, and 4-Hers volunteered throughout the event. 4-H Club Sweethearts and Beaus were also introduced.

General Ricardo Sanchez Elementary proudly announce the GRSE Odyssey of the Mind Team for the 2022-2023 school year!! GRSE are excited to embark on this journey with the coach and students as they showcase their talents through their performance! The students, under the direction of Mr. Elias Saenz, have been hard at work practicing their performance in anticipation for their Texas State Competition!! The theme for the 58th annual Starr County Fair in 2023 will be “Celebrating Fort Ringgold-175th Anniversary.”

The Starr County Fair Association wants to emphasize a patriotic theme at the Fair and the Starr County Fair annual parade, set for February 18 in downtown Rio Grande City at 10:00 a.m.

What better way than to celebrate all of our Starr County Veterans, who have represented our county by serving their country!

Congratulations to all our veterans and thank you for your service! They will be recognized at the Opening Ceremonies on Wednesday evening and featured in the parade.

Rio Grande City’s trolley, Bessie III, will be provided for

the veterans to ride in, or they may provide their own vehicle and help lead the patriotic parade.

VFW Posts may participate as a group, if desired, or individuals may participate with no charge.

The Fair Parade it will reflect the 2023 theme, “Celebrating Fort Ringgold 175th Anniversary,” with all Veterans of Starr County to serve as Parade Marshals and the three JROTC Units of Starr County honored as Volunteer Group of the Year. Also featured will be Volunteer of the Year, Veronica “Ronnie” Alaniz.

Theta Lambda is Mrs. Jessica R. Gonzalez. She has been married to Mr. Humberto “Bert” Gonzalez Jr. for 21 years.

They are the proud parents of Humberto Carlos Gonzalez III and Hiram Caleb Gonzalez.

Jessica is the daughter of Mr & Mrs Carlos and Emma Roman.

She graduated from Rio Grande City High School in 1997 and went on to receive her Masters in Communication Sciences and Disorders from the University of Texas Pan American. Jessica is co-owner and speech language pathologist at Speech Therapy

Works, here in Río Grande City. Her passion is assisting individuals with communication and feeding difficulties, and has a special interest in helping children with Autism and Down syndrome develop to their fullest potential. Jessica has devoted her life to raising her two amazing young men and supporting their athletic and academic endeavors.

She is a proud Vaquero and Aggie Mom. She enjoys hosting, cooking, reading and watching football with her boys. Jessica loves spending time at the ranch and helping Bert with the cattle.

Texas Beta Eta Tau Debutante Ava Anise Cortinas

Ava Anise Cortinas is the sixteen year old daughter of Roque and Ana Cortinas. She

has twin older brothers Roque Armando and Roel Adan and an older sister Rae Ann. Ava is a junior at Rio Grande City High School.Her passion for sports keeps her busy year round as a multi-sport athlete for the Lady Rattlers. She is a two year varsity volleyball letterman where she earned All-District honors for the 2021 and 2022 seasons.

Ava is also a three year varsity letterman of the Lady Rattler basketball and softball teams that were both back to back 31-5A District Champions and 2022 BiDistrict Champions. She earned All-Academic honors in both basketball and softball and was

selected as 1st Team All-District First Baseman her sophomore year. Ava was also recently inducted into the National Honor Society. In her spare time she takes every opportunity to train for her sports in order to continue get better. She enjoys spending time with her family and friendsand taking naps with her dog Duke. Her dream is to one day meet Stephen Curry, her all-time favorite athlete. Upon graduation Ava Anise plans to attend The University of Texas at San Antonio and is excited about what the future may hold.

Texas Delta Theta Master Debutante Kamryn Elisabeth Pena

Kamryn Elisabeth Pena is the 16 year old daughter of Mr. Guadalupe M Pena and Mrs. Tanya Pena from Rio Grande City. She is also little sister to 22 year old Hunter Danielle Pena.

Kamryn is the granddaughter of Ms. Diana Pena, the late Mr. Guadalupe M. Pena, and Mr. and Mrs. Tomas E. Villarreal.

Kamryn is currently a junior at Rio Grande City High School.

She has been an A Honor Roll student while she’s currently ranked 16 out of 437 classmates and was recently inducted into the National Honor Society.

Kamryn is a proud body officer of the Rio High School Student Council where she is the Parliamentarian. She has also served as a class officer in past years as Vice President and Secretary. In her free time, she loves to volunteer at different events for her community and shadow at the Doctor’s Clinic of Rio Grande City. Kamryn has been a part of the Starr County Youth Fair for the past 10 years where she has shown market steers, pigs, and goats. As she has participated in these events, it has taught her valuable life lessons such as responsibility, leadership skills, teamwork, and how to help others.

Texas Preceptor Pi Omicron proudly presents Norma Villarreal as their 2023 Sweetheart. Norma is the wife of Meliton Villarreal, Jr. She is the proud parent of Lizette Nicole Garcia and Victoria Marie Villarreal and of her stepchildren, Meliton III, Melannie, and Myra Villarreal. She is also blessed to have 3 grandchildren: Terra, Tyler, and Marlon. Norma is

the eldest daughter of Ciro and Leonarda Villarreal of Escobares, Texas and daughter-in-law of the late Meliton Villarreal and Nazaria Villarreal from La Casita, Texas. Norma has been an active member of her chapter since 2015 where she served as treasurer for several years and was awarded the recognition of Texas Preceptor Pi Beta Sigma Phi Woman of Year in 20172018. After receiving her high school diploma from Rio Grande City High School in 1988, Norma attended the University of Texas Pan American in Edinburg where she obtained a Bachelor’s of Arts degree in English, minored in Spanish, and received an endorsement in English as a Second Language.

She pursued her Masters in Educational Leadership but found it was not her calling. Her passion lay in teaching English at

Rio Grande City High School for over 31 years where she also led the English Department. In her spare time, Norma enjoys reading classic novels in preparation for her AP Literature and Composition classes as well as ensuring her emergent bilingual students and special education students receive all necessary adjustments to build equity in her classroom. Her creed is to have daily affirmations, stay humble, be generous, show kindness, and have the courage to be an advocate for those who cannot speak for themselves. She enjoys spending time with friends and family, caring for her elderly parents, and traveling. Her life goal is to live life, polish up her character, and grow spiritually to be pleasing to God. Norma is honored to represent her chapter Texas Preceptor Pi Omicron as Sweetheart for 2023.

Texas Delta Theta Master Debutante Sofia Isabela Guerra Garcia of Trinity University alum, and current Rice University Graduate student, Angela Garcia. Older sister of South Texas Preparatory Academy student, Ana Carolina Garcia. She is the granddaughter of Rosie and Gilberto Garcia and Yolanda and Jesus Guerra. Sofia is a senior at McAllen Memorial High School in McAllen, Texas, set to graduate in May of 2023.

She is an active member of her school’s student government committee, the Business Professionals of America club, and an unanimously elected official of the American Sign

Language club. Sofia has been a member of her school’s varsity orchestra for 7 years and has competed to critical acclaim at local and regional competitions as section leader. She is an honor roll student, ranked in the top 6% of her class, recipient of the National High School Scholars Recognition Award, and an active member of the National Honors Society. Representing Beta Eta Tau is Irvette Vianey Mendoza, the daughter of Juan and Irma Molina of Hebbronville, TX. Irvette is the wife of Eulogio Mendoza III also of Hebbronville and they have 3 children, Omar Seguin, Katarina Emma, and Elise Elsa. Irvette has been a member of Beta Eta Tau for 3 years and is very blessed to represent her sorority sisters.

Irvette is a proud honor graduate of the Hebbronville High School Class of 1995.

After graduation, she attended The University of Texas at San Antonio for 2 years then moved to Laredo, TX and earned her

Associate in Applied Science Degree in Medical Office Assisting at Laredo Community College. She graduated Summa Cum Laude and was a member of the Phi Theta Kappa International Honor Society.

Immediately after earning her Associate’s degree, Irvette started the RN program at Texas A&M International University and earned her Bachelor of Science in Nursing degree. She graduated Cum Laude and was a member of the Sigma Theta Tau International Honor Society of Nursing.

Irvette has had a very fulfilling nursing career which includes working in the Emergency Room, Adult Day Care, and Home Health. For the past 9 years, she has been working for the U.S. Department of Veteran’s Affairs where she proudly serves our nation’s veterans.

Irvette and her family are members of Immaculate Conception Church and are blessed to have met so many people who share the same mission. Irvette is also a very active member of her community.

For the past 5 years, she has served as the Girl Scout Service

Unit Manager for the troops in Rio Grande City and Roma. She is also the leader of Katarina’s Cadette andElise’s Junior Girl Scout Troops. Along with her husband Eulogio, Irvette is also involved in Boy Scouts with their son Omar. She is her family’s number one supporter in all their activities such as 4H, Idea Academics & Sports, JDCA, & Acts.

One of her most rewarding achievements has been her support to Vitalant. What started as a thank you for saving her brother thru blood donation, has led her to continue her mission of saving others in need. For the past 8 years, she has led an annual blood drive in her hometown of Hebbronville and has helped savehundreds of lives. Irvette is committed to her mission and hopes that others will do the same.

Despite leading a very busy and productive life, Irvette enjoysher spare time by going to the movies and traveling with herfamily and friends. Her life has been a blessing and she thanks everyone who has helped and continues to help her along the way.

Texas Alpha Omega Rho Debutante Roma Elena Elizondo The Alpha Omega Rho Chapter of Beta Sigma Phi presents their debutante, Roma Elena Elizondo. Roma is the 18-yearolddaughter of Mr. and Mrs. Genaro Elizondo, III of San Isidro, Texas. She is senior at San Isidro High School and enrolled in the dual enrollment program at the University of Texas – Rio

Grande Valley. She is an A-Honor Roll student and has earned a 4.0 average in her 30 college credit hours.

Roma is an active member of the National Honor Society, Student Council and San Isidro FFA. She participates in several athletic programs representing the Lady Tigers. She competes in cross country running, varsity volleyball, varsity basketball and track and field. Roma has been recognized for her athletic talents in basketball, being selected to participate in the Rio Sports Live - South Texas Area Regional Showcase and named RGVBCA 2nd Team All Valley in her junior year of high school.

Roma is also active in her church and community, volunteering in various capacities. She especially enjoys working with our youth at vacation bible school.

This past summer, Roma was

sponsored by Valley Telephone Cooperative, Incorporated to attend the 2022 Foundations for Rural Service Youth Tour in Washington, DC. She had opportunity to experience the telecommunications industry and the legislative process by visiting Congress, the Federal Communications Commission and other government agencies.

In addition, she also visited famous historical sites around our nation’s capital.

Upon graduation, Roma plans to attend Oklahoma University and major in kinesiology to pursue a career in athletic training. Boomer Sooners!

During her spare time, Roma enjoys listening to music, dancing and spending time with family and friends.

Eliana Janae Mendoza is the 16 year old daughter of Cynthia Muñoz-Mendoza and Eduardo Jose Mendoza Jr. She is the eldest sister to two sisters Ciana Renee Mendoza and Miliana Anae

Mendoza of Rio Grande City, Texas. She is the granddaughter of Mr. and Mrs. Rene Muñoz III and Mrs. Nora R. Mendoza and the late Eduardo José Mendoza.

Eliana is currently a sophomore at Early College High School and is currently taking college courses at South Texas College. She is an Honor Roll Student and a member of the National Honors Society and Book Club at Early College High School. She is a member of the Rattler Varsity Golf Team. Eliana was awarded Rookie of the year her freshman year and earned an Athletic Letterman.

She played volleyball throughout her freshman year and is a member of the color guard. Eliana is a proud 4-H member. Eliana’s

4-H Projects include raising and showing rabbits. One of her other fair projects that Eliana feels passionate about is creating art projects. In 2021, one of her art projects by the name of Beaded Horse was awarded class champion of the Intermediate categoryShe has also participated in photography and horticulture.

Eliana is a 4-H Healthy Texas Youth Ambassador and advocates living a healthy lifestyle. She is passionate about cooking and baking. She also competes in Ag Product ID events in which she has placed as an individual and with her team. Upon graduation, Eliana would like to pursue a career as a Physician Assistant in Pediatric Medicine.

Madelyn Iris Vela is the 15 year old daughter of Carlos

and Catherine Vela and granddaughter of 62 year Beta Sigma Phi charter member Mrs. Abrana R. Vela and the late Mr. Ernesto V. Vela. Madelyn shares a birthday with her twin brother Masyn Vela. She is a Sophomore at McAllen Memorial High school, where she is an AB Honor Roll student. Madelyn actively participates in Fellowship of Christian Athletes. In her spare time, she enjoys playing sports and started playing volleyball in 7th grade and continues to play in High School. She has also been participating with the McAllen Summer Track Program since

the age of six, and has qualified for the Summer Games of Texas every year, traveling to Corpus Christi and College Station to compete. In addition, she loves to help her grandmother Isidora Warschak with being an alter server at St. Paul’s Catholic Church. Madelyn wants to follow in her mother’s footsteps by attending Texas A&M University in College Station. She still does not know what career path she wants to follow. However, she is excited to see where God’s plan will lead her. Madelyn is being escorted by her twin brother Masyn Vela.

Donated Blood Saves Lives in the Air and on the Ground National Blood Donor Month was first observed in January 1970 when President Richard Nixon recognized the need to thank those who selflessly donate blood and to encourage others to start donating.

The air medical crew with AirLift 5 in Weslaco, TX have a special appreciation for blood donors. As the only air medical service provider in the Rio Grande Valley, carrying blood in flight is critical to their lifesaving efforts, and it wouldn’t be possible without donors.

For rural communities, time is often an enemy in trauma situations, making air medical service with blood products on board vitally important.

A study in the New England Journal of Medicine showed the administration of thawed blood plasma during pre-hospital air medical transport resulted in a

lower 30-day mortality rate than standard resuscitation alone.

“Having the ability to carry blood means we can administer it inflight to patients suffering from severe blood loss and at risk for hemorrhagic shock, which causes organ failure and can lead to death,” said AirLift Area Manager David Lopez. “Being able to give donated blood makes a significant difference in the patient’s survival rate, and as the only air medical provider across four counties in the Rio Grande Valley, this can be the difference between life and death.”

Texas, like many other states, continues to experience significant blood shortages. The blood crisis began when the COVID-19 pandemic canceled blood drives. As large numbers of people continue to work from home, the number of work place

blood drives remains critically low. Blood can’t be created in a lab – it is only obtained from people willing to donate. Between its short shelf life and the fact that someone in the United States receives a transfusion every two seconds, donors truly are heroes in our medical system.

“We can’t overstate the importance of blood and the ability to give it to patients quickly in an emergency,” said T.J. Lopez, clinical base lead and flight nurse with AirLift. “Donations make it possible for us to carry it on board our aircraft and administer it to patients in life-threatening situations. There aren’t enough ways to say thank you to the donors who make this possible.”

Starr County Youth Fair Patriotic Parade Set for February 18 The Fair Parade for the 58th annual Starr County Youth Fair is set for Saturday, February 18 at 10:00 a.m. It will reflect the 2023 theme, “Celebrating Fort Ringgold 175th Anniversary,” with all Veterans of Starr County to serve as Parade Marshals and the three JROTC Units of Starr County honored as Volunteer Group of the Year.

Also featured will be Volunteer of the Year, Veronica “Ronnie” Alaniz.

Governor Abbott, HHSC Announce Final Extension Of Emergency SNAP Benefits For February 2023 Governor Greg Abbott announced the Texas Health and Human Services Commission (HHSC) is providing more than $345.9 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of February as the final extension of benefits. Congress recently passed legislation to establish February 2023 as the last month eligible households can receive emergency SNAP benefits.

The allotments are expected to help about 1.6 million Texas households.

“The State of Texas has been able to help millions of families across our great state access the food they need to stay healthy,” said Governor Abbott. “We’re proud to have provided billions of dollars in supplemental benefits so Texans could have healthy and nutritious food options to take care of their families and loved ones.”

“We’re thankful that we’ve been able to help millions of Texans by providing more than $9.7 billion in additional benefits since the Families First Coronavirus Response Act was passed,” said HHSC Access and Eligibility Services Deputy

Executive Commissioner Wayne Salter.

HHSC received federal approval from the U.S. Department of Agriculture to extend the maximum allowable amount of SNAP benefits to recipients based on family size.

All SNAP households will receive a minimum of $95 in emergency allotments. This additional emergency allotment should appear in recipients’ accounts by February 28.

Due to the federal legislation passed by Congress, recipients will no longer receive additional benefits, and this benefit change cannot be appealed. SNAP households can find out how much their regular monthly benefit amount will be without the emergency allotment by logging into their account on YourTexasBenefits.com or the mobile app. They can also call 2-1-1, option 2.

Administered by HHSC, SNAP is a federal program that provides food assistance to eligible low-income families and individuals in Texas. Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits.com .

Roma Gladiator Percussion Ensemble Has Great Concerts, Travels to Chicago

Congrats to the Roma High School Percussion Ensemble on a wonderful Christmas concert. They put together several innovative pieces to perform. This group traveled to Chicago in December because they were selected to perform at the 76th Midwest Clinic International Band, Orchestra and Music Conference, They were selected to perform as one of the best percussion groups in the U.S.!

Construction Advertisement and Invitation for Bids Deadline: The City of Rio Grande City is soliciting sealed bids for Street Improvements Project – TXCDBG Contract Number CDV21-0426 for the City of Rio Grande City on Thursday, February 16, 2023 at 2:00 p.m.

Bid Opening: Will be held on Thursday, February 16, 2023 at 2:00 p.m. at the City of Rio Grande City – City Hall, 5332 E. US Highway 83 - Ste. A., Rio Grande City, TX. 78582.

Bids will be publicly opened and read aloud at 2:10 p.m.

Requirements: Upon submitting sealed bid, bidders are required to properly identify (handwritten, typed, or printed) sealed envelope and/or packet as follows: Bidder’s name and address on the upper left-hand corner of the sealed envelope and/or packet “Street Improvements Project – TXCDBG Contract Number CDV21-0426 for the City of Rio Grande City” on the lower left-hand corner of sealed envelope/and or packet. Overnight mail must also be properly labeled on the outside of express envelope or package.

Delivered to 5332 E. Us Highway 83 Ste. B., Rio Grande City, Tx 78582. Requests by facsimile will not be accepted. All potential bidders must be listed on the “Plan Holders List” to be eligible to bid on this project. Failure to comply with this requirement will result in bidder disqualification. Bidders may be added to the “Plan Holders List” upon payment for each set of Bid Documents.

Virtual Pre-Bid Conference: Will be held on Tuesday, February 7, 2023 at 2:00 pm. A Zoom link will be provided by the Engineer to all prospective bidders.

Bid Security: A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Rio Grande City or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.

The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids.

The City of Rio Grande City reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by The City of Rio Grande City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
