RGCGISD held a groundbreaking for the renovations on the Multi-purpose center as well as the new Faculty and staff testing center. On behalf of Superintendent, Mr. Adolfo Peña Jr., and our entire School Board of Trustees, we would like to thank all city and county officials that came out to set sail on the beginning of an era. We would like to thank all students who participated in this event. This embarkment was started for YOU, the students, to create a brighter and even more prosperous future. Students will have access to more resources that will allow our students to have all the necessary resources needed for testing and other large group presentations. The new facility will have a large conference room that can seat up to 140 people with the ability to split it into two conference rooms that allow two groups of 70. These projects are moving our district to an even brighter future than we have already embarked on.

Rio Grande City High School Alumni Please help! Calling All Families of Donates Items to Fort Ringgold Museum Deceased Roma, Texas Area Veterans Fort Ringgold, Texas: Mr. Roberto Olivarez Rio Grande City High School Alumni Class of 1975 donates historical items a Future Fort Ringgold Museum.

Roberto currently resides in the Dallas Forth Worth area and has been a longtime advocate to save and preserve the Fort. In the past he and Class of 1971 Marsha Powers donated a turn of the century medical buggy which is now in Revive Fort Ringgold hands.

Some of the items Roberto donated are early century wheelchair, cavalry horse saddle, vintage towel holder, army bugle, a face washing vase and other items. Roberto and his family also received a tour of the fort from Colonel Barrera and also visited the Lee house to culminate the tour.

Roma ISD is building a Veterans Memorial in the near future to honor local Veterans.

The Roma High JROTC Program is overseeing this project and is starting with the collection of all the information from the local community.

What they are looking for is the deceased veterans DD-214 from the local Roma area that attended and/or graduated from Roma ISD schools. The Veterans do not need to be buried in the local area.

They can be buried elsewhere, as long as they meet the minimum

criteria.

All documents need to be collected by September 9, 2022.

Celia G. Villarreal

Celia G. Villarreal April 27, 1931 † August 13, 2022

(Arlington, Texas)—Mrs. Celia G. Villarreal, 91, of Rio Grande City, Texas, passed away peacefully on August 13, 2022 in Arlington, Texas, at the home of her beloved daughter, Rosie.

This is where Celia spent her final years surrounded by her extended Arlington family branch which also included her grandson, his wife and her three youngest great-grandsons to whom she was devoted.

Maria Celia (known to all simply as “Celia”) Garza was born at home on April 27, 1931 to Mr. Hernan R. Garza and Mrs. Hermenegilda “Hila” Lopez Garza, a prominent pioneer business family in Rio Grande City, Texas. She attended local Starr County schools.

Early in her life, her parents realized she had an acumen for numbers and as a teen was given the responsibility of running the ticket booth at the family’s “Teatro Mexico”, the venue that hosted live performances by Pedro Infante, Pedro Armendariz and many famous Mexican actors and singers of the 1940’s and 1950’s. On January 13, 1948, she married Rene Villarreal, a young man from Rio Grande City, Texas and they soon started a family.

Celia continued to juggle motherhood with her career in business and sales throughout her life. She helped manage (along with her sister, Concha Gavilan) the community favorite H&H Drive-In Theatre. Celia then worked for 20 years as a sales associate (selling fine jewelry and exclusive perfumes) at the original “Valley Mart” store which was founded by Mr. and Mrs. Pete Diaz, Jr. After Celia left Valley Mart, she opened her own business.

She designed and built “The Country Store”, from the ground up. It was a bustling and popular convenience shop. Celia oversaw the construction of the building, stocked its shelves, waited on customers and kept the books. Her store became a success through her grit, hard work and sheer determination. Celia greeted all her customers with the same smile and good service that had been her trademark throughout her life. When the store closed its doors after its outstanding 20 year run, she still felt she wasn’t ready to retire.

At age 65, Celia began working with developmentally disabled children. She learned, in her golden years, that she had a gift for reaching the hearts of

these children with her patience, compassion and love. She often remarked that it was “the best job” she ever had. Celia was 76 years young when she left that position. She left to care for her ailing husband, Rene, until his death.

Celia was a skilled businesswoman, an entrepreneur, a loving mother, grandmother and great-grandmother. Her last weeks were spent listening to her favorite music by Pedro Infante and Javier Solis. Celia possessed a kind heart and a generous spirit and became a successful businesswoman at a time when women were often discouraged from such ventures. Her legacy will live on in the family that she raised and loved with all her heart.

Obituary and her eldest son, Raul Ruben Villarreal and by her siblings: Hernan Ernesto Garza, Concepcíon (Concha) Garza Gavilan, Hernan Regino Garza, Jr., Hortencia (Tencha) Garza Peña, and Alicia Garza Rosa.

She is survived by her sister, Rebecca (Becky) Canales.

Celia is also survived by her daughter, Rosie V. Wilson, her grandson, Bruce Dustin Wilson (Lezley Stiff) and greatgrandchildren, Levi, Aiden, and Rhett all of Arlington, Texas; and her son, René Guadalupe (Pito) Villarreal (Cynthia Casas) and grandchildren, Michael and Matthew Villarreal and Reanna and Romeo Reyna; her dear cousin that she raised from childhood, Olivia (Bibi) Lopez Rivera (Jose Luis) and her granddaughter, Veronica Rivera Cox (Luke); her daughter-in-law, Elina Clark (Mrs. Ruben Raul) Villarreal, grandchildren Lucinda (Lucy) Villarreal (Pete Martinez) and Dylon Villarreal; and greatgrandchildren, Pedro and Ruben Martinez, Zyruss Villarreal and Mark Anthony Villarreal (Christina Orano). All are from the Rio Grande Valley. The family is most grateful to Mrs. Dani Martinez (CNA) of Arlington, Texas for her wonderful hospice care and her great help in making Celia’s last two years comfortable and happy.

Arrangements at her passing were made by the GuerreroDean Funeral Home in Grand Prairie, Texas. In lieu of a funeral, Celia’s life will be celebrated in September at a private family gathering in Rio Grande City, Texas. The family would like to thank all those who were kind enough to share their memories and condolences.

Elida (Lela) Salinas Olivarez July 23, 1934-August 21, 2022

Elida was born in Rancho Nuevo, Texas, and lived in La Rosita, Texas until she married Demetrio Olivarez in 1954 and moved to Rio Grande City. She was a devoted housewife for many years and was an excellent cook.

Her kitchen and dining room were often filled with family, friends, and delicious food. No one left hungry. Lela was also a seamstress sewing costumes for school plays and shows, all while raising her children Demetrio Jr. (deceased) and Nelda, and caring for her father-in-law Hilario Olivarez until his death in 1985.

After many years as a housewife and mother, she started working at the Rio Grande City High School cafeteria.

After serving as head cook at the cafeteria she took a job at the Community Daycare Center at the Plaza in Rio Grande City where

she touched the lives of many children and parents. After a few years at the Day Care Center, she opened her own daycare center at home and continued to serve children and parents. She also helped raise many nephews, nieces, grandchildren, and greatgrandchildren. Lela was full of love and gave it fully to all.

Throughout her life, Lela was a devout Catholic and served many years providing the Rosary for bereaving families. She was also very involved in the Shoenstatt Apostolic Movement at the Immaculate Conception Church.

Lela is preceded in death by her son Demetrio Olivarez Jr., father Feliberto Salinas, mother Esther Salinas, brothers Armando Salinas and Enrique Salinas, sisters Hermelinda (Minni) Ramon, Arminda (Quita) Salinas, and Francisca Gonzalez, and great grandsons Chayse Olivarez and Jonah Austin Consier. Lela is survived by her husband Demetrio Olivarez, daughter Nelda (Archie) Montemayor, grandsons Casimiro (Margie) Olivarez and DJ (Viviana) Olivarez, daughterin-law Maricela Olivarez, 4 other grandchildren, 8 greatgrandchildren, and brothers Narcisso Salinas, Roberto Salinas and Miguel Salinas, and numerous nephews and nieces.

The Olivarez family would like to thank all family and friends who were part of Lela’s life. Special thanks to Juanita Rodriguez who served faithfully as Lela’s provider for 20 years and continues to serve the Olivarez family.

Youth Ag Video Showcase Team Edition Launched by Texas Farm Credit Texas Farm Credit launched its 2022 annual virtual contest encouraging local youth ag teams to submit a video spotlighting their agricultural project for a chance to win a large cash prize for their FFA Chapter.

“Texas Farm Credit looks forward to continue supporting our local youth through this initiative,” said branch manager Dustin McClendon. “We’re excited that we have been able to adapt and redesign the contest to meet current needs. The contest this year encourages a group effort, and the possibilities are endless when a collective group of young minds get together.”

The contest is open to all FFA chapters and 4-H clubs within the Texas Farm Credit service territory.

Submitting clubs or chapters are encouraged to spotlight a past, present, or future ag-related group project in a 3-5 minute video.

Participants should explain their project in detail,

describe the goals of the project and if those goals were met, what life lessons were learned from the experience, and how this prize money would be used.

Entries are not limited to specific categories and all videos will be judged using the same scorecard whether it be livestock, science research, equipment, food production, welding, plant growth, stitchery, wildlife conservation, or any other type of rural related project or passion.

All video submissions are due by 11:59 pm on October 31, 2022 and must be submitted electronically at www.texasfcs. com/news/showcase.

Each group is limited to one entry. All winners will be announced by mid-December.

The entries will be judged by a selection committee using the contest scorecard located on the showcase webpage. The judging scorecard gives points for overall presentation, creativity, design, content, and organization.

The Youth Ag Video Showcase is part of Texas Farm Credit’s Passion Forward program which has a goal of giving backing 2% of their annual net income to local communities each year.

Request for Proposals packages may be obtained at the Purchasing Department located at 3200 W Pecan Blvd Bldg N Ste 145, McAllen, TX 78501 (Corner of Quince & 31st St) or by calling 956-872-4681. Responses received after the specified time and date will not be considered and will be returned unopened. Email or Facsimile responses will not be accepted.

All responses must be submitted in a sealed envelope. Responses need to be clearly marked on the envelope with the RFP number.

The successful respondent will not be determined on opening date. Responses will be studied and be taken into consideration by the Board of Trustees. South Texas College reserves the right to reject any and all responses submitted and to request additional information if necessary, to waive any formalities or technicalities, and to accept the proposal considered to be the best and most advantageous to South Texas College.

R. T. Barrera Elementary Students Enjoy Summer Reading Project

Students in Adriana Canales’ summer class enjoyed reading “If You Give a Mouse a Cookie”. They did arts and crafts activities, and made a cause and effect anchor chart for the story to stimulate their love for reading and learning! Afterward, they enjoyed a glass of milk with a straw and a cookie!. Great job Eagles and thanks to Ms. Canales for sharing these memories!

Rio Grande City Grulla ISD hosted their Tailgate Party on Friday, August 26, 2022, to honor the first home game of the season for the Grulla Gators. Members of the community were treated to free food and music. Our Superintendent of Schools, Mr. Adolfo Pena Jr., as well as some of our School Board of Trustees, enjoyed talking to attendees and helped the central office staff and several campuses give out food and drinks. Rep. Cuellar Announces $2.5 Million for New Rio Grande City Emergency Shelter U.S. Congressman Henry Cuellar (TX-28) held a press conference to announce a $2,509,264 federal earmark to construct the new Rio Grande City Public Safety Building and Emergency Shelter. The grant will cover approximately 35% of the total $7.1 million project. The remaining 65% will be funded by the city.

The shelter will consolidate police, fire, and emergency dispatch services.

It will also provide emergency shelter provisions, training for first responders, and a centralized hub for first responders to coordinate in the event of an emergency. It will have the capacity to house 50 people.

When the shelter is not being used for emergency needs, it will implement community outreach programs and serve as a training space for emergency management.

“This new shelter will be a gathering point to make Starr County first responders more efficient in the face of an emergency,” said Congressman Cuellar, a senior member of the House Appropriations

Currently, Starr County depends on school districts, churches and private organizations to provide shelter services. Having a designated area owned by the city allows Rio Grande City to be better prepared for emergencies. Supplies could be housed in one location and emergency personnel will be centralized. This is important during an emergency so the community is constantly aware of where they can seek refuge.
