A controversy has broken out with the announcement that the stamps commemorating South Korean pop group, BTS, would be included in the 2023 Korea Stamp Collection yearbook. Only 8,000 of the yearbooks will be sold at the price of 97,000 won each ($A111). At first glance, the inclusion of BTS seems like a fitting tribute to their undeniable impact on South Korea’s cultural landscape and economy. Yet, the announcement was met with a mix of excitement and outcry. The heart of the controversy lies in the timing and perceived intentions behind the BTS stamps. Fans argue that releasing these stamps while the group members are serving their mandatory military service smacks of exploitation. “They gonna milk
my boys till 2025 I fear,” one fan’s tweet encapsulates the general sentiment. The criticism isn’t about the stamps per se but rather the broader issue of leveraging BTS’s global influence for profit without considering the personal cost to the members, who are fulfilling their patriotic duty without any exemption. Many fans also stated that since the group has been contributing to the economy of South Korea, they were disappointed that they did not receive any exemption from military service but are allegedly being used for profit. As the NZ Post website states, New Zealand makes great games, and they’re certainly well worth celebrating. In 2023 alone, New Zealand game studios contributed NZD $434.4 million to the country’s economy – and this number will likely continue to grow. “Games developed in New Zealand have run the gamut from multi-million bestsellers to winners of every major international game award, and these stamps showcase a diverse mix of those commercial and critical successes,” NZ Post said of its new collection. The games chosen are well-representative of the diversity of New Zealand video games. Dredge is a horror-themed fishing simulator. Bloons TD 6 is a colourful tower defence game. Into the Dead is a zombie action series with survival elements. Mini Metro is a cosy puzzle strategy game with a subway setting. Depth is a first-person shark shooter.

Australia’s competition watchdog, the ACCC, has sought stakeholder feedback on its preliminary view that it will not object to Australia Post’s proposal to increase the price of its reserved ordinary letter service by 25 per cent. Under the draft proposal, Australia Post intends to increase the price for reserved ordinary letters delivered to the regular timetable from: • $1.20 to $1.50 for ordinary small letters • $2.40 to $3.00 for ordinary large letters up to 125 grams • $3.60 to $4.50 for ordinary large letters between 125 grams and 250 grams. Australia Post is not proposing to increase the price of concession stamps ($3 for five) or stamps for seasonal greeting cards (65 cents) - and for an average Australian who sends approximately 15 small letters per year, the price increase would result in an
additional cost of $4.50 per year. “Australia Post forecasts that the number of delivery addresses will grow by about 200,000 per year, while the volume of domestic addressed letters delivered by Australia Post is projected to decline by 11.3 per cent a year until 2025-26. “Australia Post’s ordinary letter delivery remains a crucial national service, however it faces increasing financial pressure in a landscape now dominated by digital forms of communication.” “We consider that Australia Post should explore affordability measures for small businesses reliant on the letter service,” an ACCC spokesperson said. The ACCC has provided Australia Post with a series of recommendations to improve its cost allocation model, record keeping, and information sharing. “We expect Australia Post to implement our recommendations so we can properly consider any future proposed price increase.” The ACCC notes that it does not have the role of approving any proposed price increase and only the Minister for Communications has the power to reject a price increase proposed by Australia Post.

The price of stamps purchased individually would go up to $1.15 from $1.07 for a domestic letter. Other products, including U.S., international letter-post and domestic registered mail, would also be affected by the rate changes. The price increases were announced for public comment today and, subject to regulatory approvals, would take effect on May 6. Canada Post says domestic letter mail rates have gone up twice in the last decade: by five cents in 2019 and two cents in 2020. It says the last “major pricing change” was made in March 2014. The agency says the proposed price increase comes as it faces “considerable” financial pressure due to inflation and the fact that each year, there are fewer letters to deliver to more addresses. It says the impact of the change is estimated to be about 65 cents per year for the average Canadian household, and about $12.07 for the average Canadian small business.

The German government has announced the sale of 50 million shares in mail and logistics giant Deutsche Post, allowing it to raise over two billion euros ($2.2 billion) that will go towards modernising the country’s railways. The sale lowers the state’s stake in Deutsche Post by four percent to 16.5 percent, public lender KfW said in a statement. 8 - Stamp News
The shares were offered at a price of 43.45 euros each. Chancellor Olaf Scholz’s government has previously said it aims to boost state coffers by selling off stakes in some companies. Proceeds from the Deutsche Post sale are expected to fund much-needed infrastructure upgrades at state railway operator Deutsche Bahn. The German government has had to find savings and rethink its spending commitments after a legal ruling late last year upended its budget plans.
Selling off the farm in Italy
Reported at www.parcelandpostaltechnologyinternational.com Italy’s Prime Minister Giorgia Meloni has announced the government will sell a stake in Poste Italiane in a bid to raise money to boost public finances. According to Reuters, the Treasury will sell all of part of its 29.3% direct stake in Poste, while holding onto another 35% held through state investor Cassa Depositi e Prestiti (CDP), as part of plans to raise €20bn (US$21.6bn) from asset sales between 2024 and 2026. The cabinet office did not provide details on how it will proceed with the sale, saying in a statement it would “tend to favour a widespread shareholder base and the stability of the ownership structure”. The government previously raised €3.1bn (US$3.3bn) in 2015 by selling off a 35% stake in Poste Italiane, which valued the group at €8.8bn (US$9.5bn) at that time. It is now worth €13.5bn (US$14.6bn), according to Reuters.

McHarrie says her art has been inspired by a deep-rooted connection to the sea and a passion for conservation. “In creating Marine Mosaics, I wanted to celebrate the rich diversity of marine life found in the waters of the Isle of Man” she says. “Each mosaic tells a story of resilience and beauty, highlighting the importance of protecting our oceans for future generations.” Her designs feature species native to Isle of Man waters, from herring (or skeddan in Manx) through red gurnard, mackerel and john dory to salmon (braddan), while the £1.28 stamp, which features the cod (boiddagh), has been chosen as the Europa postage stamp for 2024. Europa is the annual joint issue of stamps with a common design or theme – in this case “Underwater Fauna & Flora” – by European countries’ postal administrations.

The impact the Vikings had on Britain is being examined in a new set of stamps issued by Royal Mail. The eight stamps feature Viking artefacts and locations of significance from around the UK.
These include an iron, silver and copper sword, a silver penny minted in York, silver and bronze brooches, an antler comb and case from Coppergate, York, and a Hogback gravestone from Govan Old, Glasgow. The release of the collection also marks 40 years since the Jorvik Viking Centre opened in York. The Jorvik Centre has had more than 20 million visitors since it opened in 1984. A Royal Mail spokesperson said: ‘If anyone was to ask “What did the Vikings ever do for us?” the answer is that they transformed Britain and left an enduring influence on the languages, economy, society and political geography of the UK forever. ‘Their impact was enormous and cannot be overlooked. ‘We hope these stamps will inspire people to explore this fascinating period in Britain’s history further.’ The Viking age in the UK spanned from approximately 800 to 1050AD with the first ‘Viking raid’ recorded in 793AD. During the raids, the Vikings would loot treasure and sometimes take people as slaves. Monasteries were popular targets as they often contained silver or gold chalices, bowls and crucifixes. An Post has issued a striking set of stamps marking both the feast day of Saint Brigid and the pagan festival of Imbolc. The stamps are by Louth based artist Yoko Akino, with design by Oonagh Young of Design HQ. Alderney’s celebrates the blues and the silver jubilee of Nai Publication. Previously, postage stamps were printed in various countries such as India, Indonesia, and Latvia. A government official observed that stamps would contribute to informing the present generation about the significant people, places, and events of the country as they depict people who played significant roles in various political movements for change in Nepal. It is estimated that substantial savings will be made as the cost of printing of the stamps within Nepal will be at a lower price.
Brunei breaks the drought

The new stamp comes in nine denominations – 10 cents, 20 cents, 50 cents, BND1, BND2, BND5, BND10, BND50 and BND100 – and colours. The BND50 and BND100 stamps are the highest values ever issued, said the ministry. Guernsey Post has revealed new stamps which showcase Alderney’s blue post boxes. The stamps have been designed by local artist, Nickie Shales and show water colour drawings of the locations Alderney’s seven post boxes can be found. King Charles III’s royal cypher is also displayed toward the top left. Alderney’s post boxes were painted from red to blue in 1980. Just one box on Alderney has Queen Victoria’s cypher, found on the museum’s entrance on High Street. King George V’s cypher features on Whitegates’ post box overlooking Essex Castle, and the post box on Victoria Street. The remaining four display the longest reigning monarch in British history’s cypher: Queen Elizabeth II.

USPS in a hole
Reported at www.fox29.com A giant sinkhole nearly swallowed a U.S. Postal van on a street in Wilmington, Delaware, as residents were forced to evacuate for safety. Several residents were evacuated, while others went without water as crews worked to fix a sinkhole that partially swallowed up a United States Postal Service van. The sinkhole opened wide after a large water main burst, around 11:30 Wednesday morning. A Postal Service van could be seen with its rear tires sunken into the street. A letter carrier was sitting inside at the time but was not hurt. “The hole was growing pretty rapidly. We immediately evacuated about 10 houses on both sides of the street. As a precaution, we entered those houses and did not find any damage or structural issues,”

In a Vancouver man’s wildest dreams, Taylor Swift would fill the blank space in the top-right corner of envelopes in her home country. Brian Grant Duff, owner and operator of All Nations Stamp and Coin in Dunbar is campaigning for the United States Postal Service to create a commemorative stamp honouring T-Swift, and hopes people join him in the cause. “I know it’s brave of me to tell the United States what to do, of course they won’t like that,” Duff told CTV News. But he’s made a pretty good case for the idea—and whipped up an example of what a Swiftie stamp could look like using AI. The Swift Stamp would “make stamps more relevant, raise money for charity, and recognize people while they’re alive rather than while they’re dead,” he said. Duff said Swift,
a philanthropist herself, would be a perfect fit as the face of a charitable stamp—also known as a semipostal stamp. “I just believe that Taylor Swift is having a moment, and she’s a good candidate to get the ball rolling,” he said. Duff also noted that living people are typically not depicted on U.S. stamps, and he believes Swift is the right person to change that trend. “I think it’s important to honour living people on postage stamps,” he said. “I think Taylor Swift, obviously a global superstar, seems like a great person, many accomplishments musically and personally, an admirable person and maybe the person to break that barrier and allow living people to be on a postage stamp.” Several famous, living Canadians have been featured on Canada Post stamps, from actors to musicians to comedians. Duff gave Emmy and Golden Globe-winning Donald Sutherland as an example. Duff started a petition on change.org last week. “I’d love it if thousands of people signed my petition,” he said. “And help the world of stamps grow and help Taylor Swift be recognized in her lifetime... 2023 Annual Collection Variations Two versions of the 2023 Annual Collection of Australian Stamps were released on 1st December – Deluxe and Executive. The pages in the Executive book have gilt edging. There are 7 A4-sized decorative gummed sheets at the back of each book containing perforated stamps in groups. The sheets contain stamps from different issues. Each stamp and group of stamps have an imperforate ‘tab’ below containing the issue title. As well as layout variations compared with the original issue there are variations in image colour and perforations. This was also the first release of the Concession Post stamp as a perforated gummed stamp. Page 55 contained 4 stamps that were issued in 2022! Page No.

philatelic news Åland stamp highlights eelgrass, a key species in the Baltic Sea In the Europa stamp series on the 2024 theme underwater flora and fauna, Åland Post highlights eelgrass on 8 May 2024. “The Åland underwater nature shows both unique and wellpreserved habitats. In cooperation with stamp artist Katja Syrjä, we have chosen to illustrate the fascinating eelgrass, which plays a key role for the ecosystem and climate of the Baltic Sea,” says Johanna Finne, Marketing Design Manager at Åland Post Stamps. Eelgrass (Zostera marina) is a flowering plant that lives entirely underwater, and it is the only one of its kind in the Baltic Sea. It needs salt to flourish and prefers a sandy seabed where it forms dense underwater meadows. Eelgrass undergoes vegetative reproduction; all plants are genetic copies of each other. The oldest Finnish bed of cloned eelgrass, said to be over 1000 years old, is believed to be located in the shallow waters off Eckerö in Åland. Eelgrass forms one of the most valued ecosystems on earth, contributing to great biodiversity as thousands of small fish and crustaceans and millions of invertebrates find food and shelter in the underwater beds. It stabilizes the sediment and binds carbon and nutrients in its leaves. Researchers calculate that 1 hectare of eelgrass binds 35 times more carbon dioxide than 1 hectare of rainforest. Today, the population of eelgrass is threatened, having drastically declined due to turbidity of the water, overfishing, and an increased growth of filamentous algae, causing a reduced amount of sunlight, thus stifling its growth. Stamp artist Katja Syrjä is familiar with this key species both as motif and material. She created the stamp original with stone lithography. For the issue, she drew and etched on copper plates also close to 15 different marine species including bristle worm, Baltic isopod, molluscs, gastropods, and shrimp, which she sewed into the original. “I discovered 18 - Stamp News

Postal Stationery Welcome to the postal stationery column for April 2024. This month’s column looks at new issues from Australia Post and an aerogramme used to Christmas Island. Post Office Christmas Island – But Which Christmas Island? The UK 1968 Christmas aerogramme shown in Figure 1 was sent from London, United Kingdom addressed to Poste Restante, Head Post Office, Christmas Island. UK maintaining a Field Post Office (FPO) for its service personnel. Figure 3 shows a British FPO cancel from the Island from 1957. Christmas Island, Nova Scotia is a Canadian village on Cape Breton Island, Nova Scotia. It has a post office, a firehall and a very small population. For whatever reason the British Post Office decided that the sender meant Christmas Island, Nova Scotia and duly delivered the aerogramme to the Post Office on the island. The aerogramme wasn’t claimed and was returned to sender. It shows a Christmas Island date cancellation of 17 December 1968 and return-to-sender instructional markings. Christmas Island, Nova Scotia has received a surprising amount of mail over the years, mainly from people sending their Christmas cards and letters to the post office to be forwarded from the island with the island’s cancel, which in recent times has been a pictorial cancel.
Native Flowers and Birds Stamped Envelopes Seven stamped envelopes featuring native flowers and birds have been issued as a new definitive series of stamped envelopes to replace the Map of Australia issue which was introduced in 2016. The seven envelopes included five domestic envelopes depicting Waratah (DL, $1.45), Waratah (DL window, $1.35, Figure 4), Everlasting Daisy (C5, $3.05, Figure 5), Kangaroo Paw (C4, $5.20, Figure 6) and Red-Flowering Gum (B4, $6.30, Figure 7). These envelopes were designed by Jo Muré, Australia Post Design Studio. In addition, two international rate envelopes were also issued. They were designed by Simone Sakinofsky, Australia Post Design Studio: New Holland Honeyeater (DL, $4.05, Figure 8) and Rainbow Lorikeet (C4, $11.15, Figure 9). The envelopes were intended to be issued on 4 January 2024 but do not appear to have been issued until 9 February 2024 (domestic envelopes) and 12 February 2024 (international envelopes). Ground Parrot Postal Cards Three pre-paid postcards (Figure 10) were issued on 13 February 2024 showing the Western Ground Parrot, the Eastern Ground Parrot and

Postal Stationery the Night Parrot. Unusually, these parrots spend much of their time on the ground, mainly in dense tussock and grasses or in coastal low heathlands. Until the late 1980s, the Night Parrot was considered extinct, with no confirmed sightings for more than 140 years, and is considered the ‘holy grail’ in the birding world although there have now been confirmed sightings in central Western Australia and western central Queensland. At a state level it is listed as either endangered or it is believed that around only 150 individuals vulnerable. The postal cards were produced in the ‘small’ format and sold as a set for $5.85.

Turntables Three postal cards showing retro audio equipment (Figure 11) were issued 20 February 2024 in the ‘small’ format and sold as a set for $5.85. From the 1950s to the 1970s, many Australians enjoyed gathering around a radio or record player, as well as a unit that combined them both, the radiogram.

The 1966 Kriesler Master Multi Sonic was a hi-fidelity, top-of-theline stereogram. These multi-function entertainment units were manufactured in Australia, largely from Australian components and cabinetry, though often with turntables imported from Britain. Early radiograms contained valve amplifiers, until the mid-1960s, when many Australian models began to move to the smaller, cheaper and more energy-efficient transistorised amplifier. golden age of Australian radio and radiogram manufacture took a downturn in the 1970s, when a change in import laws saw an influx of cheaper imports. In the 1980s, the record was made largely redundant by the compact disc, but vinyl has made a distinct mainstream comeback in recent years. The three cards depicted products
Antarctic Petrels Four postal cards (Figure 12) depicting petrels from the Antarctic region were issued on 20 February 2024 in the ‘small’ format and sold as a set for $10.20. Petrels are a global group of seabirds breeding, feeding and dispersing over the world’s oceans. They are related to albatrosses and both groups have the ability to survive on seawater with a gland at the base of the bill which removes salt from the body. The postal cards show four petrel species that breed in the Australian Antarctic Territory. With

Most have boxed US Army Examiner censor marking, and with name & number of servicemen. Included are 2 x American Red Cross covers. Deployments include Milne Bay, Port Moresby, Admiralty Is., Goodenough Is., Finschhafen, Nadzab, Oro Bay, Dreyer Harbour & Dobodura. The Battle of Finschhafen was part of the Huon Peninsula campaign during World War II and was fought between Australian and Japanese forces. The fighting took place between 22 September and 24 October 1943 following the landing at Scarlet Beach, which was followed by a two-pronged advance on Finschhafen as the Australian 20th Infantry Brigade advanced on the town from the north, while the 22nd Infantry Battalion drove from the south, having advanced from the landing beaches east of Lae. After the capture of Finschhafen, the Japanese forces in the area withdrew towards Sattelberg where they sought to hold the Australians before launching a counteroffensive, which subsequently

Ascension Is. 1938 KGVI 2/6d Perf 13½ with legendary *Davit Flaw* - $2,100 UNDER SG cat The most famous of all the Ascension plate flaws, with the hand applied original Gum Arabic as on all the initial 1938 printings, and was replaced during WW2 with the perf 14 version with no fanfare. Superb perfs and centering and colour for these as you can see, and very fine and lightly mounted MVLH. SG #45b 2/6d black and deep carmine, Cat £1,600=$A3,200. Three Days Of Robust Bidding At Abacus Auctions Abacus Auctions Sale 255 21-23 February 2024
Abacus Auctions February Sale shows that the market, right across the board, is in a very healthy state. With almost 2200 lots on offer, the sale achieved a clearance rate of 86% of lots offered, for total hammer prices of just over A$1.3 Million. Total pre-sale estimates were $1.27 Million, so the hammer prices of the sold lots actually exceeded the pre-sale estimates of the entire auction. As usual, many of the stamps & covers collection lots sold well above estimate, with numerous bidders competing in this area. Highlights were a collection of Australian commercial perfins (Estimate $2500) consigned from England that rocketed to $7500 (all quoted prices include 20% buyer’s premium). Hard to believe, but a Hutt River Province accumulation ($1000) was pushed to $2040.
In the Australian Colonies, a range of specimen stamps etc ($500) went for $1740. From South Australia, an album of registration labels ($1500) sold for $6000 and the balance Don Pearce’s diamond-numerals ($2000) galloped to $9600. A highly catalogued array of Tasmanian issues, noted as including many defective or repaired stamps ($1000) surprised at $2760. A haphazard array of NWPI issues ($1500) was competed to $3840. A far-above-average schoolboy collection ($850) found a buyer at $3360. Perhaps the most unusual lot in the sale was a wooden cabinet with stamps in envelopes ($500) that was pushed to $2160. A huge foreign on-paper hoard ($100) saw fierce competition all the way to $1140. Seven cartons of World material ($250) made $2280. And a collection of World Revenues ($500) was a hit at $2160. vanced British Empire collection that was mostly offered in single-Colony lots, with almost every collection under British Commonwealth, British Africa and British West Indies selling well. China was again very popular, with much of the material stemming from a Melbourne collection that hadn’t been added-to since the 1960s. A pre-WWII selection ($300) went for $2280; a Provinces collection ($800) was bid up to $1920; and the early Communist issues ($600) starred at $3360. A Cultural Revolution range ($500), despite some condition issues, was a high-achiever at $2760, and the Treaty Ports collection got to the same figure. Results for the last of Gerald Patterson’s excellent collection of Fiji were solid, including selections of
KGVI ($1000) and QEII Pictorials ($1000) made $1560 and $2640 respectively. Vendors are routinely advised to do at least a basic sort of their material, but sometimes this doesn’t seem to be necessary: two very untidy German Colonies lots ($1000 and $1250) had no trouble getting to $2640 and $2520 respectively. Even two collections of New Zealand First Day Covers ($1000 each) had their fans, going in turn for $3120 and $2160. It may surprise readers to know that a high proportion of the collection lots were sold to clients who had not viewed the material in person. Torsten Weller, director of Abacus Auctions, put this down to the thousands of high-resolution scans that are uploaded to the website for every auction, and the video files that are also available online, which are a tremendous resource for absentee bidders. Of course, the sale also included hundreds of single items, sets and small ranges, where the activity was again very strong. A sure bellwether of the state of the Australian market is the demand for Kangaroo & Map stamps. On this occasion, a high quality collection of mostly unmounted stamps proved irresistible for collectors and dealers alike, with many of them selling at or close to full catalogue prices. For example, a First Watermark 3d Die II (Cat $2750) went for $2400 and marginal 2/- (Cat $2750) made $2880, while a £1 ‘Specimen’ (Cat $1000) got to $1200. A punctured Large ‘OS’ 1/- (Cat $900), despite wayward centring, was a winner at $1020. Pre-decimal issues were also popular. philatelic news made $2160; a 2d Jubilee variety (Cat $575) went for $660; the increasingly popular presentation card for the Cable issue (Cat $875) sold for $900. There was a terrific offering of Australian Postal History, including many “collection starters” from the ‘Woodchip-Free Zone’ hoard of the late Rodney Perry. It is expected that at least some of these will be developed into one- or multi-frame exhibits by their new owners. Among the single covers, there were numerous highlights. A 1913 Kangaroo/ Queensland combination franking (Est $200) defied its several faults to top-out at $1440. A cover with several obvious 1d Kangaroo coil stamps (Est $200) would have pleased both buyer and vendor at $870. The buyer of Lot 478, a commercial round-the-world airmail cover ($400), was certainly delighted to snap it up for $456. The Navigator issues were among the most fiercely contested in the sale. The 7/6d Cook sent registered, airmail and express to Germany ($500) brought gasps at $4320, but the underbidder was heard to say that he should have kept going. An even bigger surprise was the 40c solo franking for domestic priority & express ($100) that sailed all the way to $2400. And although 15c overpaid, the $4 solo to Austria ($500) advanced to $3000. High-quality Australian Colonies Classics were in demand. A superb ‘Sydney View’ 2d with a major variety (Cat £700) sold for $1500. Another very fine 2d on piece (Cat £200) found a buyer at $480. sparkling results. A vertical pair of 1d ‘Half-Lengths’ (Cat £300) went for $1500; an ‘Emblems’ rouletted 4d pair in the underrated vermilion shade (Cat £500; Est $800) was bid up to $5040. Cocos Islands was keenly sought. All the commercial covers went for solid prices or better and a mini-display of the 1955 inaugural Qantas flight covers (Est $1000) attracted bids from three countries and a final price of $3000. Kim Dwyer’s social history display of HMAS ‘Sydney’ and SMS ‘Emden’ material from 1914 offered largely intact (Est $10,000) fetched $11,400. NWPI Overprints are usually popular and a punctured ‘OS’ group on three pieces (Cat £1450) sold for about “full Cat” at $2400, while a registered missionary cover did somewhat better than the $600 estimate, at $1620. Norfolk Island had a surprise in store, with the rare ‘N.I.’ cancellation on a single stamp (Est $100) soaring to $1500. A last day of operations covers of the New Zealand Air Force Post Office (Est $200) was contested to $720. The second offering from the Papuan ‘OS’ collection formed by David Hopper from Canada was very successful, especially for the group lots. An album of duplicates (Est $1000) sold for $2760; an array of puncture errors ($1000) achieved the same price; the Overprints group (Est $750) went for $1560; and a selection of 1909-12 covers with ‘OS’ frankings (Est $800) did someLot 946

The firm had never before offered a ’Scinde Dawk’. These simple embossed designs from India were the first stamps issued anywhere in Asia. Two white examples (Est $1000 each) sold for $1500 and $1560 but the highlight was the cut-square ‘blue’ (Est $3000) that attracted interest from India and locally, being bid up to $10,800. Even with the 86% clearance rate, auctioneer Gary Watson was quick to point out that there are still many desirable items available at the reserve prices, including modestly priced lots from as low as $50. Well here we are at what has to be the last in this series of articles. I hope you have enjoyed the readings and the stamps I have chosen to show. And, since we are at the letter Z it seemed fitting to use Zululand, the last country in our catalogue. Most of the following material is sourced from Wikipedia but I have not delved into
the detail. If anyone is really interested in more detail, and apart from the SG Commonwealth and British Empire catalogue, I highly recommend this paper: African Postal Heritage; African Studies Centre Leiden; APH Paper 16 Ton Dietz South Africa: Zululand; Version January 2017. A little history: the Zululand Kingdom was defeated by Britain in the Anglo-Zulu War of 1879 and Zululand was annexed as a British territory in 1887 when a Post Office was opened in Eshowe.

An official postal system was not started until May 1st 1888 at which time both Zululand and Natal became members of the UPU. At first the territory used QV stamps of Great Britain and Natal overprinted “ZULULAND. (Fig 1). This first issue also had the 5/- Rose from the 1892 GB QV issue (Fig 2) and the ½d value from Natal (Fig 3). A point to be aware of with Zululand stamps, as with many other early GB overprints and Government Official issues with overprints is the fact that forgeries exist. In fact the catalogues I use, both SG and Scott, warn us that forgeries exist, that is, the over-
prints are forged. Perhaps not surprising given the high catalogue values placed on some of these stamps. The challenge is to know how to identify a forgery. One way is to get an expert opinion through a certification by a qualified expertiser, another, in this case, might be to look at this website, which I find quite useful http://stampforgeries.com/forged-stamps-ofzululand/ although it is a pity there is not a textual write up explaining what make the overprint a forgery. Zululand was annexed by Natal on 31 December 1897, and separate stamps were discontinued on 30 June 1898 and in 1894 a Stamp News - 47

series of ten definitive issues in the key plate style with a profile of Queen Victoria and inscribed ZULULAND were issued. They were in use at 21 Post Offices. Five of these values are shown in Fig 4 Only the lowest values are commonly seen today, priced at US $2 or so, while some higher values fetch hundreds of dollars. LEADERS OF THE WORLD It is doubtful if the majority of Stamp News readers have ever heard about stamp-issuing countries like Funafuti, Nukufetau or Vaitapu. They do really exist but they are not countries but rather islands or atolls making up the Pacific island nation of Tuvalu (total population approximately 11.000, almost all Polynesians). However, the three atolls along with five others issued their own regional postage stamps from 1984 until 1988. Tuvalu used to be part of the Gilbert & Ellice Islands. In 1978 the Ellice Islands became the independent nation of Tuvalu. The islands are all very small. The total land area amounts to just some 10 square miles. Tuvalu is one of many Pacific island nations which have already been seriously affected by climate change due to rising sea levels. There are fears that the entire population will have to be evacuated to some

other part of the world in the future. The people of Tuvalu receive a lot of support from nations like Australia and New Zealand. Running such a small island nation is far from easy. The main exports are fish and copra and Tuvalu also earns some money for allowing the use of their .tv domain (it seems to be particularly popular in the USA). Another source of income is the sale of postage stamps and rather unwisely the Tuvaluan authorities signed a contract with a British agency which offered to print and sell stamps for the Pacific nation. They obviously promised large profits. The stamps were issued under the heading Leaders of the World (LotW) and most sets comprised four different values printed in se-tenant pairs with different designs. Thus each new set had a minimum of eight different designs. The first set was issued in February 1984 for Tu-
Christer Brunström valu and it shows historic locomotives (Tuvalu has no railways). Similar sets were also issued for all the eight islands and atolls making up the country. Some had cars instead of trains. The first issues were then followed by many more. Some of the more popular topics were cars, trains, butterflies and birds. Others commemorate the Queen Mother and other British royals. According to the US Scott stamp catalogue, Funafuti released all of 77 different stamps until it came to an end in 1988 (not all issues were part of the Leaders of the World series). All the other atolls released similar amounts. Tuvalu was not the only country to take part in this scheme (some would probably say scam). There were similar Leaders of the World issues from countries like St. Lucia in the West Indies or from British island local posts. They had all been
printed by Format International Security Printers in England. This company had been established in 1967 and it produced postage stamps for many British Commonwealth countries. The postal authorities in Tuvalu discovered that numerous error stamps had been produced without their permission. One of the more prominent persons involved in the Leaders of the World stamps was a British stamp dealer called Clive Feigenbaum (1939-2007). There was even a court case regarding the unlawful printing of Tuvalu error stamps. When the liquidation of Format International began in 1989, Feigenbaum was the company’s chairman. He had used Format to print enormous quantities of stamps for uninhabited British islands and also for some that are indeed inhabited but served by the Royal Mail.

LEADERS OF THE WORLD Huge quantities of Leaders of the World stamps have reached the philatelic market place following the liquidation of Format. The stamps were sold to the trade at extremely low prices which in no way reflect their face values. It can safely be assumed that most of the Leaders of the World stamps are over-valued in our stamp catalogues (although some appear to have been produced in very limited quantities). There were hundreds if not thousands of all different Leaders of the World stamps during a few years in the mid-1980s. Large collections of Leaders of the World stamps are still being offered from time to time. They were all aimed at topical collectors and they basically never had designs which reflect the countries whose names they carry. Exactly why Feigenbaum and his associates chose to name the issues Leaders of the World has never been revealed. It seems the most favored topics were trains and cars. I have selected eight stamps depicting birds, another popular topic. The designs are based on bird paintings by American ornithologist John James Audubon who is described as a Leading Artist (which is absolutely true). These stamps were intended for the Tuvaluan reef island of Niutao. Latest information indicates a population of some 580 persons. Once the Leaders of the World adventure had ended, Tuvalu chose to return to far more sensible new issue policies and Funafuti, Niutao and the other islands no longer have any regional stamp issues of their own. This was no great loss as the stamps never featured anything even remotely connected to the islands. It should be stressed, however, that the Tuvaluan stamps mentioned in this story are bona fide issues of an independent state. It seems it all began in 1981 when stamps were printed for Bernera Islands in Scotland. The stamps look very much like the later LotW stamps but the caption Leaders of the World is not included. Instead we find the logotype LOCO 100 and the stamps feature pictures of old locomotives. There were a total of three such issues from Bernera. 52 - Stamp News
Great Bernera has a population of some 250 and is served by the Royal Mail. There is also a Little Bernera, a tiny island only populated by birds. Local boatmen organise trips for tourists to this island during the summer period and, according to some sources, the local stamps can be used on cards or letters mailed from there. It is fairly obvious that stamps inscribed Bernera Islands are completely bogus. Still there are hundreds of them. However, all later LotW issues were based on these first designs used for the Bernera Islands “local” stamps. What the Tuvaluan authorities were far from pleased with was all the errors produced. Feigenbaum and associates claimed that the so called error stamps were a normal procedure used by all agencies in marketing their stamps to the philatelic world. In a recent pricelist from a UK stamp dealer I found numerous offers of Tuvalu stamps including printer’s presentation cards, imperforates or only partly perforated stamps or stamps with SPECIMEN overprints. There were probably many other varieties as well. This is the kind of material that in most cases should never have been released by the printer. Shown nearby are the eight stamps issued by Tuvalu-Niutao in 1984 as part of the Leaders of the World series. They all depict birds and the designs are based on paintings by John James Audubon (1785-1851). Audubon was a French-American painter and ornithologist who wanted to produce a complete pictorial record of all bird species found in North America. I have carefully checked where the illustrated birds can be found and they are all native to North America except for Harris’s Hawk, a bird which can be found not only in North America but also in parts of South America. None of the birds shown on the set can be spotted on Niutao nor on any of the islands or atolls making up the nation of Tuvalu. It is pretty certain that the Tuvaluans had absolutely no say in the choice of designs.
