is ? th ne ed re al ly e w o D The picture above was taken on Wednesday 03 January, some 48 hours before the sacks were collected by Cornwall Council's contractors and shortly afterwards a large rat was seen scurrying between the sacks. If you know who is responsible for leaving these sacks at the top of Bosawna Close, next to the Rectory garage wall, then please contact the Parish Clerk or any Parish Cllr., and we will make sure that the person concerned is reported to Cornwall Council who will take the necessary steps to ensure that this does not happen again (this may include taking the offender to court). Equally, if you are the person who dumped these bags, please try to develop a conscience, as well as some common sense, and don't do it again. Even if you weren't seen this time you won't keep getting away with it and you will eventually be caught and, when that time comes, no one will be reluctant to report you.

Your rubbish is your responsibility until it is collected and you do not pass on that responsibility just by dumping it on a grass verge.

The rules for the disposal of rubbish are quite clear - you should not put your rubbish out until the day of collection so, to all those people who think it is ok to build up a mountain of rubbish at West End, Market Sq, Bosawna Close etc., a day or two before collection, please think again and consider especially those people who live close by and who are likely to have to deal with the mess and the vermin your rubbish attracts.

s? rt hi O The second photograph was taken on New Year's Eve in Fore Street, as you can see, and was left there by the sort of dog owner who gets other dog owners a bad name. You may have seen on the St Day Notice Board Facebook page that another dog owner was actually caught on CCTV camera not clearing up after his dog. The man was identified and there followed an extremely embarrassing series of posts during which he tried to come up with all sorts of pathetic excuses, especially when he realised that he might be reported and face a fine of up to ÂŁ1,000. We really don't need this sort of selfish person in St Day who is prepared to leave rubbish around for days to encourage vermin or who is happy to walk away instead of clearing up after his dog so that children on their way to school can tread in it. Such people are clearly unable to understand the health hazards which go along with this.

The Parish Council's position on these two problems is quite clear - if we are able to identify anyone dumping rubbish in this way or not cleaning up after their dog we will pass on their details to Cornwall Council for further action which may include a fine of up to ÂŁ1,000. It is now up to the public of St Day to identify these people and let the Parish Council know who they are - without your help we can do nothing!!

Carols in the Square

Sadly, for this year's Carols in the Square on Friday 15th December, the weather gods weren't kind to us and we had rain and wind for most of the day.

At around 7.30pm we received a 'phone call from Carharrack and St Day Silver Band to say that they wouldn't be playing carols around the streets of St Day but that they would still be coming up to Market Square at 8.30 for the carol singing so, at that point, we put our plans into operation and arranged the most important thing - the warming up of the mince pies! Sadly, shortly after 8pm, the Band 'phoned again to say that they were, understandably, worried about ruining their costly sheet music in the rain and had regrettably had to make the decision to cancel completely. By this time the eight dozen mince pies were lovely and warm and the Day-light Choir, Sally (Burley's) Singers and a few members of the public had gathered in the Square so we decided to carry on!

We managed the best part of an hour's entertainment, interspersed with scoffing several mince pies (we hear that one little girl ate four!!) and a fair bit of laughter so in the end a very good time was had by all.

Obviously outdoor events at this time of year (or should that read 'any time of year'?) are at the mercy of the weather but we will always make an effort to let the public know if an event is cancelled, probably via the St Day Notice Board Facebook page, so the advice has to be - if you haven't heard that it is cancelled, then it isn't!

And finally - many thanks must go to the members of the Day-light Choir and Sally's Singers who turned up, in spite of the weather, and sang their hearts out.

Let's hope for better weather next year!!

Parish Council News

The Parish Council normally meets on the second Monday of each month, (except in August), at 7:00pm in the Community Room in Mills St. There is car parking available in Barracks Lane.

The meetings are open to the public (unless an item has to be taken in private) and agenda item 3 is always for public participation (limited to 15 minutes). It is sometimes necessary to arrange extra meetings, often concerning planning applications. Notices of all the meetings are displayed on the notice board at least 3 days before a meeting.

Neighbourhood Plan. A survey was distributed to all residents in the Parish by volunteers who also visited every home to collect them, a total of 411 responses was received. Many thanks to all those who took the trouble to complete the survey. Full details of the analysis are on the Parish Council website but a synopsis of the results is also given in this Newsletter. If hard copies of the full results are required these are available from the Parish Clerk. All suggestions made on how our parish could be improved have been given a response, again these are on the website or available as a hard copy. The winner of the prize draw lives in Scorrier.

Minor Works Group. Additional volunteers are still required to help with small jobs around the Parish. Please contact the Clerk if you have a small amount of time available to help out.

Mobile Communications Mast. The new mast erected in the Enterprise Playing Field will become operational in April 2018, at present it is believed the carriers will be O2 and Vodafone.

Skate Park and Teenage Village. A new, large capacity, waste bin has been sited here to help reduce the amount of rubbish left in the area. If your children frequent the area please urge them to use this.

Wheal Jewell Travellers Site. A meeting was held on site with residents early in January – attending were Cornwall Housing, Parish Councillors from St Day and Gwennap, Cornwall Council Chief Executive and other Councillors and CC personnel.

The issues discussed to improve the site were to re-establish CCTV surveillance, put in gated access and improve the facilities for the Tier One sites as well as fire safety.

Decisions on how these points are to be progressed are awaited from CC. An out-of-hours telephone number has been provided to report issues with the site, this is not manned 24 hours but messages left will be dealt with the next working day - 0300 1234 161.

Electoral Review Division Boundaries. The Local Government Boundaries (Continued on page 7)

(Continued from page 5) Commission has decided that the total number of Cornwall Councillors be reduced from 123 to 87. This requires divisional boundaries to be amended to reflect this reduction – fewer councillors will each be required to represent larger constituencies. Cornwall Council has made proposals to the Boundaries Commission which revise the divisions to reflect this and for our Parish the proposals are that the elected councillor currently representing St. Day, Carharrack and Gwennap Parishes will also be required to represent Stithians. The Parish Council has supported this recommendation, but the Boundaries Commission has the final say. Any changes will come into effect in 2021.

Footpaths The bridge over the stream from Pink Moors to Treskerby has been rebuilt.

The 'heave' from tree roots in Bunts Lane has been dealt with by Cormac at the request of the Parish Council.

Play Areas. The Parish Council commissioned a report to provide evidence to Cornwall Council, who wished to close the Tolgullow facility for safety reasons, this showed that the swings and protective matting area were fit for purpose.

Consequently CC re-installed the baby swings which they had removed with new fittings.

A new bench has been sited at the Wheal Jewell Play area provided by a donation to commemorate Doreen Clegg who lived for many years at Tolgullow. Please use it and enjoy the view!

Housing. A meeting was held with Ocean Housing to discuss concerns from residents of the Fairfield development over safety. Ocean Housing has undertaken to inspect all properties and take remedial action if necessary. All properties will have their exteriors repainted. The fire-damaged properties are due to be reoccupied sometime in mid January.

Litter Pick. The next village litter pick (weather permitting) is on Saturday 10 th February, meeting at 10am in the room to the rear of St Day Community Centre. All are welcome to help out, come along and enjoy a hot drink and biscuits afterwards. A street cleaner is employed for the central part of the village but we can all help by disposing of our litter in the many bins provided or taking it home.

Newsletter. Local Clubs and other organisations and individuals are encouraged to submit details of their activities etc.' for publication to make the Newsletter of more interest to all residents. There is no charge for local groups.

Public Concern. You are reminded that if there are matters of concern you are welcome to come to Parish Council meetings or to raise it with a councillor. A Parish Council meeting is always open to the public.

Policing. A new PCSO Adrian Hart has now been given responsibility for our area.

Scorrier Crossroads improvement. Alternative methods of reducing the accident rate at this junction have been proposed by local residents in preference to the current proposed scheme. All of these are at a lower cost and require less disruption and the Parish Council supported investigation into these as viable options. A Community Consultation is promised – date tbc.

Speed watch. Extra sites on the B3298 which do not require a police presence for safety have been proposed for risk assessment and we await the outcome.

Mike Tapp. Mike passed away recently, we are grateful for the 15 years he was responsible for handling the advertising in this Newsletter and express our (Continued on page 8)

Geothermal Energy. This project at United Downs is due to commence in January with construction for the infrastructure of the site and this will be followed in April by delivery of the drilling equipment. There will be some limited increase in traffic from the A30 via Scorrier along the B3298 to the Crofthandy turning and thence to the site whilst the site construction takes place. The delivery of the drilling equipment will take place over a very short space of time and involve about 100 lorry movements only.

Exact details on the timing of this will be publicised. This initiative is designed to generate electrical power and is not connected in any way with fracking.

Police. The police are urging people to look at their web site, www.devoncornwall.police.uk which gives information about dealing with a wide range of problems or to use their email address 101@dc.police.uk rather than ringing 101 where there can be long waits.

Carharrack and St Day Silver Band

Our busy Christmas season started on 1 st December with our annual carol concert with the St Day and Carharrack School Choir, a tradition started by our Musical Director Roy Trelease when he took over the band in 1995. It was a lovely evening – the choir was in good voice and our junior and senior bands gave a brilliant show. The juniors were joined by a young player-in-training, Naomie, who did an exceptional job in her first ever concert.

Over the season we played around both villages, with our juniors accompanying the switching on of the Carharrack Christmas lights and our seniors accompanying carol services in both villages. Our seniors also went carolling around both villages on Wednesday evenings. We’d like to thank the villagers of St Day for donating a total of over £160, and the villagers of Carharrack for setting a village record of almost £200!

Alongside these traditional engagements we gave a handful of concerts further afield, performing twice at the Old Plough in Shortlanesend and once at Poldark Mine near Helston, where we have had the pleasure of becoming a regular feature of their summer season over the last few years. We were also honoured to be able to collaborate with the school choir again for the surprise birthday party of Alison Pooley, a long-time friend of the band and pillar of the local community.

Our Christmas season ended as it has for many years now, with a concert at the Star Inn in Vogue. We always enjoy winding down the most intense month of the musical calendar with a nice relaxed evening of carols and some warm mince pies. We are now moving into preparation for 2018, with rehearsals for the summer season already underway. As always we welcome any new players who want to join us – instruments and tuition available as needed – and we look forward to seeing you all in what promises to be a good new year!

Signs and Wonders - Light Spectacular Hey! there are some lovely things happening to brighten up the next two dark winter months.

If you missed the last two Day-Light Group events don’t worry there are still two more light shows to go and more chances to get involved.

Carn Marth 24/2/18 7pm-10pm Live music from legendary local folk/rock band Hanterhir performing tracks (some in Cornish) from their Carn Marth inspired rock opera. Two of the members grew up in St. Day and Carharrack so we are incredibly excited to have them on board.

Our awesome resident folk/rock musicians Athene Roberts and Tim Ashton (3 Daft Monkeys) will be performing as a duo, getting us dancing to some of their infectious dancing rhythms.

There will be a beautiful floating light installations, lanterns, projections, performances by the Day-Light Choir and hot food and drink.

Bring a torch, put on your walking boots, dress up warm and prepare yourselves for a magical illuminated adventure.

Your Cornwall Councillor Dear Resident

Cornwall Council Budget. Cornwall Council has confirmed it is facing a budget gap with £75 million savings needing to be found over the next four years.

Like other local authorities across the country Cornwall Council is facing less funding from central government, as well as increased pressure as a result of rising demand for services. This means that despite the £300 million savings we have already made, we still have considerable savings to find in the years to come.

The main grant we receive from central government will be significantly reduced by 2019/20, so we need to find additional ways to fund services. At the same time demand for our services continues to rise year on year, particularly those services for vulnerable children and adults. Cornwall Council provides a huge range of essential services to the people of Cornwall.

The Government has announced details of the Local Government financial settlement it has announced a lift in the cap on Council Tax rise from 2 to 3%. If this were to added to the already proposed 4.99% (up to 5.99%) then a Band D Council Tax would rise from £1398 now to £1482, a rise of £84 for next year. 1% extra Council tax would bring a further £2.7m in revenue.

I would be grateful for your views on a 5.99% Council tax rise before the budget meeting in February .

CAB Cornwall. Cornwall Council's Cabinet, in its budget proposals, is recommending cutting the funding for the Citizens' Advice Bureau by reducing Cornwall Council's grant to the CAB from £356k to £153k for next year.

We all know people who have used the CAB and they work extremely hard supporting the most vulnerable. Any funding reductions will have a severe impact on many low income families and individuals. Uncertainties around social care funding and welfare reforms all add to a complex picture and I and many other councillors recognise the role of the CAB and do not support cuts in what many see as a vital service.

I hope everyone had a lovely Christmas and have managed to avoid all the coughs and colds that have been doing the rounds.

October. We had to make a last minute decision . Our speaker, who was to have demonstrated an Autumn flower arrangement, was unfortunately unable to come and it was to late to be able to find a replacement. Should we ring everyone telling them not to bring their flowers and greenery, which they had most probably got already , or go ahead as planned. We decided on the latter course of action. Although we did not have an expert guiding us we ended up with arrangments to be proud of, We do have some very talented ladies.

Our November meeting really put us in the mood for the coming festivities. Sandi Thomas came along to show us how to make Christmas decorations. We had been told to bring an unwanted paperback book and a craft knife, not very inspiring material so what on earth could one make of that we all wondered.

We began by removing the covers and leaving ourselves with about 150 pages still joined together at the spine. Then with very precise folding, cutting and a bit of gluing you ended up with a ball made up of tiny triangles, the addition of a ribbon loop and there you had a bauble. I am always amazed what can be made of something that could well have ended up in the recycle bin.

December. Having begun to get in the mood at our last meeting we were in full party mode and ready to celebrate. Members, their families and friends gathered for our Christmas party. The unanimous decision had been to invite back the St Paul's singers to entertain us as we had such a lovely evening with them the previous year.The members , as always, rose to the challenge to provide a wonderful selection of food for the buffet.

Carols sung , supper eaten and raffle prizes won we were all set for the countdown to the big day.

Memories of Doreen Clegg

A smart new seat has been installed in the Wheal Jewel playing field, donated

by Doreen's family in lasting memory of her. Doreen lived in St Day for many years at Tolgullow, with her husband Jack who died in 1974. She was the most happy and contented person who loved her family, enjoyed her garden, animals, birds and of course watching sport on her TV. Doreen supported the Royal British Legion for over 45 years raising money for those who served in both world wars and their families. She joined "Pop in" held at St Day Methodist Chapel and was one of our first helpers until ill health kept her at home.

A lovely lady remembered.

£ Your opportunity to £ help decide how the Parish Council allocates donated £ funds £ In the recent Survey the respondents overwhelmingly identified that having the opportunity to express their views about the Parish was a good thing.

You now have the chance to vote on how we utilise some windfall funds the Parish has received from benefactors.

The Parish Council has been fortunate to receive cash donations to be used for the benefit of the Residents.

There are some restrictions which have been placed on what we can do with these funds, but you can help decide which projects we can pursue within the limited amount available.

We will not be able to pursue all the alternatives, which is why we are giving you the opportunity to determine what is important to you.

There are eight initiatives which have been selected. Think carefully about each of these and decide which you feel would be of most benefit to the Parish. Please choose only three of the alternatives, then rank each you have chosen from 1 to 3, with 1 being the most important to 3 which is the one you feel is the least important.

Complete and pull out these centre pages and return them to the Post Office in St Day by 28th February and the Parish Council will collate the results at our March Meeting and publish the findings.

Automated External Defibrillator (AED)

In the event of a Heart Attack these devices save lives – for every minute resuscitation is delayed the chances of the victim surviving reduces by 10%. Whilst we have two in the Parish immediate access to a unit is vital to save a life.

Anyone can use them without training as each step is voice controlled (the Parish Council also provides annual training sessions open to all free of charge – contact the Parish Clerk for more details on this).

The cost for an AED and exterior cabinet is approximately £1500

Upgrade Christmas Lights

The Christmas Lights Committee, most of whose members have for the last 30 years been decorating our Village, has decided to take more of a back seat. So we need more helpers to illuminate St Day for the the Festive Season, we can help encourage more volunteers to participate by purchasing extra display lights and an annual provision of access equipment to make the task a lot easier.

The cost for this is approximately £2000

Vehicle Activated Signs

RANK

Almost 1/3rd of Survey respondents identified speeding as an issue which required addressing. Studies have shown that placing these signs at strategic locations has a significant effect in reducing vehicle speeds. The signs show the speed of any approaching vehicle if over the limit. The signs can be relocated to various sites as required.

The cost of a pair of signs (one for each direction) is approximately £5000*

CCTV SURVEILLANCE

There is a growing incidence of Anti-Social Behaviour (ASB) in certain areas of the Village, particularly around the Market Square, ranging from possible drug sale and usage, to vandalism. Any system would be fixed and used solely to monitor the open areas, not private dwellings. Installations of this nature can be a deterrent to such activities in an area through monitoring locations where groups gather. The system would be mounted unobtrusively on the Clock Tower.

Cost for a system is approximately £750*

CLOCK TOWER AND WAR MEMORIAL ILLUMINATION RANK The Clock Tower along with the Old Church is one of the key landmarks of St Day. The objective is provide variable lighting for the exterior of the Tower and illuminate the windows from the interior and also possibly the clock faces. The illumination would allow for colours appropriate to a particular event (e.g. red for Armistice Day or red and white for St George's Day). The arch containing the War Memorial would feature appropriate downlighting.

The lighting would be arranged so that nearby properties would not be affected.

Cost for this would be approximately £1500*

The Old Church Community Interest Company will be taking ownership from the Diocese in February 2018 and has exciting plans to bring it back into public use by holding events and productions. Two and a half years of work have paid off and St Day is to have a whole new play area at the Wheal Jewel Playing Field. The play equipment that is there was well past its sell by date years ago and the Action St Day Group with the help of Scott James, Bryony Nicholls and Mervyn Smallwood of Kerrier District Council Regeneration team have put together £65,474 of funding granted by the Liveability Community Pot, Cornwall County Playing Est.1982 fields Association, Cory Environmental Trust, St Day Parish Council, the Neighbourhood Renewal Community Chest, Devon & Cornwall Housing, Living Spaces, the Local Network Fund, the Neighbourhood Community Chest Grant Fund, Lt. Comdr. J Mills, the St Day Jubilee Committee and the Action St Day Group. Quite a list but it’s quite a sum of money and it shows that the support is wide based.

The project started with the selection of potential contractors and Rolf Necked of Kerrier DC Engineering Service provided a select list and has kept in touch with the project right through and, since the completed play area is to be maintained by KDC, he will always be involved.

Five contractors were asked to submit a scheme and their designs were exhibited at St Day & Carharrack School to be commented on by the pupils and their parents. As well as being shown at the school a public display was viewed at the Action St Day Group Annual General Meeting and from the comment forms completed one contractor came out on top. The prices submitted were keen and "best value", other than just price, determined the final choice. The chosen suppliers are Company, who also supplied the play equipment at Tucking Mill. Up until recently Company were part of the Lego Group so we are dealing with people who understand children very well, and adults who like playing, sorry, designing with Lego.

The final design is made up of eleven separate pieces that set out to appeal to young people from two or three up to fifteen or sixteen. There are two sets of swings, two twizzley sticks, these are real fun, two very modern roundabouts (one you can sit in and the other you can use in all sorts of ways), a rocking ‘wasp’, a spinning bowl, a ‘stand-up’ seesaw, a play house, come slide , come climbing frame and a monster climbing frame the likes of which you will have never seen before. It is 18 feet (5.5 metres) across and about 10 feet (3 metres) tall and is certainly the most exciting piece of kit you will have seen in a long time. The whole set up is to provide interesting and challenging and exciting "FUN" and it will belong to the young people of St Day and, please can I have a go sometimes.

Could you give some hens a happy home?

Hen keeping is on the rise and it’s not difficult to see why. ex-bats in particular make wonderful pets and are great company, each with their own distinct personalities. The British Hen Welfare Trust re-homes hens, both free range and caged, that would otherwise go to slaughter at 72 weeks old. The local team, based in Redruth, holds re-homings roughly every 6 to 8 weeks. Since the team was set up in April 2016 it has found homes across West Cornwall for 3,000 hens.

Once you have kept ex-bats you will never want to be without them. Seeing a hen fresh out of her cage enjoying the sunshine, scratching for bugs and slugs and dust bathing is one of life’s pure joys. Although they may be looking a little tatty at first, after a pedicure and a few days of fresh air they will start to grow their new feathers and become real characters. The added extra is that you will be provided with free range eggs for breakfast!

All together now……

Wandering down to the shop in the village the other day, I got involved as usual in several protracted conversations, mostly about the weather. Nothing unusual there; it’s the stuff of village life, but it got me thinking about community and what it means.

All our villages, and for that matter all our church communities, depend on people’s individual willingness to join together, to offer their gifts in the service of their fellow human beings, and without this willingness there would be no village, no church, and in fact no society at all.

But the world we live in prizes individuality, and it often seems that what matters is achievement, money, status – all the things which divide people, set them against each other, make them compete, rather than bringing them together in mutual support and encouragement.

There is an African proverb which goes ‘I am because we are’. We find our identity, our place in the world, from those around us: we all of us fundamentally need each other.

And so it is with us. Christian life is about community: it is impossible to be a solo Christian. The Church, like the village, is not the buildings, it’s the people, all living and working together, and for it to work we need all the many and varied talents we can muster – and that’s talents for anything, however apparently small and irrelevant. We all, every single one of us, have a part to play, and what matters is that we are prepared to play it, to contribute, to join in and do our bit, and to support each other in doing that.

And of course, it follows from that that we must reach out, to everyone - to the lost, the unhappy and the deprived people in our midst. Our church family cannot exclude them: Christ taught us to reach out and welcome the stranger, and, if we are to live in imitation of him, that is what we are called to do.

So, in a society where it is becoming more and more difficult to get anyone to commit to anything, let us be counter-cultural, let us all make the effort to join in, to turn up for events and meetings, to reach out to strangers, to visit the people we know are lonely or sick. In fact, to offer all our gifts to the service of God and our fellow human beings.

Neighbourhood Development Plan Survey Thanks are due to the volunteers who both distributed and collected the Surveys, without them this would not have been possible.

A total of 411 replies were received and all have been collated and analysed, our Parish Clerk, Steve Edwards carried out this work which involved the huge task of nearly 10,000 separate responses to record.

Key points from the responses are as follows: 93% of all respondents felt that producing a NDP would be good for the Parish, 1.5% felt not – the balance were either unsure or gave no reply of those who were in favour almost 3/4 liked that they had the opportunity to have a say in the future of the Parish and were being kept informed, whilst the balance were pleased with control over development and that it would be in local hands over half of replies were from those of 60 years of age or over – plans are in place to see if we can survey younger age groups in more depth.

The main topics you felt should be included in the NDP in order of importance were: Transport and Traffic Opens space and footpaths Community facilities Heritage and Historic Environment Housing Numbers.

The key 'likes' about the Parish were: Open spaces Good range of facilities Community spirit Rural feel The main issues to work on for improvement are: Parking Speeding Dog fouling.

These three issues accounted for over half of the suggestions, the balance was spread over about 100 different topics, all the comments have received an individual response available on the Parish Website, as is the full analysis. Hard copies of both are available on application to the Parish Clerk.

Other points: a third of replies offered to complete a longer survey later this year, over 50 asked for more information on the NDP and what it involves and 35 new volunteers have come forward prepared to help out in producing the Plan.

The Next Steps: A Steering Committee will be be set up to guide the various aspects of the Plan to meet the objectives you have set out from the Survey results.

At the same time Working Groups of Volunteers are required to tackle each of the main topics you have identified.

All those who have volunteered to help out with the Plan have received details of the key topics to be covered with a request to consider in which areas they would like to be involved.

The Local Landscape Character Assessment will also be carried out by those who received training from the County Environment Department.

Messy Church Holy Trinity Church

Well, our last session of the year lived up to its name - Messy Christmas. There were angels, stars, stables, trees, not to mention an abundance of glitter, glue and paint! That was just the craft which was followed by the story of Papa Panov and an unusual take on Pass the Parcel. We all sat down to a celebration tea and nobody went home hungry. It was great to see so many children and parents having a good deal of fun and laughter.

Our next session is on February 18th , from 3-5pm in the Chapel. Do come and join us, you will be very welcome.

Another Christmas has been and gone but how lovely were our celebrations in our Parish Church. We started with St Day & Carharrack Community School staging 4 performances of their Nativity plays. It was so good to see the church full to capacity with so many happy smiling people. This was followed by our annual community 9 Lessons and Carols with the music being supplied by our own silver band. Many thanks to Roy and his team. Thanks also go to the organisations of St Day who were ably supported by a super band of lesson readers. We had a wonderful Nativity service led by our Messy Church children and friends, headed by Annette Hillman.

Midnight Mass followed later in the evening and Mass of the Day on Christmas Day. What a busy time we had but it proves to us that the church is still the centre of our

community.

St Day Parish and facilities for Young People There has been exchanges on Facebook pages for the St Day Noticeboard on this issue, which is good news as it raises a subject on which there are clearly some stronglyheld views.

To respond with background on some of the points raised so there is a better understanding.

1. The skate park, teenage village and basket ball practice area were constructed within the funds and space available, sadly wish lists always have to be tailored to what is feasible. They were also introduced at a time when resources were much more freely available than now - the County Council has had to make ÂŁ370 million of budget cuts over recent years - inevitably this comes at the expense of many initiatives which would previously have been funded including additional facilities for Young People.

2. In terms of safety issues, skate parks have inherent risks and require common-sense from their users in this regard. The safety notice has been vandalised (removed). With regard to the proposed design the public had several opportunities to comment on this at various events, before construction.

3. The Youth Club at the Enterprise Centre, Computer Club and the Friday Community all ceased because the

volunteers who ran them, over a period, left for various reasons. No one else could be bothered to spare the time to help out so in the end they closed. There are charities who will help establish a youth club but only with the proviso that sufficient volunteers come forward to keep it viable for the future. If enough of those who feel strongly about the issue would like to give their time then the Parish Council would consider how best to support such an initiative.

4. The Groundsmen at the football club spend many hours each week keeping the pitch in good order for the official games, the pitches are not ideal because of drainage problems and are easily cut up so they want to keep them, especially the goal areas, in good condition. Hence the reluctance to allow casual activities on the pitches.

5. All littering is anti-social, the fact there is a problem in the area of the skatepark and teenage village shows it is used, a marginal excuse might be lack of a place to put rubbish - that no longer is the case.

What is surprising is that recently we surveyed all Residents of the Parish and gave them opportunity to express their views on what they would like to see changed about where they lived.

Less than 1% of the comments made were related to improved facilities for younger people. Also only 15% of the respondents were 40 years of age and under, if Residents do not engage when given the chance then it is only possible to consider the concerns of those who have replied.
