Covid grants up A council grants program designed to help community organisations assist those struggling during the pandemic has received a boost to its coffers.

The City of Casey’s Quick Response Grants program will be boosted by $250,000, allocated from the 2020/21 year end surplus.

The decision to allocate the funding was made at the council meeting on Tuesday 21 September and carried unanimously.

It’s expected the money will help at least 50 organisations with $5000 each.

The Quick Response Grants program is

open year-round, however, the funds will be distributed within the next three months, meaning applications will be assessed against eligibility and funding priorities as soon as they are received.

The program formed part of the council’s response to the first Covid lockdown in 2020, when it injected $100,000 into scheme to help residents impacted by the pandemic.

Community organisations were able to apply for two grants of $2000 each, with 45 organisations receiving funding.

In the 2020/21 financial year, the City of Casey distributed $80,748 in Quick Response Grants, again of up to $2000 each, to local

community groups and organisations to provide food, social support, and emergency relief.

According to a council officers’ report on the matter, 18 groups in Casey are now actively providing emergency food relief, along with some social enterprises.

The report recognised that these groups are experiencing their highest levels of demand yet for food relief.

In moving the motion, Administrator Cameron Boardman said there was a need to continue supporting the community through the pandemic while the state moves through the reopening road map.

“It is an indication of where we have a direct role to assist the community,” he said.

Administrator Miguel Belmar said the grants program demonstrated the partnership between the council and social organisations.

“These are trying times; the support that will be provided through these grants includes very fundamental needs that people in the community have,” he said.

“I want to encourage those community groups that need these funds to apply for them.”

CFA lights up lockdown

By Shelby Brooks The Warneet-Blind Bight CFA is encouraging all local residents to ’Light Up Lockdown’ this Saturday 25 September.

As an integral part of the community of Blind Bight and Warneet, the CFA volunteers wanted to do a Covid-safe activity that helped make residents feel connected during the lockdown restrictions.

Volunteer Mellani Harris suggested the idea that locals could put up fairy lights, turn their porch lights on or stand outside with a torch, all at the same time, as a way to spread some joy.

“We came up with this great idea as a way to lift people’s spirits a bit,“ Mellani said.

New homes boom in Casey Casey Council continues · interest rate freeze The State Government is ramping up delivery of the Big Housing Build across the state with the first allocation of funds to community housing projects.

The Government is providing $23 million in funding for the Casey and Cardinia Council areas, delivering 71 new social housing homes across six projects.

This is in partnership with community housing providers who with their contribution bring the total funding amount to $32.9 million.

In Casey, 42 homes worth $14.1 million in government funding will be built, creating 183 jobs.

The breakdown of homes includes: Five homes in Clyde North delivered in partnership with WAYYS (Family Violence & Housing Support). Total project cost of $2,110,574.

19 homes in Cranbourne delivered in partnership with EACH Housing. Total project cost of $8,331,000.

10 homes in Doveton delivered in partnership with Affordable Rentals Victoria. Total project cost of $5,002,137.

Eight homes in Endeavour Hills delivered in partnership with Common Equity Housing Limited. Total project cost of $4,962,718.

The projects are part of almost $740 million the State Government is putting in to 89 community housing projects across regional and metropolitan areas.

The homes will be made available to those in the most need of housing including people living with mental illness or disability, people escaping family violence, Victoria’s First Peoples and individuals experiencing homelessness.

“These Big Housing Build projects will change lives as they will provide the stability and security of a home for those in our community that need it most,“ said Bass MP Jordan Crugnale.

“I want to take this opportunity to thank all our community housing provider partners; their commitment to providing a home, improving lives, their ongoing work and connections with our community members doing it tough, is what makes this happen.

“It will also create jobs right here in our area with construction expected to be in underway this year.”

By Danielle Kutchel The City of Casey will continue its interest freeze on council rates until the end of the year, after recognising the hardship the community continues to face due to the Covid-19 pandemic.

At its council meeting on Tuesday 21 September, the three administrators unanimously supported the motion to continue to implement freezes on interest on outstanding rates until 31 December 2021, and to not pursue legal action to recover outstanding rates during this period.

The administrators also resolved to approve the updated Rate Payment and Financial Hardship Policy – which has an expanded customer-centric focus – with a further review to come in June 2022.

The decision on rates comes after a public consultation period on the policy, during which four submissions and comments were made on the need for relief on interest on rates.

The Casey Residents and Ratepayers Association also made a submission on the policy, in which they called for the policy to be updated to show “compassion, flexibility, leniency and [ensure] that ratepayers experiencing genuine financial hardship are adequately protected from inequitable treatment”.

Speaking at the council meeting, administrator Miguel Belmar said the rates policy was “sensible” and gave it his full support.

Administrator Cameron Boardman said the council would continue to review the issue “very deeply and thoughtfully into the future”.

Since March 2020, the City of Casey has opted not to impose penalty interest or pursue outstanding rates in arrears balances through legal action.

The council currently has a gross balance of rates in arrears owing of $23.8 million, comprising more than 11,000 properties.

Quake hits state

By Gabriella Payne Victorians certainly had a rocky start to the day on Wednesday morning, after a major 5.9 magnitude earthquake was recorded.

According to Geoscience Australia, the epicentre of the earthquake occurred in the Alpine National Park in the Mansfield region (North East Victoria) at about 9.15am on Wednesday 22 September.

The earthquake was 10 kilometres deep and lasted about 20 seconds, with tremors being felt all throughout Victoria - and even shaking residents as far north as Canberra and Sydney.

The quake was one of the strongest recorded in Victoria in decades - with Geoscience Australia saying it’s one of the largest south east Australia has felt since European settlement.

A magnitude 4 earthquake was reportedly

felt in the same region just 15 minutes or so after the first quake, and experts are warning that aftershocks could be felt in the coming days or even months.

Residents from across Melbourne’s south east were quick to jump online and check in with one another, sharing their own experiences of the scary ground-shaking moment.

“That earthquake was felt from Gippy to Geelong - it was a big one,“ local resident Emma Ramsey said.

“I was lying in bed [when it happened] and my daughter freaked out screaming - I thought it was a truck at first!“ Cory Sharp, another resident, said his “house shook“ and he was alarmed as he “didn’t think it was going to stop“.

Some building damage has been reported across Melbourne.

Emergency Victoria warned people to expect aftershocks and to keep away from damaged buildings and hazards.

It advised to check homes for cracks or damage to walls and chimneys.

During aftershocks, people are advised to stay indoors and shelter under a sturdy table or furniture and to hold on.

Drivers are told to pull over to a location that’s clear of buildings, trees, overpasses and powerlines, and to keep their seatbelts on until the tremors stop.

“Once the shaking stops, proceed with caution and avoid bridges or ramps that may have been damaged,” an Emergency Victoria spokesperson stated.

Man charged over double fatality Major Collision Investigation Unit detectives have charged a 19-year-old man following a fatal collision that claimed the lives of two people in Devon Meadows.

It is alleged a car was performing a U-turn on the South Gippsland Highway when it was involved in a collision with a vehicle travelling southbound about 1.25pm on Friday 17 September.

A man and woman from Cowes, both aged in in their 80s, in the first vehicle, sadly died at the scene. The driver of the second vehicle, a Cranbourne North man, has been charged with two counts of culpable driving and one count of possess a drug of dependence.

He has been remanded to appear at Melbourne Magistrates’ Court.

The man faces multiple charges.

The Emergency Department at Casey Hospital is again listed as a Covid exposure site after a positive case visited the hospital.

The waiting room of the emergency department at 62-70 Kangan Drive, Berwick, has been identified by the Department of Health as an exposure site on Monday 20 September, between 5.05pm and 10.43pm.

Staff are advised to refer to the Infection Control protocols at the hospital.

The site is a tier 1, so any patients or visitors who were there at that time should get tested immediately and quarantine for 14 days from exposure.

Ramlegh Park Primary School is also a tier 1 exposure site, with a Covid case having attended on both Tuesday 7 and Wednesday 8 September, between 8.30am and 3.25pm.

Anyone there at that time must get tested immediately and quarantine for 14 days from exposure.

Liquorland Casey Central is also an exposure site, on Tuesday 14 September between 1pm and 8.30pm, Wednesday 15 September between 8am and 1.30pm, and Thursday 16 September, between 2.15pm and 8.45pm.

Some individuals will be Tier 1 contacts required to quarantine for 14 days and the Department will contact them directly with this advice.

Otherwise, anyone who has visited this location during these times should urgently get tested, then isolate until confirmation of a negative result.

They should continue to monitor for symptoms and get tested again if symptoms appear.

In recent days, the City of Casey has been identified as an area of concern for the government.

There are currently 142 active Covid cases in Casey, with 26 new cases having come to light in the 24 hours to Wednesday 22 September.

It comes as 440 pharmacies across the state begin rolling out the Moderna vaccine.

Speaking to reporters on Monday 20 September, the Victorian president of the Pharmacy Guild of Australia, Anthony Tassone, who is also a pharmacist at Terry White Chemmart Pharmacy on Clyde, said the arrival of the third vaccine was great news for Victorians as we inch closer to the 80 per cent double dose target.

The Moderna vaccine used mRNA technology like Pfizer and is available to those aged 12-59.

“The best vaccine that you can get is the one you can get today,” Mr Tassone said, urging all those eligible to make an appointment for their vaccine.

He said hundreds of appointments had already been made for the Moderna vaccine at his own pharmacy.

Victoria recorded 628 new Covid cases on Wednesday 22 September.

NEWS In the first of a series of articles, reporter DANIELLE KUTCHEL looks at the plight of refugees who have settled predominantly in Melbourne’s South East.

Resettled: Journey’s pain According to the Red Cross, Australia granted refugee status to close to 15,000 people in the 2019-2020 financial year.

Many of these people make their home in Melbourne’s south east – an area that’s been a melting pot of newcomers for well over 100 years with more than 130 different languages being spoken in Greater Dandenong alone.

I’ve had the opportunity to speak with many of these new Australians over several years, and their stories of the battles they’ve faced to come to the country are unfathomable.

And while the physical scars of torture, starvation and stress may fade, the mental scars can remain.

Getting out of their home country is often fraught with danger.

Sam* was 19, about to turn 20, when he arrived in Australia.

Prior to that he had lived in Pakistan after his family made their escape from Afghanistan.

While he was not technically a refugee to Australia, his experience shows just how terrifying it can be to leave a warzone; he tells a harrowing tale of violence, fear and discrimination.

He was just 13 when his family left Afghanistan in the midst of a brutal conflict after the collapse of the communist state.

He says he “witnessed a lot of trauma” – from dead bodies to constant moving due to the endless fighting.

Finally, one of the rockets hit his neighbour’s house while he was outside playing.

Sam remembers dust and screaming.

His family left the following day.

He recalls a frantic escape on a bus to Jalalabad. On the way, the bus was stopped by what he describes as a group of terrorists, who singled the young Sam out and mocked him, threatening him with harm and potentially death.

From Jalalabad, he and his family were crammed into trucks that carried them secretly over the border into Peshawar, in Pakistan.

“People were vomiting, there was a very bad smell, and not enough oxygen because they closed the door of the truck,” he remembered.

Many of those on the truck lost track of family members who stayed behind in Afghanistan.

They faced discrimination in Pakistan, where the local population treated Afghans with contempt. Police officers regularly bribed any Afghan people they came across.

The family spent years in poverty as getting a job as an Afghan wasn’t easy.

But it wasn’t until later in life that these challenges caught up with Sam. In 2013, here in Australia, he had the first of

Medical professionals diagnosed him with severe anxiety and depression, traced at least partly back to his experience as a child in Afghanistan.

“There are a lot of other people who migrate from country to country and they’re OK

with certain challenges, but probably I was not mentally ready,” Sam mused.

It’s not just the journey itself that can pose challenges; it’s also what lies ahead at the end.

Australia’s policy of indefinite detention for asylum seekers has seen people locked in detention centres for years.

It’s worth noting that Australia is a party to the United Nations’ Convention and Protocol Relating to the Status of Refugees, and that seeking asylum in Australia is not illegal.

Through conversations with advocates over several months, it’s clear that many of those locked away in Australia’s immigration detention face deteriorating mental health.

When they are released, advocates have told me that these refugees are broken people: unsure of how to operate in the world and how to pick up the pieces in a new country.

Whether their mental ill-health has been caused by the system, or whether the system has exacerbated pre-existing conditions, is hard to determine.

Dr Judy Tang is a clinical neuropsychologist and a commissioner at the Victorian Multicultural Commission, and has worked with refugees who face mental health challenges.

She says the impact of immigration detention on mental health depends on the person.

“Not everyone who has gone through traumatic experiences ends up developing mental illness or having mental health difficulties,” she explained.

“But definitely the experience can put a lot more people closer to the threshold of developing mental health difficulties.

“It’s perfectly understandable to assume that for a lot of people that traumatic experience will impact on them.”

She recalled speaking to one person who had been kept in immigration detention for several years and who had, prior to that, been incarcerated as a prisoner of war.

Stuck behind bars for much of their young adult life, the person had told Dr Tang that they felt as though they had lost the most important years of their life.

Dr Tang said it’s just one example of how the refugee experience can negatively impact on someone.

She said there should be more consideration of that impact on refugees and asylum seekers.

“We need to acknowledge that the journey they’ve had can have negative consequences and we need to support them through that and not assume that now that they’re here, everything is OK,” she said.

Supporting refugees

By Danielle Kutchel As the flow-on effects of the resurgence of the Taliban continue to be felt around the world, the Bakhtar Cultural Association has sprung into action to help newly arrived evacuees from Afghanistan to navigate their settlement in Victoria.

The Association has provided interpreters to the Covid-19 Quarantine Victoria (CQV) program to help ease the refugees into their new country.

Eight to 10 interpreters are on site day and night, with several more available over the phone, to speak to Afghan families in their own language and provide essential information about Victoria and the quarantine process.

Around six people are available to provide cultural awareness and social support over the phone to the new arrivals, who headed straight into the isolation of hotel quarantine.

“If they want to talk to someone in this country to find out how it looks when they get out, or any information they need, that’s something we’ve been providing over the phone,” explained association chairperson Bassir Qadiri.

He said hearing words of welcome spoken in their mother tongue brought smiles to the evacuees’ faces.

“It’s something positive for the community. We’re ready to provide whatever support is needed and whatever support we can provide,” Mr Qadiri said.

Bakhtar has also provided care packages including things like warm clothing to donate to the evacuees too, and is collecting funds to

Counselling step plan

By Danielle Kutchel A volunteer-led youth counselling organisation is looking to make the move into Cranbourne as demand for mental health services soars – but it needs funding support to get there.

Left and Right Counselling, currently based in Frankston, has taken a unique approach to youth mental health.

The organisation offers a free counselling service for people aged 12-25, with no cap on sessions, flexible session times of 30-120 minutes and no mental health plan required.

It opened in January this year and has already supported more than 200 young people from across the Mornington Peninsula and the south east, including Cranbourne, Clyde and Botanic Ridge.

Founder Daniel Lennon said the volunteer-led organisation was pushing hard to meet demand.

While staff knew the demand was there, they’ve been surprised by how quickly other organisations in the mental health space have found them and are now making referrals.

So far, Left and Right Counselling has received more than 150 referrals from places like headspace, Anglicare, Baptcare, Monash Health and the Frankston Magistrates’ Court.

Mr Lennon said young people were facing their first “existential crisis”, with the pandemic often exacerbating underlying mental health issues.

In some cases, lockdown has brought about its own mental health challenges too.

He said young people were challenged by the fact they had no access to their usual social forms of support.

With such high levels of demand in the south east, Left and Right is looking to open an office in the Cranbourne region.

Mr Lennon said it was surprising that the growing region of Cranbourne-Clyde did not have a dedicated headspace office.

“It is such an area of growth, and there’s a large number of young people that live there,” he said.

He said with new locations, the volunteers at Left and Right would be able to help well over 1000 clients.

Mr Lennon said the organisation wanted to continue offering a secure and supportive space for young people with sessions tailored to their needs.

There is no set timeline yet for the move, and Left and Right Counselling is looking for funding opportunities from local and state governments to support their growth.

Meanwhile, the volunteers at the counselling service were “ready to go”, Mr Lennon said.

“We have big aspirations. There’s some big work to do,” he said.

Roadwork closures

By Danielle Kutchel Site investigation works are continuing for the Narre Warren-Cranbourne Road upgrade.

From Tuesday 21 September to Thursday 21 October, crews will conduct site investigations on Narre Warren-Cranbourne Road between Thompsons Road and the South Gippsland Highway and on Berwick-Cranbourne Road between Narre Warren-Cranbourne Road and Broad Oak Drive.

The works will take place on weekdays between 7am and 5pm.

The investigation works are ahead of construction starting in early 2022, and will allow crews to understand the ground conditions and locate underground utilities.

During this time, there will be lane and shoulder closures and speed reductions in place.

Hackathon is on Year 11 and 12 students in Ballarat, Berwick, Gippsland, and Brisbane are putting their business and tech skills to the test in a virtual hackathon for the chance to secure a scholarship to study Australia’s first degree in Cognitive Enterprise at Federation University Australia.

As part of the online event on Thursday 23 September, students curious about disruptive technologies like artificial intelligence and blockchain, worked in teams to solve business problems in a creative and innovative way.

They were mentored by staff from global technology company IBM, Federation Business School lecturers and other industry experts to come up with business ideas using these new technologies.

Students pitch their ideas at the end of the day and the winning team of up to four members will each receive a $3000 scholarship for their first year of study in Federation University’s new Bachelor of Cognitive Enterprise degree in 2022 or 2023, should they enrol in the program.

Federation Business School Dean Professor Christina Lee said the hackathon was a good opportunity for students to see if the degree was right for them.

Farm springs with new life A bouncing bevy of spring-time newborns are showing that life goes on at Myuna Farm.

The popular farm at Doveton is closed to the public during the pandemic but its stables and paddocks are teeming with goat kids, ducklings, emu chicks and lambs.

Farm programs officer Kate Wilson said two sets of triplets were born within hours of each other on 22 August.

“One (was) to Mona our Saanen dairy goat and a few hours later, Mona’s mum Sugar, gave birth to another set of triplets.

“Soon after, our male emu, who had been sitting on a clutch of eggs for over 60 days, welcomed two emu chicks to add to our growing brood.”

The farm has been featuring its newborns on its Facebook page.

Its volunteers have also been busy cleaning paddocks, maintaining buildings and caring for the animals.

What does your work at BPNH involve?

My role at BPNH is playgroup facilitator of our Lets Play! sessions. Planning for art and craft activities, play experiences and supporting our children and families brings me so much joy.

Tell us a fun fact about yourself.

Most people wouldn’t consider this ‘fun” but I love building flat packs. During lockdown I have become quite handy with jigsaw tools, sander and paint brush and have enjoyed updating old furniture.

What is your favourite cuisine?

Ooh, tough one as I love food and grew up with South American cuisine, and I’m married to a Greek man and love both cuisines equally.

Who is your biggest inspiration?

I get inspired by a lot of different people for different reasons. I love the hard work and dedication shown by people starting up business from the ground up.

I admire the physical and mental strength of athletes of all abilities, the passion shown by volunteers who give up their time freely to help others, the courage of travellers that pack a bag and set out for unchartered adventures and the resilience shown by all the children and families doing remote learning during our lockdowns.

If you had to compete on MasterChef, what dish would you cook?

I love desserts so maybe I would make a chocolate banoffee pie or an amaretto tart.

If you were Prime Minister for a day, what would be the first thing you would do?

At the moment, we need to work on unifying Australia, so maybe bring down borders and work together to get through this pandemic as one.

What are you most looking forward to when lockdown ends?

I have been part of the Casey community for about 25 years and love the vibrant diversity showcased by local restaurants and cafes offering varied and delicious cuisines, great facilities for families such as libraries, swimming pools, sporting fields and playgrounds, our fantastic early education and schools, and the open spaces with plenty of parks for all to enjoy.

Due to Covid, the AFL grand final has been held interstate for the last two years, in Queensland and now Perth. Did you know that 1991 was the last time the big dance was held away from the MCG? It was held at AFL Park in Waverley due to MCG renovations….and for the record, Hawthorn defeated the West Coast Eagles by 53 points.

There have only been three VFL/ AFL grand finals decided by a solitary point in the history of the game. Carlton defeated Essendon in 1947 and then a famous late point from Barry Breen gave St Kilda a one-point victory – its first and only flag – over Collingwood in 1966. West Coast then won a thriller over Sydney in the 2006 decider.

The highest scoring grand final was played in 1972 when a straight-kicking Carlton 28.9 (177) defeated Richmond 22.18 (150) in a cracking contest at the MCG. Carlton had 18 goals up to half time after kicking eight in the first quarter and 10 in the second. Alex Jesaulenko booted seven goals for the Blues, with Robert Walls and John Nicholls kicking six each.

By Mitchell Clarke Almost one year since alleged corruption was exposed within the City of Casey, a former councillor is still fighting to clear his name.

Former Springfield Ward councillor Rex Flannery, who resigned as deputy mayor just days before the State Government sensationally sacked the entire council in February 2020, says the events of the past 12 months are still “eating” him up.

He has now officially requested that his name is removed from both a councillor honour board in the customer service centre and a wall plaque in Bunjil Place.

“I have never had any involvement into this alleged corruption scandal and therefore I do not wish to have my name associated with past or former councillors who may have brought our City of Casey into disrepute,” he told Star News.

“People look at your name and they see that you’re from Casey Council and immediately they put you in that same mould, which couldn’t be further than the truth.

“It’s just horrible to have been a councillor in that term. It gives you a sickening feeling in your gut and now I have to live with that.“ Mr Flannery argues his name should never have been placed on the plaque celebrating the $126 million Bunjil development because at the time he didn’t support the project.

“I guess I’ve eaten a little bit of humble pie with Bunjil Place. I’ve been able to see the value that place brings to the community but at the time I was against the development and I wasn’t once consulted (about having my name included),” he said.

He also claims former ex-ward partner, Sam Aziz, stated to him that he “wished he never had my name added to the plaque”.

“That was the only time I agreed with him,” Mr Flannery said.

While Mr Flannery hasn’t accused any former councillor of committing wrongdoing, he said anyone found guilty from the IBAC hearing should immediately have their honours stripped.

Celebration of service Cranbourne West Primary School, Lyndhurst Primary School, Courtenay Gardens Primary School and Cranbourne Secondary College are home to four of Victoria’s longest-serving school staff.

They’re among hundreds of Victorian teachers, principals, school administrators and policy makers being recognised for their long-serving dedication to students and families, through the Recognition of Service to Victorian Education program.

Cranbourne MP Pauline Richards congratulated 342 staff each being honoured for more than 40 years of service to Victorian education, acknowledging their dedication, hard work and persistence over many decades – and particularly their resilience and support for their school communities during the pandemic.

The following local teachers are being recognised for more than 185 years of

Kasuni builds leadership

By Danielle Kutchel Narre Warren resident Kasuni Mendis is passionate about giving back to her community – so when the opportunity arose to take part in the City of Casey’s Community Leadership Program, she leapt at the chance.

She was keen to get involved to help enhance her leadership skills and continue to make a contribution to the community.

The Community Leadership Program (CLP) is an annual program that provides free training for new, emerging and existing community leaders in Casey who want to build their leadership skills and learn about community engagement and local government.

It aims to support Casey residents aged 18 and over who have a desire to make a difference and engage in community life and commenced this year.

The CLP is not the only way that Ms Mendis contributes to Casey; she’s also the secretary of the Casey Multi-Faith Network, a L2P mentor and a member of the Inclusive Communities and Environment and Sustainability Commu-

nity Reference Groups for the council.

So far, she said the CLP had “involved a lot of learning” about the council’s role as well as leadership, communication and conflict resolution skills.

She believes it will prove valuable in developing new community-minded leaders for Casey, as well as giving the next generation of community organisations an understanding of the council and what it does.

Ms Mendis said she loved Casey and its “unique and diverse” residents.

“Despite our differences, we are able to work together to solve our problems,” she said of her community, adding the Covid-19 pandemic had shown how adaptable Casey’s residents were and how much they were able to help each other in times of need.

“I wish our community continues to be one of harmony and understanding and that all our residents are represented, heard and respected,” she said.

“It is my hope to continue to be involved in the Casey community to ensure this happens through the contributions I make.”

How Covid vaccines work In the battle against Covid-19, vaccine research and development has accelerated. In fact, Covid-19 has more vaccine candidates in the development phase than any other infectious disease.

Vaccines stimulate the immune system to produce antibodies that are required to fight infection. They accomplish this feat by introducing a harmless form of the virus in our bodies, allowing them to identify and fight the intruder quickly. If a person who has been vaccinated is later exposed to Covid-19, their immune system will be able to generate a faster and more effective response to protect them against the disease.

The Covid-19 vaccines can use different methods to deliver antigens into your body.

The most advanced vaccines function in one of four ways: through a viral vector, mRNA, whole virus, or protein subunit.

Oxford-AstraZeneca is a viral vector vaccine that employs a modified and harmless form of SARS-CoV-2 to deliver the genetic code for antigens. Messenger RNA or mRNA vaccines, such as Pfizer-BioNTech and Moderna, include a portion of the SARS-CoV-2 virus’s genetic material that codes for a particular viral protein.

Inactivated or whole virus vaccines, such as Sinopharm, employ an inactivated or dead version of the virus to elicit an immune response and prevent infection in the future. Instead of the entire pathogen, the spike protein of the virus is extracted and used to trigger an immune response in protein subunit vaccines like Novavax.

The Therapeutic Goods Administration (TGA) has authorised the use of three vaccines in Australia: Comirnaty (Pfizer), Vaxzevria (AstraZeneca), and Spikevax (Moderna). All

This tax time, the Australian Taxation Office (ATO) is warning taxpayers to keep an eye out for people posing as tax agents who are not registered with the Tax Practitioners Board (TPB).

Assistant Commissioner Karen Foat is concerned about a number of people claiming to be tax agents, often promising refunds that sound too good to be true, or providing discounted services much cheaper than legitimate registered tax agents.

“These unregistered preparers pose a threat to vulnerable taxpayers and risk the reputation of registered tax agents” Ms Foat said.

“They pretend to offer legitimate services to the community, but in reality they pose a serious threat not only to the people that use them, but to the broader community and the tax system as a whole.

“Unfortunately, we see too many instances where people have unwittingly used an unregistered preparer, which has resulted in a significant tax debt and loss of money. We also see instances where people do not receive their refund, or where fraudulent claims are lodged in their name without their knowledge.”

Unregistered preparers often use a taxpayer’s personal login details to access their ATO Online account through myGov to lodge tax returns. A legitimate tax practitioner will never ask for your myGov credentials – they use dedicated ATO online services to lodge returns for their clients.

The ATO is working closely with the TPB, as well as law enforcement agencies throughout Australia, to identify and put a stop to unregistered preparers.

“To protect yourself and keep your personal information safe, it is important to check with the TPB to see if an agent is registered. You can easily check an agent’s registration online at TPB.gov.auExternal Link.

Remember, only registered tax agents can charge a fee to prepare and lodge your tax return” Ms Foat said.

Big scoops of gelato joy

So the old saying goes, and there were certainly squeals and gasps of delight at Augustus Gelatery in Cranbourne West on opening day.

The store opened to the public on Friday 17 September, and with the sun shining, families flocked to the store for a treat to sweeten lockdown.

With dozens of flavours to choose from, many kids struggled to pick just one.

Chris crochets for the community

By Danielle Kutchel A Cranbourne East breast cancer survivor has been busy over lockdown, creating beautiful crafts to sell to raise funds to fight the disease.

Chris Kendall, a volunteer at Balla Balla Community Centre, said she loves to keep busy – and crafting allows her to do exactly that while giving back to the people who helped her beat cancer 11 years ago.

She first began knitting while recovering from her breast cancer treatment and found that it helped stop her from going crazy from boredom.

That feeling came back over the Covid lockdowns, when many of her support systems and groups stopped due to restrictions.

She visited Balla Balla, looking for something to save her from “plummeting”, and hit it off with manager Maree Cullinan.

Chris asked if she could bring over some of her crocheted blankets to help raise funds at the centre’s Biggest Morning Tea – and of course, Maree said yes.

Despite only taking up crochet two years ago, Chris has become proficient and has another steady pile of blankets building up, ready to donate once lockdown ends.

“I’ve got to be doing something – so I make these blankets, and the money goes to cancer,” she explained.

“I raise the money and it’s good for my mental health too.”

A crafting machine, Chris doesn’t just stop at blankets; she’s also made some scarves and responded to a call out for baby bonnets for premature babies, making about 400 of them.

Community House childcare Hampton Park Community House has a welcoming environment and friendly staff, and offers activities and childrens programs that the community values and needs.

The House offers programs specially designed to help those most at risk and programs to help keep young people engaged in a meaningful way.

Programs are designed to educate children through different types of care, ranging from occasional care right through to after school until they start high school.

Hampton Park Community House offers pre-kinder, three-year-old kinder, occasional care, out of school, vacation and pupil-free day care.

She also decorates soaps with lace, and plans to start painting rocks to leave out in the community once she can get her hands on some paint.

People now know about her crafty crusade and donate wool to her to keep her going, Chris said.

started up a friendship circle to ease people’s loneliness.

The group meets on Mondays via Zoom, but after lockdown ends she plans to go out for lunches and on walks with these new friends.

The activities have helped make lockdown a little easier to bear, she said.

“It only takes a little bit to make a difference to someone,” Chris said.

“I get as much out of it as I’m giving.”

Cavalier approach pays off Casey Basketball Association (CBA) has continued its rapid rise in the world of Victorian basketball with today’s announcement that the Cavaliers will join the Coles Express NBL1 South competition in 2022.

Casey and the Keilor Basketball Association are the first teams added to the NBL1 South competition – the second tier of Australian basketball - since the league’s inception in 2019.

The Casey Cavaliers have risen rapidly in all aspects of Victorian basketball, from domestic basketball through to senior representative.

The 2020 Basketball Victoria Junior Program of the Year award winner has been excelling on many fronts in recent years.

A sustained period of success throughout the association, coupled with the boom in population in Melbourne’s south-east, provides the Casey Cavaliers with an outstanding opportunity to showcase the sport through NBL1.

“We are excited to join NBL1 South as it’s something we’ve been striving towards across the last few years,” Casey General Manager Tammy Bower said.

The 2022 NBL1 South season will be enormous, scheduled to tip off in April with all teams playing 22-games.

Founded by Basketball Victoria and the NBL in 2019, NBL1 South is the NBL1 foundation conference, which expanded in 2021 to include NBL1 Central, NBL1 North and NBL1 West, with NBL1 East set to join in 2022.

The conference champions will then play in the end of the season NBL1 Finals Series, for a chance to be named the NBL1 National Champion.

Teams in the 2021 competition – in finishing order – included: NW Tasmania, Frankston, Hobart, Waverley, Mt Gambier, Kilsyth, Geelong, Bendigo, Ballarat, Nunawading, Knox, Diamond Valley, Ringwood, Albury-Wodonga, Dandenong, Eltham, Melbourne Tigers and Sandringham.

Karen Leek inducted into Greyhound Hall of Fame

By Gerard Guthrie The late Karen Leek was inducted into Greyhound Racing Victoria’s Hall of Fame at Sunday night’s ‘virtual’ Victorian Greyhound Awards.

There is always enormous significance attached to any GRV Hall of Fame induction; however it’s unlikely there’s been a more emotional or heartfelt – or for that matter deserving - elevation than Karen, who hailed from Devon Meadows.

Karen, who passed away in tragic circumstances in May, 2020, aged 69, was an industry icon, making an indelible mark and gaining widespread respect and admiration for her contribution to all aspects of the industry, from rearing, training, breeding, mentoring young participants and administration.

“I think she was an absolute superstar,” said GRV Chair Peita Duncan, who enjoyed a close friendship with Karen, forged through Karen rearing Ms Duncan and her mother’s greyhounds.

“It’s just heart-breaking that she’s not here anymore and I think this is the least we can do, to put her in our Hall of Fame. Part of me thinks damn it, we should have done it before, but you don’t know what’s going to happen tomorrow.

“I’m thinking part of her would be like, what’s all the fuss about. Get over it, I’ve got dogs to feed up and let out!

“But I think that seriously, deep down, she would be quite proud. She was a very humble person but I think she would be chuffed she’s been inducted.” cranbournenews.starcommunity.com.au

251461 Picture: SUPPLIED Karen enjoyed great success as a breeder and trainer in her own right, with her standout performers including dual Melbourne Cup finalists Relle Louise (1979-80), Proud Paul (1983-84), 1984 Melbourne Cup finalist Copper Lady and Din’s Son, 2010 Shepparton Cup winner.

However, it was in rearing and nurturing the stars of tomorrow that Karen achieved widespread renown.

Among those to benefit from Karen’s expert touch with pups was successful owner/

breeder and GRV Board member Bill Buccilli and his cousin Serge, with the likes of star performers Godsend, Phenomenal, Extreme Magic, Bewildering, Captivating and most recently Equalizer, among a host of others.

“Karen reared pretty much all our pups until the last couple of years when she started to wind down a little bit,” Buccilli said.

“After you met Karen and walked around the property, you could just see the passion she had.

“The way the dogs were kept and the way

the dogs were groomed, just the way she looked after her own property and the pups and the way she handled them was for me second to none.”

In addition to developing young canine talent, Karen was just as respected for her role as a mentor to young people making their way in the industry.

Among her protegees was prominent stud master Paul Westerveld, who made the lifechanging decision to undertake work experience with Karen during his high school years.

“I chose to go there knowing Karen was passionate about greyhounds, as obviously I was, but I’d never met her before and what an experience it was and we made a lifelong friendship through it,” said Westerveld.

“It’s everything (having a good mentor). I was so fortunate that I had Karen, and I had other mentors too. I think as a young person getting involved in this sport you just need to surround yourself with people like Karen who will set you on the right path.

“Overall for me, Karen was the biggest influence on my career.”

Pearcedale trainer Kelvyn Greenough was also recognised on the night with the inaugural Metropolitan Trainer Strike Rate Award, with 25 winners from 94 starters at 26.60 percent, edging out neighbour Jason Thompson who had 53 winners from 220 starters at 24.09 percent.

Greenough’s Houdini boy was crowned the Victorian Stayer of the Year, while 19-yearold Pearcedale trainer Kayla Cottrell received the Ned Bryant Award in recognition of outstanding achievement.

Floyd bids farewell

By Adam Dobbin (The Greyhound Recorder) This Thursday’s race meeting saw Sandown Greyhound Racing Club’s Mick Floyd sign off after 16-years of dedicated service.

For the best part of two decades now Floyd has been the heartbeat of the always progressive Sandown Greyhound Racing Club as its innovative and hard-working media manager.

His tenure has seen him at the forefront of numerous initiatives all of which designed for the betterment and promotion of greyhound racing.

When you think of the current standing of the Melbourne Cup carnival, or the innovation and promotion around the Speed Star concept, you think Floyd.

There’s countless other examples, far too many to quantify here.

Not one for any fanfare or spotlight, Floyd has gone about his job with extreme professionalism, never afraid to look outside square to promote Sandown and as an extension greyhound racing in general.

And he’s done so while endearing himself to participants right across the country.

In the lead-up to his farewell on Thursday, Sandown President Neil Brown heaped the ultimate praise on Floyd, struggling to quantify the impact he’s made on the Club during his 16-years of loyal service.

“On behalf of the Sandown board and everyone connected with the Sandown family I would like to acknowledge the enormous contribution Michael Floyd has made to not only Sandown but to the industry in general,” Brown said.

“Mick was first employed by Matt Corby and has been with us for 16 and a half years.

In that time he has endeared himself to everyone he has worked with and the abundance of people that he has encountered, both in Victoria and interstate.

“Owners, trainers, media, administrators, punters and the many regulars that frequent our track weekly all speak highly of Mick and he leaves Sandown as part of the fabric forever.”

Serong...so right! Caleb’s goal of the year

By David Nagel Gippsland product Caleb Serong added another notch to a growing belt of achievements on Sunday night by winning the 2021 AFL Goal of the Year.

The second-year Fremantle midfielder slotted a miraculous banana kick from the boundary line, late in the last quarter, to secure the Dockers a thrilling Derby win over cross-town rivals the West Coast Eagles in round 22.

Serong, who was taken by the Dockers at pick eight in the 2019 AFL draft, has had a magnificent start to his AFL career, winning the 2020 Rising Star Award and AFL Players Association Best First Year Player.

And this year he claimed the AFL Coaches Association Best Young Player Award, as well as the Ross Glendinning Medal for his great game against the Eagles.

Serong’s goal prompted a great call from Fox Footy commentator Anthony Hudson.

“He got down, he got up again…we’ve got every right to be amazed,’ Hudson screamed.

“Serong…so right.”

Serong, who as a youngster grew up in Inverloch and Warragul, was as amazed as Hudson that the ball went through the big sticks.

When asked by presenter Abbey Holmes what was going through his head before his miraculous six pointer, Serong had a simple answer.

“I don’t think much was going through my head when I was in that situation, I just got up as quick as I could and smacked it through,” he told Holmes.

“It was more of a fluke than anything, but I was pretty glad it went through.”

And when asked by his Fremantle captain, and co-presenter, Nathan Fyfe, what we can next expect from him, Serong pulled the teamfirst card out of the hat.

The Eastern Football Netball League has called a Special General Meeting (SGM) for its member clubs on Wednesday 29 September, with two clubs including a south east powerhouse looking to join the competition in 2022 and beyond.

Eastern CEO Troy Swainston sent the memo to clubs, informing them that both Beaconsfield Football Club and Oakleigh Districts Football Club are both aiming to join the competition next season, with the league fully supporting their transfer applications following meetings with “key stakeholders and a review of the presentations prepared by both clubs.”

Clubs will vote on these applications at the meeting, which will begin at 7pm, with senior affiliated clubs entitled to have two member votes, while junior affiliated clubs will have one and board members will also have one.

They will be asked to vote on recommendations of the EFNL board, which endorses Beaconsfield to join Division 1 in 2022, and for Oakleigh Districts to join Division 2.

The move from Beaconsfield - which clinched the 2021 minor premiership in the AFL Outer East Premier Division after an undefeated 8-0 season under an Eastern league coaching great in Mick Fogarty - has been touted for some time like Berwick’s move last season, with several clubs from the Outer East, such as Cranbourne and Doveton also weighing up their future in the competition.

Speculation has been rife that the Eagles would look to make the same move that their great rival across the creek Berwick made last season, with the Eagles’ location, facilities and growth, particular within their junior ranks, a huge catalyst.

It’s proving to be an interesting time for the club out of Holm Park from an on-field perspective no matter where the club lands from a league point of view, with two of the biggest stars departing for Devon Meadows.

Ryan Hendy - who was a senior assistant under Fogarty this season - has departed for the Panthers as senior coach in the MPNFL, and brought along with him two of the most prized recruits this off-season.

Stars Nick Battle and ex-Saint Brandon White are both joining the Panthers as playing assistant coaches for the next two seasons in a huge coup for the club Battle had a sublime 2021 in the Outer East and took out the Pakenham Gazette Coaches Award for his dominant campaign through the midfield and will add significant class to the Panthers both on and off field, and also was named ruck rover in the Premier Division Team of the Year.

He spent one season at the Eagles after initially signing with Narre Warren in 2020.

FFV refund $1.75m to participants Football Victoria (FV) has committed to a significant fee refund package to support Victorian Football and Futsal with over $1.75-million to be delivered to clubs and players at a time when they need it most.

Following the cancellation of the Metropolitan Melbourne seasons on September 3, and subsequent cancellations across Regional Victoria competitions, FV released the FV 2021 Fee Refund Policy for the partial 2021 season.

In line with FV’s 2020 and preliminary 2021 policies, a cost apportionment model is used to generate the relevant refunds for each competition.

Based on the preliminary version of the 2021 Fee Refund Policy released pre-season, which contained relevant refunds for a ‘no-season scenario’, no refunds would be payable at this stage of the season.

However, FV is acutely aware of the financial impacts to the football ecosystem and its stakeholders. As a result, FV have developed a formula to deliver funds back to both clubs and players, to support their football journey and a return to football in 2022.

This represents a return of over $1.75 million back into the Victorian football economy, to directly support clubs and players. For players, the refund from FV’s component of the fees will be returned via Clubs. FV will finalise reconciliations with clubs by September 30 and requires clubs to return funds to players by November 30.

Football Victoria President, Antonella Care said that giving clubs clarity, as quickly as possible following the season cancellation, was a priority.

“For the second year in a row, our football community has had its resilience tested, by the impacts of the Covid-19 pandemic on our beautiful game,” she said.

“While we are actively working towards the 2022 season, we must address the legacy that the 2021 cancellation leaves and importantly, this includes the refund policy release.

“This policy has been structured to deliver over $1.75m of refunds back to clubs and players, to support our football community through this challenge.

“Given the interrupted season, many clubs have reinforced a strong desire to play football in any format, when it is safe to do so.

“The call of the pitch is strong and we will be working with clubs to provide football in all ways, at venues across the state in spring and summer.

“We look forward to sharing more information on this shortly when we have direction from the Victorian Government.

“FV is committed to supporting the football community and working together to grow our beautiful game; and sincerely thanks the entire football family, for their valued contribution to Victorian football in 2021.”

Cricket on the go

By Nick Creely The local cricket season is looking at a potential mid to late November start after the Victorian Government released its roadmap out of Covid-19 lockdowns.

Premier Daniel Andrews announced on Sunday several key dates - based off vaccination targets and projections - that related to the return of community sport and hopefully an uninterrupted summer in both Metropolitan Melbourne and Regional Victoria Step 1 from 26 September - based off an 80 per cent first dose rate - will see certain recreation and outdoor activities return with the same limits on picnics, such as social basketball, golf, tennis, cricket and other outdoor activities.

However, the major shift comes from 26 October, with the caveat that 70 per cent of over 16s have received a double-dose of the Covid-19 vaccine, which will see outdoor community sport permitted for training only, and only the minimum number required. Changing rooms will remain closed.

But competition will not be permitted until at least 5 November, in which Metropolitan Melbourne and Regional Victoria will align under the National Plan that will see 80 per cent of over 16s fully vaccinated.

Physical recreation and community sport will return for the fully vaccinated, 150 indoors and 500 outdoors.

This paves the way for a potential season start for possibly 13 November for most local competitions, similar to that of last season, while the Premier Cricket season - based off Cricket Victoria’s schedule - could begin the weekend after, with clubs in Premier Cricket requiring at least a three-week block of training before a start.

West Gippsland Cricket Association president Rob Hansen told the Gazette that the association was keen on getting the season up and going as soon as possible, with the hopes that the season could start even sooner.

“We’ve just got to confirm, and consult our senior cricket committee and put the icing on the cake (for a season start date),” he said.

There is expected to be further announcements in coming days in relation to how the cricket Picture: STEWART CHAMBERS season may look. 232583 “It’s welcome news, but its not at the same time - we’re resigned to losing some of the season, but it looks like we’ll get in 16 weeks if we’re lucky out of 21.

“If people are happy to do that, then we’ll do that. 6 or 13 November is most likely at this stage.

“We’ll wait for guidance from Cricket Victoria, they’ll have a return to play plan and they’ll work it out. We’re in constant communication, and we’ll try and keep people informed.”

It is expected that the entire season will once again be played in a one-day format, however Hansen said the association and the clubs were keen on playing some two-day cricket if possible.

“Back to last year, it was about the same time as last year and we’re intent on playing

some two-day games,” he said.

“We need play four two-day games to justify a two-day finals series.

“If we can’t, we’ll revert to one-day cricket but the strong feeling from clubs is we’d like to play two-day cricket. We’re happy to give that a go, but some things need to go our way.

“We’ll start with one-dayers and then we’re hopeful of playing red-ball cricket - we could look at a Saturday/Sunday game if the clubs are wanting to, but we have a bit of work to do.”

Cricket Victoria is currently in talks with the State Government about what cricket could look like at all the levels, with announcements expected in the coming days, with local associations such as the WGCA, DDCA, MPCA, VSDCA and the WDCA then expected to make decisions on starting dates.

Truly sweet moment for Tynong trainers

By Jason Adams Tynong North training partners Gavin Clifton and David McKenzie marked a career highlight on Thursday night as Candy Carrera produced a memorable win at Sandown Park.

She defied market expectations but it came as no surprise to those closest to ‘Candy’ given some impressive trials since arriving in Victoria.

They acquired her from Glen McKinley in New South Wales during August, a gentleman they met in 2017 simply by having a chat at Wentworth Park.

“When we had Princess Pout we went to Sydney for the Ladies Bracelet. He was a nice bloke in the cafeteria that started talking to us, it was as simple as that. We came home and followed his dogs, we kept in contact and things went from there,” said Clifton.

For Clifton and McKenzie’s Tynong North kennel Candy’s win was one of their proudest moments in the sport.

“We haven’t had her for too long but knowing we’re getting the best out of her is a really good feeling.”

The pair are cousins and have been training greyhounds together for nearly a decade. They live busy lives with McKenzie a fruit grower and Clifton a radiologist at Dandenong Hospital.

“Gav gets to my house at 6am every morning before going to work. Things do feel hard at times as we’re always under the pump but moments like this remind us why we do it. We love it and treat our dogs like our own kids,” said McKenzie.

For anyone that knows them it’s clear how much work they put in and the dedication they have for their passion of training greyhounds.

“Sometimes we doubt ourselves but we need to trust and believe in our own ability.
