This title is the highest honor a middle school band can earn in the state of Texas, as it is equivalent to state championship!

Over 30,000 attendees from around the world experience the best professional development and inspiring performances at the

TMEA Conference, the nation’s largest music educator convention.

The 2019-2020 Roma Middle School Symphonic Winds will present a featured concert at the 100th Annual TMEA Convention in February of 2020, in San Antonio, Texas.

The Roma Middle School Band is under the direction of Corey L. Graves. A special congratulation goes to him and the Roma ISD Band Program staff Dena Laurel,

Maricruz Bustamante, Rebecca Cannon, Lizardo Hinojosa, Orlando Medrano, John Mireles, Olegario Lopez, Josue Ortega, Eden Perez, Moses Simon, Ivan Trevino and Jennifer Villarreal.

A big thanks to the students for their dedication to their music studies and performance, as well as to the dedicated parents and family members who supported their student throughout the school year and summer.

Pearson Education says evidence suggests that children who read for enjoyment every day not only perform better on reading tests than those who don’t, but also develop a broader vocabulary, increased general knowledge and a better understanding of other cultures. Reading for pleasure also bears more influence on a child’s academic performance than his or her social or economic background.

Summer reading assignments may not be mandated, but children can take it upon themselves to continually push themselves through recreational reading and language arts pursuits. Here are ways that parents can facilitate that process. · Set up a reading time. Children should have a set time each day that they devote to reading. Many find a regular reading time later in the evening before bed or as a precursor to other activities, such as watching television or playing video games, can help make reading a priority. · Keep fresh reading materials.

Stock the house with new books, magazines, newspapers, and even graphic novels. The more reading materials children have access to, the more likely they are to become habitual readers. · Parents can lead by example.

Parents should read as well.

Choose books and periodicals over time spent on digital devices. · Read in the world around you. Stop and read signs, menus, cereal boxes, billboards, and anything with the written word.

Jot down difficult words and look them up together and discuss the definitions. · Consult with the teacher.

Educators have tools they use to assess reading levels and abilities.

Knowing a child’s reading level and choosing the appropriate reading materials for that level can set kids up for success.

Reading is an important part of getting into the back-to-school groove. Make sure students set aside ample time for reading throughout the day, even during extended breaks from school.

The Starr County Attorney’s Office hosted a mock trial for their summer interns in the Starr County Court at Law. Judge Orlando Rodriguez presided. He offered constructive criticism and commended the students on a job well done. Assistant County Attorney Jenny Vasquez organized the effort, and Starr County Attorney Victor Canales and his entire office provided support for their efforts. The interns did an excellent job giving opening and closing statements, questioning witnesses and presenting their cases.

Roma ISD Earns a “A” for the 2019 TEA Academic Accountability Rating

With the release of the preliminary 2018-2019 Academic Accountability Ratings by the Texas Education Agency (TEA), Roma ISD becomes the only school district in Starr County to earn an “A” rating for two consecutive years. Roma ISD earned an “A” for the 2017-2018 school year as well, and was the only school district in Starr County to earn an “A” from TEA. “The new A-F rating system is the most stringent system ever put forth by TEA, holding school

districts to very tough standards, and we are so proud that Roma ISD continues to lead the charge in ensuring academic excellence in Starr County,” said Roma ISD Superintendent Carlos Guzman. “Our work in The Gladiator Nation is a team effort between our students, faculty, staff, parents and community members to foster an optimal environment for students to learn and grow. I am very proud of everyone at RISD because it takes a family of thousands focused on a common goal to make these accomplishments a reality.”

In addition to earning back-toback “A” ratings for academic accountability from TEA, Roma ISD was named the 2019 H-E-B Excellence in Education Small

District of the Year, a highly selective state-wide recognition honoring districts for excellence in all facets of operations. Roma ISD also celebrated the nomination of Emma Vera Elementary School as a 2019 U.S. Department of Education National Blue Ribbon School. In June, Roma ISD was again named a Texas Honor Roll School District, one of only 6 in Texas. And topping off the district’s many accomplishments in 2018-2019, Superintendent Carlos Guzman was named the Region 1 Regional Superintendent of the Year.

“Texans like Cayley Mandadi, who are too old for an AMBER Alert and too young for a Silver Alert, are left stranded in the gap of our existing alert systems,” said Rep. Bonnen. “The new CLEAR Alert will help us find and save those who previously did not qualify for this potentially life-saving action. I’m proud of Cayley’s mom, Alison, Sen. Taylor and the Department of Public Safety for bringing this new alert system online to protect endangered Texans.”

A CLEAR Alert will be issued

by DPS to the public, community partners, media and fellow law enforcement if an adult in Texas goes missing and meets specific criteria, including:

ages of 18 and 65; ·The adult is either in imminent danger of bodily injury or death, or the disappearance wasn’t voluntary; ·The person’s location is unknown; and ·The person has been missing for less than 72 hours.

“The CLEAR Alert is another tool for law enforcement to leverage in our efforts to help rescue adults who may be in danger and locate suspects when a victim has been abducted,” said DPS Director Steven McCraw.

“Eyewitness information from the public has proven to be vital in locating missing persons, and we are confident the CLEAR Alert will help generate leads in these cases and save lives.”

The name of the new CLEAR Alert in part honors recent victims of violence: Cayley Mandadi; D’Lisa Kelley; Erin Castro; Ashanti Billie; and the Rest.

Texas State Representative Ryan Guillen (D - District 31) is reminding parents to mark August 9-11th on their calendars in order to take advantage of this year’s tax free holiday. Texas Losing Ground in Disease-Prevention Battle, Physicians Warn Myth and misinformation are weakening Texas’ ability to mobilize against a potential outbreak of measles. That’s the warning from physicians concerned about the anti-vaccine movement and the growing pockets of unimmunized people throughout the state. The Centers for Disease Control and Prevention (CDC) report on the national measles outbreak in six other states raises concerns in Texas. CDC declared measles eradicated in the United States in 2000, but new disease outbreaks point to weakening of the diseaseprevention shield. While Texas has fended off large outbreaks in the past, a growing number of unvaccinated Texans could undo the protection provided by herd immunity, the widespread vaccination of large segments of the population that keep disease from spreading among those who can’t get vaccinated – babies, the elderly, and the immunocompromised.

“Vaccine skeptics are taking their advice from Dr. Google, celebrity blogs, and hearsay,” said Stephen Line, DO, a firstyear family medicine resident physician at The University of Texas at Austin Dell Medical School who regularly treats patients who don’t trust vaccines.

“It’s very hard to correct that once it’s out there.”

While serious outbreaks have occurred in other states, measles has not spread that fast in Texas – yet. July’s Texas Medical Association (TMA) Texas Medicine magazine reports of the 11 counties reporting cases as of May this year, Harris and Collin counties had the most cases with four and two, respectively.

The other nine affected counties had just one case each thanks to the immunity conveyed by widespread vaccination that has kept the highly-contagious disease from spreading, according

to the Texas Department of State Health Services (DSHS).

“Conscientious objections” could erode that immunity, however, doctors warn. Texas is one of 16 states that permits the non-medical exemptions from vaccines in schools based on philosophical beliefs. The number of Texas children exempted from vaccination for non-medical reasons jumped 14% in 201819, according to DSHS. Since 2003, when Texas began allowing parents to refuse vaccinations for reasons of conscience, exemptions have soared more than 2,000% to 64,176 statewide. Wendy Chung, MD, chief epidemiologist for Dallas County Health and Human Services and a member of TMA’s Council on Science and Public Health, said the national measles outbreak is a warning sign of what broad exemptions can do to public health.

“Anytime there’s an increase in vaccine exemptions due to personal beliefs this becomes a tremendous concern because there’s growing potential for a resurgence of these vaccinepreventable diseases,” Dr. Chung said.

Measles is extremely contagious, and spreads easily among unvaccinated people who are near one another. Medical experts say herd immunity for measles breaks down if up to 5% to 7% of children in a community don’t receive two doses of the measles, mumps, and rubella (MMR) vaccine.

Increasing vaccine exemptions and vague Texas law make it difficult to know vaccine rates in a community, however. Currently, state law requires students in kindergarten through grade 12 to receive the MMR shot, though exemptions can give parents an out. Exemption rates for public schools are only reported at the district level, so it is difficult to tell which schools have high

exemption rates. Schools and other places where individuals gather are where diseases like measles can spread easily. Keller pediatrician and TMA Council on Legislation immediate past-chair Jason Terk, MD, said the Texas Legislature maintained the status quo on childhood vaccine policy during the recently-concluded 86th Texas legislative session: No legislation was introduced this session to increase vaccine exemption transparency in Texas schools, he said. “[Vaccines] become a kind of third-rail issue for a lot of legislators,” Dr. Terk said. “It’s not something they particularly enjoy dealing with because they have to deal with fringe [antivaccine] groups that are quite shrill.”

Despite increasing vaccine exemptions, 78% of Texas voters support requiring vaccinations for Texas children, according to a University of Texas/Texas Tribune internet survey. So far, vaccine exemptions account for only 1.2% of students statewide in surveyed K-12 schools, but exempt students tend to be found grouped together in clusters within the population and that still concerns public health officials. For example, three private schools, located in Austin, Fredericksburg, and Houston, have 10% or higher opt-out rates (46% of Austin’s Waldorf school students are opted out). One person infected with measles visiting or attending one of those schools could easily spread the disease among so many unvaccinated people.

“The vast majority of Texans believe in vaccines,” Umair Shah, MD, executive director for Harris County Public Health and a member of TMA’s Committee on Infectious Diseases said.

“However, we cannot be the silent majority. We have to be actively engaged.”

Long-tailed weasels are widely distributed but seldom seen They’re found from southern C a n a d a , throughout most of the U. S., down into northern South America, but are never-the-less uncommon.

Despite their extensive range, few people have seen a longtailed weasel because they’re never abundant anywhere and inhabit only the now diminishing wild country.

Furthermore, while they’re occasionally active during the day, weasels are primarily nocturnal. They’re found throughout most of Texas and I’d really, really like to see one.

Recognizing a long-tailed weasel, if you’re ever lucky enough to see one, is quite easy.

Long and slim, the body is about 12 inches and the

somewhat bushy, black-tipped tail is around 6 inches. The head is small with long whiskers; the long neck and body are slim and the legs short.

The eyes are black. Fur on the upper surfaces is brown and on the lower is a buff-yellow. The face on a long-tailed weasel, but only here in the southwest, has a pattern of white markings.

Weasels in the far north turn white in winter but retain the black tail tip. No seasonal change occurs here in the south.

The weasels are carnivores and the evolution of the long, slim body figuration is likely due to their need to crawl into small animal burrows and dens to secure meals. They eat mostly rats, mice, voles, and young rabbits, but also some baby birds, eggs, small lizards, and insects but no plant material. They’re true carnivores. That diet seems rather beneficial from our point of view.

They have a somewhat unsavory reputation for overkill.

That is, they may kill more than

they can eat, especially during breeding season. Some of it may be cached in a den for a later meal but not always. They may also just eat choice parts of a kill.

Their metabolic rate is high and they need to consume 20 to 40% of their body weight per day! Estimates vary. A night’s foraging may involve traveling distances of over 10 miles.

Except for mating season they live solitary lives. They’re agile tree climbers and good swimmers and prefer habitats near a source of water. The young, 5 to 8 kits, born in the spring, are on their own by fall.

They’re hunted by owls, hawks, coyotes and foxes. They escape by quickness, darting into hiding and, when threatened, emitting a foul smelling musk.

Weasels in folklore have a generally poor image but they’re interesting and have a role to play in the intricate food-web of a healthy ecosystem.

Applications for emergency farm loans for production and physical losses caused by Severe Storms and Flooding beginning June 24, 2019 through June 25, 2019 are being accepted at the Farm Service Agency (FSA) office located in Edinburg, Arnulfo E. Lerma said today.

Cameron, Hidalgo, Starr and Willacy Counties are four counties in Texas recently named

by President Trump eligible for loans to cover part of actual production and physical losses resulting from the Severe Storms and Flooding beginning June 24, 2019 through June 25, 2019.

Lerma said farmers may be eligible for loans of up to 100% of their actual losses or the operating loan needed to continue the agricultural business, whichever is less. For farmers unable to obtain credit from private commercial lenders, the interest rate is 3.75 percent.

Producers participating in the Federal Crop Insurance program will have to consider proceeds from those programs in determining their production loss. Additionally, any insurance proceeds received by producers as a result of the physical loss will have to be considered in determining their total loss.

“Applications for loans under this emergency designation will be accepted until March 17, 2020 but farmers should apply as soon as possible.

Delays in applying could create backlogs in processing, with possible delays into the new farming season”, Lerma said.

FSA is a credit agency of the U.S. Department of Agriculture.

It is authorized to provide disaster emergency loans to recognized farmers who work at and rely on farming for a substantial part of their living. Eligibility is extended to individual farmers who meet U.S. citizenship requirements and to farming partnerships, corporations, or cooperatives in which U.S. citizenship requirements are met by individuals holding a majority interest.

The FSA office in Edinburg is open from 8:00 a.m. to 4:30 p.m., Monday through Friday.

Cuellar lucha para expandir y proteger la integridad de SNAP Congresista ayuda a combatir el hambre en los campus universitarios El congresista Henry Cuellar (TX-28) anunció una subvención de casi $337,000 de dólares a la Comisión de Salud y Servicios Humanos de Texas (HHSC) para mejorar la prevención, detección e investigación del fraude del Programa de Asistencia Nutricional Suplementaria (SNAP por sus siglas en inglés). La financiación proviene del programa de subvenciones del Sistema de Fraude de SNAP del Servicio de Alimentos y Nutrición (FNS) del Departamento de Agricultura.

Además, el congresista Cuellar se unió al proyecto de ley del Representante Al Lawson (FL-5), la Ley de Hambre de Estudiantes Universitarios de 2019, como co-patrocinador original.

La medida apoyará a los estudiantes que experimentan inseguridad alimentaria al ampliar los criterios de elegibilidad y eliminar las barreras para el SNAP. Los esfuerzos del congresista por ampliar y proteger los fondos de SNAP siguen el anuncio de la Administración de que buscará eliminar la flexibilidad estatal en SNAP; un cambio de política que reduciría la asistencia alimentaria para al menos 3 millones de

personas y pondría en peligro el acceso a comidas escolares gratuitas para 500,000 estudiantes de bajos ingresos.
