Stark County District Library Board of Trustees Meeting Minutes April 19, 2016 The Board of Trustees of the Stark County District Library met in regular session on Tuesday, April 19, 2016 at the Main Library. In attendance were Board members Steven Pittman, Susan Rodgers, Bert Nero, John Mroczkowski, Edmond Mack, Sally Efremoff and Shawn O’Brien.

Also in attendance were Executive Director Tena Wilson and Fiscal Officer Russ Humerickhouse.

The meeting was called to order at 5:00 p.m. by President Steven Pittman.

PUBLIC COMMENTS • None BOARD PRESIDENT COMMENTS • Board President Steven Pittman acknowledged that it will be Shawn O’Brien’s final board meeting, and he welcomed new Board Member Robert Belden. He also acknowledged former long time Board Member James Conley who was in attendance.

EXECUTIVE DIRECTOR’S REPORT • Executive Director Tena Wilson updated the Board on the Capital Campaign and the support it is receiving. The next stage of the Capital Campaign will begin soon.

• Ms. Wilson said the Main Friends of the Library have pledged $10,000.00 for the Capital Campaign.

• She reported on the representation by the Library at the Legislative Day in Columbus, and the $1 million that will be allocated to Jackson Township for a new amphitheatre.

• Discussion was held on possible future building projects that include new branches at Jackson, Sandy Valley, Main, and perhaps even a new Mobile Services facility.

FISCAL OFFICER’S REPORT • Fiscal Officer Russ Humerickhouse reported to the Board that The Office of Budget and Management reported that March revenues were 0.1 percent or $9.2 million over estimate for the first three quarters of Fiscal Year 2016. Total revenue for the first three quarters of FY16 is nearly $16 billion.

• He also reported that House Bill 486 (HB 486) has recently been introduced to increase the state’s minimum wage from $8.10 per hour to $10.10 per hour.

LIFE IN THE SMART STORE® • Mark Villono who works at the Plain Community Branch Library gave the Board a summary of his daily duties with the library including involvement with the community and the bike smart program. He discussed several upcoming events that will take place at the branch, and relayed the successes they have with programs at Plain Branch.

CONSENT CALENDAR • Minutes of the March 15, 2016 Regular Meeting were presented.

• Financial Report for March 2016 was presented.

BUILDING AND GROUNDS COMMITTEE • The build out is underway at the Nobles Pond Storefront, and the target day for opening is August 1.

HUMAN RESOURCES COMMITTEE REPORT • Negotiations with the Union are still underway at this time.

FINANCE AND AUDIT COMMITTEE REPORT • None NEW BUSINESS • Mr. Pittman introduced the Resolution Honoring Retiring Board Trustee Shawn O’Brien.

Resolution 2016-20 Resolution Honoring Retiring Board Trustee Shawn O’Brien WHEREAS, Stark County District Library Board Trustee Shawn O’Brien has served the library in numerous Board capacities, including Board President, since March of 1994, and WHEREAS, Mr. O’Brien has dedicated countless hours to the business of the library since 1994, and WHEREAS, Mr. O’Brien has been personally involved with, or responsible for, many of the major building and service efforts of the library over the last twenty-two years,and WHEREAS, Mr. O’Brien has been an exemplary Board Trustee in his preparation, attention to library challenges and betterment, serving as a model for public library board members everywhere, and WHEREAS, Mr. O’Brien was a library trustee in 2009 when the library was honored for its services and innovative thinking with the prestigious National Medal for Library Service from the Institute of Museum and Library Services, and WHEREAS, His dedication to improving the library has directly resulted in a better Stark County, NOW, THEREFORE, BE IT HEREBY RESOLVED that the Stark County District Library Board of Trustees honors Shawn O’Brien for twenty-two years of remarkable and exemplary service.

Motion by Susan Rodgers to pass the resolution honoring Shawn O’Brien, seconded by Sally Efremoff; all voting yes.

Past Board President Jim Conley spoke on behalf of Shawn O’Brien. He said that Stark County District Library has been fortunate to have Mr. O’Brien for his expertise and dedication for 22 years.

Mr. O’Brien thanked everyone and said it has been an honor to serve on the Board. He is looking forward to the future success of the Library.

Stark County District Library Monthly Board Report – Facilities April 2016 MAIN LIBRARY Re-Imagine Main – No further activity at this time.

MOBILE SERVICES Preparing construction specifications to expand parking bay 5. Facilities Department continues to coordinate maintenance of bookmobile fleet.

SYSTEMWIDE Jackson Branch – Landlord continues store front build out with an expected June 1st completion. Obtaining quotes on furniture and cabinetry. Developing signage looks. Preparing fixed perimeter shelving for June installation.

Re-Imagine Branches – No further activity at this time.

CAB asphalt – Asphalt bids due May 4th. Pave in June. Preparing construction and bid specifications to install an additional 12’ door.
