Cr ystal crunch Acting Detective Sergeant Mick Duke said getting the community talking about the problem is helping to scratch the surface. “We’re here administering the law but there needs to be a larger response to the problem,� he said. “This includes the law, education and health.�

He said the use and production of ice was steadily increasing across the state and that members of the community could do their part. “If you see something, say something,� Act Sgt Duke said. “We have a range of ways to gather intelligence but if you see something that doesn’t look right, give us a call and we can investigate.�

The report, released this month, received 78 written submissions, held more than 113 public hearings and heard from 220 witnesses including police and emergency services personnel, hospital and health workers, drug treatment providers, researchers and the families and friends of methamphetamine users.

The committee found that people felt that methamphetamine, particularly crystal methamphetamine (ice), was having damaging effects on sections of their community and that extra support was needed in the areas of health, law enforcement, education and family support.

Among a number of findings, the report recommended that a coordinated all of government approach was required to address the issue and that a state committee, to be called the Ministerial Council on Alcohol and Drugs, should be established.

POLICE, health experts and the government are on the right track, according to the government inquiry into the supply and use of methamphetamine in Victoria.

But local police and medical professionals said that while the report is an important piece of the puzzle, without a whole of community approach they can only scratch the surface of the problem.

Dr Matthew Frei from Eastern Health’s Turning Point spoke to the Mail last week and said that there was an expectation from the community that something needed to be done to stop the growing ‘ice epidemic’. “Many people are affected by the ice problem, whether it be knowing someone who is struggling with addiction or affected by crime linked to drug abuse,� Dr Frei said. “The report looks at things mainly from a law and order response and, hopefully, there is a flow on from that. “But it really needs to be a whole of community approach.�

Dr Frei said that education was also important when looking at the issue. “People don’t start using meth because they want their teeth to fall out, or thinking they have bugs in their brains,� he said. “It’s for that sense of euphoria - so finding the reasons these people start using these things will help get to the root of the problem.�

Mr Battin said he would push hard for a number of issues in the election and this included widening the Monash Freeway as well as ensuring works on Emerald Primary School and the Officer Secondary College were completed.

“We’ve provided the funding but I’d like to see it through,” Mr Battin said.

“Roads are still a bit of a

thing, needing to ensure that the maintenance is kept up too.”

When asked to introduce himself for people in Pakenham, who are new to the seat of Gembrook, Mr Battin said he was a local who had lived in and loved Berwick his whole life.

“I’ve chosen to raise my family here,” he said.

“I went to local schools and so do my kids.

“I tell people if they choose to come here, not only have they picked the best state but they’ve picked the best area too.”

Careful not to make promises he can’t keep, the current Cardinia Shire councillor said while there were a number of issues he planned to advocate on behalf of the area, capping rates was his firm choice.

“If someone gave me $2 million and said I could make 20 small announcements in the community or use that money to bring in the capped rates - I would pick capped rates every time,” he said.

“That way everyone benefits.”

This is no surprise given Cr Ross’s track record of voting against rate increases for the past six years that he has been on the council.

Facing an uphill battle against incumbent MP Brad Battin, Cr Ross said he believed the Labor Party could do great things for the electorate.

Raffle raises big bucks All told, hills groups raised well in excess of $42,000 with the money raised by Emerald Rotary headed to the paediatric wing of the Angliss Hospital in Upper Ferntree Gully and more than $600,000 has been raised over the past five years.

This year’s was another incredible achievement with more than $156,000 raised.

The Emerald-based ‘Hoffy’s Community Burpee Challenge’ raised $7600 while the Emerald Football and Netball Club raised more than $4600. The Patch Primary School also came up trumps for the cause - raising well over $2000.

POLICE are investigating an aggravated burglary in Monbulk last week.

It is believed that a known offender kicked in the front door, entered the bedroom and assaulted the male occupant before stealing an iPhone.

The victim was sent to hospital and later released with non-serious injuries.

The 25-year-old Croydon woman has been charged with five counts of petrol drive off and four counts of shop steals.

A WOMAN has been charged following a number of petrol thefts and shop thefts.

A POLICE pursuit in Lilydale last week ended with the driver facing a number of charges.

A pursuit was initiated in Victoria road not long after 3am on 7 September, where police noticed a car without plates. \ A chase ensued and ended in Switchback Road when the driver, an 18-year-old Lilydale man, and his male passenger, a 13-year-old boy were stopped. The driver was charged with reckless conduct endangering life, possessing ice and driving in a manner dangerous and bailed to appear at Ringwood Magistrates Court on 4 January 2015.

KATHERINE Darroch is generally an unsung hero, but might feel a bit more appreciated this week.

Mrs Darroch and her husband, Stefan, will have been foster carers for two years next month and the Upwey residents are among those being celebrated in the nation-wide Foster Care Week.

Children from birth to 18 years are placed in foster care if they are deemed to be in an unsafe environment or living in conditions considered to be hindering their development.

The Darrochs have two children of their own, aged eight and 10 years, but have also welcomed an 11-month-old girl and her almost three-year-old brother into their home.

The three new zones are the: Residential Growth Zone (RGZ), General Residential Zone (GRZ) and Neighbourhood Residential Zone (NRZ) which replaced the former Residential 1,2 and 3 Zones. There is no change to the Low Density Residential Zone.

Minister for Crime Prevention Edward O’Donohue was joined

by Member for Burwood Graham Watt to present four specialist graffiti removal systems to the Mount Evelyn 1st Scout Troop last week.

Mount Evelyn Scout’s Gary Park said the kits would be a great help to keep the once graffiti-ridden hall looking clean.

“This hall has had problems with graffiti in the past,” he said.

“But a couple of months ago, we gave it a spruce up with a new coat of paint inside and out, and it’s looking really good.

“The kids all got involved in the painting job too, so there is a real sense of ownership.

“These kits will help keep it looking clean and brand new.”

The number of charity organisations, clubs and schools that were invited to participate this year was 102 - up from the 88 last year - with around 30 from within Yarra Ranges taking part.

The first instalment of the raffle in 2010 raised just over $87,000 for the community. In years two and three that number rose again, while last year’s effort was a record-breaker - raising more than $167,000.

A SEEMINGLY endless list of hills schools, sport and community groups came together recently for a special fund-raising mission with a twist.

The Great Community Raffle is a joint initiative run by the Rotary Club of Emerald and District, and Ferntree Gully Nissan - which aimed to create a project that would enable local community groups to enjoy the spoils.

The concept was to donate a new car as the first prize in a raffle.

Tickets would be sold and dis-

tributed by community groups within their local area at no cost to themselves. Every dollar they raised they could keep.

To keep the raffle on a local level, Ferntree Gully Nissan partnered with an approved charitable organisation. Enter Emerald Rotary, with which it had an existing relationship for the annual ‘Kids Fun Run with Thomas’.

This year marked the fifth running of the Great Community Raffle and it was, again, a roaring success.

Hand reaches out to help

Those four words headline the newest campaign to put a stop to the ongoing issue of violence against women and children.

Minister for Crime Prevention Edward O’Donohue helped launch the Eastern Domestic Violence Service campaign, which is based around a new website, in Belgrave South on Tuesday last week.

EDVOS is a feminist, not-for-profit organisation and its goal is to uphold “the fundamental right for women and children to live free from violence”.

“I have utmost respect to the women who have been subject to violence and controlling behaviour for speaking out,” Mr O’Donohue said.

“Through their actions and what they’re saying, hopefully it will empower others to take a stand on violence against them.”

Mr O’Donohue said the State Government contributed $10,000 to the

EDVOS campaign to help combat “this terrible community issue”.

The website edvos.org.au/if-onlyid-known is a compilation of stories from affected women who attended Yarra Ranges-based EDVOS workshops conducted late last year and early this year.

EDVOS executive officer Maryclare Machen said her organisation would promote the website through Facebook to try to reach out to isolated women.

“It’s about women hearing a different story to the one they’re hearing in their home,” Ms Machen said.

“Part of what happens for women experiencing violence is they get isolated and so Facebook is something they can go and do when they are home by themselves.

“It helps to know there is someone saying something different to what the alleged perpetrator or violent person is saying.”

“We need to take a stand as a community and we need to not turn a blind eye or pretend we didn’t hear or see something,” he said.

“We need to make it clear violence against women or children - whether on the street or in the family home - is a crime and unacceptable.”

There was a 70 per cent increase in reports to Victoria Police about family violence incidents from 2009/10 to 2012/13.

Reporting of child abuse and neglect is also increasing by 14.8 per cent each year.

Kinder windfall brings smiles

By JESSE GRAHAM FERNTREE GULLY kindergartens will be able to improve their facilities after receiving a financial leg-up from the State Government last week.

Ferntree Gully MP Nick Wakeling visited the Alexander Magit Pre-School on Friday 12 September to announce that the kindergarten had received a $10,000 grant for upgrades.

The grant is part of $22,000 shared by nine kindergartens in the Knox area and educator Sue Rowe said the money would be used to refurbish an outdoor learning area for the children.

Ms Rowe said the refurbishment would make the area more weather-proof for the children.

“We could utilise the (outdoor) areas more often - it’ll be really good,” she said.

She said the $10,000 would have been unthinkable to achieve through fund-raising events.

“That’s a lot of sausages and a lot of chocolate frogs,” Ms Rowe said.

Mr Wakeling said the grant would make the kinder more usable for its children and that the funding was an investment in their futures.

“Investing in preschool education is one of the best ways of setting children up for life - not just for primary and secondary, but for higher education,” he said.

“Anything you can do to invest in preschool education is important.”

He said that he knew first-hand of the struggles kindergartens went through in raising money and that he was happy to help ease the burden with the grant money.

Bena Angliss Preschool, Billoo Park Preschool, Knox Gardens Preschool, Mariemont Preschool, Riddell Road Preschool, Templeton Orchards Preschool, Wattleview Preschool and West Gully Preschool will all receive $1500 to upgrade desktop computers under the grants program.

The money was distributed through the 2014-2015 Children’s Capital program Minor and IT Grants program.

A HEART-WARMING community response is set to save a Sassafras man from re-mortgaging his home after Yarra Ranges Council demanded he remove three pine trees in his property.

Gordon Arney, who has owned the property for more than 40 years, suffered a stroke four years ago that left him with dysphasia, which severely affects speech and comprehension.

Mr Arney, 72, requires aroundthe-clock care from his partner and power of attorney, Ross Skiffington.

They used to travel internationally with the Ross Skiffington Grand Magic Company before Mr Arney’s stroke.

“A man who built a warehouse (to serve as a rehearsal studio at the front of their property) can’t make a cup of tea now and it all happened overnight,” Mr Skiffington said.

Mr Skiffington, who turns 66 next month, and Mr Arney earn a combined $800 per week on a carer’s allowance and disability pension, respectively.

Council officers contacted Mr Arney via letter on 5 June, stating the three Monterey pine trees on the fence line inside his property were in breach of local law and must be removed within 28 days.

Mr Skiffington successfully lob-

bied council for an extension to 12 September, but it was rescinded “owing to the significant risk” the trees presented to the public and surroundings.

He contacted three businesses to find out what costs would be involved and quotes ranged from $7150 to north of $15,000.

Mr Skiffington said those sort of expenses would put them into debt and would be better put to use constructing an indoor bathroom for Mr Arney to use instead of an outhouse.

“It’s hard enough as it is - we just don’t have that money. I know it sounds like we should, but we don’t,” Mr Skiffington said.

“I’ve done shows for free over the years for the actors’ benevolent fund and they’ve been extremely generous in helping us out, especially at the beginning.”

Mr Arney’s plight resonated with Emerald business owner Matt Slockwitch, who runs Cut and Catch Tree Service.

Mr Slockwitch and two of his employees have offered to volunteer a day of their time and have recruited others to help.

The extraordinary response will save Mr Arney and Mr Skiffington thousands of dollars.

“I do not believe the council is putting this person’s interests at heart,” Mr Slockwitch said.

“The Shire of Yarra Ranges needs to assess individual cases and be more proactive and considerate of people.”

Mr Slockwitch said the work would take up to three days to complete and called on other residents to help cover the costs.

He said they would first need a permit from SP Ausnet, which could cost $5000.

Council’s director of environment and engineering Mark Varmalis said the tree posed a risk to the nearby community centre, as well as to Mt Dandenong Tourist Road.

“We have spoken to the property owner several times and explained the urgent need for the tree to be removed,” Mr Varmalis said.

“Tree health on private property is the responsibility of residents and we encourage residents to have their trees inspected by qualified arborists on a regular basis.”

Since 18 August, I have been phoned by political pollsters, one federal, one state.

I found the first one strange as this government has only been in for 11 months.

They wanted to know if my vote would go to Laura Smyth or Jason Wood.

So being me, I think this government is getting a bit nervous and so they should treat us with disdain and see what happens.

John Howard did that and we all know what happened to him.

And do you know what I really dislike is when politicians of all persuasions call us ordinary Australians. Really, what does that make them?

In my books, everyone is special so it will be interesting to see which way things are going in the near future.

I await more phone calls.

TAFE education FEARS of the Yarra Valley community were reconfirmed recently with the release of a damning report into the state of the TAFE system.

The independent Auditor General’s report, tabled in Parliament, proved Victoria’s TAFE system is facing a ‘significant decline’ in financial stability as a result of State Government funding cuts.

With youth unemployment approaching record highs, this confirmation of the poor

state of our training system is of great concern to people who hoped to both learn as well as earn in the Yarra Valley.

In 2012 the Victorian Government cut $113 million from the TAFE sector that resulted in Swinburne closing its university and TAFE campus at Lilydale and many good educators losing their jobs.

Unless the State Government reinstates funding support for TAFEs, there will be many more TAFEs forced to close and many more kids and their families hurting as much as we all do in the outer east.

I urge anyone who cares about the education of their family to, themselves, become educated about what each party is offering come November.

Road killing TO the driver on Saturday arvo, 6 September, on Monbulk Road near Baynes Park Road, who seemed to have come to a standstill to allow a duck and her babies to cross the road, but then proceeded to impatiently drive on before they had passed... shame on you.

A traumatic experience for the other drivers who stopped to assist the dying mother and her bewildered ducklings, as it obviously was for the birds involved.

The Fijian exchange students enjoyed their trip to the Yarra Ranges.

Visitors sharing spirit TEN Fijian exchange students spent a week late last month living in the Yarra Ranges and experiencing the region’s sights.

The opportunity came about through not-for-profit sport-and-fitness organisation Spirit of Sharing Unleashed, which has worked in countries across the Asia-Pacific for more than 14 years.

The trip was called Cool Stuff for Schools SOS Unleashed Australian Cultural Exchange 2014.

SOS Unleashed co-founder and chairman Peter Cole, a Rotary Club of Belgrave member, said his fellow Rotarians played a major role in making the project happen.

“Fiji is the main country we support due to the original passion for setting up the notfor-profit project coming from a visit I made to Fiji in 2000,” Mr Cole said.

“To do the exchange properly and give the students a real Australian experience, the first thing on our mind was to home host them out so they can see and experience everyday Australian life.

“The itinerary was action-packed to ensure the Fijian students would get the most memorable experience on their trip downunder.”

Mr Cole said it was the first trip overseas for all of the Fijian students and that they enjoyed the experience.

The students performed Indigenous songs and dances at Upwey High School and Upwey-Tecoma Football Netball Club on separate nights.

Feedback is on the way

By JESSE GRAHAM RESIDENTS are being asked to share their thoughts and shape the council’s approach to the environment.

The council released its draft environment strategy after councillors unanimously supported it at their meeting on Tuesday 9 September.

The strategy, which maps the council’s approach to the environment from 2015 to 2025 will be on display to the public and open for submissions until 7 November, giving residents almost two months to read it and make a comment.

Yarra Ranges Council’s Environment Manager David Harper said the consultation period is a chance for the community to give its feedback and help shape the document further.

“This period... is checking in to see - do you think we got it right?” he said.

“The feedback will be really important - and we’ll take the document back to council in the

new year.”

The draft environment strategy was developed using six goals, including preserving and improving water resources, strengthening environmentally sustainable activities in the economy and ensuring communities are resilient in the face of climate change.

To accompany these goals is a draft action plan with a number of short and long-term goals to be achieved.

However, Mr Harper said that the action plan, along with the strategy document, can be altered as a result of the community consultation.

“It’s a transparent process and we’re being authentic about it,” he said.

“We are trying to produce a document we think our community will embrace.

“It’s not set in stone but we tried to create a document that captures what we heard earlier in the year.”

Mayor Fiona McAllister said the council had gone

through intensive consultation before putting pen to paper and got input from a wide range of community groups.

She said that process would continue and that council representatives would visit 13 areas across the municipality to get opinions, as well as collecting feedback online.

Upcoming public consultations include a session from 2-4pm at Monbulk Aquatic Centre on 17 September, from 10am-noon on Belgrave’s main street and from 10am-noon on 20 September at Seville IGA. Around about time for revamp

By MELISSA MEEHAN MONBULK’S roundabout has a new look again.

But this time, it has all the appropriate approvals and is unlikely to divide drivers as much as the recyled Christmas tree of 2013.

The roundabout made headlines during Christmas last year after local business people organised for local artist Joost Bakker to design a decoration for their town.

It was made from recycled products and pictures of the Christmas tree went viral and had everyone talking.

Monbulk Business Network president John Coleman said the new works at the roundabout had all the relevant checks and balances.

“The council has been wonderful helping us put this together,” he said.

Monbulk Sergeant Mark Knight said that Monbulk was the nursery capital of Australia and needed to spruce up the entry to the town.

“I’ve visited a number of other towns like Wonthaggi and Bright who have beautiful roundabouts,” he said.

“And we thought that we needed to show off what this town is about, rather than just having a mound of dirt at the entrance.”

Songs echo through history of Anzac cil chairman Ray Yates called on residents to share their stories, letters and photos from World War I. “If you are a singer, instrumentalist, historian, descendant of a World War I serviceman or nurse, you need to be there,” Mr Yates.

“DRMC needs your stories of how the war impacted on local communities, the fundraising for the war effort, the role of the schools, Red Cross and sporting clubs.

“We will also need actors, soloists, choirs and volunteers for back stage.”

By KATH GANNAWAY FIVE clubs shared in the glory of holding the premiership cup in the air as the 2014 Dandenong Ranges Junior Football League (DRJFL) Grand Finals were played out at Woori Yallock on Sunday.

Emerald Black Under 16s made it four in a row with 10.12 (72) against Mount Evelyn’s 7.11 (53), after a spectacular run of 69 matches undefeated.

South Belgrave Under 14s also kept up a tradition claiming their fourth consecutive flag, defeating Mount Evelyn, 10.16 (76) to 2.1 (13).

Mount Evelyn Under 11s,

playing in their first Grand Final defeated Healesville 5.6 (36) to 1.5(11), securing their club’s only premiership for the day.

Emerald Under 13s 3.5(23) went down to Wandin 6.7 (43), and in the Under 12s the Bombers went down to Wesburn 5.6(36) to 3.5 (23).

In his own grand finale year as president of the league after five years at the helm, John Myers, rated the day as another success story for junior footy across Yarra Ranges.

“It’s been fantastic, we’ve been blessed with the weather, a great crowd, great behaviour

and we all got to see some really great football,” he said.

A visit by former Western Bulldogs player Daniel Giansiracusa as part of the Toyota Retiring Legends Lap of Honour Tour added to the “one day in September” atmosphere with no shortage of Wandin and Wesburn Bulldogs among the young players lining up for an autograph.

The game started even enough with Wandin leading by just 14 points at the first break, but after that it was all one-way traffic.

Wandin wasn’t in the mood to show any mercy as they added another eight goals in the last quarter, finishing the day with 11 separate goal scorers, the best of them K. By MARC McGOWAN GRUYERE’S answer to Sydney AFL star Lance ‘Buddy’ Franklin capped an extraordinary season with a fourth Dandenong Ranges junior league best-andfairest award last week.

Fifteen-year-old Joel Garner, who represents Wandin in the DRJFL, is a richly talented left-footer who is capable of playing through the midfield and key position at both ends of the ground.

He has now been crowned the league’s best player from under 12 to under 16 level.

Garner’s latest triumph was by six votes over Gembrook-Cockatoo’s Luke Frazzetto despite him still being eligible to compete in the age group next year.

The honour comes after Garner captained the combined under 15 Victorian and Tasmanian side and won the most valuable player at the Indigenous and Multicultural National Championships in April.

“I just went in to play footy and it all turned out all right,” Garner said of the national championships.

“We watched the games on video afterwards and I thought I was actually doing OK.” Garner’s Indigenous and Multicultural National Championships performance also booked him a spot in the Indigenous Flying Boomerangs squad.

The Boomerangs won two of their three matches in division three of the AFL under 16 National Championships.

Garner, who is also in the Eastern Ranges’ development program, was typically prominent - featuring in the Boomerangs’ best players in two of those games and amassing the most disposals.

“I’m extremely proud (to be Aboriginal) but I’ve never been around that many other Indigenous boys so it’s been a whole new experience,” he said.

“It was really good to learn about my cultural side and we went on a few camps just to learn about that stuff.”

There was one disappointment for Garner and the Boomerangs, with the AFL scrapping their planned trip to China.

The consolation prize for Boomerangs squad members is the chance to train with an AFL club, which Garner hoped would be Hawthorn in his case.

Franklin, a dual Hawthorn premiership player, remains one of Garner’s favourite players - along with Adam Goodes and Gary Ablett - despite switching clubs.

By DENNIS FULLER FOLLOWING in the winning footsteps of his mother, Amanda Reynolds, the para-canoeing maestro, son Broc decided that it was his day to be in the headlines when he blitzed the golfing field at Emerald Golf Club on Saturday.

Conditions were perfect and Reynolds’ (14) 37 points took him to a win on a countback from Ken Hill (16), who is starting to hit some springtime form. Reynolds headed up the A Grade crew.
