PEEDING up your loan application process is a crucial game plan, especially if you are trying to grab a good housing deal that is way below market price. However, first-time buyers may be flustered to learn the ropes of this bureaucratic process.

According to De Bancco Group Bhd managing director Jerry Tang, you must consider several essential points.

Prepare papers in advance After completing the offer form with the estate agent, you have 14 to 21 days to sign the Sale and Purchase Agreement (SPA). That means you have less than 21 days to apply for a loan.

“The loan process is not that simple; the bank will have to go through several steps before approving your loan application. Hence, I usually advise my clients to begin preparing the essential documents before making a booking.

“Do some self-checking on loan eligibility. Among the documents you need to furnish the bank is your income statement as proof of your loan repayment capability,” he said.

espite recent market sentiment signalling a soft property industry, firsttime home-owners are still hopeful about purchasing their first landed property within the Klang Valley.

StarProperty.my approached first-time homebuyers, upgraders and investors through its Buyers’ Sentiment Survey 2017 and successfully peered into what is in their baskets when it comes to property issues.

The recent survey garnered 6,000 responses from people aged 19 to 60 years old with incomes of less than RM2,000 to more than RM15,000.

What we found was the hushed and troubled voice of first-time homebuyers.

Of the 6,000 respondents, 53.07% are first-time homebuyers, 19.46% are upgraders and the remaining 27.47% are investors.

FIRST-TIME PURCHASERS For starters, 60.58% of the first-time buyers are interested in terraced landed property, followed by 58.05% who are inclined towards condominium and serviced residences.

Interestingly, 57.21% of the respondents want their first homes to be in the Klang Valley while 54.98% of them prefer Greater Kuala Lumpur. The lack of space in Kuala Lumpur is affecting the first-time buyers’ accessibility to landed properties.

With the latest developments in Greater KL and Klang Valley being geared towards condominiums and apartments, the younger generation may be pressed to switch their home-buying preferences.

Penang was voted as the third most preferred area to buy their first residential property. The finding is of no surprise since Penang has been quoted as being among the best places to retire and live in 2016 and 2017, according to recent international media surveys.

The sentiment survey shows that 43.98% of firsttime buyers are looking for houses in the price range of RM300,000 to RM500,000.

With ‘affordability’ being the trending word in the property sector lately, the Government’s various initiatives such as PR1MA and Rumah Pertamaku has been directed towards making housing affordable for first-time buyers. However, the underwhelming awareness of first-time buyers is disconcerting.

According to the survey, 50.11% of the respondents claimed they are not qualified for the government property schemes while 32.39%, 23.13% and 28.49% are interested in applying for the My Home programme, Rumah Pertamaku, or PR1MA. The survey also reveals that 73.24% think the Government should take more steps and come up with new schemes to make housing affordable, proving that affordability is still a relevant word among firsttime buyers in Malaysia.

Regarding factors that influence the purchase of their first property, the price of the residential unit tops the list at 79.21%, followed by location (73.30%), security and safety (61.29%), developer’s reputation (53.38%) and loan eligibility (48.76%).

Asked about the biggest challenge they face when buying their first homes, 89.59% of the respondents pointed to the overpriced property and 50.48% stressed on the rapid increase in price in a short period.

Other challenges include high down payment, the unpredictability of the property market, lack of good financing options and tough approval process involved in loan application.

Are you interested in any government housing scheme?

On the other hand, upgraders quoted lifestyle changes, income stability and insufficient space as the top three reasons why they choose to move out of their current homes.

The majority (58.25%) of upgraders are seen to move to new premises after living in their previous homes for more than five years. Evidently, Malaysians are still reluctant to make big property decisions such as moving into a new house within a short period of time.

While the general trend remains the same as first-time buyers and upgraders (a majority of investors are interested in properties located in Greater KL and the Klang Valley, and their biggest challenge is the “property price is too high”), Malaysian investors are a tad comfortable in their zones.

For the investors who participated in the survey, only 5.57% own properties overseas and only 11.01% are ready to look into the international market when it comes to future investments.

The question remains: Will the property market crash in 2018?

ALAYSIANS who can afford it have the opportunity to invest in financial instruments that could increase your earnings.

But like most things, there is bound to be a downside. In the case of capitalism, social and income inequality is one of its products.

The wiping out of the working class is a global cause for concern. Knowing that a healthy working class is crucial to a robust economy, chief economists and central banks worldwide are continually tinkering with their policies to be aligned with this agenda.

Bucking the trend, however, is Malaysia where the Gini coefficient report showed that we have experienced some improvement in narrowing the gap between the rich and poor. (Gini coefficient is a tool used to measure income inequality in a nation.)

The Gini reading, which was at 0.460 in 2002-2004, has improved steadily to 0.44 in 2007-2009, 0.430 in 2012, 0.401 in 2014 and further to 0.399 in 2016.

To accelerate this positive trend, the Consumers Association of Penang (CAP) has been calling for the reintroduction of inheritance tax in budget dialogues since 2001.

According to CAP, despite marginal improvements in the last decade, economic disparity has risen considerably since 1980. Thus it asserts that a suitable tax mechanism should be in place.

“Taxation is one of the best ways to bridge the inequality gap. Taxes will help Malaysia move towards a just society.

“Much needs to be done to enable the

poor to break the vicious cycle of poverty. A significant portion of Malaysian children is undernourished with about 15% found to be underweight and stunted,” explained CAP president S. M. Mohd Idris.

He said that monies received from inheritance tax should be channelled to uplift the incomes of the poor, the disadvantaged and the aged by way of low-cost housing, education and other welfare benefits.

“All Malaysians have the moral responsibility to create a safety net for the poor and needy,” Idris added.

Adding to the national coffers CAP believed that the reintroduction of inheritance tax will eventually lead to more significant national savings.

“With proper use of taxes, there will be more opportunities for employment and entrepreneurship among those in the low-income group.

“In turn, this leads to higher earnings for them. Once lifted out of poverty, the national savings will rise,” Idris explained.

Today, many countries such as the United States, Britain, France, Germany, The Netherlands and Canada have implemented either the Inheritance Tax or estate duty.

In the Asean region, only Vietnam imposes an inheritance tax or estate duty. Countries abolished it – Malaysia in 1991, Brunei (2013) and Singapore (2008) – because it was deemed to have prevented wealth creation.

Against the proposal The call for the reintroduction of inheritance tax has drawn criticism from various parties.

Among them was a senior member of the Real Estate and Housing Developers’ Association (Rehda) who cautioned that such a tax mechanism could lead to capital flight.

Asked about this, Idris responded by saying that high networth individuals are already moving their monies overseas to chase higher possible returns.

“Inheritance tax is only one of the criteria for choosing where to park one’s money. Hence, it remains to be seen whether inheritance tax will lead to

capital flight,” Idris argued.

Socio-Economic Research Centre (SERC) executive director Lee Heng Guie said that inheritance tax is one of the most sensitive and contentious taxes.

“While it is only levied on the wealthiest households as a tool for income distribution, it dampens work effort, entrepreneurship and wealth creation as well as causes the loss of economic output due to less capital formation.

“In practice, the correlation between inheritance tax and income equality is not strong and also a poor source of revenue,” Lee contended.

Moreover, Lee said that inheritance

tax is losing ground worldwide because too high a tax rate stifles work efforts and economic output, plus many exemptions and a narrow base will result in only a small revenue being collected in the end.

“It has high compliance and enforcement costs; it is indeed an arduous task and process to value inheritance assets.

Thus the tax effort and administrative cost will outweigh the amount of revenue collected,” said Lee. For Malaysia, the imposition of inheritance tax requires careful consideration, weighing on the aspects of equal opportunity, its effectiveness as a tool for fair income distribution and its dampening effect on growth and capital formation.

Institute for Democracy and Economic Affairs (Ideas) chief executive Wan Saiful Wan Jan said it is wrong to talk about inheritance tax today.

“If you want to be popular, then inheritance tax is certainly something you should propose. You can ride the wave of populism that is flooding the world today.”

He said: “Every week we hear how we should be worried about the low retirement savings that people have. And bodies like the Employees Provident Fund (EPF) and various savings institutions are going all out to encourage people to keep enough for the future.

“It is then incoherent to suggest having inheritance tax because this is a tax on savings. Even worse, it is double taxation because people are already paying income tax before they can save,” he added.

Saiful explained that inheritance tax is a bad idea because it sweeps over everyone, including heirs who may badly need the inheritance.

“For example, I wish to donate my wealth to an orphanage or a poor relative. The tax will prevent that from happening in its entirety because Putrajaya wants to take some of that money to pay bills,” he remarked.

MEASURES TO SUSTAIN THE WORKING CLASS What then are the alternative measures that should be in place to sustain the working class?

Lee and Saiful acknowledged that the gap between the rich and poor will always exist as a side-effect of capitalism.

According to Saiful, the central issue is to make sure that the poor can cope with the rising cost of living.

“The situation is worrying because more people are complaining about how they cannot afford daily household items. It is a problem both in the rural and urban areas.

“Tackling this matter requires an environment that enables people to generate more income for themselves and their families, as well as save for the future while creating a caring society where people are inclined to help each other without being coerced by the government.

"It certainly should not be focused on penalising those who are successful by implementing this tax mechanism,” he stressed.

Instead of taxation, Saiful suggested greater economic liberalisation to encourage trade, a regulatory environment that enables entrepreneurs to succeed, a more flexible job market, and easier ways for people to set up charities with tax incentives that can contribute towards bridging the income gap.

Lee also suggested having new public policies to help reduce inequality, narrow economic disparity and enhance economic mobility for all.

“The policies include providing affordable housing at reasonable financing rates, healthcare services as well as a fair and efficient public transportation for working and middle-class households.

“In this way, struggling families could build up wealth and enjoy better economic welfare,” Lee explained.

He added that investments in education, upskilling, reskilling and lifelong learning programmes are essential to raise the earning power of households.

In Malaysia, properties have long been used as tools to generate wealth. Some people are known to invest in 10, 20 or even 30 housing units.

Should the government intervene to ensure that most of the housing supply reaches genuine buyers instead of investors?

Saiful responded by saying that all home buyers, irrespective of their motives, are genuine buyers.

“Many people are buying properties for their children so that their future is secure.

Parents should not be punished for loving their children.

“Do we want to become a society that says you can only show your love if it is worth less than a certain amount and anything above that will be taxed?” he asked.

Lee stressed that public policy intervention in the form of macro-prudential measures, such as real property gains tax and responsible lending guidelines, are already in place to contain speculative investments.

He said that genuine home buyers should not be denied a mortgage as long as the borrowers meet the lending prerequisites.

He suggested that the public and private sector should come together to increase the supply of affordable homes.

Asked what type of policies should the government consider to improve the property market, Saiful advocated more creative methods of handling the bumiputra housing quota.

“At the moment, the bumiputra quota distorts pricing because it pushes up the value of other units.

“However, the issue of affordable housing cannot be tackled just by looking at how to control prices. Instead, more must be done to increase salaries and wages so that more people can afford to obtain mortgages.

"The market must be tackled holistically instead of just zeroing on housing prices,” added Saiful.

ALAYSIA offers abundant job opportunities to those seeking a career. With a variety of industries to choose from, people may be unaware of the lesser known sectors such as property.

Being one of the most important contributing sectors of Malaysia’s economy, there are several exciting job opportunities within the real estate industry that should be considered.

In the first instalment of the Careers in Real Estate series, StarProperty.my focuses on the real estate agents. We interviewed four successful real estate agents who shared their experiences and expertise regarding the profession.

IQI Realty Sdn Bhd group vicepresident Dave Chong A real estate agent or real estate negotiator is responsible for bridging the gap between a buyer and property owner. The agent acts as the middle-man between the two parties to ensure the property transaction is carried out professionally.

In his or her daily routine, a real estate agent needs to generate a lead: find the people interested in buying a property and engage with them.

The agent will have to call and set an appointment with these potential customers and bring them to view the property.

Next, the agent will have to present the product to the clients to educate them on the investment prospects of the project. The agent will also have to instruct them on the processes of buying a house, such as loan instalments, the down payment, and the insurance.

The most important step would be closing the deal – the agent will have to suggest the most suitable property to the client.

Last but not least, the agent must follow through with the client regarding the loan approval before confirming the purchase.

The best part of this career – aside from the salary – is the flexibility. As an agent, you get to plan your schedule for the day and work at your own pace.

Despite the soft market sentiment, people are still buying property. The demand for good real estate negotiators

will always be there.

Sometimes, the public is confused over real estate negotiators and agents because both have similar responsibilities. Why are some negotiators also agents and vice versa?

There is a slight advantage for a licensed real estate agent who is authorised to open a real estate firm and lead a team of 20 negotiators.

One way to become a licensed real estate agent is to take the Estate Agents Examinations set by the Board of Valuers, Appraisers and Estate Agents Malaysia (BOVAEA).

Applicants must pass 12 subjects.

Upon passing the exam, they can register as a probationary estate agent and pass the Test of Professional Competence (TPC).

To become a successful real estate agent, one needs to have several values such as integrity, enthusiasm and perseverance.

Integrity is essential in building the trust between you and your clients. It will affect your relationship and reputation depending on how you present yourself. Enthusiasm is a big factor to attract repeat customers.

Last but not least, perseverance is essential. A real estate agent needs to be persistent in following up on the prospects, appointments and documents.

Take note: be persistent but don’t be pushy.

With the Internet of Things (IoT) becoming the trend, everything is accessible online. If you want information on a property at a specific location, you can check online straight away and get a full analysis.

Where does that leave us? That is one of my concerns.

Upon graduating, one will need to

have a few years’ experience in the field before being qualified to obtain the TPC logbook and going for an interview with the Board to be awarded the licence.

Those who did not major in real estate can still apply to become a licensed real estate agent. However, they are required to take Part I and II exams set by the Board.

It could take about five years to get the licence if you pass your exams and excel in your career.

Different companies may have different guidelines regarding salary. We don’t offer a basic pay, but we offer a commission scheme – which is better.

Companies that give a basic salary may have a smaller commission scheme in return.

For example, you will get 2% to 3% commission on closing a deal for a house worth RM1mil. The amount of commission could differ based on whether the deal is under core agency or direct deal.

For the core agency, one side of negotiators representing the buyers will engage with the side of negotiators handling the properties. Once the deal is closed, the commission will be divided between the two of them.

If you represent both the property and the buyer, you will get to enjoy the full commission.

However, depending on the agreement or position, a portion of the earnings will be directed to the company. This applies to the core agency deal as well.

OU have been planning this vacation for some time, and now the time has come to set off. But before you go on that well-deserved break, you need to take steps to keep your home safe.

Here are a few ways to secure your house while you are away on holiday:

Mow the lawn and sort the mail

Simple do's and don'ts that give peace of mind Keep your house looking normal and lived in. You don’t want to do something that is out of the ordinary because it would be an obvious giveaway to burglars.

Using a timer for lights may not be that helpful; when the lights come on at night, it could be evident that nobody's in the living room watching TV. Close the blinds half way or close them strategically so that specific areas or rooms are hidden, while shades in other areas can remain open.

Beware of social media

All electrical appliances should be turned off at the socket except for the refrigerator. This measure will reduce the risk of fire occurrance while you are away.

Before leaving the house for your long journey, it will be prudent to check all your windows and doors one more time. Make sure they are tightly locked.

Before going on vacation, inform your neighbours and ask them to keep an eye on your property.

They’re the first line of defence while you’re gone, and you can return the favour when they are away. Giving them your vacation contact is essential, just in case of an emergency.

If you are not comfortable with your neighbours, ask your friends or family members to check your home a couple of times a week while you’re away.

You may want to inform the police about your holiday so that they can send extra patrols to watch over your neighbourhood.

By doing so, you are broadcasting to the world that you are not at home now; this is like telling the burglars to visit your home while you are away. So skip the postings, check-ins and status updates like “Off to the airport!” until after you get home.

Lock the garage (and all other doors) Be sure to lock every single possible entry into your home.

An automatic garage door is quite secure because it is hard to break open.

However, a burglar can work around it by “fishing” – using a coat hanger to pull the emergency release trigger at the top of the door and then open it manually.

No matter which type of garage door you

have, the best way to burglarproof it is to install a deadbolt. Just one deadbolt per garage door will do the trick, but you could install one on each side as a failsafe.

Don’t leave spare keys around If you have spare keys hidden somewhere – in the mailbox, shoe rack, under a mat or fake rock – remove and stow them away.

If would-be burglars know you’re away, they will have time to search for the spare keys. They probably know all the common hiding spots better than you do.

Keep valuables away in the safe When you are at home, there’s often cash, jewellery or family heirlooms lying around. Before going on holiday, make sure you keep all your valuables in a safe.

Get someone to be a house sitter Another safety measure is to hire a house sitter. Having someone like a family member or friend staying at your home will be a great deterrent for any would-be burglar.

To complement the house sitter, ask someone you trust to take care of the garden and plants, as well as check the mailbox. This way, the house is cared for inside and out.

There are companies and agencies that offer house-sitting services. The most reputable ones provide reviews, references and even background checks.

SOIL-FREE HOMES FOR YOUR PLANTS Cleaner growing method for indoor greenery

LANTS are becoming increasingly ubiquitous in the living space as home-owners are now more aware of their health benefits as well as decorative purpose in sprucing up a particular space.

Most people want a greener home but sometimes struggle with problems such as pests and bugs, overwatering and leaves of indoor plants turning yellow or falling off.

Poor plant growth is often attributed to soil deficiency. The soil itself isn’t necessary for plant growth, but it keeps the mineral nutrients that plants need.

Hydroponics and Pafcal are some of the most popular and easy-to-apply soilless growing methods that retain the functions of soil such as holding the roots, providing support and storing or delivering nutrients to plants.

Consider going soilless when fitting homes with indoor greenery because it creates a cleaner and friendlier growing environment for urban gardening with minimum effort.

Hydroponics It is a water-based method for growing plants. For a small house plant, all you

need is a container to support the plant which has to hold enough water without leaking and is also aesthetically appealing.

Other materials such as pebbles, perlite, coconut coir and sand can also be added to support the root.

By using the hydroponics system, the mineral nutrients are delivered directly and efficiently from the water to the roots. It avoids the process of expanding the root system downwards for nutrient absorption.

This will help the plant to grow upwards faster and create an intensive growing cycle.

Moreover, it is clean and produces little waste. Problems such as weeds and overwatering (or underwatering) can be controlled and prevented, making it perfect for both home or office gardens.

Pafcal This is a soft and sponge-like planting material made from polyurethane and other organic elements.

Invented by the Japanese-based agriculture development brand, it can maintain a 30% water and 70% air ratio from top to bottom, which is the perfect bal-

ance for plant growth.

Pafcal is the lightest among the soil substitutes, hence is widely used in vertical gardening.

It is not only suitable for outdoor use but also an easy and accessible planting material for house plants due to its clean and hygienic characteristics.

“It is made out of neutral material which contains zero bacteria and no decomposing matter that would attract bugs. This eventually benefits the plant’s health, reduces diseases and death,” said Green Planet Midori Sdn Bhd managing director Desmond Seok.

“Generally, the plant death rate of a vertical garden grown in soil is about 30% while Pafcal cuts the figure to about 5%,” added Seok.

Pafcal is moulded in solid cube shape to avoid erosion, and its texture feels like soil.

Just put it in your favourite pot or container, moisten it and place the plant or seed in it. You can start growing the plant.

The best part about Pafcal is that if your plant gets bumped or knocked over, there is no dirty mess to clean up!
