The Rio Grande City Commission approved an ordinance Wednesday, July 18, making Rio Grande City the 101st city in Texas to pass a Comprehensive Smoke Free Ordinance.

“This is a step forward in ensuring that we do all that we can to promote and protect the public health and welfare of Rio Grande City,” said Mayor Joel Villarreal.

Long-term benefits for implementing a comprehensive smoke free ordinance for the public include; improved employee and public health, a decline in hospital admissions due to second hand

smoke related diseases and the reduction of indoor air pollution.

Employers benefit from a smoke free environment with lower health insurance costs, increased worker productivity, lower cleaning costs and higher property resale values.

“On behalf of members and volunteers of the American Heart Association, we congratulate Rio Grande City for passing a smoke free ordinance” said Jerry Saavedra, Sr. Community Policy Manager, American Heart Association. “We applaud the leadership of the Rio Grande City Commission on taking action to improve the health of the

According to the American Lung Association, more than 41,000 people die in the United States from preventable diseases caused by exposure to secondhand smoke. Additionally, the 2006 U.S. Surgeon General’s Report states that adopting smoke free workplace policies is the simplest and most cost effective way to improve worker and business health.

The leadership of the Rio Grande City, Texas Rio Grande City High School graduating class of 1984 is proud to announce that Jose D. Corona Class of 2018 is awarded this year’s RGC High School Class of 1984 memorial scholarship.

Jose plans to attend the University of Texas-San Antonio and major in Kinesiology. Jose will also be running with the University’s Cross Country and Track Field teams.

DPS Warns Texans of Safety Concerns in Summer Heat The Texas Department of Public Safety (DPS) is reminding Texans to take extra safety precautions as temperatures and heat indices continue to reach 100 degrees and above in many parts of the state.

“We have already experienced extreme heat in most parts of the state this summer, and DPS wants to remind all Texans that the dangers from sustained high temperatures should not be taken lightly,” said DPS Director Steven McCraw. “Heat-related injuries and deaths are often preventable if we take the necessary steps to

protect ourselves and others.”

Extreme temperatures place children at greater risk of injury or death if left unattended in a vehicle. According to the National Highway Traffic Safety Administration, temperatures inside a car can rise more than 20 degrees in only 10 minutes.

Even with an outside temperature of 60 degrees, the temperature inside a car can reach 110 degrees.

Heatstroke is one of the leading causes of non-crash-related fatalities among children, and every year, children die from heat-

related injuries after being left in a vehicle or by entering a vehicle unnoticed. Leaving windows partially rolled down does not help. A child should never be left unattended in a vehicle.

Additionally, extreme heat events or heat waves are one of the leading causes of weatherrelated deaths in the United States, according to the Center for Disease Control and Prevention.

Periods of severe heat and high humidity tax the body’s ability to cool itself and can lead to heat exhaustion and heat stroke, which can be fatal.

DPS offers the following tips for staying safe and managing the heat: •Drink plenty of water throughout the day even if you do not feel thirsty; you may not realize you’re dehydrated until it’s too late. Also avoid alcohol and beverages high in caffeine or sugar during periods of prolonged outdoor exposure.

Pay attention to your body.

Heat-related illnesses such as heat exhaustion and heat stroke can develop quickly. Know the warning signs and seek medical attention if necessary.

•Check on others, especially

•Don’t forget pet safety.

Animals are also susceptible to heat-related injury or death – don’t put your pets in these dangerous conditions.

If possible, avoid strenuous outdoor activity during the hottest part of the day.

•Light-colored, loosefitting clothing and a hat are recommended while spending time outdoors.

•Wear sunscreen. Sunburns can affect your body’s ability to cool down. Protect yourself during periods of sun exposure by putting on sunscreen SPF 15 or higher 30 minutes prior to going outside.

•Be extra careful when cooking outdoors, building campfires or driving off-road to avoid igniting dry vegetation. Also, stay aware of burn bans in your area and always abide by restrictions on outside burning.

Rio Grande City Main Street Attends Summer Conference in Amarillo Nancy Perez, Rio Grande City Main Street and Business Development Coordinator, was part of a class of 17 new Main Street managers, assistant managers, and volunteers completing Texas Main Street orientation July 10, 2018 in Amarillo. Representatives from local Main Street programs participating in the orientation included Amarillo, Bastrop, Bay City, Canyon, Corsicana, Denison, Gladewater, Grand Saline, Kilgore, La Grande, Marshall, Mineola, Mount Pleasant, Pearsall, Pittsburg and Rio Grande City.

During the orientation, participants learned about the Main Street Four Point Approach™ which focuses on four primary areas of strategic action: program management and organization, downtown promotion, building design, and economic vitality for downtown revitalization efforts.

“The conference provided insights on the efforts of Texas Main Street communities implementing the Four Point Approach,” said Mrs. Perez.

“This was a great opportunity to expand Rio Grande City’s network and meet new and veteran main street managers in the Texas Main Street program.”

More than 65 attendees from Main Street programs across the state participated in the annual network meeting hosted by Center City of Amarillo, which is a 14-year Texas Main Street community.

The Texas Main Street Program (TMSP) is a part of the Texas Historical Commission, the state agency for historic preservation.

Nationwide there are over 7,700 farmers and ranchers serving on FSA county committees.

To be eligible to serve on an FSA county committee, a person must participate or cooperate in an agency administered program and reside in the local administrative area where the election is being held. Ringgold Elementary Hosted the RGCCISD 2nd Roma ISD Middle School Students Annual Summer School Fathers Day Celebration Honored for Track District Championships

Congratulations to the Roma Middle School and Ramiro Barrera Middle School Track Teams, which both have several girls and boys that are District Champions in their events! They were honored at the Roma ISD School Board Meeting.

Ringgold Elementary hosted the RGCCISD 2nd Annual Summer School Fathers Day Celebration. Idani Salinas, Ringgold Elementary Principal and Maricela Garcia, Assistant Director of Federal Programs both welcomed the families in attendance as they enjoyed the breakfast and cupcakes provided to them. Dressed up in Red, White and Blue the senior citizens that attend Pct. 4 Nutrition Center celebrated our John & Olive Hinojosa Elementary Red Diamond Cheerleaders and Student Council members had their country’s independence in a grand way. The center directed by Mrs. Denise Alaniz and her staff provided end of the year trip to Schlitterbahn in South Padre Island. The students were also treated to dinner at great patriotic entertainment while enjoying a great meal.

The establishment of the San Roque Church resulted in the 1960s when Juan Francisco Longoria, distraught over the disappearance of his son, Eugenio Longoria, deeded his land to Bishop Verdaquer in a apparent act of supplication. Soon afterwards the Oblate Priests of the Rio Grande Missions began construction. The church was a welcomed addition to the area since these priests had been, since 1853, officiating mass, last rites, baptisms, and marriages in private homes at Rancho La Grulla and other rural communities. The construction had only partially begun when tragically in 1870 the body of young Eugenio surfaced. His grieving parents later died in 1882, ten years before the church was to be inaugurated on October 4, 1892. San Roque went on to serve as the social and religious center of La Grulla and its outlying ranches and was governed by the Rio Grande Missions. Its architecture, which includes a wooden bell tower, brick cornices, and arches, reflects European influences of the French Oblate Order. Its statues included San Roque, Sacred Heart, and Immaculate Conception. San Roque’s spiritual and cultural importance to the greater La Grulla community is inestimable; its physical presence continued to offer solace even after it was abandoned in 1952 with the construction of the new Holy Family Church. Between 1991 and 1994, the La Grulla community renovated the San Roque Church in an effort to preserve its endearing heritage.

ADVERTISEMENT STARR COUNTY HAS BEEN AWARDED FEDERAL STATE-SET-ASIDE FUNDS MADE AVAILABLE THROUGH THE DEPARTMENT OF HOMELAND SECURITY (DHS)/ FEDERAL EMERGENCY MANAGEMENT AGENCY UNDER THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM. Starr County has been chosen to receive $8,000 for supplement emergency food and shelter programs in the county.

The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA: The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country.

A Local Board made up of Thelma M. Garza, United Way of South Texas; Danella Hughes, American Red Cross; Captain Stephen Correira, The Salvation Army; DeAnne Economides, Food Bank of the Rio Grande Valley; Rabbi Claudio J. Kogan, The Temple Emanuel; Norma Pimentel, Catholic Social Services; Cynthia Fuentes, Starr County; Richard Capello, Homeless Representative; Jaime Longoria, Community Action Agency; Belinda F. Simons, Su Casa de Esperanza and Elizabeth Zamora, Calvary Baptist Church representative will determine how the funds awarded to STARR County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system and conduct an annual audit, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply.

Starr County has distributed Emergency Food and Shelter funds previously with, South Texas Food bank and Catholic Social Services These Agencies were responsible for providing 39,438 meals and 151 bills paid in utility assistance.

Childhood food allergies linked to skin Data from the Centers for Disease Control and Prevention says four out of every 100 children has a food allergy, and such numbers are on the rise.

While the mechanisms by which a person develops an allergy to specific foods remain something of a mystery, new research points to the skin as a likely culprit. And certain products that unsuspecting parents use on infants and children may make matters worse.

A study from Northwestern University Feinberg School of Medicine says the factors contributing to food allergy include genetics that alter skin absorbency, skin exposure to allergens in dust, use of infant cleansing wipes that leave soap on the skin, and skin exposure to food from those providing infant care.

These factors may be the ideal recipe for a food allergy to emerge.

Even if a child has yet to ingest a certain food, it can still enter the body through the skin.

Baby wipes containing the synthetic cleanser sodium lauryl sulphate may be partially to blame.

The top layer of the skin is made of lipids that create a protective barrier against allergens. Soaps and wipes can disrupt that barrier, explains Joan Cook-Mills, a professor of allergy-immunology who was involved in a study published in the Journal of Allergy and Clinical Immunology.

Children with genetic skinbarrier defects also may be vulnerable to food allergies. When

touched after an adult or sibling has handled peanut butter, eggs, soy, shellfish, or one of the other common food allergens, such children may experience a reaction.

Adults should wash their hands before picking up or tending to infants and rinse off areas where wipes or other cleansers are used to avoid potential problems with decreasing lipid barriers against allergens.

Ac2E GT Summer Enrichment Program Students Took a Historical Tour Green anoles are the only anoles native to North America coast to Florida and up the east coast as far as Virginia. They’re also now found in Hawaii. A few other species of introduced anoles are also found in the area.

The range or territory of a single anole is a mere 50 to 100 square yards. That’s a circle with a diameter of only about 15 feet.

They stay close to home.

The characteristic that makes green anoles so interesting is their ability to change color.

While they’re normally green, they turn brown when stressed or when sexually aroused. Because of the color changes, they’re sometimes called “American chameleons.”

However, they’re not even closely related to true chameleons.

Both sexes of green anoles look alike except that the somewhat smaller females have a light dorsal stripe running down their back from the head to where the tail begins.

Breeding takes place in the spring and results in a single, soft-shelled egg being laid in moist, leaf litter. Laying an egg can be repeated every few weeks.

The young ones hatch during the summer and in the wild can expect a life of 4 to 8 years. One, kept as a pet, is said to have lived 14 years.

Some people do keep them as pets, usually in 10 gallon aquariums turned into terrariums and which are equipped with an area with bright light for basking and another cooler area for respite.

While I’ve not seen many green anoles, I know they’re beneficial and a delight to watch. Let’s keep them around.
