1. The Provincial Grand Lodge of Mark Master Masons for Devonshire shall be composed of the Provincial Grand Master, the Present and Past Provincial Grand Officers, and the Master, Past Masters, Wardens and Overseers of every Lodge in the Province, with such Masters and Past Masters of any Lodge under the English Constitution as are members of a Lodge within the Province.No Brother can be a member of the Provincial Grand Lodge unless he is a subscribing member of a Lodge in the Province.
2. The Provincial Grand Lodge shall meet regularly once in every year, at such time and place as the Provincial Grand Master shall appoint, at which meeting the election of the Provincial Grand Treasurer and two Auditors, and the appointment and Investmentof the Provincial Grand Officers shall take place. Mark Master Masons, not being members of the Provincial Grand Lodge, may by permission of the Provincial Grand Master, (provided they be subscribing members of a Lodge), be present as visitors at any meeting of the Provincial Grand Lodge, but shall not speak on any question without leave of the Provincial Grand Master, nor be permitted to vote. The Master of each Lodge, or in his absence, the Officer next in rank present who is himself a member of the ProvincialGrand Lodge, shall answer for the qualification of any member of his Lodge who may apply to be admitted as visitors to the Provincial Grand Lodge; and the Provincial Grand Inner Guard, in addition to the duties laid down in the Constitutions and Regulations, shallprove the qualifications of every visitor who may not be thus satisfactorily vouched for.
3. The Provincial Grand Officers shall, during their year of Office, punctually attend to their duties in the Provincial Grand Lodge unless valid excuse in writing be made to the Provincial Grand Secretary prior to the meeting of the Provincial Grand Lodge.
4. All monies belonging to the Provincial Grand Lodge shall be paid to an account, which shall be opened at a Bank (to be approved by the Provincial Grand Lodge) in the name of the Provincial Grand Lodge. All cheques drawn thereon for monies voted by the Provincial Grand Lodge shall be signed by any two of the following: The Provincial Grand Master, the Deputy Provincial Grand Master, the Provincial Grand Treasurer and the ProvincialGrand Secretary. The Provincial Grand Treasurer shall see that correct accounts of all receipts and expenditure are maintained in aproper book and prepare an abstract of each year’s accounts. That all books of account and other documents shall be entrusted to the care of the Provincial Grand Treasurer or the Provincial Grand Secretary.
5. The Furniture and other effects of the Provincial Grand Lodge shall be in the care of the Provincial Grand Secretary for the time being. The Cash Book, Minute Books and all other books and documents in the care of the Provincial Grand Treasurer and Provincial Grand Secretary respectively, shall be the property of the Provincial Grand Lodge.
6. The Provincial Grand Secretary shall, at least fourteen clear days before the day on which the same is appointed to be held, issue summonses for all meetings of the Provincial Grand Lodge to every member of the Provincial Grand Lodge, and likewise for all meetings of the Committee of General Purposes (hereafter mentioned). He shall attend all meetings and take Minutes of the proceedings; receive Returns from Lodges in the Province and enter them in the books set apart for that purpose; receive feesand contributions payable by Lodges and Brethren, and hand the same over to the Provincial Grand Treasurer; receive all Petitionsor Memorials and submit them to the Provincial Grand Master or other proper authority; attend the Provincial Grand Master or his Deputy or Assistant with any books or papers he may require; and generally do all such things as ought to be done by the Provincial Grand Secretary or as he may be directed from time to time by the Provincial Grand Lodge.
7. The Provincial Grand Director of Ceremonies shall have the arrangement and direction of all processions and ceremonies ofthe Provincial Grand Lodge.
8. The duties of the other Provincial Grand Officers shall be the same as are laid down in The Constitutions and Regulationsfor the Grand Officers.
9. The Provincial Grand Master. Deputy Provincial Grand Master, Assistant Provincial Grand Master, Provincial Grand Wardens, Provincial Grand Treasurer, Provincial Grand Secretary, Deputy Provincial Grand Secretary and the Provincial Assistant Grand Secretary and a representative from each Lodge in the Province, shall form a Committee of General Purposes. The Committee may originate and recommend to the Provincial Grand Lodge whatever if may deem necessary or advantageous to the welfare of the Province, and generally make arrangements for the Provincial Grand Lodge meeting. A Finance Committee consisting of four Brethren shall be elected at the Annual Provincial Grand Lodge meeting. The Provincial Grand Master, the Deputy Provincial Grand Master, the Assistant Provincial Grand Master, the Provincial Grand Treasurer, Provincial Grand Secretary, Assistant Provincial Grand Secretary and any Past Provincial Grand Masters shall be as ex officio members. They shall meet at least once in every year, manage the finances of the Provincial Grand Lodge, and submit their recommendations to the General Purposes Committee.
10. Fees of Honour
Every Brother on his appointment or promotion to office or rank in Provincial Grand Lodge shall pay a fee of honour which shall be not more than 40% of the amount payable on appointment or promotion to an equivalent office or rank in Grand Lodge A Brother accepting a higher office in Provincial Grand Lodge shall pay the difference (it any) between the Fee payable on the office which he leaves and that to which he is promoted. The above fees shall be payable imme-diately on appointment to office and no Brother appointed to an office shall be allowed to assume the rank or clothing of such office until he has paid the Fee of Honour. In the event of such fee not being paid within two months the appointment shall be ipso facto, cancelled and void, and the Provincial Grand Master may immediately proceed to appoint some other Brother to fill the vacancy. Any Brother appointed or promoted tothe rank of a Past Provincial Grand Officer shall pay, before appointment, the same fee of honour as if he had been appointed toPresent Provincial rank.

11. The following contributions and Provincial fees shall be payable to the Provincial Grand Secretary who shall forward thesame to the Provincial Grand Treasurer;
• Registration of a new Lodge or removal of a Warrant
• Registration of By-Laws or amendment of By-Laws
• Dispensations (other than dispensations which can only be granted by the Grand Master)
• Dues payable by Lodges on, 31st August in each year in respect of every Brother who has been a member of the Lodge during any part of such year (not exceeding 40% of Grand Lodge dues).
12. The Master of every Lodge in the Province shall cause acopy of the Summons for each meeting of his Lodge, whether regular or emergency to be sent to the:
• Provincial Grand Master,
• Deputy Provincial Grand Master.
• Assistant Provincial Grand Master,
• Provincial Grand Wardens and Overseers of the year ,
• Provincial Grand Treasurer,
• Provincial Grand Secretary,
• Deputy Provincial Grand Secretary
• Provincial Grand Director of Ceremonies
• Assistant Provincial Grand Secretary.
All communications from Masters of Lodges or others intended for submission to the Provincial Grand Master or Provincial Grand Lodge, other than the above mentioned Summons or invitations relating thereto, shall be forwarded to the Provincial Grand Secretary for presentation. Every Lodge Summons shall contain name and address and telephone number of the Master, the Lodge Secretary. Treasurer and Representative on the Committee of General Purposes, Charity Steward and Almoner.
13. The Secretary of each Lodge in the Province shall, whenever a member of his Lodge shall resign or shall be excluded, or whenever at a subsequent time he may require it, furnish such member with a Certificate stating the circumstances under which he left the Lodge, and such Certificate, in addition to the Certificate of Advancement required by Article 108 of the Constitutions and Regulations is to be required by and produced to any other Lodge of which he is proposed to be admitted a member, previously to the ballot being taken.
14. Each Lodge shall once in every year, namely on or before the31st day of October transmit or cause to be transmitted to the Provincial Grand Secretary, the Annual Return signed by the Master and Secretary (made up to the 31st day of August for the previous twelve months) of all contributing members, Brethren who have, been Advanced or Joined the Lodge since the last Return, their Postal Address, Title, Date of Birth, Profession or Occupation should be inserted with the dates of their Advancement or Joining and the name and number of the Lodge from which they joined, together with all monies due or payable to the Provincial Grand Lodge. The Annual Return to Grand Lodge should be completed at the same time and forwarded to the Provincial Grand Secretary for checking and comparison, together with fees payable. Cheques should be. made payable to the Grand Mark Lodge and Provincial Grand Mark Lodge, Devonshire, respectively.
15. Each Lodge shall Immediately after its Installation meeting cause a Return to be made to the Provincial Grand Secretary, of the Master, Past Masters, Wardens and Overseers, and all members who claim to be entitled to attend Provincial Grand Lodge as Past Members having served the Office of Master in some other Lodge, specifying the Lodge in which each has served the Office of Master, and a Brother shall not be permitted to vote at the Provincial Grand Lodge unless his name appears in such Return. The Return for Grand Lodge should also be completed at the same time and forwarded to the Provincial Grand Secretary for checking and comparison, all communications to Grand Lodge must be transmitted via the Provincial Grand Secretary and not to Grand Lodge direct.
16. If any Lodge neglect to make the payments and Returns named in the foregoing By-Laws and be in arrears at the 31st October annually, the Master, Past Masters, Wardens and Overseers of that Lodge shall not be allowed to appear at such or any other Provincial Grand Lodge, nor have any voice in the recommendation or distribution of the Provincial Grand Lodge fund, until such Returns and payments shall have been duly completed.
17. Every motion for a new By-Law or Regulation, or for the repeal or amendment of an existing By-Law, or any other proposition intended to be made at a meeting of the Provincial Grand Lodge shall be stated in writing, together with the names and rank of the proposer and seconder, and transmitted to the Provincial Grand Secretary for insertion in the Summons convening the Provincial Grand Lodge meeting at which such motion is proposed to be made, not less thaneight weeks before the day of the meeting of the Provincial Grand Lodge, and no motion or matter shall be entertained by the Provincial Grand Lodge, or brought into discussion therein unless the foregoing requirements be complied with or the Provincial Grand Master otherwise determines.
18. Every Lodge in the Province shall frame By-Laws or revise its existing By-Laws, so as to be in strict accordance with the Constitutions and Regulations of the Order and with these By-Laws; when so framed or revised, such By-Laws shall be forwarded to the Provincial Grand Secretary who shall submit them to the Provincial Grand Master for approval, and subsequently to the Grand Secretary for the approval of the General Board and when approved, a copy shall be sent to the Provincial Grand Secretary to be placed with the documents of Provincial Grand Lodge.
19. Each Lodge shall provide itself and any new members of the Degree with a current copy of the book of Constitutions and Regulations and the Provincial Grand Lodge By-Laws. The Master of each Lodge shall see that both a current copy the book of Constitutions and Regulations and the Lodge By-Laws are placed upon the Pedestal at all times when the Lodge is open. These By-Laws shall be binding on all the Lodges in the Province unless and until the same be altered in a constitutional manner, as herein before provided. They shall be printed and a copy shall be sent to the Master of each Lodge in the Province.

ROYAL ARK MARINER’S LODGES
20. A Register shall be kept of all Royal Ark Mariner’s Lodges throughout the Province. Every such Lodge immediately after Consecration, shall send to the Provincial Grand Secretary a Return giving:
(a) Name of Lodge;
(b) Name and Number of Mark Lodge to which it is attached;
(c) Date of Consecration;
(d) Place, days and hour of meeting;
(e) Name, Address and Office of Founders and Members.
21. Every Lodge of the Royal Ark Mariners, shall not later than the 31st October of each year, make an Annual Return to the Provincial Grand Secretary, made up to the 31st day of August for the previous twelve months, of all its members, Including the Brethren who have been Elevated or Joined the Lodge since the last Return, and at the same time transmit the fee for each member so Elevated or Joined. It shall also make a Return of any member who may have resigned, died or been excluded during the year.
The Annual Return to Grand Lodge should also be completed at the same time and forwarded to the Provincial Grand Secretary for checking and comparison, together withfees payable. Cheques should be made payable to the Grand Mark Lodge and Provincial Grand Mark Lodge, Devonshire, respectively.

• Granting a New Warrant
• Dues payable by Lodges on 31st August in each year in respect of every Brother who has been a member of to Lodge during any part of such year
• Registration of By-Laws or amendment of By-Laws
• Dispensations other than those which can only be granted

23. Every Lodge immediately after the Installation of its Commander shall make a Return to the Provincial Grand Secretary of the names and addresses of the Officers appointed for the ensuing year.
24. The Commander of every Lodge shall cause a copy of each Lodge Summons to be sent to the Provincial Grand Master, the Deputy Provincial Grand Master, the Assistant Provincial Grand Master, the Provincial Grand Secretary the Deputy Provincial Grand Secretary, Provincial Grand Director of ceremonies and the Assistant Provincial Grand Secretary. The private address and telephone number of the Scribe shall be printed on each Lodge Summons.
GENERAL
25. In all matters not herein specially set forth, the Provincial Grand Master, the Provincial Grand Lodge and its officers shall be governed and regulated by the same Laws as those applicable to the Grand Lodge of Mark Master Masons and its Officers.

The Provincial Grand Master addressed Provincial Grand Lodge
Brethren I am delighted to address you all here today for the first time as your PGM, I would like to thank The Pro Grand Master and his Officers for coming to Torquay and installing me as the 12 th Provincial Grand Master for The Province of Devonshire. We have a tremendous history in Devon, being the oldest Province, established in 1857 and I am truly honoured to have the opportunity to serve you as your PGM.
I would like to pay tribute to our Past PGM, RW Bro Peter Balsom for his 6 years leadership and dedication to the Order and to wish RW Bro Peter a happy and enjoyable retirement. My thanks to RW Bro Peter Hawken our PPGM and VW Bro Bill Humphries our PDPGM for the part they both played in opening Provincial Grand Lodge here today.
This year marks the 40 th anniversary of our Most Worshipful Grand Master, HRH Prince Michael of Kent, who has given his commitment and dedicated service to the Mark Degree, over the last 40 years and I am sure, you would all like to join with me, in thanking and sending our best wishes to him.

Today has seen the appointment of our new Provincial Team and I wish every one of you a happy and enjoyable year ahead. I would also like to thank the retiring active Provincial Officers, for supporting the Executive and the Lodges they visited during the past twelve months. I would like to especially thank the Wardens, Overseers, DC’s and those Brethren who have travelled far and wide, supporting the Executive and Province.
I would also like to thank our Provincial Secretary, W Bro Chris Elliott, our Director of Ceremonies, W Bro Lee Taylor and their teams, for the continued support they have given to this Province over the past 12 months and also in the organisation of today’s proceedings. Sadly, we have to say goodbye to our Provincial Treasurer, W Bro Norman Yarde and W Bro Jim Davis, our Assistant DC who have decided to stand down. I would like to thank them both for their service to the Province. W Bro Brett Varker, in taking on his duties as my new Assistant, I have now appointed W Bro John Betts as the new Chairman of the DMCA and Garry Kitchen as Deputy Chairman of the association. I would also like to thank Uffculme Cornerstone Lodge, our recently consecrated Mark Lodge 1992, for their assistance here today as the host lodge.
The DMCA Centenary Project was launched back in 2019 by R.W.Bro Peter Balsom, to mark and celebrate the centenary of the association. The project was to raise funds for non-masonic charities in Devonshire, this was concluded on the 20 th September and with the tremendous support of many individuals and Lodges raised the magnificent sum of £111,187. Much of the money raised has now been distributed to various local charities here in Devonshire. We will be marking the centenary of the association with a celebration weekend on 29 th January 2023 at the Grand Hotel, Torquay. Tickets are available at £150 per person for the weekend celebration, which will include accommodation, meals and entertainment. Brethren, let us look to the future of Mark and RAM Masonry here in Devonshire, with covid in a steady decline, it is time to re-invigorate ourselves, our Lodges and our Order. We need to continue looking out for those brethren, who’s company we may not have shared for some time, how can we encourage them back to our meetings to share another happy evening with us?

Brethren, I am delighted to see so many attending our Provincial Grand Lodge meeting here to support our annual Provincial Meeting, it has been a great pleasure for me to appoint and invest this year’s Provincial Officers and I would like to congratulate the brethren, who have received their preferment today. For those who have received Provincial appointments, it is not only recognition for what you have achieved in the past, but for what I hope, you will also continue to achieve in the future. To the newly appointed active officers of the year, I will be relying on you to take full advantage of your new appointment and to visit and support as many Mark lodges as possible during your year.
To the retiring Provincial Officers, I would like to say a very big thank you for the tremendous support you have given to me, my executive and most importantly to the many lodges you have visited throughout your year as an active officer. I truly hope you have enjoyed the experience of being an active officer and representing the province during your year. My special thanks go to my past Wardens and Overseers W Bro’s Colin Day, Robert Palmer and W Bros Simon Wills and Paul Watson, who have carried out their duties and address to an impeccable standard. Most Excellent Grand Superintendent for Devonshire, Ex Comp, Christopher Roach agreed to become a member of the Mark Degree, joining, The Lodge of St Simons Lodge Mark 1116 in July of this year, this has further cemented the relationship between our two orders. We are also very fortunate to also enjoy great support from the PGM of the Craft, R W Bro Nicolas Ball. Brethren for there to be a healthy future for all orders, we must fully support our own Craft Lodges and all work together for a brighter future.
Mark Masonry in Devonshire continues to attract candidates to both the Mark and RAM Degrees and in the last masonic year we have shown a slight increase in both orders, this is despite the Unfortunate closure of Athelstan, Duncombe and just recently True Love & Uunity Mark Lodges. This was very disappointing to me and I am sure to the many members of those lodges who, with great effort, had tried to keep them going. The reason for the closers was down to and the consequence of falling numbers and the lack of recruitment in all those lodges, Brethren it is incumbent for us all, to introduce new members to our Lodges, to keep them vibrant for future generations, and also respect the history and work carried out by our predecessors. I would therefore appeal to you all, please ask someone to join your lodge and help to preserver this wonderful Mark degree here in Devonshire. Brethren to help you achieve recruitment within your lodges, we have, The Devon Mark Support Team, they are there to help and to offer assistance to lodges, they have been a great support to both the Mark and RAM Degrees and under the new leadership of my Assistant, W Bro Brett Varker have now introduced a series of Magic of The Mark recruitment evenings which have taken place so far, in Plymouth, North Devon and Torquay with excellent results, with further events being planned in the future. Brethren all we ask is that you invite potential candidates along for the evening and we will do the rest, the province will even pay for their meals!
The Royal Ark Mariner Degree is an important degree to our Mark family here in Devonshire and I have asked my DPGM VW Bro John Clendinning, to arrange a series of recruitment talks to Mark Lodges, this will be carried out with the assistance of the DMST and in particular, W Bro Bill Philip who has also been instrumental in organising the introduction of the Traveling Ark, so please be aware you will be receiving a call to arrange a talk in your Mark Lodge!, or just contact VW Bro John to avoid the rush!
Specialist Lodges.
With the success of St Andrews Golf Lodge of MMM our first specialist Mark lodge, I have decided to retain the warrant for Athelstan Lodge and have asked my APGM, to set up another specialist lodge, this will be known as The Rugby Lodge of Mark Master Masons and will based on a Rugby theme, offering great fun with excellent dinning. If you are interested in joining this new lodge and would like further information, please contact W Bro Brett Varker.
In January we celebrated the centenary of DMCA, with a wonderful weekend at the Grand Hotel in Torquay, when over 200 brethren, their partners and families attended, to mark this great event, which over the 3 years raised the magnificent sum of £114,000 for local Charities, that money has now been distributed to local good causes throughout Devon, many of the recipients of the donations were present on the Friday evening. The weekend event was very well organized by my APGM Brett Varker and was a great occasion with much fun and enjoyment had by all. I thank W Bro Paul Howard-Baker for his support and dedication to the 2022 project, along with W Bro’s Brett Varker the Chairman and his Deputy John Betts for their work with the association during the project. I also thank the charity stewards from all the lodges across our province in the Mark and RAM Degrees for their

tremendous support and along with your members helping to achieve this magnificent amount and in doing so, have helped so many good causes across our province, Brethren you should all be justly proud of yourselves!

DMCA Charity
The DMCA continues to support local good causes with the quarterly disbursements and I thank the Chairman of the association, W Bro’s John Betts, his assistant Garry Kitchen and the Charity Stwd Paul Howard Baker for working tirelessly in their efforts for the charity. The 150 club draw which is well supported with over 200 members raises much needed funds. I thank W Bro Paul Jones for his hard work in continuing to make the draw a great success.
Special Events
Brethren there we be a number of special lodge celebration this year the first of those will be, True Love & Unity RAM 50 years 6 th November, Elliott MMM Sesquicentennial, 16 th January and Benevolent RAM 50 th also on the 21 st November. Sincerity RAM will be celebrating their Sesquicentennial in July 2024. I also congratulate St Nicholas and Unity RAM who celebrated their 100th and 50th anniversaries respectively and Unity Mark, who celebrated their Centenary on Thursday of this week. It was a wonderful occasion and the DGM RW Bro Francis Spencer was there to support the event.
Music 4 Lodges
With the absents of an organist in many lodges today and the shortage of an organist being ever difficult to find, I am introducing Music 4 Lodges to help put music back into our lodges. The province will supply free of charge to your lodge, a musical device along with the ceremonial music to help bring music and singing back to your lodge. This a simple device that works of Bluetooth and can be operated from a phone or Bluetooth device for more information and to request one of these devices. Please contact the Provincial Sec.
I would like to thank my DPGM, VW Bro John Clendinning and my APGM W Bro Brett Varker, for their loyal support and help to me, to W Bro Chris Elliott my Provincila Grand Secretary, who works tirelessly for me and the Province, V W Bro Mike Daniels Provincial Grand Treasurer and to W Bro Lee Taylor, my Director of Ceremonies and his team, W Bro Roger Farrow and W Bro Gilson Rowe for without all their support and dedicated service, I could not run this province.

THE PROVINCIAL GRAND MASTERS REPORT October 2023 con’t
I have great pleasure in submitting my report as Provincial Secretary. This year has been a busy one for the Province, beginning of course with the investiture of a new Provincial Grand Master.
I would like to again take this opportunity to thank all lodge Secretaries and Scribes for their considerable efforts and support during the past year also my special thanks to my Deputy W Bro Nicholas St J White and Assistant W Bro Michael Carter, and Registrar W Bro Alan Cockman, who have taken to their roles with diligence and enthusiasm. All three are stepping down from these roles this year and will be a hard act to follow.
With a return to regular meetings the monthly Newsletter has reverted to quarterly, sent direct to the 80% of our members who have an email address in the KOL database, and thus requiring the Secretaries and Scribes to just mail it to those not on email. If you are not getting a copy, then let your secretary know.
Our focus this year has been on encouraging members who may have got out of the habit of attending to come again to our meetings, and this must be an ongoing drive alongside our recruitment efforts.
Inevitably we have lost four lodges this year where active membership numbers had dwindled, but the members have transferred into other Lodges in the area.
This last Masonic year we have celebrated the following notable milestones; 50 years service; WBro Cedric Stone (RIP) Benevolence 1264, W Bro David Wooley North Devon Union 540, W Bro Martin Smith Lewis 1284, W Bro Ralph Cairns Friendship 16TI, Bro Roy Silman True Love and Unity 1159. and 60 years service: W Bro Anthony Passmore Fidelity Huyshe 91.
This coming year we look forward to further such celebrations, along with the Centenary of Unity Mark 783, and the Sesquicentenary of both Elliott Mark 169 and Sincerity RAM 35, and Golden Jubilees for True Love and Unity RAM 1159 and Benevolence RAM 316.
Secretaries are reminded that recommendations for Promotion are now due based on service to 31 st August for Brethren who went into the chair during the year ended August 2021, and must be received by 31 st December and should be carefully worded to ensure that any brother the Provincial Grand Master appoints to Active Office is prepared to travel to meetings and be able to attend Provincial Grand Lodge which in 2024 will be on the first Saturday in October as usual.
Brethren a new Masonic year is about to commence, and I look forward to working again with the executive of R W Bro David Purdie PGM, VW Bro John Clendinning DPGM and W Bro Brett Varker APGM and thank them for their continued guidance and support.
Finally, Brethren I would like to thank you one and all for the warm and friendly welcome I have received when visiting your lodges around the Province.

MARK BENEVOLENT FUND
The Funds which is administered by the General Board, is for the assistance of necessitous Mark Master Masons, their widows, sisters and children, by means of immediate grants of money.
Grants may also be made to enable a Brother or his wife to meet expenses incurred during convalescence after illness, and also to assist in the education maintenance and clothing of the necessitous children of Mark Master Masons.
Donations to the Mark Benevolent Fund of the following sums confer the qualifications set against the respective sums subscribed.
Brethren, Ladies and Lewises who have attained a qualification prior to 30th August, 1993, shall remain entitled to such qualification.
Payment of the above may be made in sums of not less than £10 each.
Permanent privileges may be acquired by ladies on payment of half the amounts in sums of not less than £10 each.
Lodges may attain Patron or Vice-Patron of £500 or £1,000 respectively, for every ten or fraction of ten subscribing members, and Grand Patron, Grand Patron Gold, and Grand Patron Diamond, by a further £1,000 or £2,500, or £5,000, respectively after Patron status.

RULES
1. The Association shall be called the Devon Mark Charity Association.
2. The objects of the Association shall be to support the Mark Benevolent Fund, the Provincial Grand Master’s Special Fund and any other Charities especially by the collection and transmission of donations and subscriptions made to these Charities together with such monies as may be derived from time to time by way of tax refunds from Gift Aids.
3. All monies subscribed together with any tax refunds recovered under Gift Aids shall become the actual property of the Association.
4. The Association shall consist of all Mark Masters and Royal Ark Mariner Masons together with all Mark and Royal Ark Mariner Lodges subscribing to the said Association.
5. The Right Worshipful Provincial Grand Master for the time being shall be the President and the Deputy Provincial Grand Master and Assistant Provincial Grand Master for the time being shall be Vice Presidents of the said Association.
6. The names and addresses of the Charity Steward of each Lodge shall, immediately upon appointment, be transmitted to the Provincial Grand Secretary/Treasurer of the said Association by the Lodge Secretary.
7. The Association shall be managed by a Committee and Officers who are made up of the following:
a. The Committee shall consist of the Charity Stewards of all Mark and Royal Ark Mariner Lodges and bodies who shall have qualified for membership as defined in para 4.
b. The Officers of the Association shall consist of:-
(i) President and Vice Presidents are defined in para 5 and the Provincial Grand Charity Steward.
(ii) Chairman, Deputy Chairman, Treasurer/Secretary and Deputy Treasurer/Secretary who shall be elected annually in accordance with para 8.
(iii) Trustees of the Association who shall be nominated or removed in accordance with para 9.
8. The Annual General Meeting of all Committee or Lodge Representatives and Officers of the Association shall be held prior to the Meeting of Provincial Grand Lodge with the date, time and venue of the AGM is to be given in writing to all Lodge Charity Stewards and Secretaries at least 14 days prior to the date fixed for the AGM. The Officers of the Association as in para 7b shall be elected at this meeting, together with the Auditors for the ensuing year.
