High performance

By Taylah Eastwell The Basin-bred Tyson Bull has been crowned the first Australian male to make an artistic gymnastics Olympics final, having secured his chance to compete in the decider at Tokyo.

Bull finished fifth in the horizontal bar event last Tuesday night (3 August), and while a slip off the bar cut short his dreams of a medal, just getting there will see him remembered in history books long into the future.

Speaking to the Star Mail, Bull’s mother Christine said the family were overwhelmed with pride watching their boy compete on the world stage.

“It’s just overwhelming to see all of his hard work that he has put in over many years coming to fruition,” she said.

Christine said the Olympics were always a dream for Tyson, who quickly established himself as a notch above the rest when he began “kinder gymnastics” at just five years of age.

“We have three boys, Tyson is the youngest.

We started them all at gym for coordination and balance but Tyson just loved it and kept going.

He couldn’t get enough of it,” his mum said.

Tyson did gymnastics at Knox Gym until age 10, when his coaches told his parents they’d need to take him to the high performance centre in Prahran due to his skill level being beyond his age.

“We were travelling to Prahran five or six times a week at that stage,” Christine said. “The Olympics were always a dream of his. We took the kids away in 2000 to Stradbroke Island in Queensland and we were watching Cathy Freeman win her gold and I think that’s just always been his inspiration, he’s always wanted to win gold and bring home a medal,” she said.

East lagging on vax rates

By Jed Lanyon Covid-19 vaccination rates across Melbourne’s outer east are lagging behind other Victorian regions according to new data released by the Federal Department of Health.

The new figures, released on Monday 2 August, show 43.9 per cent of people aged over 15 have received their first dose of the vaccine, while 18.3 per cent of those aged 15-plus are fully vaccinated against Covid-19.

Out of the 17 different Victorian regions listed, the outer east ranked 12th in the first dose category and 13th for those who are fully vaccinated.

In comparison, areas such as Bendigo and Geelong boast first dose vaccination rates of over 50 per cent and have over 25 per cent of residents fully vaccinated, according to the Department of Health.

At the other end of the spectrum, Melbourne’s north west region ranks dead-last in both categories across the state despite being hit hard during the worst of Victoria’s Covid-19 outbreak last year. 34.7 per cent of those aged 15-plus have had their first jab in the north west, while just 18.3 per cent are fully vaccinated against Covid-19.

As many major cities deal with ongoing outbreaks of the virus, Eastern Health GP Dr Vishal Patil urged those who are eligible for the vaccine, to do their bit in Australia’s efforts to beat the pandemic and go and get their jab.

He recently spoke with Star Mail in the hopes of quelling any hesitancy or concerns surrounding the Covid-19 vaccine. He urged Yarra Ranges residents to contact their GP and

Go and talk to them and then decide what you’re going to do. But I strongly recommend doing your role to protect your community against Covid,” he said.

The Federal Department of Health has a vaccine eligibility tool that lets Australians know when they can receive their vaccine.

Top students recognised

By Taylah Eastwell Top-scoring pupils from Belgrave’s Mater Christi College have been recognised alongside the state’s best performing Year 12 students in the Premier’s VCE awards.

Class of 2020 students Lucy Fenton and Lillie Park Jenkenson were recently congratulated by Member for Monbulk James Merlino for their outstanding achievements in their studies.

Lucy received an award for obtaining the perfect score, 50, in her final exam for Outdoor and Environmental Science.

Lillie was recognised with an award for also scoring 50 in History Revolutions.

Speaking to the Star Mail, Lucy said “it was an honour to reach that sort of level and be recognised by the Acting Premier, which was amazing”.

“I always had a big passion for the subject, it was just my area and I had an amazing teacher that just supported all of us really well. I really loved it so I tried really hard and it paid off,” Lucy said.

Lucy has since moved to sunny Queensland where she is completing a Bachelor of Science majoring in Marine and Wildlife Biology at Griffith University.

Lillie agreed, saying it was “nice to be recognised for the hard work after doing Year 12 in such a hard year” of lockdowns and remote learning last year.

“It was definitely a hard year to do Year 12 in so it was nice to be recognised. We did most of last year from home, but in a way I think it was OK because the only thing I could really do was school,” Lillie said.

Getting the perfect score was easy for Lillie given history was her favourite subject.

“I liked the assignments we had that were essays. It’s always so interesting to learn about, you often see history being

We learn from mistakes of the past and I found it so interesting to see how revolutions back then are similar to things still happening today,” Lillie said.

Lillie now studies a Bachelor of Arts at Melbourne University, and while she hopes to major in International Politics, she has enrolled in a history elective.

A total of 297 Victorian students received 323 awards across 90 subjects, including 297 Study Awards, 23 Top All-Round VCE High Achiever Awards and three Top International Student Awards.

The Top All-Round VCE High Achiever awards recognise those students who achieved study scores of 46 or higher out of 50 in at least five VCE subjects, while Study Awards recognise the best performers in individual VCE subjects.

Mr Merlino extended “a massive congratulations” to all top-performing students, recognising that they each “worked incredibly hard to achieve these amazing results”.

The Hills struggle through lockdown

By Taylah Eastwell The Hills have been plunged into yet another snap lockdown just one week after restrictions were eased, and in Upwey, businesses and local groups are feeling the mental health effects.

Premier Daniel Andrews addressed media just after 4pm on Thursday 5 August, announcing that the state would return to lockdown restrictions from 8pm.

The news came as an unexpected blow for many in the Hills, with businesses and schools only just reopening their doors and returning to face-to-face learning following Lockdown 5.0.

Owner of Upwey’s Enchanted Pines gift store, Cat, said she was “in shock” that another lockdown was announced so soon.

“By this lockdown, I really don’t know what to say,” she said.

“I’m over it. It’s devastating, and like many businesses you’ve got it in the back of your mind whether you’ll be the business that doesn’t survive the next lockdown. I feel we’ve all used our safety net of finances during other lockdowns but it’s just getting worse and worse as it goes,” she said.

Her Enchanted gift store and coffee shop has again been transformed, with the gift section cordoned off and the shop back to serving take-away only.

“I was obviously expecting another one because being a business owner we have to be realistic. It’s OK to be positive and everything but we have to keep planning as if there is going to be another lockdown. Businesses don’t have the chance to plan for anything anymore,” Cat said.

“When we do come out of lockdown, it’s not like being fully open again, it takes a while to pick back up. Usually around two, three weeks pass before we see people starting to come back and feeling comfortable with spending again, because lots might be casual and not getting paid,” she said.

For members of the Upwey Men’s Shed, who still don’t have a shed to meet in, turning to online meetings has helped the men through.

President Gerran Wright said the men are “used to all of this locking down now” and continue to support each other virtually.

“We sort of got around not being able to meet by meeting virtually now. We have a Zoom meeting and have nominated one of our members as Zoom captain and he co-ordinates the meetings,” Mr Wright said.

The men check in each Monday and Wednesday and provide support and laughter to keep everyone’s spirits up.

“We sort of went through the ‘what the hell am I doing?’ phase with it all last year and now we’ve got it all worked out and everyone knows what to do, but sometimes people have problems with the NBN and can’t get a strong

Montrose raids find drugs Detectives from the Echo Taskforce located drugs and cash during a number of warrants executed last week as part of an ongoing investigation into drug trafficking linked to the Mongols Outlaw Motor Cycle Gang (OMCG).

On Friday 30 July, police executed warrants at four residential properties in Southbank, Docklands, Montrose and Reservoir.

Designer clothes, jewellery and watches believed to be valued at about $1 million, cash and steroids were seized from the Southbank address, while a quantity of cocaine was located at the Montrose address.

A 30-year-old Montrose man, who is a patched member of the Mongols OMCG, was arrested and charged with traffick drug of dependence and possess drug of dependence.

He has been bailed to appear at Ringwood Magistrates’ Court on 5 November.

“This operation has been running for a significant period of time and the results speak volumes to the professionalism and dedication of the Echo Taskforce members,“ Assistant Commissioner Bob Hill, Crime Command said.

“Most importantly police have been able undertake significant disruption activities, which potentially has curtailed crimes of violence from occurring.”

“It’s quite a full on job in itself (hairdressing), we always have to be talking, then we have to go home and do it, we already do struggle with mental health because we always have to be too high and because of that we get too low,” Ms Matsen explained.

Ms Matsen said it has been difficult trying to rearrange appointments with so many people needing to reschedule appointments lost to the lockdowns.

“Clients are getting more and more mentally unstable and taking it out on us. If we need to change an appointment we have to slot 50 people in, whereas it would normally be five, and if we can’t do what they want people are hanging up on us and being rude,” she said.

Some clients have even asked to have their hair done illegally against lockdown restrictions.

hairdressers refusing to finish their courses.

“There’s no more hairdressers. Not many people are finishing their trade and there aren’t many in the industry. Facebook sites I’m on are all looking for staff and can’t find any because workers are now demanding percentages of what they make or to rent their own chair or invoice you for their work rather than being paid the minimum wage, which is ridiculously low for what we do and put up with, lots are turning to home hairdressing and I don’t blame them,” she said.

On the business side of things, by the time we get grants it’s too little too late. One day I might have tax coming out, another day superannuation, another day rent, every day there is money coming out so my account is already in deficit a couple of grand so by the time we get the government grant a few weeks later it doesn’t really help with running costs at all, and none of my staff are getting paid a cent,” she said.

“People are presenting with mental health issues from all of the stress they are going through and we have to deal with it as if we are psychologists when we really aren’t dealing ourselves,” she said.

Despite the difficulties, the Upwey community sticks together, according to Cat. “We all check in on each other and go over and see each other. We talk to our neighbours.

Each one of us wants all of us to survive. Upwey has been lucky to have a good community that tries their best to support us when they can,” Cat said.

Melbourne Sexual Offences and Child Abuse Investigation Team detectives arrested a Croydon man last week in relation to a sexual assault at Federation Square in May. Two 15-year-old girls were in a public toilet block near Flinders Street when they were allegedly sexually assaulted around 2pm on Wednesday 5 May. The 21-year-old Croydon man was arrested on Wednesday 4 August.

He is currently assisting police with their enquiries.

Inclusive schools funding Birmingham Primary School in Mount Evelyn will be getting a helping hand from the Victorian government to build an inclusive play area through the Inclusive Schools Fund.

Member for Eastern Victoria Harriet Shing announced that Design Core Architects will design works to deliver an outdoor inclusive learning space, including paving, fixed seating and landscaping.

Design Core Architects has also been appointed to design works to be undertaken at Seville Primary School to deliver an outdoor inclusive learning area, including a shade structure and paving in a landscaped environment.

“This new space will make a real difference to students at Birmingham and Seville Primary Schools, who will get the benefits of new inclusive spaces to cater for a wider range of options for teaching and learning,” Ms Shing said.

The Victorian Budget 2021/22 includes $10 million for the Inclusive Schools Fund to help make Victorian schools more accessible and inclusive for young people with a disability and additional needs.

Baked potato Usually a traditional white potato does the trick for a delicious baked potato, but why not try the same idea but with a sweet potato? You can add a little ricotta cheese for silky texture and rich flavor without needing a ton of butter. Still top with your favourites like coleslaw, sour cream and cheese.

Cracker Cut sweet potato into thin to medium slices and bake until tender but still firm. Smear with cream cheese and add smoked salmon for a great finger or party food idea. Pear and honey with cream cheese is also a nice flavour combination with sweet potato.

The Covid journey and what we have covered over time Focal Point A moment of reminiscing If you have been reading these articles for some time, you have hung in with me. I’m in my 18th year now, with, originally the ‘Mail’ papers, and since early 2020 the ‘Star-Mail’. If you think you have outlasted most, email me and the longest survivor will receive a published book of my writings for the first 16 years from 1999 on.

It has been weird to see me growing older in the published article photos over those 22 years.

Now, down to something more important – enough about me.

In 2020, the really bad year of our battle with Covid -19, we travelled together through uncertainty, confusion, sadness, brokenness, loss of our elderly parents – some dying alone without access to them – 819 as I recall.

I had written on most of these challenges during that year, in addition to ‘Unmet Expectations’, hard waiting for a hopeful unknown, and learning to delay our gratification.

Sadly now, we are being jerked from one lockdown to another – but we still have to be careful. Careful as I wrote last year about the dangers of seeking so called rewards for our pain.

Alcohol use is the big one. The subtle way we use it is the danger.

As I was preparing this article, news reports were coming through with stats that say that women in the main, in their 30s, are drinking at a greater level than last year.

Domestic violence and relational breakdowns follow hard on the heels of excessive alcohol use. Call outs of ambulances have risen from 60 to 81 per cent.

Men being among the greater proportion of abusers, many times regret what they have done and are often legally removed from their home and family, and life seems worthless, so a tragic way out seems to be the answer – although there is often little planned intention to do what they do. Sadly even the worst of us would never say good riddance, as they are someone’s son, father, uncle, sibling,

Graeme Dawson workmate and the list goes on. Just the stress of being unemployed with bills to pay and all that has gone on with our lockdowns can be enough to tip some over. I checked intentionally on a mate on the day I was writing this, and found that he and his partner were splitting. That had a lot of implications – a business on the property and grown step kids causing pressure. However he has been wiser than most and acrimony looks like being avoided.

On the upside, relieving some pressure, Telstra has opened up all their phone booths to free calls, and our state government is now legislating to allow murder victim’s families to go public about their lost love ones.

In essence my message is to stay vigilant within Covid-19 guideline protocols, take care of your health through good diet and daily exercise, and watch out for loved ones, neighbours and workmates. Keep up with the news that might reveal your area to be an exposure site, and if it is get tested quickly.

Kilsyth’s fight for space

By Taylah Eastwell The future of an open parcel of land in Kilsyth will soon be decided, with the State Government having reportedly offered Yarra Ranges Council a discounted price to purchase the land for community use.

Thousands of local residents and business owners have been fighting to save the land, located at 150 Cambridge Road, having used it as an open community space to walk their dogs, exercise and for children to play ever since Pembroke High School’s Kilsyth campus was demolished in 2013.

Community pressure resulted in council considering its options to purchase the land or a portion of the land from the state government to allow for continued community use after the state government originally planned to sell the site to property developers.

Now, in a letter seen by the Star Mail, council have received a price for the land from the Department of Treasury and Finance at 50 per cent below the current market value, known as a ‘restricted community use value’.

When approached about the price being received, Yarra Ranges Council provided a response from Director of Environment and Infrastructure, Mark Varmalis stating council is “continuing to work cooperatively with the State Government on the valuation and purchase process for the potential acquisition of land at 150 Cambridge Road, Kilsyth”.

The Star Mail understands Yarra Ranges Council is currently in a 20-year lease with the Department of Education to allow community use of a sporting oval at the rear of the exschool site at Elizabeth Bridge reserve.

Kilsyth local and principal petitioner John Phillips hopes council will recognise the need for more open land in the growing suburb, with a petition he created receiving 7129 signatures from locals living across the nine council wards in the Yarra Ranges municipality.

“It has been 42 years since the first piece of land for the Elizabeth Bridge Reserve was purchased for parkland and since then, our population has near doubled yet there has been little to no additional provision of parkland,” Mr Phillips said.

The need for open community parkland is well recognised by authorities, with a 2019 Yarra Ranges Council document in relation to a review of council’s Recreation and Open Space Strategy (ROSS) stating that “a draft analysis of current open space provision in Yarra Ranges has identified that Kilsyth has a very low provision of open space, at 3.5 hectares per 1000 residents”.

This is less than the standard provision of open space which sits at 4.1 hectares per 1000 residents.

Mr Phillips said Member for Monbulk, James Merlino also recognised the need for more community space in Kilsyth when announcing a $1.4 million upgrade to the neighbouring sporting oval on 22 January last year, noting the growing number of children in the area.

According to Mr Phillips, all it takes is a quick glimpse of an aerial map of Kilsyth and

“What we are trying to save is the northern parcel of 150 Cambridge Road, which is 3.58 hectares in size, or 8.95 acres of which 1.37 acres is regularly being used ongoing as the designated driveway and 52-space carpark to the sports oval on the southern portion which is leased by council until 2036,” Mr Phillips explained.

“When sport is on, the public are excluded from using it socially,” he added.

Mr Phillips said being locked down for over 200 days has made locals appreciate the facilities in their own suburbs like never before.

“Had Covid not arrived, the petition was on target to reach around 15,000 signatures,” he said.

“Every one of those 7129 Yarra Ranges residents that signed the petition did so to save all of the remainder of the site. There was no

mention of ‘part’, or ‘some’ in the publicly displayed petition’s preamble,” Mr Phillips said.

Speaking to the Star Mail in May, Kilsyth resident Janis Floyd said the suburb had seen its fair share of “apartments, subdivisions and units going up” recently.

“And you see the mothers walking their babies on the streets. Elizabeth Bridge Reserve is getting so crowded with all the people moving into the area that they have started bringing down their own tables and chairs,” Ms Floyd said.

There are currently 3914 ribbons tied along the boundary fence of the old school property in support of the site being retained as community space. The Facebook page, ‘Save 150 Cambridge Road, Kilsyth – former Pembroke High School site’ also currently has 615 members.

Mr Phillips believes council have until September 7 to make a decision on purchasing the site.

“We do have faith and hope that they will vote in favour with good foresight, particularly for our future generations outdoor social interaction needs, particularly as our open space resources are disappearing quickly, if not already exhausted,” Mr Phillips said.

“In tight financial times, similar to household budgets, some wants may get put aside for the sake of needs, but considering this is overdue and needed, this just needs to be done and put behind us,” he said.

“It’s been nearly two years now since my wife and I went in to gladly bat wholeheartedly, and still are, for our community on this one for the sake of what is fair and right for the social needs of all of us that live here.

According to the council letter, councillors are scheduled to be briefed on the matter in early August. Following the briefing, a formal public report will be put together for a decision to be made at a future council meeting, likely to be at the end of August.

Councils unite for cause The number of homeless men, women and children is growing in suburban areas and COVID-19 has further impacted the vulnerability of those who sleep rough without a safe place to call home.

Yarra Ranges Council is among 13 eastern and south eastern municipalities uniting to address homelessness with a best practice guide launched during Homelessness Week, the Housing First for People Sleeping Rough Practice Guide for Local Government.

More than 116,000 Australians and almost 25,000 Victorians were homeless on any given night pre-COVID-19 (ABS 2016 Census*), including 7,490 across the 13 municipalities and 360 in Yarra Ranges. Council staff have since noticed more people experiencing homelessness in the suburbs.

The 13 eastern and south eastern Council CEOs formed the Regional Local Government Homelessness and Social Housing Charter Group in late 2019 to end homelessness and advocate for more social housing. The 2016 Census found 32 per cent of Victorians without a home lived in this region.

Led by Monash CEO Dr Andi Diamond and endorsed by all 13 CEOs, the Charter Group Councils recognise the growing need for suburban and local government advocacy for our most vulnerable through improved supports and more permanent and safe housing.

The municipalities include Bayside Council, the City of Casey, City of Cardinia, Frankston City Council, City of Greater Dandenong, Knox City Council, City of Kingston, Manningham City Council, City of Monash, Maroondah City Council, Mornington Peninsula Shire, City of Whitehorse, and Yarra Ranges Council.

Housing First for People Sleeping Rough Practice Guide for Local Government acknowledges that homelessness is a complex issue requiring a triage of support including mental health, but the first step needs to be providing a safe and secure home. The Councils’ mayors have also offered their support.

The guide outlines the problem and possible solutions based on current best practice.

It draws on evidence-based research about the value of social housing across the local government sector and communities, with an emphasis on the ‘Housing First’ model.

Housing First is based on consumer choice, harm minimisation, human rights and collaboration. It relies on adequate housing supply

Any Council can use the guide to reflect, better understand the Housing First model and see how others approach the issue.

Mayor of Yarra Ranges, Cr Fiona McAllister, said that the Councils had come together to seek change and help improve the supply of permanent, safe, appropriate and timely housing for those who need it.

Cr McAllister said the joint approach allowed for the sharing of ideas between Councils and the development of protocols, resources, community education and advocacy for more social housing for each region.

The Councils have also welcomed the recent $5.3 billion Victorian Government investment in social housing.

“There is no doubt that homelessness is on the increase and the impacts of the pandemic and recent storm event in the Yarra Ranges has compounded the situation,” Cr McAllister said.

“As a collective group of councils, we have the local knowledge and expertise to make a difference to the rising issue of homelessness, so to be able to join forces like this and share ideas and experiences is a great outcome.

“Everyone has the right to - and deserves safe housing and a home and as councils we have a responsibility to make it happen.”

The guide encourages a whole of Council approach to homelessness based on human rights, including everyone’s right to a safe and affordable home, while protecting public places and spaces.

Yarra Ranges Council’s Homelessness Protocol is also featured in the guide. Council’s protocol has been developed using principles that are based on human rights.

The protocol outlines that people who are homeless and/or sleeping rough have: the same entitlement as any member of the

public to be in public places, and participate in public activities and events the same access to right of reply and appeals/complaint mechanisms as any member of the public diverse backgrounds and needs that should be considered in any response with sensitivity and respect Yarra Ranges Council’s protocol also defines homelessness and outlines when it is appropriate for its officers to respond.

The guide follows initial research that the City of Monash commissioned through the Council to Homeless Persons: Making a difference – effective local government responses to homelessness.

It found Councils were well placed to address homelessness as by-laws officers, parks staff or contractors often interacted with people sleeping rough on public land and facilities.

Often out of concern, local businesses and residents are also likely to contact Councils’ customer service staff to report people experiencing homelessness.

The resulting Regional Local Government Homelessness and Social Housing Charter (Charter) was endorsed by the 13 Charter Group councils, the Eastern Region Group of Councils and Eastern Affordable Housing Alliance.

It aims to address the urgent need for more social housing and a more effective, integrated and supported homelessness service system.

The charter’s four principles include: Human rights and ‘Housing First’. Through this: Housing is a human right for every person.

Local government can influence an increase in social housing in our region Participating councils commit to working with the homelessness sector on a Housing First response.

Opening up the conversation about homelessness

By Jed Lanyon The first week of August marked National Homelessness Week, which aimed to put the spotlight on the impact of homelessness in Australia through national and community events.

It also seeks to provide information on the importance of housing as a solution and aims to educate communities on how they can make a difference.

Welfare organisation Holy Fools took part in events across the Yarra Ranges to highlight the issue at a local level.

The organisation’s founder and CEO Neal Taylor has long been advocating for better options for housing and crisis accommodation across the region. He said the recent lockdown only further exacerbates the difficulties by those struggling to make ends meet and those who are already sleeping rough.

“It puts a squeeze on services and then a number of other services are unavailable for people, who wouldn’t ordinarily rely on welfare and food,” he said. “It puts a strain on welfare services and the number of people who usually access them are now finding it difficult to get to because of the five kilometre limit and they might struggle to adhere to regulations.

“The weather we’re having at the moment is absolutely abysmal and the lockdown means that they can’t go anywhere… The services out there like Anchor and the Salvos are working incredibly hard and are doing a great job to handle what they can, but we’re dealing with the same issues in that there’s 6 MAIL

nowhere for people to go once they need housing.

“Anchor might be able to put them up in hotels, but we’re desperately short of affordable accommodation. The Yarra Ranges is one of the few areas that has few affordable crisis housing that we’re desperate for. We’re hoping it’ll change in the near future, but until we start addressing those issues, we’re going to have the same problems and more as the need gets bigger.”

Mr Taylor said local councillors as well as state and federal MPs were invited to Holy Fools’ National Homelessness Week events to learn firsthand the struggles experienced by those sleeping rough in the Yarra Ranges.

Holy Fools hosted a ‘Fireside Chat’ event on each day throughout the week. Seville’s Branded Burgers and Bar offered up their outdoor dining area, which saw conversations about homelessness take place around a fire drum.

“Gina (Branded co-owner) generously offered to open up the restaurant to allow us to buy coffees when the store wouldn’t usually be open,” Mr Taylor said.

“They take place at night and everyone’s rugged up because it’s obviously cold, but it gives that sense of peace and it’s nice to be warm by the fire.

“The idea is that the speaker might talk for a few minutes about an issue and then open up a discussion and questions from people who are there and are very interested in the topic. A healthy discussion takes place over about an hour, we might have a coffee and a chat to learn more about it.” mailcommunity.com.au

A need greater than ever

Ms Coleman said not only is it young people struggling to get into the housing market but it is elderly people who don’t own a house, people who can’t afford to pay private rent on an old age pension or a disability pension.

“More and more of these people are going to find themselves, first of all staying with friends or family, then couch surfing but ultimately they are going to end up living rough and that’s a huge indictment on our society. We are not a third world country. We should not have this problem. But we do.”

Organisations coming together like they did on Monday, as well as advocacy to all levels of governments is slowly changing the landscape of response and support for homeless people.

“It is good to get people together to talk about homelessness because like it or not, that is our growing demographic,” Ms Coleman said. “We cannot sustain long term homelessness in our society, we’ve got to deal with it.

The shocking reality of homelessness is that a large number of homeless people are children, with Ms Tucker saying of the 512 people, 123 were children under 18 years of age.

ADRA Redwood Community Centre’s Kate Barrat said when there was funding for people to go into accommodation during the height of the pandemic there was a decrease in people presenting to ADRA but they are now seeing more people present there each week.

“I have to say when I first started working up in Warburton in 2012, the view of homelessness was that it’s a complex issue and to some degree I do agree with that, it was a complex issue but I’m seeing more and more now that it is actually quite simple,” Ms Barrat said.

“There is just not enough affordable housing. Especially in the Warburton area, we’re still seeing one family per week come to us saying ‘I need to move out of my rental property, it’s being sold or it’s being repurposed’ and there’s just nowhere for them to go.

“School enrolments are declining, we’re seeing sporting club enrolments declining and the whole area is being affected by it.”

The simplest things can cause someone to become homeless and with the theme of this year’s Homelessness Week being ‘Everybody needs a home’, the need for affordable housing has never been more prevalent.

Homelessness services and agencies from across the Yarra Ranges united to launch the start of this year’s National Homelessness Week after a particularly tough and decisive year.

Speakers from various organisations came together on Monday 2 August albeit a little bit different than originally planned.

Streaming the event live from Box Hill Institute’s Lilydale Lakeside campus, issues, discussions and stories about homelessness were able to reach far and wide, as people tuned in and engaged online.

Holy Fools CEO Neal Taylor in collaboration with Anchor, Yarra Ranges Housing Action Group, Yarra Ranges Council and Box Hill Institute opened up the conversations about the current homelessness crisis and situation in the local area.

Yarra Ranges Housing Action Group’s Kate Coleman was the first to speak passionately about how she has seen the homelessness landscape change.

“Over the last 40 plus years I have seen homelessness grow and grow dramatically.

I used to be young enough to think we could solve homelessness, there’s no need for homelessness in this country but it is growing dramatically,” she said.

“I looked around and I saw the other day that median house prices in Victoria have now reached a million dollars.

“Where does that leave young people

Mr Taylor reflected Ms Coleman’s beliefs about agencies working as one to solve the problem and said that was one of the positives of the pandemic, that it unified agencies and services around the region.

“Each year at the launch of homelessness week that I have spoken, I have said that homelessness is not going to be tackled unless our agencies, all levels of government and the community work together,” he said.

“Thankfully, I think we are slowly starting to see this happen. I also believe the Yarra Ranges community as a whole is better informed about the issues of homelessness than they were 12 years ago.”

But with every positive there is always a negative and throughout the pandemic, that came as an increase in the number of homeless people, particularly those sleeping rough.

Anchor CEO Heidi Tucker said the not-forprofit received 512 requests for assistance between 1 January and 31 December 2020, for individuals, families and children.

Of those, hundreds had been sleeping rough and some who had been visible sleeping in shop fronts, something Mr Taylor related to a canary in a mine.

“Much like the canary, I believe these doorway sleepers are also a warning for us. A warning that things are going to get worse and we are going to see many more people identify as being homeless,” he said.

“A warning that the way we have been doing things in the past is not always working and while we house some, most people find

Live performances online

By Gabriella Payne The on-again off-again Covid lockdowns have made life incredibly difficult for those in the music industry, but a group of local musicians ignited the flame of live performance once again, as they took to the virtual stage.

The 2021 ‘Ignite Uncancelled’ youth festival may have looked a little different to what was originally planned, but in true performance style, organisers adapted the event to ensure that the show could go on despite the adversities they faced.

Four local solo artists and two five-piece bands were featured in this year’s online festival, showcasing some of the best youth talent in the local music scene.

The performances, which were launched online on Saturday 31 July, were pre-recorded as a “live music series” in case of another snap lockdown, and remain up and available for audience members to enjoy from the comfort of their own homes.

One of the organisers of the event, Phil Byers, said that after the turbulent year those in the music industry had faced, it was great to feature some of the incredible young talents in our own backyard.

“Ignite Youth projects like ‘Uncancelled 2021’ are all about creating opportunities to learn, to connect and to showcase emerging talent both on and off the stage,” Mr Byers said.

“We recently assembled a team of local young artists and team of creatives to develop a fantastic collaboration and produce a dynamic live-music series.”

Six individual performances are featured in the series, including solo artists Sasha Rechichi, Lucienne Wynne, Luro and James Franklin, as well as two five-piece bands, The Lost Anchors and Strawbz.

Mr Byers said that the performances had been well received and it was great to see a wide range of people tuning in to each set.

“Individual artists videos were launched on Saturday July 31 with many people tuning in to enjoy the performances online and support each act who took to the stage showcasing their musical talents,” he said.

“Youth-led projects like this are exciting to see come together, from designing the technical requirements and working with selected musicians to create an important opportunity to celebrate the creative journey.”

Mr Byers said that this event had been made possible thanks to the efforts of many local organisations and people, and a special shout out needed to go to Charlee Tjepkema, for her “superstar efforts” in MC-ing, producing and pulling the whole event together.

He also thanked Blaise Cosme from OBG Productions, a young musician who founded the Ignite initiative and the Cardinia Shire Council for all their support.

Help after disaster The storms that wreaked havoc throughout Yarra Ranges in early June are well in the past, but locals are still dealing with the problems they caused.

To assist people to move from crisis to recovery, Eastern Community Legal Centre (ECLC) has released a legal help check tool that walks people through a list of common issues and guides them to get assistance where needed.

The Disaster Recovery Legal Help Check asks residents to consider issues around safety, housing, insurance, employment, children and other areas.

Going through the check can help identify new issues or ones that may have been further complicated by the impact of the storm. For example, many people may not realise that legal advice could help with lodging insurance

Family violence can also increase in the aftermath of a disaster. This was observed around the time of the Black Summer bushfires and throughout the lockdown periods of the pandemic.

“We are working with Yarra Ranges Council and other services to support people on the ground. This legal help check is another tool that can save people additional problems down the track. People who identify legal issues can come to us for assistance or referrals.”

Book shows ‘heart is where the home is’ PASSION FOR PROSE WITH CHRISTINE SUN

By Christine Yunn-Yu Sun August is Family History Month, and we’re reminded of the famous saying by Ralph Waldo Emerson that every man/woman is a quotation from all his/her ancestors. Indeed, we are the links between the past and the future.

Memories and archives of what came before us help guide our efforts to define and position ourselves for what is to come.

In this sense, How to Grow a Family Tree by Eliza Henry Jones (Harper Collins Publishers 2020) is a perfect read for families. Not a guidebook for aspiring genealogists as you’d think.

Rather, it’s a heart-warming story about family, friendship and what home can mean, as summarised by the phrase on its front cover: “Heart is where the home is.”

It’s the story of Stella, who, at the age of 17, lost her home due to her father’s gambling addiction. As her family moves into the local caravan park, Stella struggles to deal with the chaos of her life, including but not limited to sharing a bed with her sleep-walking sister who apparently burned down the school library.

While the two take it upon themselves to “save” their father, their mother desperately tries to keep the family afloat. Right at this

Luckily, Stella has read every self-help book she can find and knows a thing or two about helping people...or does she? As the story unfolds, we see her slowly but surely learning the valuable lesson that life is far more complex and confounding than any book can possibly analyse. Not everyone wants to be helped. Not everything can be fixed.

More importantly, not every question has an answer, and this is definitely not a story trying to assure teenagers that everything will turn out for the best in their daunting transition to adulthood. The author does a great job demonstrating the opposite, allowing Stella as the first- person narrator to try and often fail to be strong.

Certainly not everyone can and should be a hero. Stella’s voice is genuine and unique precisely because she’s not a know-it-all. As much as she tries to use all the “I” statements and “feeling words”, to compartmentalise her thoughts and feelings in order to access her “inner goddess” – she is, after all, only 17.

Interestingly, while reading Stella’s story, this reviewer happens to be watching Doctor Who. In the episode “The Battle of Ranskoor Av Kolos”, Andinio of the Ux has this advice for her young disciple Delph: “The more we learn, the less we realise we know. This is our existence. The world is not to be understood, only experienced.”

Come to think of it, perhaps it’s the same concept conveyed in How to Grow a Family Tree. The only way to learn from life is to live it.

The best way to research your family history is to be with yours.

Vampire film for lockdown

Blood Red Sky Starring Peri Baumeister, Carl Anton Koch and Alexander Scheer Rated MA15+ Blood Red Sky is a tense, compelling German horror-action film.

Nadja (Peri Baumeister), a mother and vampire, must protect her son Elias (Carl Anton Koch) when their plane is hijacked.

Vampires are traditionally depicted as seductive and/or masculine, so it’s rare to find a fictional vampire with a strong maternal instinct. Nadja’s love for Elias forms the film’s touching core, juxtaposing tenderness and fierce protectiveness with her increasingly monstrous appearance.

The film draws strong tension from solid internal and external conflict, as Nadja must contend with the hijackers, the growing number of vampires on the plane, distrust from the other passengers and her own savage impulses.

Baumeister does a great job playing a sympathetic character beneath her macabre makeup and animalistic twitches, Koch is one of the best child actors I’ve seen in a long time, and Alexander Scheer is a riveting scumbag as the psychopathic Eightball.

The film has some contrived moments and a couple of obnoxious supporting characters. The English-spoken scenes feel stiff compared to the mostlyGerman rest of the film, and like with Blood Vessel, another great vampire movie from last year, the action is grisly but poorly-shot.

While slightly rough around the edges, Blood Red Sky is a morbid but moving and well-paced horror-action film with a uniquely maternal monster, and is available for streaming on Netflix.

nounced to her fans that she had finally achieved a lifelong goal of hers after one of her harp compositions, ‘Forest Dreams’ had been published in a well-known, international harp journal - a remarkable achievement.

“I’m so proud to have my music of ‘Forest Dreams’ featured in the summer edition of the Folk Harp Journal, the official publication of the International Society of Folk Harpers and Craftsmen,” Ms Sutherland said.

“I have been dreaming of having my music published since I was a kid!

“I’ve already heard from harpers around the

world who have played my music. It is such an amazing feeling,” she said.

Ms Sutherland said that her published piece, ‘Forest Dreams’ was inspired by the sounds of the Sherbrooke Forest - which she lives adjacent to and looks out her window at every day.

She added that while Melbourne’s lockdowns had been a challenging time for most, it had actually resulted in her being able to compose more music and embrace her creativity, and she said she had plenty more music still to come.

The Yarra Valley had a special visitor recently as Hawthorn legend Shane Crawford journeyed to the region for the latest episode of Postcards.

The Brownlow Medal winner made a few stops along the way to the Valley, visiting The Sebel Melbourne in Ringwood, before continuing down the Maroondah Highway to pick strawberries at Yarra Valley Gateway Estate. He capped off a day-trip by enjoying a nice drop at Fergusson Winery and Restaurant in Yarra Glen.

Speaking to Star Mail, Mr Crawford said he is a regular visitor to the Valley and that it makes for the perfect escape from city life.

“I enjoy it anytime I get to work out that way, I’m always discovering new parts. It’s beautiful and connected to the city in that it’s very easy for people to get out there and enjoy all the rolling hills and find all the hidden treasures as you go along.

“I went to Fergusson Winery, which has been there for a long, long time and it’s just a nice little winery on about 10 acres and was nice to enjoy. Even in the middle of winter, I still enjoy going to the wineries and checking them out.

“One thing I’d like to do more is just go exploring. To just get in the car and go wherever it takes me because there’s so much to discover. I know a lot of people go out there to the wineries to have a look around, but I think if you just get in the car and go in whichever direction you feel, you won’t be disappointed.

“There’s something for everyone of all ages from young kids to a couple having a romantic weekend away. It’s like a hamburger with the lot, I suppose it just depends on which direction you go and what you’re looking for.”

By Mikayla Van Loon Residents living on and near Wyuna Walk in Mooroolbark are outraged after not being consulted about a new drive through Covid-19 testing clinic that was set up in the middle of a housing estate.

A letter informing residents of a ‘proposed’ Covid testing site was received two days after construction had already started on Monday 5 July, with the opening date of Friday 9 July.

Wyuna Walk resident Tom McCausland said only receiving notification about the site after construction had already started was quite shocking.

“The fact that it said ‘proposed’ but it was already commencing, it was like a slap in the face,” Mr McCausland said.

Another resident whose back fence is only metres away from the testing clinic, Cameron Hunter said he was shocked and angered by the decision to put a testing clinic so close to people’s houses.

“The fact that it just blindsided us and came out of nowhere and then just the general lack of consultation or thought for the community doesn’t seem right,” Mr Hunter said.

“It seems like an easy way out for somebody, the line ‘ask for forgiveness rather than permission’ rings quite true with this here, that someone has made a call without consulting the people around them.”

Mr McCausland said there are a number of issues relating to the site but one of the major ones is the potential for increased traffic in a residential area, which is already surrounded by congested main roads.

which since the railway construction started, can get quite congested during peak times.

The other two main roads are Mooroolbark Road and Hull Road. Roadworks on Hull Road due to the building of the Kinley estate have reduced it to one lane with traffic control operators and the Mooroolbark Road/Hull Road bridge is notorious for queues of traffic during peak hours.

“If there was an outbreak in this area in the Yarra Ranges, this whole neighbourhood here would come to a complete standstill and you would not be able to get in or out,” Mr McCausland said.

Having contacted Yarra Ranges Council, Mr McCausland said it appears as though a traffic management plan wasn’t completed prior to the site being set up.

“It really does sort of sound like they just put it there and haven’t thought about it properly,” he said.

“I’m not anti testing, I think we do need testing sites but where [it is], it’s in a terrible location which is going to cause a lot of havoc.”

Not only are residents concerned about the risk of increased traffic in the area but the risk of aerosol transmission of the virus.

“The stories that were on the news about the cases that were contracted at AAMI Park and the MCG, there are people testing positive now who weren’t even sitting near them, so that says to me aerosol,” Mr McCausland said.

“And the fact that no one, with a fence line that borders onto it, is vaccinated either, so if you’re going to put a testing site in a residential area why don’t you look at the health risks of what could potentially happen.”

Eastern Victorian Councils will receive more funding to help them prepare for and respond to emergencies thanks to a funding boost from the Andrews Labor Government.

An extra $1 million will be invested in the Municipal Emergency Resourcing Program, taking the total funding for Victoria’s 64 rural, regional and outer-metropolitan councils this financial year to $5.9 million.

The program pays for planning, communication and co-ordination work to make sure communities are well prepared and resilient.

The funding for local councils can be used for a variety of emergency planning work, including education for culturally and linguistically diverse communities in at-risk areas.

Upwey residents feel they have been left in the dark about an elaborate plan to turn half the local school oval into car parking.

Residents neighbouring the school grounds received a notice three weeks ago informing them VicTrack would be building a carpark halfway across the oval space as an “overflow” parking area while a new 640-space multideck is constructed at nearby Belgrave station.

Upwey resident Celina Korcak is concerned about losing what she describes as a “community space“ and says there has been a concerning lack of community consultation.

“There hasn’t been any consultation, it’s just happening and no one knows about it,” she said.

“At the moment people use it to walk their dogs and play, so it has been a shared space for a very long time,” Ms Korcak said.

“On a Sunday afternoon, it’s where people meet and let their dogs off and exercise, and this is going to change that whole aspect.

Ms Korcak said the notice from Yarra Ranges Council only gave residents until 21 July to give feedback, however council is still taking submissions.

According to planning documents, the temporary carpark is estimated to cost $2,060,000 and will occupy the eastern half of the Upwey High School oval near Upwey Recreation Reserve oval.

The harp may not be one of the most common instruments, but it’s sounds are certainly beautiful and for Elizabeth Sutherland, it was an instrument she couldn’t resist picking up and giving a go.

Being a trained pianist and classroom music teacher with a huge passion for music, it’s no wonder Ms Sutherland was drawn to the celtic harp - but it wasn’t until she stumbled upon it a few years ago that the love affair truly began.

“It was about five years ago, in 2016, that I went to the Kyneton Lost Trades Fair, where they have all these cool old trades on display and one of them was instrument making - for harps,” she said.

Ms Sutherland said that she was intrigued by the celtic harp and the way it was being made at the fair, and when she got home, she decided to have a look around for somewhere that she could get her own and learn - and there just so happened to be a place about 500 metres down the road that did exactly that, and it seems the rest is history.

“It’s a beautiful sounding instrument and the celtic and folk aspects have always interested me,” Ms Sutherland said.

“Almost as soon as I started playing it I started making things up on it.”

“It’s easy to make a nice sound on it, assuming that you’ve got it in tune that is,” Ms Sutherland laughed.

“It’s got 34 strings, so tuning is another kettle of fish - but once it’s in tune, it’s easy,” she said.

Since picking up her first harp in 2016, Ms Sutherland has performed at many events and serenaded people far and wide with her angelic melodies - and now, can add published composer to her resume.

Yarra Ranges Council was asked to provide an update on the current progress on the new council building and civic centre.

Lilydale and District Historical Society president Sue Thompson submitted the question to council to be answered at the 27 July meeting. Yarra Ranges Council CEO Tammi Rose said the council approved a total amount of $31.6 million for the civic centre redevelopment in March 2018, of which $22 million has currently been spent.

“Despite the interruptions created by the pandemic, construction is now progressing well and is due to be completed by the council’s contractor in February 2022,” Ms Rose said. “Although there are still some months to go, the project is presently on track to be delivered within the allocated budget.”

“A big part of not only my personal commitment to the community but as ours as a council is access to health services locally and once again in the times of Covid, we find ourselves in a position where there is inequitable access to vaccinations in terms of our community’s access and comparison to other communities,” Cr McAllister said.

Community spirit strong Our local community has faced a difficult time with the recent storms that tore through the area at the beginning of June.

During the damaging storms, a huge number of trees fell causing devastation, damaging houses, properties and blocking many roads in and out of Monbulk and District areas.

The severe storm also significantly damaged power infrastructure, as well as the telecommunications network.

Our community spirit was strong with many locals keen to lend a hand with chainsaws, cutting up trees that had fallen across roads and properties, making meals and donating food for others and checking in on our friends and neighbours.

The Monbulk Emergency Management Group opened up the Monbulk RSL in the main street. Powered by the generator which was purchased through the community sponsorship program at the local Community Bank back in October 2018. Monbulk & District locals were able to charge their electronic devices, make hot drinks, heat up food and keep warm. Portable heated ensuite bathrooms were also set up in the RSL carpark through the support of Yarra Ranges Council to support locals without power and hot water.

Aimee Te Boekhorst, Community Bank Monbulk & District Branch Manager said “This is a perfect example of what the Community Banking model is all about. Our aim is to build, strengthen and support our local community and to listen to the wants and needs of our town. The Generator which was installed at the Monbulk RSL in 2018 helped our local community in the aftermath of the recent storms and can also power the RSL to be used as an emergency services staging point or command centre.”

Grants up for grabs

“We went to a bar in The Basin so that lots of friends and family could share the moment with us,” she said.

having to wait ten days for the final and then the emotions just come out after the competition,” his mum said.

But those cheering on from home couldn’t be prouder of their local hero, with the Basin Bakery team baking yellow and green Olympic cupcakes with Tyson’s face on them and the local CFA encouraging the community to tune in to his events.

“He said the experience has been awesome,” Christine said.

Bull will now return to Australia and complete the required quarantine in Sydney.

Local cricket clubs and councils in the Monbulk electorate can now apply to develop or upgrade cricket facilities in the area through a state government grant.

Member for Monbulk James Merlino MP recently announced applications have opened for the third innings of the government’s $13.5 million Community Cricket Program. Since 2019, the Community Cricket Program has invested more than $2.8 million in 30 cricket infrastructure projects across the state.

This third innings of the program bowls in a further $1.4 million for clubs and councils to develop or redevelop local cricket infrastructure from training nets through to female friendly and accessible change rooms.

By helping clubs modernise their facilities, communities have the opportunity to cater for even more people keen to get involved in sports like cricket.

Member for Monbulk James Merlino MP said the state government are “getting on with the job of creating better cricket facilities for our next generation, so they can emulate their Test, One Day, BBL and WBBL sporting heroes.”

“We’re helping clubs and councils build or upgrade facilities for the local cricket community, opening up new opportunities for training, competition and player development.”

“I encourage our local clubs, associations and councils to get together and see if the Community Cricket Program can make a difference in Monbulk.”

Help to protect outdoor recreation areas from the sun Residents in the Dandenong Ranges will be better protected from the sun’s harmful UV rays, with the state government vowing to install more sunshades in schools, public areas and sports clubs.

Member for Monbulk James Merlino MP is now urging schools, community organisations and sporting clubs in the Dandenong Ranges to apply for the sixth round of the School Shade Grants Program and the Community Shade Grants Program.

The programs ensure more Victorians can access the shade they need to stay safe when enjoying the outdoors by building new shade, repairing existing shade or planting trees.

Grants are also available to purchase sun protective items including hats and sunscreen.

When used alongside other sun protection measures such as sunscreen and clothing, shade structures are the best defence and can reduce overall exposure to UV radiation by up to 75 per cent.

Through this program the state government is supporting locals to keep active and enjoy the outdoors, while also helping them to be sun smart and prevent skin cancer. Australia has the highest rate of skin cancer in the world, with two in three people diagnosed by the age of 70.

In 2019, melanoma was the fifth most common cancer in Victoria with 2,841 new cases diagnosed and sadly 270 deaths.

New grants are available for outdoor shade and sun protection across the Dandenong Ranges.

The five-year survival rate for Victorians diagnosed with invasive melanoma was at 92 per cent in 2014-2018.

The government has invested $15.1 million towards the prevention and early detection of skin cancer since the program began in 2015

and has since awarded 1634 grants worth more than $14 million.

This includes $10 million for the Shade Grants Program – allowing around 1000 extra schools and community groups will be able to install much needed shade between 2019 and 2023.

Member for Monbulk James Merlino said “we know how much Australians love the outdoors. These grants ensure locals can still enjoy the Dandenong Ranges’ great parks, sports fields and playgrounds while staying sun smart.”

“Skin cancer is one of the most prevalent forms of cancer in Australia. That’s why this program is so important to the Dandenong Ranges community,“ he said.

“More than ever, we want our kids to embrace the outdoors and stay active. These grants will help keep our kids safe in the sun and protect them from skin cancer later in life.”

The Victorian Cancer Plan 2020-24 has set an ambitious target of saving 10,000 lives from cancer by 2025.

Concrete water tanks built correctly will last a lifetime. They keep your water cool, clean and algae free. This is because our tanks have 5-inch walls and a six-inch base, and are poured with 40-mpa strength concrete not 25 or 30 mpa. We also use plasticiser to keep up the strength in the tanks instead of water. And after 28 days of curing the strength of the concrete will be between 48 and 52 mpa. And each tank is poured individually on site. These tanks come out white, which is a sign of the strength in the tanks. The MPA is a measure of how much concrete there is as parts per 1000. The walls of the tank are vibrated all around to ensure that there are no air bubbles and that the concrete is compacted down. Terry generally builds tanks in three sizes, 50,000, 105,000 and 120,000 either with a silo (metal) roof, concrete top or open top tanks.

The tanks will not blow away or fall apart, and this is particularly important in areas where there is high wind, or in fire prone districts. In the event of a fire, a large tank (120,000 litres) can supply water back up to the main house. By setting up a petrol powered generator and pumping water up onto the house directly, via a reverse water sprinkler system, you will keep your home cool and wet. Or if need be, you can jump into the tank to keep cool and be protected from flames and radiant heat.
