Barwon Heads group puts art and soul into push for hub By MICHELLE HERBISON A NEW incorporated group will work to establish an “arts hub� for Barwon Heads, according to its spokesperson. Vicky Strachan said Barwon Heads Arts Council would investigate locations for a new or renovated building to become its studio. “It will provide studios for artists – visual, textile, performing arts – to run workshops, do tuition or do their own work. They’ll also have a central, intimate performing or exhibition space.� Ms Strachan said Barwon Heads had “increasing need� for the hub amid a growing population of artists and school students. “There’s a very vibrant arts community here but at the moment people work in isolation. We really just want to bring those people together and allow the wider community access to more creative outlets. “In three to five years we hope to have a building in place. The initial stage for us is about looking at feasibility which means want to collaborate with as many organisations as possible.� Ward councillor Andy Richards welcomed the arts council initiative. “I’ve encouraged them to put in an application for a councillor community grant so they might get some start-up funding. Under the program they can apply for up to $5000,� Cr Richards said. Ms Strachan encouraged residents to become hub members by emailing barwonheadsartscouncil@live.com.

Consultants overrule parents on fence call BOROUGH of Queenscliffe would “significantly increase council’s level of risk� if it complied with concerned parents’ calls to fully fence a Point Lonsdale playground, according to consultants. Council responded to a question without notice at its December meeting with an $860 consultants’ review of the suggested fencing. Mayor Helene Cameron said parents had worried about children’s safety due to the semi-enclosed southern foreshore reserve playground’s proximity to Point Lonsdale’s busy main road.
A report to council this week said Ray Hutchison and Associates advised against installing full fencing around the playground because it was designed for school-age children. Younger children must be fully supervised on the playground’s double swing and “large multi-level combination unit�, the report said. “By fully fencing the playground council may be seen to encourage or accept ‘supervisors’ leaving children unsupervised in the playground. A fence and gate is maintenance intensive and, if installed, must be in good working order at all times.

“Failure by council to deliver the high expectation of security and safety due to a broken or vandalised gate or fencing may result in liability for any resultant incidents,� the report said. Cr Cameron said parents needed to take responsibility for supervising their children at the playground. “Some people believe if there’s a fence around a playground they can possibly not stand there. I’ve spent many hours at that playground with four small children and I never felt my children were at risk because I supervised them.� Cr Cameron said new playground seating allowed parents to ensure their
children remained away from the road. “With the way the new seating has been positioned you can now sit with your back to the road and watch your children so it is a safe playground. The playground is designed for an older age group. It is not designed for young children without parental supervision.� The report also stated that a drinking fountain would be moved to improve children’s safety. “The proposed new position of the drinking fountain to the south side of the play area seems both practical and sensible with regard to the supervision of young users,� the report said.
