Rep. Cuellar Announces $7.4 Million in Federal Funds to Expand Head Start Services in Starr and Zapata Counties Congressman Henry Cuellar ( T X - 2 8 ) announces $7.4 million in federal fund to AVANCE Inc., a nonprofit that supports low-come children and families in Texas.

These federal funds, awarded through the U.S. Department of Health and Human Services, will be used to operate Head Start and Early Head Start programs in the Starr and Zapata counties as well as expand services currently provided in these two counties.

“Head Start plays an indispensable role for families across South Texas, creating better health outcomes, higher graduation rates and higher rates of academic and professional success in our community,” said Congressman Cuellar.

As a senior member of the Appropriations Committee, Congressman Cuellar helped secure $11.6 billion for Head Start in the 2020 final spending bill, an increase of $1.5 billion from 2019. Head Start is a program of the Department of Health and Human Services that brings comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and families.

These federal funds will allow AVANCE to serve 592 children in Starr and Zapata Counties, through full-day, center-based Head Start and Early Head Start services for children ages 0-5 years, as well as home-based services for up to 36 pregnant women. In addition to providing and supporting early childhood education and development, AVANCE will provide services to address the physical, mental, and emotional health of children and their families. With this grant AVANCE will serve a total of 764 children and families from Hidalgo, Starr, and Zapata counties with evidence-based, culturally responsive, high impact parent education and early childhood education programming.

Variable cracker butterflies are seldom seen in the Valley A while ago, I wrote about a butterfly called a gray cracker. I should alert you to the existence of a very similar butterfly called a variable cracker. We’re on the northern edge of its range so it’s a rare occasion, but memorable, to see one here in the Valley. Their range extends into South America where they’re more abundant.

It’s called a cracker because, when courting or defending its territory, it snaps its wings together to make a clicking sound.

They have tiny membranous ears that can detect sound.

If you see one, it’s likely to be on a tree trunk facing downward. To

identify it, look for the following: (1) the overall appearance will be a tannish-gray myriad of splotches, well camouflaged, (2) it’ll have a wingspan of about 3 inches, (3) along the front edge of the forewings will be a red squiggle distinctly bordered with black, and (4) the eye spots at the end of the hindwings will each have light centers surrounded by a black circle.

The gray cracker, which is a look-a-like, and which I’ve also pictured here, has faint borders on the red squiggles and red

and black crescents in the eye spots.

T h e host plants for the caterpillars are dalechampia vines, of which there are many species, and tragia herbs also called noseburns, both in the Euphorbiaceae family.

Adults don’t feed on nectar as most butterflies do. Instead, they prefer rotting fruit, tree sap and dung. To each his own.

During 20 years of hiking through our remarkable thorn scrub, I’ve seen crackers only twice. You’ll have to be very lucky to see one but I hope you have the thrill of doing so.

June 30 Last Day to Complete Enrollment for 2020 Agriculture Risk Coverage, Price Loss Coverage Programs Call Today About 2020 Crop Year Eligibility Agricultural producers who have not yet enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for 2020 must do so by June 30. Although program elections for the 2020 crop year remain the same as elections made for 2019, all producers need to contact their local USDA Farm

Service Agency (FSA) office to sign a 2020 enrollment contract.

“The Agriculture Risk Coverage and Price Loss Coverage programs are critical safety-net programs for farmers, helping producers weather market distortions resulting from natural disasters, trade disruptions and, this year, a pandemic,” said FSA Administrator Richard Fordyce.

“Contact your FSA county office

today to complete enrollment before June 30. This can be done in concert with filing your acreage report and applying for other FSA programs.”

To date, more than 1.4 million ARC and PLC contracts have been signed for the 2020 crop year. This represents 89 percent of expected enrollment. FSA will send reminder postcards to producers who, according to

agency records, have not yet submitted signed contracts for ARC or PLC for the 2020 crop year.

Producers who do not complete enrollment by close of business local time on Tuesday, June 30 will not be enrolled in ARC or PLC for the 2020 crop year and will be ineligible to receive a payment should one trigger for an eligible crop.

ARC and PLC contracts can be mailed or emailed to producers for signature depending on producer preference. Signed contracts can be mailed or emailed back to FSA or, arrangements can be made in advance with FSA to drop off signed contracts at the FSA county office – call ahead for

local drop off and other options available for submitting signed contracts electronically.

Producers are eligible to enroll on farms with base acres for the following commodities: barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium- and short-grain rice, safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat.

Land Commissioner George P. Bush held a webinar June 1 for local elected officials in Texas with information to help constituents be prepared for the 2020 Hurricane Season. Commissioner Bush informed local leaders of the work the General Land Office (GLO) is doing to help communities prepare for future storms, recover from previous disaster events and mitigate against future damage.

Local officials heard from Dr. Gerry Bell, lead seasonal forecaster with NOAA Climate Prediction Center, on what to expect from the 2020 Hurricane Season, which began Jun 1. Officials were also provided links to valuable disaster preparedness resources and contact information for agencies active in disaster preparedness, response and recovery. The webinar can be viewed at recovery.texas.gov/ preparedness.

“Experts anticipate an aboveaverage season with 13-19 named storms, including 6-10 hurricanes, 3-6 of which are expected to be major,” said Commissioner Bush.

“There have been 17 Presidential

Disaster Declarations issued for Texas in the past 10 years. Texas has experienced more than its fair share of natural disasters.

In preparing for the hurricane season, we continue to promote open communication with our municipal, county, and regional leaders because the most effective response and recovery begins at the local level.”

GLO staff has and will continue to conduct training and outreach throughout the state, focusing on pre- and post-disaster recovery planning. The GLO encourages all jurisdictions to participate in training for disaster recovery planning.

The GLO is also encouraging Texans to: •Maintain adequate levels of renter or flood insurance (which typically includes a 30-day waiting period before going into effect), even if you do not live in a flood plain; •Safeguard important personal documents such as birth certificates, deeds or insurance policies; and •Keep emergency supplies like bottled water and canned food on hand.

In the wake of Hurricanes Ike, Dolly, Rita, and Harvey, Bastrop wildfires, 2015-16 floods, and Tropical Storm Imelda, Texas made great strides to improve disaster

preparation. The GLO provides resources to assist communities as we prepare for the hurricane season and other hazardous events.

Texas Farm Bureau Scholarship Named in Honor of Eladio “Lalo” Carrera

Eladio “Lalo” Carrera was recognized by having a 2020 Texas Farm Bureau District 13 scholarship named in his honor. The scholarship, valued at $1,500, was presented to Megan Frerich of Sinton, Texas.

The late Eladio “Lalo” Carrera served the Starr County Farm Bureau since the day it opened its doors in 1964. The original bylaws were signed by Carrera, A.V. Peterson, Martin Garza, Douglas Kuehn, R. T. Chapa, J.M. Martinez, Ray Rochester, and Johnny Shuford.

Carrera devoted his time as president from 1973-74 and for many years served as secretary-treasurer.

Starr County Farm Bureau praised Carrera because, “He always contributed his extra time to Farm Bureau and exemplified all the traits a Farm Bureau member should

The Texas Farm Bureau Board of Directors established the Memorial/ Honorary Scholarship Program in the fall of 2012 to honor people who have dedicated many years of active service to Texas Farm Bureau and the agriculture industry. County Farm Bureau Presidents in each Texas Farm Bureau District, including Douglas Anderson of Starr County Farm Bureau, chose the person to honor in naming the scholarship.

Carrera was a lifelong resident of Rio Grande City, where his family settled in the early 1840’s. He served in World War II in the United States Army. In 1950, he attained a Bachelor of Business Administration degree. Afterwards, he returned home and opened Twin Palms Food Center in partnership with his father and brother. He became well-known in the community for his compassion, extending credit without interest to those in need of food. Carrera still maintained his ranch, ran a commercial real estate development company and various other business enterprises. He spent his later years providing facilities to local public service and religious organizations, free of charge.

He was known for his wry sense of humor, his generosity, and his extensive knowledge of genealogy of the pioneer Hispanic families of Starr County.

Honorary Scholarships awarded across the state of Texas.

Texas Farm Bureau Director of Youth Outreach Mia Balko, State Director Scott Frazier, and Field Staff Raul Villarreal congratulated Megan on the honor of being selected as the recipient of the Eladio “Lalo” Carrera Memorial Scholarship. Her application was selected from among a large number of very qualified applicants, so it is indeed an honor to be named a recipient.
