Census Phone Bank Held at Starr County Courthouse Annex

Starr County Judge Eloy Vera was joined by State Representative Ryan Guillen and his staff and, Nicholas Cruz from the Office of Congressman Henry Cuellar, Arturo Lopez #2020 Census and Census Representatives conducted a phone bank to contact community residents that have not yet submitted their Census Questionnaires.

The census provides critical data that lawmakers, business owners, teachers, first responders and many others use to provide daily services, products, and support for our community.

If we do not have the correct number of residents counted, we would not be awarded millions of dollars in federal funds to ensure more hospital services

are provided, assistance for fire departments and police departments, schools, roads, infrastructure, parks and much more.

Starr County Youth Attend Texas Farm Bureau Leadership Training Starr County students Tifani Solis and Bryan Perez attended the Texas Farm Bureau (TFB) Virtual Youth Leadership Conference this summer. TFB transitioned the Youth Leadership Conference (YLC) to a virtual format this year due to the COVID-19 pandemic.

The youth development event has been planting the seeds for the next generation of leaders for more than 50 years, growing into a muchanticipated summer conference for incoming high school juniors and seniors.

Tifani, who will be a senior at RGCCISD La Grulla High School, is the daughter of Starr County Farm Bureau members Francisco and Cindy Solis. She is a graduate of STC, was vice-president of Los Ranchitos 4-H for 2019-20, and is a member of Grulla FFA. Bryan, an incoming junior at Rio Grande City High School, is the son of Starr County Farm Bureau members Xavier Eli and Lori Peterson Perez. He served as vicepresident of Rattler 4-H for 201920 and is a member of Rio High FFA. Douglas Anderson, Starr County Farm Bureau president, said, “We were saddened to hear there wouldn’t be a face-to-face experience this year for our kids, but the virtual event allowed students to still engage with Farm Bureau and learn about our country and agriculture. It was still a meaningful online experience that met Farm Bureau’s goal of creating future agricultural advocates and leaders while connecting youth from across the state.”

The name was changed to Virtual Leadership Conference (VLC) to better reflect this year’s format.

Instead of the traditional weeklong conference at Tarleton State University, students logged on to Google Classroom to complete modules on the free enterprise system, constitutional government and goal-setting activities and leadership skills.

Despite the pandemic and the

drastic change in plans, students still enjoyed the interactive experience. And in a new feature, they heard special messages directly from elected officials.

The U.S. Constitution lessons were hosted by Texas Supreme Court Justices Eva Guzman and Brett Busby, and U.S. Sen. Ted Cruz and U.S. Rep. Henry Cuellar each recorded a video for the students, explaining what the Constitution means to them.

“Since the conference was held virtually this year, we were able to have these elected officials record sessions for the students,” Anderson said. “That’s a pretty neat thing, for a kid from Starr County to hear directly from our congressional leaders in Washington, D.C.” Another module had a public speaking focus, giving youth valuable skills that can be used in all areas of life and providing concrete examples of how agriculture ties back to other disciplines in education and in the business world.

Students also learned more about

Farm Bureau and why agricultural advocacy is vital in today’s world.

“VLC still accomplished what our regular YLC program does— helping kids understand more about what Farm Bureau does and why we exist, and why it’s so vital to keep advocating for agriculture throughout their entire lives,” stated Anderson. “It was a difficult spring, and we’re still facing a lot of uncertainties, but the future of Texas agriculture is bright.”

More than 450 students registered this year. VLC modules were open to registrants June 1-30.

Those who completed modules were eligible for several prizes, including a YETI Rambler and North Face backpack.

Students who participated are eligible to apply for a junior counselor position for YLC in 2021 and qualify for the Free Enterprise speech contest and other scholarship opportunities.

Governor Abbott, HHSC Announce Federal Approval for SNAP Benefit Replacements for Hurricane Hanna Disaster Counties On August 3, 2020, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) has received federal approval to automatically provide replacement benefits for Supplemental Nutrition Assistance Program (SNAP) recipients for food lost or

destroyed due to Hurricane Hanna in six of the impacted counties: Brooks, Hidalgo, Kenedy, McMullen, Starr and Willacy.

Those six counties met federal criteria for mass replacements of benefits based on the severity of storm impacts in their area.

Calhoun, Cameron, Dimmit, Duval, Fort Bend, Galveston, Goliad, Harris, Hidalgo, Jackson, Jim Hogg, Jim Wells, Kenedy, Kleberg, La Salle, Live Oak, Matagorda, McMullen, Nueces, Refugio, San Patricio, Starr, Victoria, Webb, Wharton, Willacy, and Zapata.

To allow people to continue social distancing and staying home, HHSC is encouraging SNAP clients to request their replacement food benefits by calling 2-1-1 and pressing option 2. Alternately, recipients can download Form H1855 (Affidavit for Nonreceipt or Destroyed Food Stamp Benefits) on the HHSC website. To limit exposure to COVID-19, recipients are encouraged to mail or fax the completed form to HHSC instead of visiting their local offices. Completed forms should

‘Q’-Tips: Expert Advice for Hacking the ‘New Normal’ this Fall Up with PPE. Delivering a safe, successful semester means more than just mandating masks. And while face coverings will be required for all in-person learners while oncampus, they’re just part of the PPE plan.

The South Texas College undertook a large-scale purchasing effort over the summer, working with faculty and maintenance staff to identify the materials most critical to the safety of the campus community. The plan is to supplement the required masks with optional face shields, intensified custodial schedules, and additional protective coverings for hands-on labs.

“First and foremost we had to think about student safety,” says Dr. Millan. “We’re ready for students when they’re ready for us.”

After an exhausting summer of labor and logistics, South Texas College is 100% open and committed to hosting students — online and in-person — beginning August 24.

To help students get up to speed, we’ve asked two veteran South Texas College leaders for advice, suggestions, and hot tips for this first-of-its-kind fall semester.

Tip #1: “Expect the Weird.”

With the “new normal” shaping up to be anything but, STC English Professor Dr. Brett Millan is urging open-mindedness: “This is uncharted territory,” says Dr. Millan. “We know things are going to change. Just expect the weird. Accept the ‘I don’t know.’”

Tip #2: “Settle in.” There’s no avoiding it, says VP for Academic Affairs Dr. Anahid Petrosian: the first week of fall classes will be something of a

whirlwind. According to Dr. Petrosian, however, it’s a time for preparation, not for panic.

In fact, all South Texas College classes will be held remotely during the last week of August, to ensure communication and compliance regarding COVID-19 protocols.

“We want to give faculty and students a chance to settle in during that first week,” says Dr. Petrosian.

Tip #3: Seek Support. Request for Qualifications Rio Grande City WWTP Rehabilitation/Expansion (TWDB CWSRF #73874) and West 83 Sewer Collection System Engineering Design and Project Management The City of Rio Grande City (City) is soliciting Statements of Qualifications (SOQ) from engineering firms licensed to perform such work at the City’s WWTP and a proposed sanitary sewer collection system extending first-time sanitary sewer service to the western limits of the City along US Hwy 83. “It changes the dynamic,” says the professor and online learning innovator. “Maybe they’re too shy to ask a question in class… [but]

online they send me 10 questions, so they’re not stuck or confused.

“For some students I’ve had both online and face-to-face… it’s the same person, but it’s a different student.”

Tip #5: Stay Safe. When in doubt, urges Dr. Millan, always prioritize personal safety. From making a habit of applying (and re-applying) college-provided hand sanitizer, to practicing social distancing in classrooms and on campus quads, student safety will ultimately depend on the actions of individuals.

“I like to avoid clichéd phrases, but it really does take a village,” says Dr. Millan.

Texas Sales Tax Holiday is Aug. 7-9

With the Texas economy slowly awakening from effects of the COVID-19 pandemic, Comptroller Glenn Hegar reminds shoppers they can save money on clothes and school supplies during the state’s sales tax holiday on Friday, Saturday and Sunday, Aug. 7-9.

The law exempts sales tax on qualified items — such as clothing, footwear, school supplies and backpacks — priced below $100, saving shoppers about $8 on every $100 they spend. The date of the sales tax holiday and list of tax-exempt items are set by the Texas Legislature.

“Even though significant uncertainty remains for our public and private schools as a result of the COVID-19 pandemic, the sales tax holiday is a perfect opportunity to save money on

school supplies and other tax-free items at a time when many Texans are carefully monitoring their family finances,” Hegar said.

“Online shopping is covered, so I encourage all Texans to shop online or practice social distancing when making in-store purchases. We want folks to stay safe while saving money.”

Apparel and school supplies that may be purchased tax-free are listed on the Comptroller’s website at TexasTaxHoliday.org.

To promote social distancing, the Comptroller’s office wants all taxpayers to know that during the annual sales tax holiday, qualifying items can be purchased online or by telephone, mail, custom order or any other means (including in-store purchases) tax free, when either: •the item is both delivered to, and paid for by, the customer

Texas’ sales tax holiday weekend has been an annual event since 1999, allowing Texans to save millions of dollars in state and local sales taxes each year. Uncertainty surrounding consumer activity in the retail sector coupled with a lack of clarity regarding the timing and nature of schools reopening prevents the agency from producing an estimate for dollars saved by taxpayers during this year’s holiday. Last year’s holiday generated an estimated $102.2 million in savings for Texas taxpayers.
