HE MEC for Health in KZN Dr Sibongiseni Dhlomo visited the Stanger Hospital on Monday to “protect staff members from negative publicity” and to respond to the latest media reports detailing the deaths of two women. The MEC had met with the Stanger Hospital board on Friday to gauge the current situation at the hospital as a result of recent “negative” media reports. In one case, a woman Fikelephi Mfeka died after giving birth in a toilet at the hospital and the more recent case involves Thembekile Mkhize who died after a botched caeserian-section procedure. Dhlomo addressed the Stanger Hospital staff before speaking to the media about the latest scandals to rock the hospital. “The department is not hiding anything. We do not know whether the incident [involving Mkhize] was intentional or not but there is currently a high level investigative team lead by the director general working on a report into the matter,” he said. He said that it has not been determined whether the doctor and staff members who operated and monitored Mkhize contravened hospital protocol, leading to her death. If found guilty, Dhlomo said that the proper professional bodies would deal with them. Meanwhile, Dhlomo confirmed that four nurses had been suspended regarding the incident

where Mfeka died in November 2014 after giving birth in a toilet. “The nurses will be facing charges at two preliminary hearings that will be held on 26 Februaryand3Marchthisyear,”hesaid. Dhlomo then condemned the hospital being called a “hospital of death”sayingthehospitalhasalot of “positives”. Among these positives he mentioned the hospital being home to the only “milk bank” in the province, the cleanest hospital in KZN in 2011, and being third best in maternal outcomes in the iLembe District. Dhlomo also referred to last week’s visit by Member of the Provincial Legislature (MPL) and spokesperson on Health from the IFP, Ncamisile Nkwanyana as “intimidating”. “The visit by the MPL was not done in a cordial way,” he said. Nkwanyana had labelled the hospitala“butchery”whileshereferredtomediareportsonthehospital. See more on pages 4 and 5

Mayor Ricardo Mthembu with all stakeholders involved in the upgrade of the R74.

JYOTHI LALDAS MOTORISTS who travel on the R74 in and out of KwaDukuza will be happy to know that the road is finally being upgraded. A full resurfacing of the road has been undertaken by the KwaDukuza Municipality after they were able to secure funding from provincial government. The re-construction commenced last week and is estimated to take about three months to complete. At a media briefing at the site, SkumbuzoMunguambefromNaidoo Consultants, who are responsiblefortheupgradetogetherwith Finn Construction, said the upgrade will be done from the traffic lights at the entrance to the town to the off ramp to the N2. “Obviously there will be an interruption to the traffic flow since we are undertaking a complete upgrade. We have employed a stop

andgosystemformotorists. However, we are appealing to motorists to bare with us. If possible use the alternate routes such as the R102.” When asked about signage to assist the flow of traffic, he said once a smooth flow of traffic is established, signs will be put up to assist motorists. The first phase of the project which is underway, the stabilisation phase, comes in at a cost of R8.3 million. KwaDukuza mayor Ricardo Mthembu said while the project posesatrafficchallenge, heknows motorists will be happy with the new road. “This road experiences high volumes of traffic and it was important to address it.” He appealed to motorist to be patient with the construction as they would ultimately benefit from the resurfacing.

HE IFP spokesperson on Health in KwaZulu-Natal, Ncamisile Nkwanyana swooped in on StangerHospitalarmedwithanentourage of journalists on Thursday looking for answers on the latest scandals rocking the hospital. There was no shortage of accusations as Nkwanyana continued referringtothehospitalasa“butchery”during the visit seeking answers on cases of negligence that have made headlines in recent weeks. The visit was triggered by the death of Thembekile Mkhize, a mother who died shortly after giving birth as a result of her bowel being punctured during a caesarian-section procedure. After attending a meeting with members of the hospital board, who were not prepared for her visit as she hadnotnotifiedthem, shefurtherventedherfrustrationswiththepressatthe hospital. Among her grievances is her skepticism of the skills of the doctor who puncturedMkhize’sbowelwhichledto her death. “What I would like to know is if the doctor who performed the surgery has been suspended,” she said. “Is he a doctor-in-training because that would be unacceptable. How do you puncture other organs and not see that when performing a caesariansection? It is just unacceptable.” She further listed other allegations directed at the hospital including a “deadly” TB ward and “lazy” nurses. “From what I have heard, the TB ward experiences three deaths a day and this is as a result of patients being given treatment on empty stomachs,” she said. Without stating from where she got the information, Nkwanyana contin-

ued with the gruesome allegations: “Patients are being mistreated by lazy nurses especially at night who sleep during their shifts.” She then suggested that a rule be implemented to prevent nurses from carrying mobile phones at the hospital. “They must not be allowed to use cellphones during working hours. If they need to contact someone they should use the hospital’s landline.” Amongotherquestionssheposedto

When the Weekly later spoke to members of the hospital board, they claimed to be unaware of Nkwanyana’s “wild” allegations. Nkwanyana expects to get answers from the hospital by Tuesday, 25 February.

BHEKANI Sikhakhane (32) appeared in the Eshowe Regional Court on Monday for the murder of his girlfriend on Valentine’s Day. The victim was found in a shallow grave in a cane field. The joint operation by KwaDukuza Crime Intelligence, Nyoni SAPS detectives and the Umhlali K9 unit lead to the arrest of the suspect (32) in Ntuzuma on Wednesday last week. Sikhakhane was found by police hiding at a relative’s house. Sikhakhane’s alleged victim was a 35-yearold woman who was dug up by the police after she was found in a shallow grave following an extensive search in a sugar cane field in Ndulinde near Mandeni. A case of murder was opened at the Nyoni SAPS and her boyfriend was wanted for her murder. According to SAPS spokesperson Major Thulani Zwane, Sikhakhane appeared in court on Monday and the case was remanded for to Tuesday 24 February. The outcome of the appearance was not known at the time of going to press. “It is sad to hear that a young [woman] lost her life in such a manner and we will not tolerate those who abuse women and children in our country,” said KwaZulu-Natal Provincial Commissioner, Lieutenant General Mmamonnye Ngobeni.

Job opportunities centre brought to iLembe >> Business tycoon pays if forward

Sorisha Naidoo, Vivian Reddy, mayor Ricardo Mthembu and municipal manager Nhlanhla Mdakane with the signed agreement.

URBAN business tycoon Vivian Reddy gave a gift to the iLembe District for his birthday this month. Reddy has committed to establish a Job Opportunity Centre in KwaDukuza which is projected to train more than 3 000 people a year. The centre will cost R6 million to estab lish and a further R1.5 million to run annually and is due to open its doors in three months. The centre will be staffed by 30 trained professionals who will serves as mainly trainers. Reddy signed a deal with KwaDukuza

mayor Ricardo Mthembu and municipal manager Nhlanhla Mdakane on Friday. Usually Reddy hosts parties for 10 000 disadvantaged children, however, this year Reddy said he wanted to do something dif ferent. “Having reflected on the costs of hosting such an event, we concluded that although 10 000 disadvantaged children have a great, enjoyable day, it’s a oneoff event that soon fades. Only one child a year benefits longterm.” Reddy said the training centre would en sure more people benefitted in the long term. “The rationale is if we train and equip

parentsandsiblingsofdisadvantagedfami lies, we will equip them with a skill to earn a decent wage so that their families can live better lives.” The centre would provide expert services to job seekers to help them become more employable and to link them with appropri ate work opportunities. It would be managed and operated by organisations that are skilled and experi enced and would focus primarily on entry level unskilled and semiskilled candidates. Key job opportunity areas addressed by the centre include labourintensive sectors such as retail, hospitality, construction and manufacturing. An excited Mthembu thanked Reddy for theinitiative.“Youareindeedagreathuman being to be doing this for our people. Our country needs more people like you.” The centre will offer: 1. A job information centre 2. Job seeker support services (e.g. ob taining IDs, bank accounts, writing CVs, etc.) 3. Life skills/work readiness training 4. Maths/English literacy training/sup port 5. Volunteer service coordination 6. Job and training placement (with a strong focus on placing people into techni cal skills programmes through the SETAs and the public FET colleges) 7. Social services/counselling 8. Monitoring and tracking These services will enable aspiring work seekers to obtain employment and to rise the ladder quickly once they do.

ATER Rhapsody franchisee Neil de Groot is based in Umhlanga KZN and ready to be of service to you in all things of water conservation and purification as well as some incredible en ergy products to help you reduce your ener gy bill or even go off the grid. He is qualified as an aeronautical engi neer and has found his passion through water and energy, taking everything as green as he can. “I have a high standard of work and integrity, and doing the job right the first time is always my main objective.” Need a water tank? Rainwater harvesting is fast becoming a common household discussion in KZN where dam levels are at an all time low. While having a water tank is a great idea, it’s how you fill it and what you do with it that counts. KZN Water energy of fers you a number of installation options to suit your needs and pocket. From top ping up a watering can with a hose, to pumping that water out via a sprinkler for garden irrigation or washing the car, all the waytosendingyourfreeharvestedrainwa ter back into the home so you can bath, shower or wash your hands with it, we can do it all. Our system of filtering the rainwater at source means only clean water reaches the water tank. In turn this minimises the maintenance requirements of your tank, and the quality of water stored increases the options for use. Plenty of our custom ers drink and cook with this water. Some interesting questions and an swersaboutwaterconservationandpurifi cation: Q: How do I make a rainwater harvesting system pay for itself and why should I not just harvest rainwater for irrigation.

ADVERTORIAL

Water Rhapsody Rethinking water A: Simply by collecting and using water harvested during the rain season and using this water in your whole household, the tank surges full very rapidly, but you draw waterfromthesystemeverytimeyouopen a tap, flush the loo, or use the washing ma chine, or any other use of water. It removes the romantic notion of filling a water tank and not knowing what to do with the wa ter, or trying to fill a water tank with har vestedrainwaterthatisfullalready!Weal so make sure that you don’t unnecessarily install too many rainwater tanks so that these never have enough roof area and rainfall to fill. I.e. you draw them as fast as they recharge. Q: Why do you recommend collecting rainwater? A: There are as many environmental reasons associated with rainwater har vesting as would befit a super PhD thesis. However one very important reason is to reduce stress on our estuaries from less ex traction from rivers during the rain season if everyone should harvest rainwater from their roofs rather than using municipal wa ter. It is also very important to provide the means to become as independent as pos sible from the municipalities supply, at the same time guarantying a supply in spite of possible and likely water outages in the near future. Q:WhatsortofroofshouldIusetomax imize my rainwater harvesting? A: The most efficient .roof surface is a metal roof. This means a corrugated iron, flat iron sheet, or IBR profile. You cannot harvest rainwater with a thatched roof. Tiled roofs are not as efficient as metal for collecting rainwater. Here are the average calculations 11 mm of rainfall for metal roofs pro duce 1000 litres of harvested rainwater for

The system used by Water Rhapsody. every 100 sq. metres of roof area and 16 mm of rainfall for tiled roofs produce 1000litresofharvestedrainwaterforevery 100 sq. metres of roof area Whatever your roof, we are able to de termine precisely how much storage of rainwater you should need.. Q: What size of water tanks do I need to store and use rainwater for my circum stances? A: Our computer models determine the volume of rainwater storage you require depending on the following factors: How many people are there in the house? The more people using water the less rainwater storage you need and vice versa. Whatisthesizeofroofarea?Thegreat er the area from which you can harvest the greater storage capacity you can viably in stall.

NEED A WATER TANK?

What type of roof do you have? The moreefficientthesurfacethemoreyoucan harvest. Is your house a holiday house or do you live in it all year round? Holiday homes will naturallyhavegreaterbenefitfromgreater storage. Do you have our other systems to con serve water? You can halve you usage! Our other systems of conserving water will en able you to reduce your use of water (draw down) from 240 litres per person per day to 120 litres per person per day without changing your lifestyle. These systems include the Garden Rhapsody Grey Water System to reuse grey water for irrigation purposes, the Wa ter Rhapsody MultiFlush to minimise the volume of water required for flushing your toilet and the Water Rhapsody Poolside Tank to reuse swimming pool backwash

water. One other product to make rainwa ter go further is our unique product to re use grey water for toilet flushing viz the Water Rhapsody Second Movement. Your stored water will then go at least twice as far. Q: What water tanks sizes are available for the storage of rainwater? A: The tank sizes for rainwater storage range from, 1,500Litres, and include 2,500Litres, and 5,000Litres. Though 10,000L water tanks units are available this size is very unwieldy. We decide for you as to the best size. Q: What do I get in order for me to har vest, store, and pump rainwater to my house? A: Water Rhapsody Rain Runners are fixed to each and all of the downpipes, to initially harvest the rainwater. This water is fed into rainwater storage tanks, and we supply a very reliable system to pump this water from the rainwater tanks to the whole household. Q: How much does the system cost? A: Water Rhapsody have a set of costs to help you build a price for our rainwater harvesting system, the sum total of which is the Water Rhapsody Grand Opus. The price includes: a. Water Rhapsody Rain Runner b. Water Tanks c. Pump including override For a detailed quote please contact a Water Rhapsody dealer. Q: What about water outages: How can I use the system of rainwater harvesting to save me from being affected by water out ages when the municipality turn off water in search of ways to reduce demand? A: We provide you with a ball valve in serted in a low position into one tank from themunicipalsourceofwater.Thiswillpro vide you with one days use of water, enough to see you through a period of out age. Contact Neil de Groot on 082 5777 089 for more information or visit www.kznwa terenergy.co.za.

were all written between 500 and 400 BC, at the earliest. Confucianism: "Do not do to others what you do not want them to do to you" (Analects 15:23). Hindusim: “This is the sum of duty: do not do to others what would cause pain if done to you” (Mahabharata 5:1517). Buddhism: “Hurt not others in ways that you yourself would find hurtful." (Udanavarga 5:18). These sayings are similar to the golden rule, but are stated ‘negatively’ and rely on passivity. Jesus’ golden rule is a ‘positive’ com mand to show love proactively. The East ern religions say: “Refrain from doing”.

Jesus says, “do!” The Eastern religions say it is enough to hold your negative be haviour in check; Jesus says to look for ways to act positively. Conclusion: I consider atheists to be in tellectual cowards who choose simplicity over complexity and difficulty. They too have a religion (which they deny) where they are the gods be cause they feel that they can do everything themselves and prefer the the ory of evolution (nonscientific), basically sayingthatmoralitywasrefinedinanimals before animals evolved into men and women. Supporting the Proteas all the way SOUTH Africa had a spectacular send off to the World Cup and this is what AB de Villiers had to say: “Representing our country is the greatest honour of my life. I’ve never received so many messages and it makes me so proud to be here.” I felt so touched when AB de Villiers delivered his speech and when Dale Steyn said: “Give me the ball now, I’m ready to knock those

guys off!” I’m inspired! AB is brilliant! It’s an honour to see him lead our boys! AB is going to show the WORLD he is BORN to WIN! The South African team are my CHAMPS already! #proteafirealltheway Asheen Singh Budram via Facebook

Unjust enrichment AS head of State president Jacob Zuma is the custodian of the country’s resources and the prudent use of it. He sets the example for all to follow. The country's masses are living in deplorable conditions 2O years into democracy. Important sectors like health, education and employment are in crisis. There are billions of rands used in wasteful expenditure by government departments which do not filter down to the grass roots. Fair enough, the president needs a safe and secure environment to live in. There is no denying him that, but to saythathedidnotauthorisetheexcesses and extravagance at Nkandla does not hold water for me. Myreasonisthatitisbesidesthepoint as he surely would have seen and even discussed what upgrades are going to take place at his homestead. If he were a prudent president he would immediately put a halt to it and ask questions as to why the upgrades are going beyond the security upgrades that were intended. He cannot rely on the argument that he did not ask for it. So my point is that ifwecannotrelyonthepresidenttooversee a simple over expenditure at his homestead and put a stop to it, how can we rely on our president to be the custodian of the country's resources? To me it was very poor judgement on the part of the president to allow all the extravagantandcostlyupgradestoescalate way beyond the necessary security upgrades. In my humble opinion and with no disrespect, the president, if anything, must take moral responsibility for this debacle. Naren Singh KwaDukuza

Not good behaviour I WENT to Stanger Manor Secondary to fetchmycousinfromschoolrecentlyand as I waited for him I was disgusted with what I had witnessed. A young girl, who looks like she is in grade 10 or 11, was openly kissing her boyfriendwhoissurelyolderthansheis. This was definitely no innocent kiss. I was shocked to see such behaviour. I felt so terrible and would like to know what exactly are our kids doing? Don’t they have shame as there were so many parents and elderly people around? They pretended as if they were alone inaroom.EverydayIencouragemychildren to focus on their lives, build themselves and after they’re independent, then they can have all the fun and partying they want. We all want to live good lives and come out of poverty. I would really like for this issue to be addressed. Concerned educator

Unethical behaviour of nurses EARLIER this month my six-yearold daughter was rushed to the KwaDukuza clinic at approximately 8pm, suffering from a severe pain in the left side of her abdomen. With the knowledge that the localhospitalisalwaysbusyandthat theKDCwasopen24/7wethought shewouldbetreatedmuchquicker at the clinic. To our disappointment when wearrivedatthedoorweweretold

bythesecurityguardthatthenurses had just left for their break which would take 30 to 45 minutes. We were asked to sit inside and wait for them. My husband then went to the break room and enquired when the nurses were going to resume duty as we were waiting with a sick child for the past hour. He was then informed by one of the nurses that they were on a two-

hour lunch break and since there were no doctors available, they could not do much to assist. She theninformedhimthatifhewaited a nurse would come to see the child. The nurse was a no show. We had to leave the clinic without our child being treated. I would like to know, why is the clinic opened 24/7 if patients cannot receive medical help at night? The tax payers’ money is being used to keep it open, but these nurses are

Is government playing a good role? WHILE watching the State of Nation address I was appalled by the acts that had unfolded on national TV. The question that came to my mind was: “How were they elected to repre sent the people of our country?” Parliament was set in place to rep resentthepeopleofSouthAfrica, toex

press the views of the people in the Na tional Assembly. The aura that surrounds parliament and its dignitaries is one of respect and dignity. However, the manner in which these dignitaries presented them selves at the SONA was disorderly, dis respectful and blatantly pathetic.

How do we expect our government to function at its best if it is being repre sented by unruly men and women? As much as freedom of expression is a sacred and well protected right in our country and the parties are entitled to speak their views, there is protocol and procedures that are to be obeyed.

The members of parliament showed no respect to the Speaker of the House. I believe that it is important for the members of parliament to be people who set a proper example for the youth of our country and to be role models to the youth who want to enter the political environment. 16 WEEKLY Fight disease with fermented foods Medical Feature

>> This technique has been used for thousands of years

F

ERMENTING foods is by no means a new process and there is evidence that our ancestors made bread, beer and wine at least 8 000 years ago. Imagine life without yoghurt, vinegar, cheese, wine or beer (or amasi in South Africa). These and many more foods and beverages would not be part of our lives without the process of fermentation. Fermentation is essentially a process where organic substances are broken down into simpler substances, like for example the breakdown of sugar into alcohol. It is basically the beginning of the process of putrefaction, but instead of letting the substance decay completely, the process is controlled and halted at just the right time. Think of wine; if the fermentation process is not stopped in time, the end product could be vinegar, or worse. Fermenting foods is by no means a new process and there is evidence that our ancestors made bread, beer and wine at least 8 000 years ago. It also very widespread and most cultures on earth have enjoyed fermented foods like sauerkraut in some form

or another for millennia. Metchnikoff and Bulgarian yoghurt The fact that so many of us enjoy our daily tub of yoghurt is largely thanks to the Russian scientist Ilya Metchnikoff (1845 – 1915). Metchnikoff observed that certain communities in Bulgaria and the Russian Steppes who consumed milk fermented by lactic-acid bacteria were unusually long lived. He proposed thatconsumingfermentedmilkproducts “seeds” the intestines with lacticacid bacteria, decreasing the intestinal pH and suppressing the growth of

harmful bacteria. Metchnikoff’s theory was that ageing is caused by putrefactive microbes that produce toxic substances in the intestine. These compounds areresponsibleforwhathecalled“intestinal auto-intoxication”, which cause the physical changes associated with old age. Scientists maintain that B. lactis bulgaricus (hence the name Bulgarianyoghurt)changestheintestinalflora,whichlimitsauto-intoxicationand the subsequent development of degenerative diseases.

Lactobacillus Bulgaricus is widely used to sour milk (producing yogurt) and often given as a digestive remedy. It can also be taken in tablet form, although eating yoghurt is more effective. Amasi in Zulu and “maas” in Afrikaans, is a fermented milk product that tastes a lot like yoghurt. It is consumed widely in South Africa. Traditionallyitismadefromunpasteurised milk which is left in a calabash until it ferments. Nowadays it is made with a culture and sold in supermarkets. Amasi contains a large amount of lactic acid bacteria which is a very effective probiotic and may even kill E. coli bacteria. Ourforefathersdidn’thavefridges, deep freezes, supermarkets of canned foods, so they had to find other ways to preserve their food. The most effective way to prevent food from spoiling was through fermentation. Because of modern developments, fermentation is no longer the only way of preserving food, with the result that we are no longer reaping the health benefits of eating fermented foods to the same extent as our forefathers. In 2003, however, American Sandor Katz published a book “Wild Fermentation”, which Newsweek called “the fermenting bible”. In the book he

shares his experience with home fermentation and calls himself a “fermentation revivalist”. Since then, Katz has “taught hundreds of workshops demystifying fermentation, empowering people to reclaim this important transformational process in their kitchens”. His latest book is called “The Art of Fermentation” and is a New York Times bestseller. Fermented foods destroy and inhibit the growth of pathogenic bacteria. Many pathogenic forms of bacteria are sensitive to acidic environments, and the lactic acid in fermented foods is capable of killing many of these “bugs”. Fermented foods help protect the stomach. Fermented foods ease digestive discomfort by increasing stomach acidity when necessary and protect the lining of the stomach and intestines if there is too much acid. Fermented foods encourage the production acetylcholine. Acetylcholine is a neurotransmitter that helps to increase the movement of the bowel, alleviating constipation problems. It also encourages the release of digestive juices and enzymes. Fermented foods are good for diabetics. Besides improving pancreatic function, the carbohydrates in fermented foods have already been broken down and, unlike normal carbs, place much less of a burden on the pancreas. - Health24

Treatment of Diabetic Retinopathy DIABETIC retinopathy is a complica tion of Diabetes Mellitus. The high sug ar content damages blood vessels in the retina(back of eye). This results in leakage from the damaged blood vessel into the fine pointofvision(centreofretina).Abnor mal blood vessels grow on the retina which can bleed and scar. Therefore it is imperative that every diabetic is examined by an ophthal mologist(a medical doctor who has specialized in diseases of the eye). It’s covered by all medical aids as a PMB

condition. Depending on the level of damage the following modalities may be car ried out: *Observation with close followup; *Laser treatments to stabilize or prevent progression of Diabetic reti nopathy; *Injection of antiVEGF drugs to stop leakage into the fine point of vi sion. All of the above are now available at Tongaat Eye Centre. See advert for more details

KWADUKUZA MUNICIPALITY LAND USE MANAGEMENT PROCESS MN: 25/2015 1.0

INTRODUCTION

The Municipality uses a Town Planning Scheme to regulate land use of properties and as part of the new order of legislation (e.g. Spatial Planning and Land Use Management Act, 2013 (Act No. 16 of 2013) and Planning and Development Act, 2000 (Act No. 6 of 2008)); this was improved and is now known as a Land Use Management System. The Municipality has been engaging in a process of rationalising its land use management system by reviewing its town planning schemes and consolidating same into one document for the whole of the municipality in order to align to this new order legislation. The process also includes extending the scheme into areas that are not under the provisions of a town planning scheme. The draft Town planning scheme referred to as Land Use Management Document together with a Scheme map has been finalised and is ready for public input. In the above regard, a document outlining the process that has been followed and tasks that have been undertaken can be sourced in the Municipal Website for information. However, formal meetings in the form of public meetings and focused stakeholder group meetings will be held during the month of January and February 2015 wherein all the relevant role-players will be given an opportunity to provide their input - formal communication in relation to this will be issued in January 2015. This notice serves to sensitise the community of KwaDukuza about the pending public consultation process as well as to provide summary information on the LAND USE MANAGEMENT PROCESS. 2.0

BACKGROUND

Land and development in Kwadukuza had been managed via nine Town Planning Schemes (TPS) and the General Plan of Groutville. The nine Town Planning Schemes are:• Umhlali • Zimbali • Stanger (Kwadukuza) • Shaka’s Kraal • Prince’s Grant • Nkwazi • Ballito • Blythedale Beach • Tinley Manor The nine Town Planning Schemes, with the exception of Zimbali, are fairly similar to each other in that they follow the format of the original Provincial model Town Planning Scheme system. Over time, each of the Schemes have evolved, and several variations emerged. It is also important to note that the existing Town Planning Schemes (TPS) only covered the built up areas of the previous municipalities before amalgamation. Consequently it is also clear that the majority of the municipal area was not covered by a Town Planning Scheme. In addition a small portion of the municipality, located in the north-west border with Ndwedwe is communally owned and administered by a Traditional Council. Aside from some three types of State Owned Facilities e. g. education, health and social welfare sites, there are no cadastral parcels in this area. It is a requirement that Kwadukuza Municipality prepare a single consolidated Town Planning Scheme for the entire municipal area i.e. a “wall-to-wall” Scheme. 3.0 PREPARING A CONSOLIDATED LAND USE MANAGEMENT SYSTEM (LUMS) SCHEME The approach taken to construct a single / consolidated Scheme across the entire Municipal area comprises: • “Consolidating” the 9 existing TPSs into a single Scheme; • Taking into account recent developments such as approved DFAs • Planning for the future by extending and adding new zoned areas • Extending the Scheme for the balance of Municipality In order to distinguish the new zones from the existing zones, a new system of names has been introduced, so that Special residential Zones are to be called Residential Only Detached (RODE) zones; multi-unit developments such as

Group Housing and Intermediate Residential zones are to be called Residential Only Medium Density (ROMD) zones; and General Residential zones are to be called Residential Only High density (ROHD) zones. The “Consolidation” process required reducing numerous similar zones to fewer zones. For example, some 20 different Special Residential zones were reduced down to 7 variations of what is to be called Residential Only Detached (RODE) zones. In all cases where the zone details differ slightly from the existing zones, the development rights will not be reduced as all lots will retain “Existing Use Rights” in respect of existing development, as only new development will be subject to the new zoning. In any case the “Consolidation” process involved increasing the “rights” of the larger or higher intensity zoning, rather than reducing rights. 4.0 ADVERTISING, PARTICIPATION, COMMENT AND AMMENDMENTS It is a legal requirement that all Land Use Schemes include a consultation process in terms of which members of the public, key stakeholder groups, commercial and business interests are given an opportunity to comment of the Scheme prior to its adoption. The process includes: • Advertising the intention to adopt the new Scheme and giving rate payers an opportunity to view the document; • Holding a series of public meetings to explain the nature of the new Scheme; • Giving people an opportunity to make comment, object and/or raise concerns about the Scheme - this process will give people a period of 28 days to submit their comments from the date of a formal notice being issued; • The Draft Scheme will be amended; • Thereupon the Municipal Council will make a decision to adopt the Scheme; and, • The Scheme is only formally adopted once it has been approved by the Provincial authorities. 5.0

No room for drinking and driving

HAVING a beer or a glass of wine before a meal or drinking cough syrup before hitting the road could see you fined or tossed in jail as the Department of Transport has proposed a zero bloodalco hol limit. A proposal to cut to zero the current maximum alcohol level of 0.05g/100 ml of blood was published earlier in January in the Government Gazette. The legal alcohol level was dropped from 0.08g/100ml in 1996. Those who wish to comment on the new bill and drinkdriving restrictions, have until February 27 to respond as the draft bill has yet to go through the parlia mentary process. The original National Road Traffic act reads: “No person shall on a public road SUSPENSION SPECIALIST (a) drive a vehicle; or (b) occupy the driv Rear Brakes SERVICE er’s seat of a motor vehicle the engine of Skim Drums from R599 which is running, while the concentration INCL PARTS & Bond Linings of alcohol in any specimen of blood taken LABOUR from from any part of his or her body is not less 24 HOURS than 0.05g/100ml, or in the case of a pro R750 ON CALL fessional driver referred to in section 32, CV BOOT CV JOINTS not less than 0.02g/100ml.” (NEW) The amended bill reads: “No person shall on a public road (a) drive a vehicle from or (b) occupy the driver’s seat of a motor R250 from R350 vehicle the engine of which is running, SUPPLIED & FITTED SUPPLIED & FITTED while there is concentration of alcohol in any specimen of blood taken from any BRAKE BRAKE PADS PADS part of his or her body.” & DISC According to the draft bill, then the

ARREL Shanmagum clinched the Paddy Padayachee and family-sponsored KwaDukuza Darts Association singles darts title after ousting Charlie Pillay in straight sets (2-0) at the North Coast Tavern in KwaDukuza on Wednesday night. Shanmagum had to dig deep into his reserves to hold off a late challenge by Jodie Naidoo, who notched up a brilliant score of 180 (three triple 20s) in the quarter-final before winning 2-0 to book his place in the semi-finals. Nine Pillay, who has been battling to regain his form of 2014, slumped to a humiliating 2-0 defeat at the hands of Terrence Subban in the quarter-final. Subban stunned Shanmagum winning the first set of the semi-finals comfortably.

Gradually biding his time at the start of the second set, Shanmagum produced a series of brilliant darts to win the second set and push the game into a third and decisive set. Subban was outwitted in the final

Sun City demolish Young Nation WEEKLY REPORTER SUN City Football Club demolished Young Nation (7-0) in a SAFA KwaDukuza Local Football AssociationPremierLeaguegameplayedatthe Recreation Ground on Saturday. City, who lost to Tigers (2-1) a fortnight ago arrived at the Recreation Ground on Saturday determined to get back on the winning after a week of intensive training. City broke the deadlock in the 10th minute after Khanyisa Zulu latched onto a cross from Msa Ntuli and hammered the ball into the roof of the net, giving the Young Nation goalkeeper no chance. Playmaker Ntuli was yet again in the action, beating his marker on the far right flank before passing the ball to the unmarked Nhlakanipho Khuzwayo in the box, who made no mistake from close range to double City’s advantage (2-0). In the 35th minute, the Young Nation keeper made a brilliant save to deny Khuzwayo an early brace, but the alert Zulu latched onto the rebounder, heading into an open net to give City a commanding 3-0 lead, heading into the break. Fans expected City to step off the accelerator at the start of the 2nd half, but the floodgates opened with City scoring another four goals to notch up an impressive 7-0 win. City made a double substitution early in the secondhalfwithAlfredNamboreplacingthefa-

set resulting in him bowing out of the competition. Paddy Padayachee, hoping to emerge victorious in the tournament sponsored by himself, was left ruing his chances after failing to capitalise

on a 1-0 lead. Charlie Pillay, clawed his way from a set down to send Padayachee crashing out of the tournament in the quarter-final. Sanjay Singh, playing in his first match of the 2015 season suffered a shock 2-1 defeat at the hands of Jerry Govender in the quarter-finals. But, Govender was stopped in his tracks after going down 2-0 to Pillay in the semi-finals. Shanmagum, who started the tournament sluggishly, turned on the heat in the final romping to a fluent 2-0 win against Pillay to clinch the KwaDukuza Darts Union singles title. President of KwaDukuza Darts Association Jerry Govender congratulated finalists Shanmagum and Pillay and thanked the Paddy Padayachee family for their generous sponsorship. Tonight (Wednesday) KwaDukuza Darts Association will host a mixed doubles tournament at the North Coast Tavern commencing at 7.30pm.

Barely 10 minutes into the second half, Namba squandered an opportunity of adding his name on the score-sheet after kicking wide from close range. Yet again, Namba was involved in a one-on-one with the Young Nation keeper, but booted the ball over the crossbar. In the 50th minute Ntuli beat the offside trap and dribbled past the advancing Young Nation keeper to give City a 4-0 lead. Man-of-thematch Ntuli notched up a quick brace on the stroke of the hour-mark, after receiving a perfect through ball from Namba. In the 70th minute there was some neat exchange of passes between Ntuli and Sphelele Sibiya before he (Sibiya) beat the keeper with a low, rasping drive to make the score 6-0. With less than ten minutes remaining the Young Nation keeper was fortunate to get away with a red-card and a sending off after deliberately bringing down Vuyolethu Jucuda in the box. The referee was obliged to award City a penalty. To add insult to injury, the City keeper, Nduduzo Masuku ran all the way from his goalmouth to take the spot-kick. He converted the resultant spot-kick, sending City into seventh heaven after chalking up an impressive 7-0. LEMBE Cricket Union secured a bonuspoint victory after trouncing East Coast by 4-wickets (in less than 30 overs) in a KwaZulu-Natal Challenge League (Stream B) game played at the Country Club Ground on Sunday. The match was delayed by more than 20 minutes due to a wet pitch. Ilembe won the toss and instantly elected to bowl first in the hope of extracting some assistance from a damp wicket. The visitors were in dire straits at 60/5 in the 16th over after Sashin Shrinundh (19), Ingy Govindasamy (4), Desmond Mbanga (9), Kaveelan Naidoo (3) and Jerry Moodley (19) were dismissed cheaply. Kaylin Govender and Avith Dudraj consolidated the innings of the visitors, putting on a painstaking 40-runs partnership for the sixth wicket before Govender (23) was caught and bowled by Alveiro Nadasen. India exposes Proteas’ chinks

NDIAexposedthechinksintheProteas’artillery after handing AB de Villiers’ men a crushing 130-run defeat in the ICC World Cup Pool B round-robin fixture played in front of a huge crowd at the Melbourne Cricket Ground in Australia on Sunday. Old wounds were reopened, failure with bat and ball were exposed in an embarrassing flurry of wickets under which the Proteas found themselves buried at the MCG. The Proteas have won 24 of their last 36 ODIs and have never lost to India in any of the previous World Cup meetings, thus went into Sunday’s clash as overwhelming favourites. TherewasnoTendulkar,Sehwag,Gambhir and Yuvraj (who played a pivotal role in India’s role in India’s success in the 2011 ICC World Cup). They had to rely on Mahendra Singh Dhoni and the youthful brigade of Rohit Sharma, Virat Kohli, Shikar Dhawan and Ajinkya Rahane. The trio of Dhawan (137), Kohli (46) and Rahane (79) stepped up to the plate in emphatic fashion to guide India to 307/7 in their allotted 50 overs. TheProteascatapultedto177alloutin40.2 overs with Faf du Plessis the only batsman to notch up a half-century. The Proteas’ loss against India left the South African supporters red-faced. Many critics will argue that the loss is not catastrophic-they will still reach the knockout stages of the tournament. But, defeat against West Indies on Friday, 27 February or against Pakistan on 7 March could result in South Africa finishing third in Pool B and a tricky quarter-final clash against either New Zealand or Australia (pending the outcome of their fixtures) who are strongly fancied to occupy the top two positions. Die-hard Proteas supporter, NR Singh (president of Manor Cricket Club) said: “The Proteas had a bad day at the office with a poor all round showing. Take nothing away from a brilliant Indian performance, the Proteas chasing what would have been a record score to win at the MCG. “The Proteas need to put this game behind them and regroup before their next match against the West Indies on Friday. Imran Tahir bowled relatively well against the Indian batsmen who are known as good players of spin and I expect much more from him. “We need a tighter and disciplined performance from our bowlers going into our next match. We know that the likes of Amla, Du Plessis, De Villiers and Miller can be destructiveontheirday.Ithinkthisisanearlywake-up call for the Proteas and am confident that they will pick up the pieces and fire on all cylinders in their next match”.

25th Anniversary

My first step to GREATNESS I

STARTED my career at the Stanger Weekly shortly after graduating from Rhodes University with a Bachelor of Journalism degree in 1999. I was fortunate to join an established and reputable newspaper where I got my first insight into the processes and the business of running and producing a week

ly newspaper. It was my first dose of reality regarding the journalism profession and my time at the Weekly not only helped me honemyskillasawriterandsubeditor, but taught me more than I had ever expected to learn or that I had learned at university. When I was growing up in Stanger and I had decided to study journalism, I always

imagined that I would one day be able to work for a newspaper like the Stanger Weekly. So, joining the editorial team was literally a dream come true. My first job at the Stanger Weekly was junior subeditor and over the years I worked my way up the ranks from junior to senior reporter. I still remember the excitement I felt at seeing my first byline on the front page. It was one of my greatest accomplish ments as a young reporter. I was privileged to work under the lead ership of seasoned editor from whom I learned invaluable skills and received much support. I enjoyed working with a re sourceful editorial team including a num ber of experienced and accomplished re porters such as Tahera Mather, Thokozani Gumede and Mervyn Krishna. In addition, I was greatly inspired and received much supportandencouragementfromourcopy editor and manager, Haroon Mohammedy who taught me the value of always aiming for a level of professional excellence by leading by example. Another of the many opportunities I had while I worked at the Weekly, was to assist and mentor junior reporters who joined our team when I was serving as a senior reporter and subeditor. It was very uplifting to pay it forward and help others who were in the same position as I was

when I first started my career. It was also a pleasure working with the various social, religious, sporting and edu cational organisations in Stanger and sur rounding areas. I am very grateful to have shared a positive and cooperative work ing relationship with the community I served. I am also especially thankful to In spector Michael Harris who served as SAPS media liaison during my time at the Week ly. His unwavering commitment to his pro fession was very apparent and he always went the extra mile to help our reporters. I left the Stanger Weekly in May 2004 and I have had different jobs in different countries since then. However, I always fondly remember my first job at the Stang er Weekly where I forged lifelong friend ships, learned skills that still serve me to this day and always experienced the sense of accomplishment each time we pub lished each new edition of our newspaper, knowing all the hard work, and more espe cially the team work I had played a part in, had gone into making this possible. I wish to extend my congratulations to the Stanger Weekly on this milestone of its 25th anniversary. I am truly honoured to have been part of this great establishment which continues to grow and prosper and maintain its commitment to being the voice and mirror of the community it has served so well for 25 years.
