Dear Collectors The July–August Stamp Bulletin is packed with philatelic news and new stamp releases. We introduce the Road to Rio stamp issue, marking Australia’s participation in the Games, and outline our gold medallists instant stamp program.

The design of the Road to Rio stamp is colourful and dynamic, just what you’d expect to mark an international sporting event held in Brazil.

As you are probably aware, the London Games was recently revisited, as Australia’s Jared Tallent was belatedly recognised as the winner of the 50km walk at London when Russia was disqualified. Fittingly, we release a single gold-medallist stamp following the ceremony in Melbourne on 17 June, acknowledging Jared’s win. I'm pleased to announce a new era in the design and production of stamps for the Australian external territory of Norfolk Island. Norfolk Island comes under the Australian territories stamp program from 1 July 2016, with the first stamp issue released in the

second half of the year. In the past, the Norfolk Island Postal Administration has produced the island’s stamps, which could not be used in Australia despite Norfolk Island being an Australian territory. Each stamp will bear the inscription “Norfolk Island, Australia” and further details are outlined on page 4. We look forward to producing stamps that reflect the unique culture, identity and diversity of this amazing Australian territory. Australian culture is a focus with the second part of our Fair Dinkum Aussie Alphabet stamp issue and the 50th anniversary of an Australian children’s television favourite, Play School. Our natural world, too, is highlighted, with nocturnal birds recognised in the issue Owls: Guardians of the Night, and the Christmas Island Shells stamp issue.

Norfolk Island is a territory of Australia, situated about 1,600 kilometres northeast of Sydney in the southern Pacific Ocean. Around 80 per cent* of the territory’s population of 1,796* are Australian citizens with 38 per cent* of the total population being direct descendants of the Pitcairn Islanders who settled there in 1856. The Australian Government, through its Territories Legislation Amendment Act 2016 has made changes to ensure that the territory’s Australian citizens have the same rights and responsibilities as those of mainland Australia. From 1 July 2016, most Commonwealth laws will apply to Norfolk Island except those specifically excluded. The Australian Postal Corporation Act 1989 is one such law that will apply. As of 1 July 2016, the responsibility for the administration of Norfolk Island’s postal system, including the development and production of its stamps, will pass to Australia Post. The name on the stamps, Norfolk

Island, will become Norfolk Island, Australia and all stamps carrying the inscription will be valid for use in Australia, as will Australian stamps on Norfolk Island. Australia Post will release the first stamp issue for Norfolk Island as postal administrator in September. The stamp designs feature the Masked Booby and Red-tailed Tropicbird of the island. Full details of the stamp issue will appear in the SeptemberOctober edition of the Australian Stamp Bulletin, and the stamps will be included in the end of year Australian Territories Collection of Stamps. We will also be releasing six postage paid postcards with a Norfolk Island theme after 1 July 2016. The Philatelic Group of Australia Post would like to extend a warm welcome to Norfolk Island stamp collectors. We also look forward to the opportunity of presenting to all collectors the themes and special interest subjects associated with the territory as part of our annual program of stamps.

The stamp size of this issue is double definitive

Among our approximately 750 species of birds in Australia, nine owl species can be found on the mainland and in Tasmania. This captivating nocturnal bird of prey falls into two genera: Tyto (masked and barn owls) and Ninox (hawk-owls and boobooks). The former are distinguished by their classic heart-shaped facial disc; the latter by their hawk-like appearance. The two masked owls in the issue are the Sooty Owl and Eastern Grass Owl. The heavily built Sooty Owl is larger and darker than its close relative, the Lesser Sooty Owl. This very secretive owl occurs along the east coast, from central Queensland into southern Victoria. The comparatively long-legged Eastern Grass Owl is the only Australian owl species to live on the ground. It occupies open grassland and swampy

areas across northern Australia, much of Queensland, north-eastern New South Wales and north-eastern South Australia. It spends much of its days in “squats” – cave-like hides that it builds in the grass. The two Ninox species in this issue are the Rufous Owl and the Southern Boobook. The Rufous is large at 45–55 centimetres, and its prey can include the Brush Turkey and Sugar Glider, as well as beetles. It is found in north-eastern Queensland and along the northern coast into Western Australia. The Southern Boobook shown in the stamp is the subspecies lurida, which is smaller and darker than other subspecies and confined to around the Atherton Tablelands, in Queensland. The smallest of Australian owls, the Southern Boobook is also the most numerous and widespread.

Play School was admitted to the Logies Hall of Fame in its 40th anniversary year (2006).

On the morning of Monday 18 July 1966, the first Australian episode of Play School appeared on the nation’s screens. The ABC had been screening the British program of the same name (which began in 1964 and ceased production in 1988) for two months prior. Fifty years later and Play School is Australia’s longest running children’s television program. Generations of Australians have taken a look through the Windows and sung along to the iconic theme song, “There’s a Bear in There” by Richard Connolly and Dr Rosemary Milne. The 50 Years of Play School stamp issue celebrates half a century of this icon of Australian television. Ninety-one presenters have been part of the program over this time, many of them professional actors and many becoming much-loved audience favourites. They have sung songs, dressed up, played

games and made craft around a daily theme, then checked the time on the Play School clock before story time. Lorraine Bayly, Dianne Dorgan, Kerry Francis, Anne Haddy, Donald MacDonald and Alister Smart formed the initial cast of presenters in 1966. Dianne Dorgan and Don Spencer also appeared on the British version of the program (and Lorraine Bayly appeared as a guest storyteller in 1972). Benita Collings featured in a record 401 episodes between 1969 and 1999. The presenters, talking directly into the camera to their audience, interact with a cast of toys, including Big Ted, Little Ted, Jemima and Humpty, who have become icons in their own right and feature on the stamps. With the help of the presenters, the toys join in the activities and sometimes even embark on an adventure outside.

Build your Olympic themed collection of stamps through the Australian gold medallist stamp program, honouring our gold-medal winners.

Between 5 and 21 August 2016, Rio de Janeiro, Brazil’s carnival city, will host the Games of the XXXI Olympiad. This will be the first time a South American city has played host to the Games in the 120-year history of the modern Olympic era. Rio, recognisable by unique landmarks such as Christ the Redeemer and Sugarloaf Mountain, is the second Latin American city to welcome Olympians to its sporting venues, Mexico City having hosted the Games in 1968. It is also the first time since the Sydney 2000 Games that Olympians will converge on a Southern Hemisphere host city.

design taps into this sense of energy and place, translating the spirit of Cidade Maravilhosa to this international sport spectacular through vivid colour, rippling ribbons and athletic figures. Australia will send a team of around 400 elite athletes to compete in most of the 28 sports that have a place on this year’s Olympic calendar. They will be supported by a team of 350. Predictions have it that our athletes may well double the number of gold medals Australia earned in London in 2012.

A gold-medal performance! Australia Post is very pleased to recognise the gold-medal performance of Jared Tallent. Following the disqualification of Russian Sergey Kirdyapkin, Tallent has been belatedly recognised for his winning performance in the 50km race walk at the London 2012 Games. The gold medallist stamp will be released soon after Tallent receives the award at a ceremony in Melbourne on 17 June. The sheetlet of 10 stamps will be available through participating Post Offices, by mail order and online.

Let’s have a Captain Cook at the second instalment of the true-blue Aussie alphabet! This time it’s Tassie’s turn, with Tarquin the tradie teaching two-up in his tinny to Teena the terrified Tasmanian Devil. Tragically, when the coins were tossed, terrified Teena toppled into the treacherous Tasman in a tailspin. Traumatised, the tearful tradie then travelled to the Tarkine to join the battle to save the Tasmanian Devil from the same terrible, terminal fate as the Thylacine. Meanwhile, Louisa the lazy Lace Monitor lobs a lamington

to Lionel the Lyrebird for lunch and rapacious Rebecca regards her rusty refrigerator replete with relics robbed from her rich relatives. In Canberra, Cheryl and Claude, a customarily cautious couple, courageously cajole a chummy crocodile and crazy cockatoo into camping and cooking, while Aaron the angry Aussie Rules aficionado is anxious that acclaimed Adelaide achieves its ambition. The Tridacna squamosa is also called the Fluted Giant Clam and is characterised by leaf-like, fluted edges.

Beautiful sea shells, washed up on beaches or found in the shallows, are prized by collectors for their delicate shapes and colours. This issue features four species of marine mollusc found in the tropical waters around Christmas Island. The approximately 708 species that have been collected on Christmas Island include representatives from four groups or classes: Polyplacophora, Gastropda, Bivalvia and Cephalopoda. The stamps represent three Gastropoda: Lambis scorpius, Tectus niloticus and Conus canonicus and one Bivalvia, Tridacna squamosa.

Lambis scorpius is a spider shell from the Strombidae family, measuring around 16 centimetres in length. Tectus niloticus comes from the Trochidae family, one of the largest of the gastropod families. Trochids have a spiral, pyramidal or conical shell. It is around 15 centimetres long. The three-centimetre long Conus canonicus comes from the Conidae family, of which 43 species have been recorded on Christmas Island. Tridacna squamosa comes from the Tridacnidae or giant clam family. This large species measures 30 centimetres across.

How to purchase The gold medallist sheetlets will be available through participating Post Offices and the Australian Philatelic Bureau mail-order service within days of the medal ceremony. Availability in participating outlets is dependent on the timing of the gold medal ceremony in Rio.

Standing order customers The gold medallist sheetlets are not included in any Philatelic Bureau standing order. If you have a standing order, you will need to request required configurations from the Philatelic Bureau. For further information telephone 1800 331 794 (freecall) within Australia.

First day cover and FDI postmark A blank cover will be available for collectors wishing to prepare gold medallist covers. A number of outlets around the country (see overleaf) hold a gold medallist FDI postmark for the convenience of collectors.

Postmarking conditions Collectors can make up their own covers, using the official blank cover available or their own envelopes. Olympic copyright and trademark restrictions apply to all private covers, and the following conditions apply to 2016 Australian gold medallist stamps and covers. • The first day of issue is the date the stamp is available in the Post Office where purchased. • Post Offices and the Australian Philatelic Bureau may apply the FDI postmark to gold medallist covers for a period of one month from the date a stamp is issued (available for sale from that location).

After the Games, a set of 14 FDCs with FDI postmarks (one for each postcode listed below) for each gold medallist stamp will be available by mail order through the Australian Philatelic Bureau and online. Individual FDCs will not be available by this means; requests for individual postmarking should be directed to the specific Post Office.

Ordering postmarking impressions by mail Collectors need to specify which postmark they would like applied to their cover, as follows: • Standard FDI postmark – from any Post Office with a standard FDI postmark

Announcements Norfolk Island The Australian Government has determined that the Australian citizens of Norfolk Island will have the same rights and responsibilities as those of mainland Australia. From 1 July 2016, the responsibility for the administration of Norfolk Island’s postal system, including the development and production of its stamps, will pass to Australia Post. Stamps will include the inscription Norfolk Island, Australia and all stamps carrying the inscription will be valid for use in Australia, as will Australian stamps on Norfolk Island. Further details are available on page 4.

CPS label machine withdrawal As advised in the May-June edition of the Australian Stamp Bulletin, the CPS machine previously in use at the Adelaide GPO will be withdrawn from service as of 1 July 2016. The CPS label machine housed in Adelaide was the final CPS machine in operation. The final CPS label sets to be printed remain those for the Adelaide 2016 annual literal and the Adelaide V8s 2016 literal as listed in the Australian Stamp Bulletin March-April 2016 edition. Sale of any available CPS label sets will be completed by 30 June 2016.
