Mayor Joel Villarreal delivers Founder’s Day proclamation New RHS CTE Barbers

Mayor Joel Villarreal delivered a proclamation annually recognizing February 10th as “Founder’s Day in Rio Grande City” at the regular City Commission Meeting held on February 8, 2023, in honor of Rio Grande City’s founder Henry Clay Davis.

The proclamation reads: A PROCLAMATION OF

THE CITY COMMISSION RECOGNIZING FEBRUARY 10TH AS “FOUNDER’S DAY IN RIO GRANDE CITY” IN HONOR OF RIO GRANDE CITY FOUNDER HENRY CLAY DAVIS. WHEREAS, Rio Grande City’s founder Henry Clay Davis, soldier, merchant, landowner, state senator, Texas Ranger, and

founder of Starr County seat Rio Grande City, was born in Georgia on September 29, 1814; and WHEREAS, the Davis family moved to Kentucky in 1816, when Henry was 2 years old and where he lived until the age of twenty; and WHEREAS, on November 9, 1836, Davis arrived in San Antonio and enlisted into the First

Cavalry Regiment and was active in the military during the years of the Republic of Texas, rose to the rank of captain when he resigned from his post in 1842; and WHEREAS, on April 21, 1846, Davis married Maria Hilaria de la Garza, daughter of Teodoro de la Garza and granddaughter of Francisco de la Garza Martinez, and heir to Carnestolendas, Porción 80, which had been in the family since the eighteenth century as granted by the King of Spain during colonization; and WHEREAS, Davis and Maria Hilaria moved to Carnestolendas and named the land Rancho Davis where he established Davis Landing, a docking area for steamboats on the Rio Grande River, just days prior to the start of the Mexican-American War; and PROCLAMATION, page 4

PROCLAMATION Continued from page 3 WHEREAS, upon the end of the Mexican-American War and the signing of the Treaty of Guadalupe Hidalgo on February 2, 1848, the Texas Legislature established Starr County, naming Rio Grande City as county seat on February 10, 1848; and WHEREAS, Davis patterned the new town after Austin’s layout with the main road from

the Rio Grande River leading to the courthouse and later that same year, he leased land to the United States Army to established Ringgold Barracks on October 26, 1848; and WHEREAS, in 1849, Davis was elected state senator, representing Starr, Cameron and Webb counties in the Third Texas Legislature and served on several committees,

including Military Affairs, Indian Affairs, Finance, and County Boundaries; WHEREAS, the City Commission recognizes and designates February 10th as Founder’s Day in Rio Grande City, to salute the man whose vision, determination and dedication gave life to the City of Rio Grande City, which will turn 175 in 2023; NOW, THEREFORE, I, Joel Villarreal, Mayor, on behalf of the City Commission, do proclaim every February 10th as “Founder’s Day in Rio Grande City” in honor of Rio Grande City founder Henry Clay Davis.

He spoke about the Tik Tok trends and how students should be aware of the dangers and consequences of these trends. J. Workforce Solutions (WFS) is a non-profit, tax-exempt organization, overseeing workforce development programs and services in Hidalgo, Starr, and Willacy Counties. WFS receives Workforce Innovation Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF)/Choices, Supplemental Nutrition Assistance Program, Child Care Development funds and other program funds. These federal funds pass through the Texas Workforce Commission (TWC) to WFS. WIOA requires that at the end of the first two-year period of the four-year local Board plan, Boards and their appropriate chief elected officials (CEOs) review plan, develop, and submit modifications to reflect labor market changes, economic conditions, and other factors affecting plan implementation. These factors may include, but are not limited to, changes to the financing available to support WIOA Title I and partner-provided services or revise strategies based on a need to meet local performance goals. Whooping cough vaccination during pregnancy benefits U.S. infants A CDC study published on Monday, February 6, 2023 provides further evidence that Tdap vaccination during pregnancy helps protect newborns from whooping cough during their first two months of life, when they are most vulnerable to the disease.

Whooping cough, or pertussis, is highly contagious and can be especially serious for infants who aren’t old enough to be vaccinated.

CDC scientists tracked reports of infant whooping cough cases between January 1, 2000, and December 31, 2019. They found an association between reduced rates of whooping cough in newborns younger than two months old and Tdap vaccination during pregnancy.

These findings further support CDC’s recommendation for Tdap vaccination during weeks 27–36 of each pregnancy.

“Getting Tdap during pregnancy offers infants the best protection before they are

old enough to receive their whooping cough vaccines,” said Dr. José Romero, Director of CDC’s National Center for Immunization and Respiratory Diseases. “This protection is critical because those first few months are when infants are most likely to have serious complications, be hospitalized or die if they get whooping cough.”

The new study is the first time researchers have looked at U.S. population level trends in infant whooping cough cases since this maternal vaccination strategy began in 2011.

Newborn whooping cough rates decreased significantly since the introduction of maternal Tdap vaccination. When given during the third trimester of pregnancy, Tdap vaccination prevents more than three in four cases of whooping cough in infants younger than two months old.

“Everyone who is pregnant should feel confident in knowing that the Tdap vaccine is safe

and effective,” said Dr. Linda Eckert, American College of Obstetricians and Gynecologists’ liaison to CDC’s Advisory Committee on Immunization Practices. “Knowing that Tdap vaccination during pregnancy protects nine in 10 babies from being hospitalized with whooping cough, I strongly recommend this vaccine to all my pregnant patients for their peace of mind and for their family’s health and well-being.”

Women should get vaccinated during the third trimester of each pregnancy to boost their antibodies and pass those antibodies on to their infants.

All people in close contact with infants should be up to date with their whooping cough vaccines.

CDC and partners are working to increase Tdap vaccination during pregnancy, which dropped during the COVID-19 pandemic.

Health officials alert public to carbon monoxide dangers With winter storm causing power outages in Texas, the Texas Department of State Health Services is urging people to use extreme caution with electric generators and heat sources that produce dangerous carbon monoxide.

Generators should only be placed outdoors at least 10 feet away from buildings. They should never be operated indoors or in garages. Likewise, cars should not be run inside a garage, even with the door open, because carbon monoxide can build up, leading to death. Outdoor grills, camp stoves and other appliances meant for open-air use should not be used to heat a home because they, too, create carbon monoxide.

Carbon monoxide is an odorless and invisible gas produced by

burning gasoline, propane, wood, charcoal and other fuel. If it builds up in a confined space and people breathe it in, it can replace the oxygen in their blood leading to carbon monoxide poisoning and death.

Symptoms of carbon monoxide poisoning include dizziness, drowsiness, severe headache, weakness, nausea and confusion.

Anyone with one or more of these symptoms should go – or be moved to – a well-ventilated area outdoors and receive immediate medical attention.

People without power can take steps to stay warm by: • Closing blinds or curtains to trap heat inside.

• Closing off rooms to avoid wasting heat.

• Stuffing towels or rags in cracks under doors.

• Eating and drinking because food can warm the body.

• Wearing multiple layers of warm, loose-fitting clothing.

Those who need a warm place to go due to the winter weather affecting Texas can locate warming centers across the state at tdem.texas.gov/warm.

Carbon monoxide alarms are the only way to detect this poisonous gas to help provide an early warning.

Carbon monoxide can only be detected by a CO alarm.

The National Fire Protection Association recommends installing a carbon monoxide detector on every level of your home and inside each bedroom.

Alarms should be tested monthly, and batteries replaced at least every six months to ensure the detector is functioning properly.
