The Rio Grande City Public Library was recognized at the regular meeting of the City Commission on Wednesday, April 5th, at the RGC City Hall. Mayor Joel Villarreal read a proclamation naming April 11, 2023 Rio Grande City Public Library Day and encouraged all members of our community to visit the Rio Grande City Public Library. Public Libraries play a vital role in the education of a community and each year the Texas Municipal Libraries Directors Association awards the Achievement of Library Excellence Award for outstanding contributions to public libraries in the state of Texas. Texas Center for the Book Celebrates Children’s Literature Across All Communities with Lone Star Día, April 30 This April, Texans celebrate 27 years of Children’s Day, Book Day (El día de los niños, El día de los libros): a celebration of children, culture and literature. The Texas Center for the Book coined the term Lone Star Día for the Texas event and encourages statewide participation. Nationally, libraries, schools, churches and organizations are encouraged to discover “bookjoy” year-round. Most events occur around the official national observance on April 30.

“We are so excited for the 27th annual Lone Star Día celebration,” said Gloria Meraz, Director and Librarian at the Texas State Library

and Archives Commission. “Lone Star Día can be a great way to encourage and reinforce the power of reading in our communities.”

Día founder Pat Mora—an author, literacy advocate and native Texan—chose April 30, 1966, for the first celebration, to coincide with the Mexican observance of El día de los niños (Children’s Day).

The day underscores the connection between promoting literacy and supporting the well-being of children. Plans for 27th anniversary events, some virtual, are under way across the nation. “I have great faith that families, schools, libraries and literacy organizations will

generously and creatively inspire our children to be readers,” said Mora. A national registry listing events is available at dia.ala.org, which covers events such story times, family celebrations and cultural meals. The site includes free program downloads to access booklists, event posters and sample activities available to all libraries, schools and participating organizations. The website aims to provide easy-to-use materials to make events manageable.

Alec A. Vazquez-Kanhere Named Roma High School 2023 Texas Delta Theta Master Members Present Debutantes Nominee for Head of the Class Border Patrol Scholarship Program Roma High School Class of 2023 Senior Alec A. VazquezKanhere is named the school’s 2023 nominee for the Head of the Class Border Patrol Scholarship Program. The program’s purpose is to honor high achieving scholars throughout the Rio Grande Valley. Alec, who is the son of Dr. Gauri Kanhere and Dr. Jose Vazquez, was nominated for the award by the Roma High School Counseling Department based on his academics and extracurricular involvement. Alec has earned a current GPA of 99.02, ranking him #1 out of 460 students.

“Alec is a very determined young man who is able to overcome any obstacles that are placed in his way. He is an intelligent student who strives for excellence,” said the award

nomination.

Alec is an active member of Roma High’s internationallyacclaimed Mariachi Nuevo Santander, a program through which he had the opportunity to perform at venues across the United States, last year virtually for the Latino Inauguration of President Joe Biden. He is also a member of the Roma High School Orchestra Program and achieved the highest ranking at UIL State

Orchestra Solo & Ensemble. He is also a member of the Roma High School Swim Team, and an active member of the Roma High School Student Council and Roma High School Academic UIL Team.

Aside from his academic excellence, Alec has devoted himself to numerous community activities and undertakes everything he sets out to accomplish with great pride.

Texas Delta Theta Master met in March at Jesse’s Enchanted Place with Vangie Anderson presiding during the business meeting. Members enjoyed a discussion of the annual Sweetheart Gala held recently to honor chapter sweethearts and debutantes. The chapter was proud to present two debutantes at the 2023 gala. Member Rosie Garcia presented her granddaughter, Sofia Isabela Guerra Garcia, a senior at McAllen Memorial High School, daughter of Dr. Gilberto and Mrs. Yolanda Guerra Garcia. Member Diana Pena presented her granddaughter, Kamryn Elisabeth Pena, a junior at Rio Grande City High School, daughter of Guadalupe Pena and Tanya Villarreal Pena. Members enjoyed their gathering and a delicious meal served by Jesse in his home, beautifully decorated for spring.

Medicare Advantage Prioritizes Preventative Care

By Marilyn Kepner When it comes to a health scare, many of us like to think in the form of the question, “is it treatable, or is it preventable?”

Currently, the U.S. health care

system is modeled as “sick care,” reacting to illnesses and ailments often after they’ve already been diagnosed or experienced. We are more focused on treating conditions and sickness than

preventing them from happening in the first place. Preventative medicine not only saves the patient themselves money and from spending time in the hospital or taking countless medications,

but it also saves our economy and therefore taxpayers millions by minimizing expensive emergent care.

Preventative care is especially important for older Americans and people with disabilities who are often more at risk for injury and illness. For these vulnerable populations, hospital stays and surgeries can be determinantal to a person’s overall health, not to mention their finances. It’s of the utmost importance to do what we can to keep older Americans and people with disabilities out of the hospital and as healthy as possible. The truth is, they cannot bounce back as quickly as children or younger adults can.

Luckily, for the over 30 million Americans enrolled in Medicare Advantage, this program puts an emphasis on preventative care for all its enrollees. Medicare Advantage is available for Americans living with a disability or who are over the age of 65. In contrast with original Medicare, Medicare Advantage provides expansive services at a more

affordable rate, while allowing enrollees to get all their health coverage and care needs in one place through care coordination.

I spent my career in the health care field as a nurse and that experience showed me just how beneficial Medicare Advantage is, both for its focus on preventative care and its commitment to an enrollee’s quality of care.

For enrollees, Medicare Advantage offers preventative care services including screenings for cancer and other ailments.

The program also encourages enrollees to stay active, one of the best single things you can do to continue living a fulfilled and happy life into an older age. Working out has positive outcomes for heart health, mental health, and preventing diseases like diabetes. Keeping enrollees fit and flexible also prevents injury which can be harmful to seniors’ health.

Another unique part of the care offered through Medicare Advantage is the coordinated care structure. People with

disabilities or health conditions often have many providers treating different aspects of their health. This can include physical therapists, mental health providers, pulmonologists, and more. Although they all treat different aspects of a person’s health, it’s vital that they are all updated on the enrollee’s medical status so they can be provided the best quality of care. Medicare Advantage coordinates all the necessary communication and care so enrollees never have to worry.

Prevention is always cheaper and better than treatment. I hope the Biden Administration will continue supporting Medicare Advantage and ensure it is fully funded in 2024. Any cuts that would impact and harm the care of its enrollees should be unacceptable.

Texas Comptroller’s Office Helps Property Taxpayers Stay Informed of their Rights with Updated Publication The Texas Comptroller’s office has released the publication Property Taxpayer Remedies, a reference guide for property taxpayers which addresses property tax basics, providing a step-by-step guide on preparing for a protest hearing and what they can do if they are dissatisfied with an appraisal review board’s decision.

Property Taxpayer Remedies also provides key dates so property owners know what they must do and when they are required to act to exercise their right to protest.

The publication is also available from the Comptroller’s Property Tax Assistance Division’s website at comptroller.texas.gov/taxes/property-tax/.

Property Owners Can Protest Property Appraisal Values Property owners who disagree with the Starr Appraisal District’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the local Appraisal Review Board (ARB).

A property owner must file a written notice of protest before May 15 or within 30 days after the appraisal district delivers the property owner’s notice of appraised value, whichever is later. The ARB will begin hearing taxpayer protests on May 10, 2023.

After the ARB completes its hearings and approves final property tax appraisals, taxing units will use these appraisals to set property tax rates.

The ARB is a group of citizens who live in the appraisal district and are appointed by the local administrative district judge. Property owners may protest any of the following issues to the ARB: •the property’s appraised or market value; •unequal appraisal of the owner’s property; •inclusion of the property on the appraisal records; •denial of a partial exemption, such as a homestead exemption; •denial of special appraisal, such as agricultural or timber productivity appraisal; •determination that agricultural or timberland has had a change of use and is subject to a rollback tax; •identification of the taxing unit or taxing units in which the property is located •determination that the taxpayer is the property owner; or •any other action of the appraisal district office or ARB that adversely affects the owner.

The ARB schedules a hearing and sends the protesting property owner written notice of the date, time and place of the hearing. The law contains specific timelines and procedures for both the property owner and the ARB throughout the appraisal protest process, as detailed in the Comptroller’s publication, Property Taxpayer Remedies.

Property Owners Should Soon Start Receiving Appraisal Notices for the 2023 Tax Year You may soon receive an appraisal notice from the Starr Appraisal District.

The appraisal district mailed about 24,000 appraisal notices on March 31, 2023. Your city, county, school district and other local taxing units will use the appraisal district’s value to set your 2023 property taxes.

Under Texas law, local appraisal districts must notify property owners about changes in their property’s value. The notice contains important information about the property’s location, ownership and property tax exemptions that apply to the property. It must also include a web address where tax information for the property can be found.

Property owners who disagree with the appraised value of their property, the exemptions or any other action by the appraisal district have the right to appeal to the Starr County Appraisal Review Board (ARB). The ARB is an independent panel of citizens responsible for hearing and settling property owner protests. The notice of appraised value includes instructions on how and when to file a protest, a protest form, a statement about the availability of an informal conference prior to attending a protest hearing and a copy of the Comptroller’s Property Taxpayer Remedies. The deadline for filing a protest with the ARB is May 15 or 30 days after your notice of appraised value was delivered to you.

The Comptroller’s publication, Property Taxpayer Remedies, explains in detail how to protest your property appraisal, what issues the ARB can consider and what to expect during a protest hearing. The publication also discusses the option to request limited binding arbitration to compel the ARB or chief appraiser to comply with a procedural requirement and the options of taking your case to district court, the State Office of Administrative Hearings or binding arbitration if you are dissatisfied with the outcome of your ARB hearing.

We Need to Protect Our Groundwater Rights Roma ISD Educators Write, Illustrate Published Children’s Book The Starr County Groundwater Conservation District is calling for an election to fund operations of the groundwater conservation district.

Groundwater conservation districts were formed, through a legislative act, to allow for the local control of water rights and water availability. Groundwater conservation districts are separate entities that are governed by its own board of directors whose responsibility is to oversee that groundwater use is fair and equitable. Groundwater districts are not part of the traditional county commissioners’ court.

What is being asked is a one cent tax per $100 valuation on your property, for example, a $100,000 valuation would mean a $10 tax, a very minimal amount to pay for the protection of your water rights. The responsibilities of the groundwater district include monitoring groundwater wells for aquifer levels and to monitor for contamination of the groundwater. Water is already our most valuable resource and will become a very scarce resource in the future. There will be “water wars” for control of our water. laid out for us, we WILL LOSE CONTROL OF OUR WATER RIGHTS. The neighboring counties of Brooks, Jim Hogg, Duval, Jim Wells, Kenedy, and Hidalgo, all have groundwater conservation districts in place.

We are lagging behind. Now is the most opportune time to initiate a plan that will help protect the right to our groundwater. Funding is needed to cover operation costs. Those costs include an administrator/ technician, equipment, building rent, vehicle and other minor operating costs. Election day is May 6, 2023, at the county court annex building 100 FM 3167, Rio Grande City, Texas 78582. Early voting starts April 24, 25, 26, 27, 28 and May 1, and 2, 2023, 8 am to 5 pm.

Many of us have volunteered our time and resources over the last three years to salvage the existence of our groundwater district. Now is not the time to lose all that effort. Please vote in favor to fund the district and please feel free and motivated to participate in this mission as we move forward.

“It has always been a lifelong dream to be a published author,” said Roma ISD Speech Therapist Maricela Flores. “I decided to make it a gift to myself and I just made it happen.”

Flores recently self-published “Wandering Drone”, a children’s book available for sale now on Amazon and at Target Stores.

“I had been playing around with rhymes since I was teaching young children to read some years ago, so then I started formulating those ideas into a book,” explained the long-time Roma ISD educator. “I got my draft and had the information on how to publish, but I needed an artist. I had been looking for someone for a while when Maricruz said she would be willing to illustrate the book. Little did I know that the perfect person to help me make my dream come true was right in front of me the whole time.”

Roma Middle School Teacher Maricruz Velazquez is the illustrator for Flores’ book, which is the story of a young boy exploring the world through a gift from his father – a drone.

The certificates of obligation (the “Certificates”) will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the City and from a lien on and limited pledge of net revenues derived by the City from the operation of the City’s Water and Wastewater System.

The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971 as amended, Local Government Code Section 271.041 through Section 271.063, and Chapter 1502, as amended, Texas Government Code. The current principal of all outstanding debt obligations of the City is $9,743,000. The combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $13,170,287.

The estimated combined principal and interest required to pay the Certificates is $8,184,919. The estimated interest rate for the Certificates is 6.50%. 26 Students Honored for Achieving Inspirational Merit The GFWC Florence J. Scott Woman’s Club held its annual AIM Banquet on March 22, honoring RGCGISD seniors who have Achieved Inspirational Merit and celebrating GFWC Federation Day. Twenty-six students who will graduate in May from the three high schools in the Rio Grande City Grulla ISD were recognized for their outstanding achievements, which have inspired others, as follows: Jason Alanis, GHS; Dayanara Cantu, RGCHS; Bailey Clark, PECHS; Roberto De La Garza, Jr., GHS; Danika Flores, RGCHS; Daniela Garcia, PECHS; Nayelly J. During the evening, youth and their guests were inspired by viewing videos of former LRGCCISD students who have gone on to Achieve Inspirational Merit in their lives and careers.

These inspiring individuals are J.J. Guerra, KRIS-TV Corpus Christi morning anchor; Marty Lopez Hinojosa, architect of Bert Ogden Arena and Driscoll Children’s Hospital in the Rio Grande Valley; Mindy Lopez Latting, U.S. Army specialist in chemical warfare who has served in the Pentagon; and J.M. Longoria, a writer, actor, and producer in Los Angeles, California.

A delicious meal was served

by Jesse’s Catering, and door prizes were given to the students, along with a tote bag donated

by the school district containing numerous items donated by generous vendors and individuals from the community.

Lydia Garza Saenz donated a flowering plant for each family to take home as a remembrance.

Special thanks to Superintendent Adolfo Pena, Jr., the RGCGISD School Board, Principal Maribel Montemayor and Librarian Jeannie Anderson of RMS, and the principals and counselors from Rio Grande City High School, Grulla High School, and Preparatory for Early College High School.

Historical Starr County Miss Lucinda Davis was the daughter of the founder of Rio Grande City Henry Clay and Hilaria Garza- Davis. She passed away at the age of 79. She was the first known born persons to have been born in Rio Grande City, Texas.

Educator and Postmistress Ms. Lucinda had always been connected with the history and life of the town. Greatly beloved by her townspeople who affectionately knew her as “Tia Lou”. Miss Davis spent an active life, having served as as Post mistress for many years as a teacher in the local schools. She saw the valley’s transformation and growth.

Dined with well known historical figures and a future president Her childhood memories are like no other as the US continued to developed as the coast-to-coast country we know today. As a young girl she made acquaintances with many important figures both in military life and civilian life. . Her father Henry Clay hosted many dignitaries at his home which served as a general meeting place in this section of the country at that time.

While her father was entertaining VIPs, Little Ms. Lou met Robert E. Lee and U.S. Grant who served together in the old garrison of Fort Ringgold in the days before the War of Northern Aggression.

She also met Admiral and Mrs. Raphael Hemmes who during the war between the sates had to flee across the Mexican

Efforts to preserve local history Ms. Davis loved her beloved town and in her last years she ensured local history was preserved. She was an active member of the Daughters of the Confederacy and ensure confederacy history would not be forgotten.

The arrival of the Railroad and her las Public Appearance One of “Tia Lou’s” last public appearance was in August 1926 when she was an honored guest which marked the arrival of the first train into Rio Grande City and Starr County.

Seated on the platform with railroad officials and local citizens, Miss Davis appeared radiant over the activities of the celebration.
